Introduction The Netherlands Antilles is an autonomous entity within the Kingdom of the Netherlands and comprises a federation of five Caribbean islands: Bonaire and Curacao (the Leeward islands) which comprise 80 per cent of the population of 211,000 and Saba, St. Eustatius and the southern part of St. Maarten (the Windward islands). Like the other countries in the Kingdom, it enjoys full autonomy in internal matters as, for example, education, public health, justice and customs. It has a per capita income of about US$ 12,000. The Leeward Islands and the Windward Islands account for about 75 per cent (Curacao (70 per cent) and Bonaire (5 per cent)) and 25 percent respectively of the economy of the Netherlands Antilles. The Netherlands Antilles has its own currency, the Netherlands guilder, which is pegged to the United States dollar at a fixed rate since 1971. The economy has some unique features that stem from its close relations with the Netherlands, its undiversified nature and heavy dependence on tourism, offshore finance, oil refining and shipping, the high share of trade (exports of goods and services of about 75 per cent of GDP), its geographical characteristics, its common border with the French Republic on St. Maarten, its duty-free access for imports from Aruba, its de facto free trade zone (FTZ), partial dollarization, especially for the Windward Islands, and its highly regulated labor market (1). Adverse economic shocks in the last two decades affected particularly the offshore financial sector and the oil refinery and, to a lesser extent, tourism. The repeal of withholding taxes in the United States in the 1980s indirectly caused the collapse of a number of highly profitable offshore financial activities in Curacao, leading to significant drops in government revenue and contributions to foreign exchange earnings. The withdrawal of Shell from Curacao in 1986 and the (temporary) closure of the oil refinery which had been a mainstay of the Curacao economy for almost three quarters of a century was the second major shock. It was subsequently leased to the Venezuelan State Company, Petroleos de Venezuela Sociedad Anonima (PDVSA), which resumed operations and preserved employment. In the 1990s, the Windward Islands were bit by several devastating hurricanes, which destroyed much of the economic infrastructure on the islands, including about half of the number of available hotel rooms in St Maarten. Further negative shocks were related to the discontinuation of certain trade privileges on European markets for Overseas Countries and Territories (OCTs), the withdrawal by the Netherlands of certain tax privileges for Dutch pensioners residing in the Netherlands Antilles and disruptions in the availability of Solidarity Fund resources for the smaller islands. National income has been on the decline since 1997. GDP declined by about 6 per cent between 1997 and 1999. Underlying fiscal imbalances and structural weaknesses have also impacted negatively on the economy. In recent years, with recession high unemployment and migration have been experienced (2). The Netherlands Antilles has been able to survive thanks to additional aid from the Netherlands, large-scale spontaneous emigration (mostly to the Netherlands), some drop in international reserves, an increase in domestic debt and arrears and reduced outlays for the maintenance of public assets. From 1986 onwards, successive efforts at restoring macroeconomic balance, particularly with regard to public finance, were made, but were unsuccessful. Adjustment was also attempted in 1996 and 1997, but failed to meet the desired targets. In 1999, the government launched a new National Recovery Plan" (NRP). The NRP contains important medium-term structural adjustment measures aimed at restoring macroeconomic balance and conditions for revitalizing the economy. The NRP subsequently served as an important input into a comprehensive adjustment plan drawn up with the assistance of the International Monetary Fund (IMF) and reflected in the government's Memorandum of Economic Policies dated 15 September 2000. Beyond restoring macroeconomic balance and reforming the economic incentive framework, the government aims at establishing a Comprehensive Development Framework (CDF) for the formulation and implementation of a sustainable long-term growth strategy. It is against the above background that this study is undertaken. Its main objective is to assess the integration options facing the Netherlands Antilles (3) vis-a-vis the Caribbean Community (CARICOM). A secondary objective is to examine the above taking into account, inter alia, the level of trade between the Netherlands Antilles and CARICOM, the barriers to trade between the two groups of countries and the requirements for increasing trade between the two groups of countries. The Consultant was given an initial Draft Terms of Reference (Annex 1) with the intention of modifying it in the course of the interviews with all the stakeholders. The main idea that emerged from these interviews was a concern with some possible form of association with CARICOM. The Consultant was asked to exam the costs and benefits of various forms of association and to recommend an option. This adjustment of the Terms of Reference (TOR) was substantial and involved the Consultant having to do some interviews and collect documentation in CARICOM. The study essentially revolves around the search for a road map for the Netherlands Antilles. It is tackled in the first instance by describing the existing system of trade of the Netherlands Antilles with a view to determining the import and export structures and the specific nature and extent of trade in goods and services between the Netherlands Antilles and CARICOM. 1 Netherlands Antilles: Elements of a Strategy for Economic Recovery and Sustainable Growth. Through the astute analysis of official statistics, we can gather a more complete picture of the economic performance of a given country, and understand more fully what have been its drivers, leading to a more effective use of national resources and a more efficient design of policy options. However, the myriad of information and numerical data across the system of macroeconomic statistics can be challenging to interpret in a straightforward manner. In order to synthetically assess economic performance across countries in Latin America we propose the use of a composite indicator, which builds upon the methodology of Khramov and Lee (2013) and incorporates key indicators from each of the pillars of macroeconomic statistics: the System of National Accounts, the Balance of Payments Statistics, Monetary and Financial Statistics and Public Finance Statistics. Through a composite examination of key statistical indicators in each country across their long-term trends, we can more fully understand the underlying macroeconomic dynamics.

In today's complex and changing global context, the Latin American and Caribbean region must persevere, more than ever, in three directions: structural change to underpin progress towards more knowledge-intensive sectors, convergence to reduce internal and external gaps in income and productivity, and equality of rights. This is the integrated approach proposed by ECLAC as a route towards the development the region needs. This implies tackling three major challenges: to achieve high and sustained rates of growth so as to close structural gaps and generate quality jobs; to change consumption and production patterns in the context of a genuine technological revolution with environmental sustainability; and to guarantee equality on the basis of greater convergence in the production structure, with universal social protection and capacity-building. Such an endeavour requires the return of politics and of the State's role in promoting investment and growth, redistribution and regulation with a view to structural change for equality, through industrial, macroeconomic, social and labour policies. These are some of the key proposals of Structural Change for Equality: An Integrated Approach to Development, which ECLAC will present to its member States at the thirty-fourth session of the Commission (San Salvador, August 2012). The proposals in that document, which is summarized here, deepen and broaden the ideas set forth in Time for equality: closing gaps, opening trails, aiming towards sustainable development with equality and taking into account the diverse national conditions across the region.

Um tradicional desafio das finanças públicas no Brasil ainda persiste: a taxa de investimento governamental prossegue em um patamar muito baixo, em termos históricos e comparada com a de outros países, em que pese o País tenha passado a ostentar das maiores cargas tributárias globais e também do volume total de gastos públicos entre as economias emergentes. Neste contexto, o objetivo desta análise é avaliar de que maneira reformas nas finanças públicas impactaram os indicadores e a política macroeconômica, com destaque para o crescimento potencial e investimentos fixos. No Brasil, as reformas institucionais historicamente se constituíram como reações às crises, logo, perderam ímpeto depois da virada dos século quando se atravessou o período mais longo de prosperidade econômica na América Latina puxado pelo boom das comoditties. Nem mesmo a crise financeira global levou aretomada de um ciclo de reformas no Brasil que optou por concentrar as atenções no crédito e o avalancar via endividamento público. O cenário atual passou a ser marcado pelo produto estagnado e por inflação crescente. A experiência brasileira não é animadora para os propósitos de vincular reformas institucionais, investimentos públicos e crescimento econômico.

En Colombia los departamentos se han venido desarrollando a ritmos diferentes, logrando algunos aumentar su prosperidad económica y bienestar social, mientras otros se han mantenido rezagados. Dichas disparidades territoriales se mantienen. Los departamentos se desarrollan con estructuras y ritmos diferentes. Los territorios alcanzan distintos niveles de prosperidad, en general con base en patrones de especialización particulares La competitividad de una nación se apalanca en sus múltiples dinámicas regionales. La dinámica de corto y largo plazo de la competitividad es importante para el diseño e implementación de políticas públicas que promuevan un país mejor y más equitativo, con un desarrollo territorial más equilibrado, en medio de la diversidad. Este trabajo aporta elementos para avanzar en el diseño de políticas públicas que apuntan a resultados específicos o complejos en el proceso de desarrollo.

Esse trabalho trata da licitação como mecanismo de proteção socioambiental, analisa de que forma o processo licitatório pode funcionar como uma materialização do princípio da prevenção ambiental, na instalação de empreendimentos públicos potencialmente causadores de degradação ambiental. Num primeiro momento essa pesquisa tratou da questão ambiental e seus aspectos relevantes, a inserção do meio ambiente no texto constitucional e o processo de licenciamento ambiental. Em seguida, foi realizada a análise do processo licitatório e os princípios jurídicos que o informam, sua finalidade, suas fases e sua relação com os demais instrumentos de proteção ambiental. A licitação é o meio pelo qual a Administração Pública contrata a realização de empreendimentos públicos de infra-estrutura, potencialmente causadores de impacto ambiental. Por fim, apresenta como a licitação constitui um importante mecanismo de proteção ambiental, quando a Administração Pública cumpre o procedimento licitatório legal vigente no país. Para isso foram analisados dois casos exemplificativos em que a Administração Pública não cumpriu tal procedimento, violando o princípio da legalidade e da prevenção e precaução ambiental. O trabalho foi realizado a partir da pesquisa doutrinária bem como a partir da analise das decisões emitidas pelo Poder Judiciário do Estado do Pará e do Tribunal de Contas da União, nos casos específicos da licitação da Alça Viária e das hidrovias Capim-Guamá, Marajó e Teles Pires – Tapajós e ampliação e arrendamento do porto de Santarém, respectivamente.

This article consists on an analysis of dissertations and thesis on Participatory Budget (PB) in post-graduation courses in Brazil (from the CAPES data bank), from 2000 to 2009. It also makes the evolution of works explicit, the institutions where they were carried out, and the area in which they were produced. Results show that the Participatory Budget has not been often evaluated, understood and explained in terms of its finance and budget technical dimension, in spite of there are two decades studies have been carried out regarding this method on budget management in Brazil. Finally, the importance of understanding aspects on PB must be taken into consideration when carrying out new studies.
