Recent studies of Michael Oakeshott have stressed the mutually constitutive importance of Hobbes to Oakeshott, arguing in part that Oakeshottâs Hobbes largely reflected his own concerns and broader philosophical project. This paper does not dispute this, but proposes a complementary account: Oakeshottâs interpretation of Hobbes was also formed in large measure by both his sympathy for Leo Straussâs account and by his perception of it as the principal rival to his own. To demonstrate the existence of such a formative engagement, a close reading of Oakeshottâs essay The moral life in the writings of Thomas Hobbes is undertaken. Not only is Oakeshott found to have absorbed much of Straussâs interpretation (surprisingly including Straussâs distinction between esoteric and exoteric doctrines), the key impetus of the essay is shown to be a refutation of Straussâs characterization of Hobbes as a â˜moralist of the common goodâ.

We characterize near-surface ocean diurnal warm-layer events, using satellite observations and fields from numerical weather forecasting. The study covers April to September, 2006, over the area 11°W to 17°E and 35°N to 57°N, with 0.1° cells. We use hourly satellite SSTs from which peak amplitudes of diurnal cycles in SST (dSSTs) can be estimated with error ∼0.3 K. The diurnal excursions of SST observed are spatially and temporally coherent. The largest dSSTs exceed 6 K, affect 0.01% of the surface, and are seen in the Mediterranean, North and Irish Seas. There is an anti-correlation between the magnitude and the horizontal length scale of dSST events. Events wherein dSST exceeds 4 K have length scales of â¤40 km. From the frequency distribution of different measures of wind-speed minima, we infer that extreme dSST maxima arise where conditions of low wind speed are sustained from early morning to mid afternoon.

This paper critically appraises a number of approaches to 'thinking globally' in environmental education, with particular reference to popular assumptions about the universal applicability of Western science. Although the transnational character of many environmental issues demands that we 'think globally', I argue that the contribution of Western science to understanding and resolving environmental problems might be enhanced by seeing it as one among many local knowledge traditions. The production of a 'global knowledge economy' in/for environmental education can then be understood as creating transnational 'spaces' in which local knowledge traditions can be performed together, rather than as creating a 'common market' in which representations of local knowledge must be translated into (or exchanged for) the terms of a universal discourse.<br />

The adjoining area of western Guizhou and eastern Yunnan Provinces in southwest China is an ideal place to investigate the feasibility of correlating marine and nonmarine Permian&ndash;Triassic boundary (PTB) sequences, as it contains outcrop sections of shallow marine, marginal marine (or paralic), and terrestrial PTB sections, all in close geographic proximity. This paper documents for the first time multiple stratigraphic data from several well-preserved terrestrial PTB sections in the area and attempts to use these data to define, locate, and correlate the PTB in the area. A study of the spores and pollen and vegetation types across the terrestrial PTB sections in the study area suggests three distinct evolutionary stages across the boundary: Stage 1 (Xuanwei Formation) is characterised by Late Permian or Paleozoic-type ferns and pteridosperms (85.0%), with a few gymnosperms (15.0%); stage 2 is marked by an abrupt drop of sporopollen elements of Late Permian aspects, coupled with the appearance of fungal spores and limited Early Triassic palynomorphs; stage 3 (top Xuanwei Formation and Kayitou Formation) is dominated by gymnosperm pollen (58.8%) of clearly Early Triassic aspect, although still retaining limited ferns and pteridosperms. The three biotic stages seem to well correspond with the changing trend of the &delta;13Corg curves from the same sections, which is characterized by a sharp drop just before the PTB, followed by a short term partial recovery across the boundary, and then succeeded by a gradual decline after the PTB in the Early Triassic. Combining evidence from eventostratigraphic (i.e., the succession of boundary clay beds), biostratigraphic (using both macroplants and palynomorphs), and chemostratigraphic (i.e., organic carbon isotope excursion signals), we propose that a high-resolution PTB succession, closely correlatable to its marine counterpart at the Meishan section in eastern China, is recognisable at the terrestrial PTB sections in the western Guizhou&ndash;eastern Yunnan area in southwest China.<br />

Scenario analysis was used to examine empirically the relationships between guarantee type and service experience, and consumer satisfaction, for the service of an Internet Service Provider (ISP). The scenarios involved hypothetical situations in which several factors were varied: the existence of a problem; the invocation of a guarantee, the identity of the invoker; and the manner of resolution of any problem. Alternative service guarantees were associated with each hypothetical experience: a specific guarantee, and an unconditional guarantee. Overall, consumer satisfaction related to the nature of the service experience much more strongly than it did to the difference in guarantee type.<br />

Electronic markets have a short but dynamic history. How an electronic market can be successfully developed remains in dispute. There is a clear need to better understand the nature of electronic markets themselves and, in particular, to review important developments in their conceptualisation. To enable a deeper understanding of these issues, we decided to restrict our investigation to electronic markets in the agricultural export sector. Agribusiness is a natural early adopter of digital marketplaces because of the industry&rsquo;s traditional reliance on markets and current take-up of global supply chain management (Wilkins, Swatman and Castleman, 2002). We review two portals from this sector that aimed to simplify access to regulatory documentation. The earlier implementation had its funding withdrawn after one year, whilst the more recently established portal is rapidly becoming a showcase project for the stakeholders. We use a composite theory based on Bijker (1995) and Nowotny et al (2001) to establish a framework for analysing our data. We also refer to a body of literature characterising intangible services and their design and its implications for emarket implementations. Our findings indicate that governance style is in fact closely related to the success or failure of specific sites. We also found support for earlier research indicating that expectations and understanding of electronic markets are still evolving.<br />

Despite claims in the trade literature that a number of recommended practices have been proved to lead to IT outsourcing success, few of these practices have been subject to disconfirmatory research. Even fewer have been tested statistically to determine whether they generalize to wider populations, or to determine the magnitude of their effect. In this paper, several recommended outsourcing practices associated with service level agreements (SLAs) and benchmarking are investigated. These practices are recommended extensively on the basis of case study research, yet they do have downsides, and they add substantially to the transaction costs of outsourcing. Based on a large survey of organizations engaged in IT outsourcing, this paper established that developing detailed SLAs did improve cost and service outcome, and that clients who met with vendors more frequently to renegotiate service levels reported greater outsourcing success. The research also established that benchmarking both before outsourcing commences, and once the outsourcing contract is in place, led to improvements in cost and service outcomes. Benchmarking during the outsourcing contract had the greatest effect, accounting for 10% of the variance in a success vector that included strategic, technical, cost-related and service outcomes plus an overall evaluation of satisfaction and value.<br />
