En una época en la que los partidos políticos están perdiendo credibilidad y los principios ideológicos ya no constituyen el valor preponderante, la población busca otras instituciones a las cuales dirigir sus demandas y en donde poder encontrar respuestas y un sentido de seguridad. Es entonces cuando entran a jugar un papel fundamental dos actores: el presidente, con una propuesta cada vez más populista y un poder más personalizado, y los medios de comunicación, la mayor parte de los cuales están concentrados, monopolizados y manipulados por las élites políticas y económicas. Este desplazamiento de funciones conlleva una serie de cambios, no solamente entre los sujetos en cuestión, sino también en las medidas, los mecanismos y los recursos con los cuales se establecen estas relaciones. A través del estudio de dos casos particulares, el del ex presidente peruano Alberto Fujimori y el del actual presidente colombiano Álvaro Uribe, quisiera que el lector analizara el triangulo “gobernante-medios de comunicación-población”, con el fin de establecer y de examinar críticamente las influencias que, por motivos políticos y económicos, entran a manipular esta relación. De hecho, en esta investigación trataré de dar pruebas de los mecanismos de ocultamiento, falseamiento, fabricación, construcción y deconstrucción de noticias, pero también procuraré mostrar como el lenguaje constituye, cambia y define las estructuras sociales y nuestras visiones del mundo. Considero fundamental que las personas tomen conciencia de todos estos mecanismos, en cuanto son “armas no violentas (físicamente)” utilizadas por los gobernantes y las élites para denotar y representar sus realidades, mostrándolas como verdades y, además, para controlar, dominar y direccionar la opinión pública y así legitimar su accionar.

El mismo gobierno que no pudo privatizar las empresas de electricidad de Arequipa en el 2002, por la enérgica resistencia de la población, y que registra los niveles de aprobación ciudadana más bajos de la historia, viene preparando ahora la privatización del agua potable. Alentado por instituciones internacionales como el Banco Mundial y el BID, que son quienes ponen los fondos para realizar interminables estudios que invariablemente demuestran la necesidad de hacer inversiones formidables que, por supuesto los Estados no pueden desarrollar, y de brindar el dinero para preparar la empresas para sus futuros propietarios privados. Nadie parece estar consciente del inmenso capital social que implican los sistemas de agua y saneamiento existentes; la cantidad de conexiones con que cuentan las ciudades grandes que se convierten en potenciales mercados cautivos de los inversionistas privados y en fuente segura de financiamiento de sus gastos; la capacidad técnica del país; y el valor de la fuentes de extracción del recurso. Como si todo esto fuera nada, los gobiernos, congresos y municipios, se proponen hacer concesiones a cargo de promesas de inversión y modernización.

Los organismos de derechos humanos del Perú han subrayado que la (re)institucionalización democrática del país requiere que las políticas públicas integren y sirvan a la gente y no al revés; que la definición del rumbo de tales políticas refleje la participación substantiva de las y los ciudadanos y que, por tanto, estos -en especial los más pobres- no sigan siendo excluidos de las decisiones que les conciernen; que la legislación refleje y no confronte los estándares internacionales de protección de la dignidad a los que voluntariamente se comprometió el Perú; que se erradique el racismo, la impunidad y la discriminación, así como que prime, por sobre todo, el deber primario de respetar y proteger todos los derechos humanos, prestando especial atención a los derechos económicos, sociales y culturales (DESC).

The Brazilian Public Health System (Sistema Único de Saúde - SUS), defined by the Constitution of 1988, is almost 20 years old and is a landmark for health public policies. In these 20 years, the law was altered several times with the objective of prioritizing the investment of public money in such a needy area as health. Among these changes, it is important to single out the Constitutional Amendment number 29, issued on 13th September 2000, which determined the minimum investment in health. According to this amendment, as from the year 2000, the municipalities should invest in health services a minimum of 7% of the revenue from taxes and transferences from the Federal and State governments. This value was to rise gradually to 15% by 2004. Since every public policy should be systematically evaluated and considering the assumption that, according to the incrementalist theory, more money invested in health would tend to solve the crisis in the health system, this dissertation consists of a study of a set of health indicators in some municipalities of the State of Pernambuco after the Amendment 29. The evaluation period spanned 4 years, from 2002 to 2005 and the area chosen for the study was located in southern agreste region of the state. Ten health indicators were selected, all of which included in the Administrative Rule no 493, of the Health Ministry. It was found that in the chosen period the average investment in health was greater than 15% of the municipalities¿ revenue since 2002. However, the value of the investment per capita, considering the municipality's share of it, which was half of the total investment, decreased from 2002 to 2004 and increased in 2005. It was also found that the municipalities with the lowest per capita income were the ones with the highest investment per capita in health. As regards children mortality in the region, it was on average 33 for every 1000 children born, which is classified as ¿medium¿ according to the above mentioned Administrative Rule no 493. No statistically significative correlation was found between the amount of money invested in health and children mortality.

Recent research has revealed that the majority of Biology teachers believe the practice of experimental activities as a didactical means would be the solution for the improvement of the Biology teaching-learning process. There are, however, studies which signal the lack of efficiency in such practice lessons as far as building scientific knowledge is concerned. It is also said that despite the enthusiasm on the teachers‟ part, such classes are rarely taught in high school. Several studies point pedagogical difficulties as well as nonexistence of a minimal infrastructure needed in laboratories as cause of low frequency in experimental activities. The poor teacher performance in terms of planning and development of classes; the large number of students per class; lack of financial stimulus for teachers are other reasons to be taken into account among others, in which can also be included difficulties of epistemological nature. That means an unfavorable eye of the teacher towards experimental activities. Our study aimed to clarify if such scenario is generalized in high schools throughout the state of Rio Grande do Norte Brazil. During our investigation a sample of twenty teaching institutions were used. They were divided in two groups: in the first group, five IFRN- Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Norte schools. Two of those in Natal, and the other three from the country side. The second group is represented by fifteen state schools belonging to the Natal metropolitan area. The objectives of the research were to label schools concerning laboratory facilities; to identify difficulties pointed by teachers when performing experiment classes, and to become familiar with the conceptions of the teachers in regarding biology experiment classes. To perform such task, a questionnaire was used as instrument of data collecting. It contained multiple choice, essay questions and a semi-structured interview with the assistance of a voice recorder. The data analysis and the in loco observation allowed the conclusion that the federal schools do present better facilities for the practice of experimental activities when compared to state schools. Another aspect pointed is the fact that teachers of federal schools have more time available for planning the experiments; they are also better paid and are given access a career development, which leads to better salaries. All those advantages however, do not show a significantly higher frequency regarding the development of experiments when compared to state school teachers. Both teachers of federal and state schools pointed infra-structure problems such as the availability of reactants, equipments and consumption supplies as main obstacle to the practice of experiments in biology classes. Such fact leads us to conclude that maybe there are other problems not covered by the questionnaire such as poor ability to plan and execute experimental activities. As far as conceptions about experimental activities, it was verified in the majority of the interviewees a inductive-empiric point of view of science possibly inherited during their academic formation and such point of view reflected on the way they plan and execute experiments with students

This dissertation aims at investigating the teachers beliefs about the role of the reading ability in English at public state high schools in Natal and identifying the social value of the process of learning English for students of a foreign language. From the understanding of studies on reading, both in the field of Cognitive Psychology, as in Gibson & Levin (1975), as in the area of Psycholinguistics, as in Goodman (1970) and Del Re (2006), We researched the teachers perceptions about the skills and competencies that should permeate their educational practices, through their knowledge about theories of language acquisition as Cognitivism (Piaget, 1961) and Social Interactionism (Vygotsky, 1979) and the official documents (PCNEM, 1999; PCN+, 2002 ) that are the parameters for teaching a foreign language. We took into consideration other factors that influence the choice of the goals and the objectives to be worked out, such as: intensity of teachers workload, number of classes and students per class for each teacher, materials and technologies available, among other factors that will play an important role in the choice of the appropriate methodologies. To conduct a case study, two questionnaires were used in the construction of direct interviews with fourteen English teachers in twenty schools. According to data on the teachers beliefs we could find that for them the reading ability does not seem to have an special treatment in the teaching of a foreign language due to factors that undermine this process and therefore make teachers do not realize the real objectives of teaching English at public state high schools in Natal. As a consequence, the current process of education complicates the formation of autonomous learners capable of fighting for a social transformation

El turismo en el Estado de Rio Grande do Norte (RN) se presenta constantemente por los medios de comunicación de massa como fuente de desarrollo regional y local , delante de las inversiones generadas y la posibilidad verdadera/potencial de trabajos en sus diversos sectores. Las políticas públicas del sector fueran y son responsables por la captación de inversiones privadas y su generación consiguiente de puestos de trabajo. En los años 90, el gobierno del RN puso el Programa de Desarrollo del Turismo en Rio Grande do Norte PRODETUR/RN I, con vistas a la competitividad local como destinación regional y nacional. El programa relacionado fue responsable por las inversiones diversas en infraestructura en los espacios implicados, aunque de forma asimétrica. Tales inversiones han contribuido para consolidar los discursos positivos con respecto al binomio turismo y trabajo . Con respecto a los discursos acríticos relacionados a este tema, mientras generador de trabajos y del desarrollo local es que se ha planteado esta investigación, puesto que la calidad de los trabajos generados por la actividad turística no se questiona y, de forma análoga, los costes sociales de la política pública, es decir, la importancia de su modelo de desarrollo , tampoco es questionado. Desde la problematica que se ha delineado arriba las questones que han norteado la investigación fueran: ¿de que forma la política pública del turismo llamada de PRODETUR/RN fue eficaz para generar empleo y renta a las ciudades en que se ha llavado a cabo? ¿Cuales son las características de estos trabajos? ¿ como estos trabajos se dividen en el espacio de las ciudades? Así el área delimitada para el estudio englobou las seis ciudades apoyadas por este Programa: Natal, Parnamirim, Ceará-Mirim, Nísia Floresta, Extremoz y Tibau do Sul. El recorte temporal de la pesquisa corresponde a la implantación de este programa (1996) hasta los dias actuales. La investigación de campo fue basada en el uso de 186 encuestas con los trabajadores en la actividad del turismo de litoral sur de Rio Grande do Norte, más allá de la realización (secundaria) de ocho entrevistas con agentes sociales que tienen relación con el tema. Como consideraciones finales de la investigación, se creer que hay una asimetría en el espacio turístico potiguar, donde Natal es la zona que más ha recibido las ventajas más grandes proporcionadas por la actividad, mientras que el restante de las ciudades son el eje para la sustentación de la actividad turística de Natal. De esta forma, las ciudades periféricas (todas, excepto Natal) incluidas en PRODETUR/RN ejercen el papel del subproducto de la ciudad capital, donde la precarización de las relaciones de trabajo se evidencian, todavía más en estas ciudades secundarias . La política pública en vez de intentar ecualizar las ventajas de la actividad en las seis ciudades, contribuye más, todavía para consolidar el nivel de centralizad de Natal. El PRODETUR/RN I fue capaz de generar, indirectamente, trabajos significativos, sin embargo la mayoría de éstos si presentan en los niveles operacionales de la actividad, con las características puestas en esta investigación (baja escolaridad, bajas rentas, falta de formalidad, levantadas horas de trabajo, bajo grado de sindicación y otros más); los puestos de trabajos creados si hallan sobretodo en Natal; y las demás ciudades sirven como elementos de apoyo para la capital mientras producto central de las decisiones sobre el turismo en el Estado del RN

This paper presents the public square as a subsystem of the city for the potential integration of elements 'natural' and built environment. But sometimes the suitability of projects and the social processes involved are not compatible and favorable to their real functions in urban space. The city of Natal, with a population of 803,739 inhabitants has 253 public parks not uniformly distributed in the urban area, but mostly in central areas and their absence in some peripheral neighborhoods. In this sense, the objective of this paper is to analyze the quality and spatiality of the city's public squares within the urban socio-environmental problems. For this, use of simple random sampling to define the sample and the proportional allocation of districts, totaling 168 squares to be raised. We prepared a form to collect data on the field that includes aspects of leisure, infrastructure and environment. For each square sampled was calculated Square Quality Index (PQI), then calculating the average per IQP neighborhood. The rates found were crossed with census data and Municipal Public Administration by neighborhood, using multivariate analysis. We generated maps, charts and tables, considered appropriate to each question format, focused comparison. The public square appears as an indicator of environmental challenges present in intra-urban spaces of the city. Their spatial distribution is not consistent demand population, both by disposition and by how much. In terms of quality are characterized by different levels of inadequacy and degradation aspects of leisure, environmental and infrastructure, often causing disfigurement, abandonment and improper occupation in such spaces. Multivariate analysis point to a central concentration and their problems in certain administrative units, not only as regards the public squares, but also to aspects of education, income, and other violence, perpetuating the problem. The various levels of inadequacy and degradation of public squares have been more blatant in the poorest neighborhoods of the city, pointing to a structural pattern associated with the intrinsic characteristics of the neighborhood and the socioeconomic profile of the local population. These are problems of social and environmental dimensions, threaded in and influenced the political, economic and broader social process of transformation of the city and the urban. Based on an uneven process in which space necessarily reflect the contradictions inherent in the active forces and interests. Thus evidencing the importance of managing the necessary public effectively engaged with the problems that are present there, in order to equate them, without being prioritized certain areas of the city at the expense of others
