O presente relatório reporta o trabalho desenvolvido durante o estágio curricular enquadrado no ciclo de estudos do Mestrado em Engenharia Civil do Instituto Superior de Engenharia do Porto – ISEP. A duração do estágio curricular, inserido em ambiente empresarial, compreendeu um período de seis meses, tendo início em Fevereiro e conclusão no mês de Julho de 2015, decorrendo na empresa ENESCOORD – Coordenação e Gestão de Projetos e Obras, Lda., com o intuito de obter o grau de Mestre em Engenharia Civil – ramo de Gestão da Construção. No presente relatório, faz-se o enquadramento do mesmo, bem como a apresentação da empresa onde foi realizado o estágio curricular. De forma a percecionar as obrigações legais a que está sujeita a fiscalização, aborda-se a legislação aplicável às funções da fiscalização no decorrer de uma obra. O presente documento aborda a temática da Fiscalização e as suas responsabilidades durante a obra, apresentando o trabalho desenvolvido pelo estagiário enquanto membro integrante da equipa de fiscalização. Durante o estágio desenvolveu o trabalho de engenheiro fiscal estagiário na empreitada da SOGENAVE que consistiu na ampliação das instalações da empresa, com o intuito de aumentar o espaço de armazenamento e agrupar as empresas do grupo Trivalor, onde se insere a SOGENAVE. O relatório aborda as áreas de controlo da fiscalização aplicadas durante a obra, analisando com ênfase o controlo de qualidade, de custos, de prazos, de segurança e das alterações introduzidas no projeto. Por fim, enunciam-se algumas considerações em jeito de conclusão inerentes ao trabalho desenvolvido.

In 1749, Jacques de Vaucanson patented his or tour pour tirer la soie or spindle for silk reeling. In that same year he presented his invention to the Academy of the Sciences in Paris, of which he was a member1. Jacques de Vaucanson was born in Grenoble, France, in 1709, and died in Paris in 1782. In 1741 he had been appointed inspector of silk manufactures by Louis XV. He set about reorganizing the silk industry in France, in considerable difficulty at the time due to foreign competition. Given Vaucanson’s position, his invention was intended to replace the traditional Piémontes method, and had an immediate impact upon the silk industry in France and all over Europe.

The development of day care services within Northern Ireland began in earnest in the 1970s. Initially this form of care was designed to provide sheltered workshops for adults with learning disabilities, but as the concept of day care developed, other user groups began to be catered for, with older people becoming the predominate group. The Mental Health Act 2001 replaces the Mental Treatment Acts 1945-61 which provided the statutory framework for the detention of people with mental illness and the administration of psychiatric services for over 50 years.The 2001 Act was introduced on a phased basis to allow for the necessary preparatory work to be undertaken. In March 2002 sections 1 to 5, 7, and 31 to 55 were commenced with effect from the 5 April 2002 (Establishment Day). This allowed for the establishment of the Mental Health Commission and the Inspector of Mental Health Services to replace the Inspector of Mental Hospitals. La interrupción del plazo de prescripción de la obligación tributaria por una actuación administrativa tendente a la regularización de la situación fiscal exige, además de la notificación de la actuación, que la misma esté efectivamente destinada a comprobar el correcto cumplimiento de las obligaciones tributarias. De ahí surge la necesidad de analizar la posible existencia de actuaciones irrelevantes en el procedimiento inspector que, en ocasiones, han sido denominadas diligencias - argucia por no cumplir el requisito material de estar dirigidas a hacer avanzar la regularización de la situación tributaria del contribuyente. Tales actuaciones irrelevantes presentan diferente tipologías por lo que se procede a sistematizar las diversas causas de pérdida de la capacidad de interrupción del plazo de prescripción. Entre las mismas destacan las actuaciones nulas de pleno derecho, los requerimientos de información a la que ya puede acceder por sí misma la Administración o los relativos a cuestiones o períodos diferentes de los que son objeto de inspección, o las actuaciones anodinas.

Phase I was initiated as a result of internal Iowa Department of Transportation (Iowa DOT) studies that raised concerns about the quality of embankments being constructed. Some large embankments have recently developed slope stability problems. In addition, pavement roughness has been noted shortly after roads were opened to traffic. This raised the question as to whether the current Iowa DOT embankment construction specifications are adequate. The primary objective of Phase I was to evaluate the quality of embankments being constructed under the current Iowa DOT specifications. The project was initiated in May 1997 with a tour of several embankment projects being constructed around the state. At each of these projects the resident construction engineer, field inspector, and contractor were interviewed with respect to their opinion of the current specifications. From construction observations and discussion during these visits it became obvious that there were problems with the current embankment construction specifications. Six embankment projects were selected for in-depth analysis and to represent the full range of soil types being used across the state. The results of Phase I field and laboratory construction testing and observations and post construction testing are presented in this report. Overall evaluation of the results of Phase I indicate that Iowa is not consistently obtaining a quality embankment constructed under the current Iowa DOT specifications. Based on these results, recommendations are made for Phase II to evaluate alternative specifications and develop rapid field methods for compaction control and soil identification.

The Iowa Department of Transportation is responsible for maintaining approximately 3800 bridges throughout the State. Of these bridges approximately 3200 have concrete decks. The remaining bridges have been constructed or repaired with a Portland Cement (P. C.) concrete overlay. Surveys of the overlays have indicated a growing incidence of delaminations and surface distress. The need to replace or repair the overlay may be dictated by the amount of delamination in the deck. Additionally, the concrete bridges are periodically inspected and scheduled for the appropriate rehabilitation. Part of this analysis is an assessment of the amount of delamination present in the deck. The ability to accurately and economically identify delamination in overlays and bridge decks is necessary to cost-effectively evaluate and schedule bridge rehabilitation. There are two conventional methods currently being used to detect delaminations. One is ref erred to as a chain drag method. The other a electro-mechanical sounding method (delamtect). In the chain drag method, the concrete surface is struck using a heavy chain. The inspector then listens to the sound produced as the surface is struck. The delaminated areas produce a dull sound as compared to nondelaminated areas. This procedure has proved to be very time consuming, especially when a number of small areas of delamination are present. With the · electro-mechanical method, the judgement of the inspector has been eliminated. A· device with three basic components, a tapping device, a sonic receiver, and a system of signal interpretation has been developed. This· device is wheeled along the deck and the instrument receives and interprets the acoustic signals generated by the instrument which in turn are reflected through the concrete. A recently developed method of detecting delaminations is infrared thermography. This method of detection is based on the difference in surface temperature which exists between delaminated and nondelaminated concrete under certain atmospheric conditions. The temperature difference can reach 5°C on a very sunny day where dry pavement exists. If clouds are present, or the pavement is wet, then the temperature difference between the delaminated and nondelaminated concrete will not be as great and therefore more difficult to detect. Infrared thermography was used to detect delaminations in 17 concrete bridge decks, 2 P. C. concrete overlays, and 1 section of continuously reinforced concrete pavement (CRCP) in Iowa. Thermography was selected to assess the accuracy, dependability, and potential of the infrared thermographic technique.

Premature deterioration of Portland Cement Concrete (PCC) pavements led to investigations for causes of the concrete failures. Evidence of parallel longitudinal cracks in deteriorating pavements, with crack spacings similar to paver vibrator spacings, made it clear that the vibrators were related to the cause for deterioration. After a number of field trips observing paving operations and measuring vibrator frequencies, it soon became clear that the paver vibrators were, in many cases, not running in compliance with the Iowa DOT specification. The specified frequency was from 5000 to 8000 revolutions per minute (rpm). The pavers visited did not have a monitoring system to give a continuous frequency readout for any of it's vibrators. Occasionally, during a paving operation, frequency readings were taken on some vibrators with a hand held tachometer. However, that degree of monitoring was found to be far from providing the quality of information and control necessary to maintain compliance to the Iowa DOT specification. A paver vibrator monitoring system, which would operate continuously while paving and cover all vibrators, was determined to be essential. The output must be visible to the paver operator and inspector at all times.
