Since the beginning of the agricultural revolution, cities have always been the cradle of civilisation, innovation and productivity, particularly as a result of the recent change factors affecting their (trans)formation, such as globalisation, the knowledge economy, technological advancements, climate change and so on. While in some parts of the world, cities are rapidly growing, in other parts, cities are shrinking, and their populations are aging. Even under the current pressure of constantly changing global conditions, the role of cities in influencing and partially shaping local, regional, national, supranational and even global level economy, society, environment and governance is undeniable. Global changes, while providing opportunities for cities and their administrations to reform and revisit existing planning and development processes and mechanisms, at the same time, challenge them by dealing with everincreasing risks and establishing resilience. Wrong-Doing, Truth-Telling: The Function of Avowal in Justice is a collection of seven lectures delivered by French philosopher and historian Michel Foucault at the Catholic University of Louvain in 1981. Compiled from audiovisual recordings and Foucault’s original manuscripts, these lectures explore the notion of avowal and its place within criminal justice processes. Accompanied by three contemporaneous interviews given by Foucault (only one of which has previously been available in English), and a preface and concluding essay by the editors contextualizing these lectures in Foucault’s oeuvre, this volume contributes much to Foucaultian scholarship, particularly when considered alongside the recently published volumes of Foucault’s lecture courses at the Collège de France. However, while the book promises to offer some insights of relevance to criminology, it is important to remember that this is not its key purpose, and criminologists should read it with this caveat in mind...

Material and immaterial security. Households, ecological and economic resources and formation of contacts in Valkeala parish from the 1630s to the 1750s. The geographical area of the thesis, Valkeala parish in the region of Kymenlaakso, is a very interesting area owing to its diversity, both in terms of natural setting and economic and cultural structure. The study begins by outlining the ecological and economic features of Valkeala and by analysing household structures. The main focus of the research lies in the contacts of the households with the outside world. The following types of contacts are chosen as indicators of the interaction: trade and credit relations, guarantees, co-operation, marriages and godparentage. The main theme of the contact analysis is to observe the significance of three factors, namely geographical extent, affluence level and kinship, to the formation of contacts. It is also essential to chart the interdependencies between ecological and economic resources, changes in the structure of households and the formation of contacts during the period studied. The time between the 1630s and the 1750s was characterized by wars, crop losses and population changes, which had an effect on the economic framework and on the structural variation of households and contact fields. In the 17th and 18th centuries Valkeala could be divided, economically, into two sections according to the predominant cultivation technique. The western area formed the field area and the eastern and northern villages the swidden area. Multiple family households were dominant in the latter part of the 17th century, and for most of the study period, the majority of people lived in the more complex households rather than in simple families. Economic resources had only a moderate impact on the structure of contacts. There was a clear connection between bigger household size and the extent and intensity of contacts. The jurisdictional boundary that ran across Valkeala from the northwest to the southeast and divided the parish into two areas influenced the formation of contacts more than the parish boundaries. Support and security were offered largely by the primary contacts with one s immediate family, neighbours and friends. Economic support was channelled from the wealthier to the less well off by credits. Cross-marriages, cross-godparentage and marital networks could be seen as manifestations of an aim towards stability and the joining of resources. It was essential for households both to secure the workforce needed for a minimum level of subsistence and to ensure the continuation of the family line. These goals could best be reached by complex households that could adapt to the prevailing circumstances and also had wider and more multi-layered contacts offering material and immaterial security.

Larval kelp (Sebastes atrovirens), brown (S. auriculatus), and blackand-yellow (S. chrysomelas) rockfish were reared from known adults, to preflexion stage, nine days after birth for S. chrysomelas, to late postflexion stage for S. atrovirens, and to pelagic juvenile stage for S. auriculatus. Larval S. atrovirens and S. chrysomelas were about 4.6 mm body length (BL) and S. auriculatus about 5.2 mm BL at birth. Both S. atrovirens and S. auriculatus underwent notochord flexion at about 6–9 mm BL. Sebastes atrovirens transform to the pelagic juvenile stage at about 14–16 mm BL and S. auriculatus transformed at ca. 25 mm BL. Early larvae of all three species were characterized by melanistic pigment dorsally on the head, on the gut, on most of the ventral margin of the tail, and in a long series on the dorsal margin of the tail. Larval S. atrovirens and S. auriculatus developed a posterior bar on the tail during the flexion or postflexion stage. In S. atrovirens xanthic pigment resembled the melanistic pattern throughout larval development. Larval S. auriculatus lacked xanthophores except on the head until late preflexion stage, when a pattern much like the melanophore pattern gradually developed. Larval S. chrysomelas had extensive xanthic pigmentation dorsally, but none ventrally, in preflexion stage. All members of the Sebastes subgenus Pteropodus (S. atrovirens, S. auriculatus, S. carnatus, S. caurinus, S. chrysomelas, S. dalli, S. maliger, S. nebulosus, S. rastrelliger) are morphologically similar and all share the basic melanistic pigment pattern described here. Although the three species reared in this study can be distinguished on the basis of xanthic pigmentation, it seems unlikely that it will be possible to reliably identify field-collected larvae to species using traditional morphological and melanistic pigmentation characters. In the first part of the study, an RF coupled, atmospheric pressure, laminar plasma jet of argon was investigated for thermodynamic equilibrium and some rate processes.
Improved values of transition probabilities for 17 lines of argon I were developed from known values for 7 lines. The effect of inhomogeneity of the source was pointed out.
The temperatures, T, and the electron densities, ne , were determined spectroscopically from the population densities of the higher excited states assuming the Saha-Boltzmann relationship to be valid for these states. The axial velocities, vz, were measured by tracing the paths of particles of boron nitride using a three-dimentional mapping technique. The above quantities varied in the following ranges: 1012 ˂ ne ˂ 1015 particles/cm3, 3500 ˂ T ˂ 11000 °K, and 200 ˂ vz ˂ 1200 cm/sec.
The absence of excitation equilibrium for the lower excitation population including the ground state under certain conditions of T and ne was established and the departure from equilibrium was examined quantitatively. The ground state was shown to be highly underpopulated for the decaying plasma.
Rates of recombination between electrons and ions were obtained by solving the steady-state equation of continuity for electrons. The observed rates were consistent with a dissociative-molecular ion mechanism with a steady-state assumption for the molecular ions.
In the second part of the study, decomposition of NO was studied in the plasma at lower temperatures. The mole fractions of NO denoted by xNO were determined gas-chromatographically and varied between 0.0012 ˂ xNO ˂ 0.0055. The temperatures were measured pyrometrically and varied between 1300 ˂ T ˂ 1750°K. The observed rates of decomposition were orders of magnitude greater than those obtained by the previous workers under purely thermal reaction conditions. The overall activation energy was about 9 kcal/g mol which was considerably lower than the value under thermal conditions. The effect of excess nitrogen was to reduce the rate of decomposition of NO and to increase the order of the reaction with respect to NO from 1.33 to 1.85. The observed rates were consistent with a chain mechanism in which atomic nitrogen and oxygen act as chain carriers. The increased rates of decomposition and the reduced activation energy in the presence of the plasma could be explained on the basis of the observed large amount of atomic nitrogen which was probably formed as the result of reactions between excited atoms and ions of argon and the molecular nitrogen.

Durante a década de 1820, a província de Minas Gerais assistiu ao surgimento da imprensa periódica, em algumas de suas vilas e cidades. Dentre elas podemos destacar Ouro Preto e São João dEl-Rey, que assistiram ao nascimento dos periódicos O Universal e os Astro de Minas e O Amigo da Verdade, respectivamente. O primeiro veio à luz em 1825, e teve com principal responsável, o político e estadista Bernardo Pereira de Vasconcelos. Por sua vez o Astro de Minas surge dois anos depois em 1287. O político e comerciante Baptista Caetano dAlmeida esteve a frente de sua implementação e impressão, contribuindo também como redator. Em 1829 foi a vez do O Amigo da Verdade que teve como colaborador, o vigário da Matriz de Nossa Senhora do Pilar, em São João dEl-Rey, Luís José Dias Custódio. Esses periódicos foram responsáveis pela mobilização de opiniões públicas, retratando a realidade de acordo com as visões de mundo de seus redatores e responsáveis, além de funcionarem como importante agente histórico e instrumento político de grupos letrados na província de Minas Gerais. A partir da apreciação dos periódicos citados, o presente estudo tem como objetivo identificar e analisar a existência de uma rede de sociabilidade impressa entre os periódicos mineiros, além de perceber a imprensa como espaço do debate político, forjado pelas elites letradas mineiras, ao longo do Primeiro Reinado.

Este é o resultado de um trabalho desenvolvido que compõe a tese de doutorado cujo tema está focado nas práticas de leitura presentes na sociedade maranhense no século XIX, com recorte entre os anos de 1821 a 1831, data da circulação do primeiro jornal e da instalação da primeira tipografia no Maranhão, estendendo-se por todo o Primeiro Reinado quando a província começou a vivenciar os debates políticos e as transformações sociais, culturais e econômicas que lhe proporcionaram a construção de uma nova identidade. Trata- se de uma investigação histórica, tendo como fonte principal de pesquisa os jornais que circularam no Maranhão nesse período, e como sustentabilidade os reclames neles publicados que forneceram pistas necessárias para o entendimento das questões suscitadas sobre a cultura escrita, principalmente a presença de protocolos de leitura que, de forma geral, circundam ou estão vinculados às práticas de leitura e à cultura e de modo singular às pessoas, a fim de identificar as relações estabelecidas na tríade livro-leitor-leitura e, consequentemente, os desdobramentos sociais e pessoais, a partir do que era lido, produzido, veiculado ou comercializado entre os habitantes da província. Assim, houve também uma investigação de práticas sociais, incluindo ações, sujeitos e relações sociais, instrumentos, objetos, valores, tempo e lugar, não haurindo absolutamente o passado, mas garimpando referenciais que auxiliaram a entender o presente. O texto refaz um pouco a trajetória da imprensa no Maranhão, instituída com a finalidade de publicar o primeiro jornal maranhense O Conciliador do Maranhão, cujo caminho também é reconstituído assim como o dos demais jornais que circularam no período pesquisado, mostrando que eles serviram, não só para aclarar ideias, mas também para fazer brotar ideais liberalizantes. O capítulo-chave decorre das informações extraídas sobre os impressos produzidos pela imprensa local, os que estavam sendo comercializados pelo mercado maranhense, os que se encontravam no prelo local ou externo, os que se constituíam em leituras dos intelectuais e jornalistas, considerados principais construtores das práticas de leitura dos maranhenses oitocentistas. Um panorama das instituições mediadoras do livro e da leitura fecha o circuito percorrido, mostrando que as artes como a música, a pintura e o teatro serviram para delinear uma sociedade com peculiar formação crítica e que, as sociedades literárias, os gabinetes de leitura, as bibliotecas e as escolas públicas ou particulares, foram, de fato, verdadeiros baluartes da boa educação e da liberdade dos povos.

A tese propõe uma linha de interpretação acerca da história do conceito de povo no debate político luso-brasileiro entre a segunda metade do século XVIII e últimas décadas do século XIX, sob uma perspectiva teórica que busca compreender o processo de historicização das linguagens e conceitos políticos como marca do mundo moderno. Procuramos traçar o processo de abalo e desmantelamento dos significados e usos tradicionais e a incorporação crescente da temporalidade histórica na semântica conceitual, fenômeno ocorrido em meio aos conflitos e debates políticos durante a formação, consolidação e crise do estado imperial brasileiro. Acreditamos que nestes anos houve uma acentuada historicizaçao do conceito de povo, processo que teve como marca seu crescente contingenciamento, isto é, sua maior fundamentação em diagnósticos da situação histórica presente, e também sua maior inserção em visões processuais e futuristas da história.
