This thesis aims to identify how civil servants perceive changes made inthe carrying out of their work after their taking part in the Course forTechnicians in Public Management of the Government of Rio Grande do NorteState. As for the methodological procedures, an exploratory-descriptivequantitative research has been carried out through structured questionnaires appliedto 118 civil servants from the first groups of the Course for Technicians, thusshowing a margin of error of 4.18% to 95% of confidence, according to theprocedures of finite sampling. The table processing and analysis rested uponthe Statistical Package for the Social Sciences SPSS and was carried outthrough univariate, bivariate and multivariate techniques with emphasis on thetechnique called Factor Analysis. It was possible to identify that the level ofsatisfaction of the students was high and there was a clear perception by themthat the course assisted to changes in their work. Through Factor Analysis itwas verified that the factors that may be related to changes in the work of thecivil servants are "Contribution to Society", "Efficiency andEfficacy in the Work Environment", "Applicability of Contents"and "Capacitating for Leadership". The conclusion of the studyindicates that the factors obtained are directly related to the basis of thenew public management by means of guidance toward efficiency and efficacy in aperspective of leadership, the contents of the course being thus made into newattitudes toward work which end up yielding better results for society

Based on the definitions of Public Communication, Political Marketing, Public Interest Information and Communication as a Tool of Governance, the study notes the use of the news section of the websites of the City Christmas and Mossoro, Rio Grande do Norte, in regard to strengthening citizenship and encouraging participatory management, from the characterization of materials like pieces of Political Marketing and Public Communication. Data collection in qualitative research was conducted from August to September 2011 and content analysis showed that the appropriation of public property for personal use is a reality, despite legal requirements to the detriment of strategic communication and governance for results from the dissemination of information of public interest and the establishment of a communication channel between State Government and Society. Elements of this study suggest the need for further research to deepen the discussion

The present dissertation analyzes the performance and acting of the Rio Grande do Norte Public Ministery, in the strategic perspective, while responsible Institution for the defense of the collective rights. The comprehension of this theme inserts in a context of modernization of the public administration, in which is inserted, as well as their functional and structural changes, in a reality of innovations there is passing the organizations, looking to rescue the legitimacy of the government organizations, aligning them to the democratic values of the society. It detaches the strategic administration and the public administration and it exposes the strategic performance about the central point of the study, focusing in the development of the organization in the last four years, and other relative subjects to the acting. It is a unic case study, framed in the characteristics of the qualitative approaches - descriptive and exploratory. The analysis showed, through the method of content analysis, by the criterion of thematic categorization, that MP / RN come developing in an intense way,and it detaches that the changes already happened reflect a good strategic acting of the Institution, especially in the structural and functional areas, showing the strategic conscience of this, although that is not still enough to consider it as a strategic organization, and it concludes that there is still a lot for doing, and that the occurrence of an administration typically strategic in the extent of MP/RN is possible, with the conscience and participation of all, members and servants

This study aimed to measure the perception of maturity project management of state boards of Rio Grande do Norte by the perception of its managers. Argues that project management has been highlighted as a critical factor for the success of any organization, because the projects are directly related to the set of activities that result in organizational innovation as products, services and processes and the improvement of project management is directly aligned with the main pillars of the New Public Management. Methodologically, this is a quantitative research of a descriptive nature in which 161 forms were applied with coordinators and subcoordinators of state departments of Rio Grande do Norte, culminating in a sampling error of less than 6% to 95% confidence according to the procedures finite sampling. The process of tabulation and analysis was done using the package Statistical Package for Social Sciences - SPSS 18.0 and worked with techniques such as mean, standard deviation, frequency distributions, cluster analysis and factor analysis. The results indicate that the levels of maturity in project management in state departments of Rio Grande do Norte is below the national average and that behavioral skills are the main problem for improving management in these departments. It was possible to detect the existence of two groups of different perceptions about the management of projects, indicating, according to the managers, there are islands of excellence in project management in some sectors of the state departments. It was also observed that there are eight factors that affect maturity in project management: Planning and Control , Development of Management Skills , Project Management Environment , Acceptance of the Subject Project Management , Stimulus to Performance , Project Evaluation and Learning , Project Management Office and Visibility of Project Managers . It concludes that the project management in state departments of Rio Grande do Norte has no satisfactory levels of maturity in project management, affecting the levels of efficiency and effectiveness of the state apparatus, which shows that some of the assumptions that guide the New Public Management are not getting the levels of excellence nailed by this management model

Neste artigo prope-se mensurar o nvel de educao fiscal do cidado, a partir da base de dados do Programa Nacional de Educao Fiscal PNEF. So apresentados alguns trabalhos que tratam da educao fiscal em nvel nacional e internacional, cujos fundamentos retratam uma educao voltada ao exerccio da plena cidadania. Os dados utilizados so resultados de uma pesquisa de campo realizada com o apoio da Escola de Administrao Fazendria, utilizando como instrumento de coleta o surveymonkey. A amostra compreendeu 1.804 respostas a um questionrio estruturado a partir dos fundamentos da educao fiscal pregados pela gestora do programa (ESAF). Os dados foram tratados por anlise fatorial, sob o pressuposto de identificar dimenses latentes do nvel de educao fiscal dos cidados. Pelos fundamentos, previa-se a identificao de sete dimenses, mas os resultados evidenciaram quatro dimenses latentes observveis e fundamentadas teoricamente. Comprovou-se, apesar das limitaes inerentes ao tipo de pesquisa, a possibilidade de mensurao do nvel de entendimento da educao fiscal por mltiplos componentes, considerando afirmar que a educao e seus fundamentos so entendidos pela populao, que reconhecem a sua importncia, pressupondo ainda uma contribuio ao estado da arte da pesquisa na medida em que fomenta e dissemina a temtica da educao fiscal no contexto acadmico em nvel de graduao e ps graduao e abre campo para estudos que objetivem revalidar os achados.

hoje consensual, entre as vrias correntes da gestão, que a obteno de vantagens competitivas depende em grande medida das estratgias de gestão de recursos humanos. Orientada para os aspectos estratgicos, a gestão por competncias surge como uma abordagem capaz de integrar os objectivos das organizaes com os objectivos individuais. Simultaneamente, as novas tendncias da gestão pública apontam para a necessidade de desenvolver processos conducentes melhoria contnua dos servios prestados, introduzindo um maior rigor na informao de gestão. So princpios subjacentes a estas novas tendncias a necessidade de reduo de custos, o aumento da produtividade, a normalizao de processos e sistemas e o desenvolvimento de centros de competncia e inovao. Neste trabalho, de natureza essencialmente emprica, pretendemos ilustrar o processo de concepo e implementao de um Programa de Avaliao e Desenvolvimento de Competncias que foi desenvolvido para uma Unidade de Servios Partilhados, no mbito de uma organizao pública. ABSTRACT: lt is actually consensual between several theoretical approaches that the attainment of competitive advantages depends on strategies of human resource management. Guided for strategic aspects, competencies management appears as an approach capable of integrating organizations and individual's goals. Simultaneously, the new trends of public administration point out the necessity of developing continuous improvement processes, introducing a higher quality in the management information. The necessity of costs reduction, the increase of the productivity and the normalization of processes and systems, as well the development of competencies centers and innovation, are underlying principles to these new trends. ln this empirical work we intend to illustrate the process of conception and implementation of a Program of Evaluation and Development of Competencies, developed for a Unit of Shared Services, in a public organization.

O presente estudo baseou-se na avaliao dos factores mais influentes na percepo da qualidade da auditoria e satisfao dos Directores dos Servios Financeiros das Autarquias Locais Portuguesas sujeitas a Certificao Legal de Contas. Aferir se existiam opinies divergentes por regio administrativa foi outro objectivo a que nos propusemos. Os resultados da pesquisa demonstram que os factores mais influentes so a especializao, o planeamento e trabalho de campo da empresa de auditoria. A percepo da qualidade de auditoria por Distrito/Regio revela-se homognea, ao invs da satisfao em relao actividade de auditoria. Tendo em conta os resultados obtidos, a auditoria dever equacionar o alargamento do seu campo de actuao, reorientar o seu papel, reforar a comunicao e especializao no sector, por forma a potenciar a responsabilizao, avaliao e apoio na tomada de deciso na gestão dos dinheiros pblicos e, por outro lado, harmonizar as expectactivas entre auditado e auditor. /ABSTRACT: The present study was based on the assessment of the most influential factors in the perception of audit quality and satisfaction of the Directors of Financial Services of Portuguese Local Government subject to the Statutory Auditors. To assess whether there were differing opinions by administrative region was another goal we set ourselves. The survey results demonstrate that the most influential factors are the expertise, the planning and fieldwork of the audit firm. The perception of audit quality by District I Region proves to be homogeneous, rather than satisfaction with the audit work. Given the results, the audit should consider extending its scope to act, to reorient their role, to strengthen the communication and expertise in the sector in order to enhance accountability, assessment and support in decision making in the management of public resources and, secondly, to harmonize expectations between auditee and auditor.

Em tese, parte-se do pressuposto que a Universidade possui a funo social de contribuir na melhoria da qualidade de vida, especialmente, da comunidade na qual se insere. Portanto, o presente trabalho destaca a experincia em desenvolvimento no mbito de um projeto de extenso, aprovado pelo Ministrio da Educao do Brasil que analisa a questo do ordenamento e gestão do territrio, alm de desenvolver ferramentas para auxiliar a administrao pública no setor da educao, propiciando condies para a realizao da prtica administrativa com eficincia, equidade e transparncia, baseada no princpio da gestão democrtica e participativa. Considera como rea de estudo as unidades da rede pública municipal de Educao Bsica e Infantil, destacando a localizao, nmero de alunos e profissionais, alm dos equipamentos e demais elementos de infraestrutura. Aspectos que formam um banco de dados agregado a um sistema de informao geogrfica que aperfeioa as informaes e sua representao espacial, alm, da caracterizao das relaes que so produzidas na construo das redes e do territrio.

O estudo partiu do dilogo entre as polticas públicas de meio ambiente e o referencial terico crtico da educao e da justia ambiental. Ancorada na filosofia da prxis, uma categoria central do materialismo-histrico, busca ir alm dos aspectos tericos. A pesquisa tem o objetivo de contribuir para o entendimento e melhoria dos processos complexos e contraditrios de implementao da educao ambiental como condicionante de licena de operao e produo da indstria de petrleo e gs no Brasil. Tais projetos mitigatrios so conduzidos e monitorados pelo rgo ambiental, mas devem ser implementados e executados pelos prprios empreendedores que causam os impactos socioambientais nas localidades. Em contrapartida, projetos de educao ambiental crtica e participativa, desenvolvidos compulsoriamente no licenciamento offshore, esto voltados para os grupos socioambientais impactados. Preconizam o fortalecimento e a integrao desses grupos diante do Estado e do prprio empresariado e devem estimular participao em processos decisrios da gestão ambiental local. A tese a ser demonstrada a de que, neste campo de disputas pelo uso e gestão do territrio, os PEAs em sua prxis educativa e enquanto poltica pública no mbito do licenciamento, constitui-se em um instrumento em potencial na construo de cidadania poltica. Na busca por investigar a efetividade desses PEAs, implementados na maior bacia petrolfera do pas, a bacia de campos, a pesquisa faz primeiramente um estudo documental e posteriormente um estudo emprico com os atores sociais participantes dos projetos. A pesquisa documental revelou que existiam cinco PEAs desenvolvidos entre os anos de 2010 e 2012: o Projeto Plen e o NEA-BC (Petrobras); o PEA ObservAo (PetroRio, antiga HRT); o PEA FOCO (Statoil) e o QUIPEA (Shell). A pesquisa emprica foi feita nos municpios de So Francisco de Itabapoana, So Joo da Barra, Armao dos Bzios e Cabo frio, contemplados com 80% dos projetos desenvolvidos na regio e percorreu 17 localidades dos municpios e foram realizadas 52 entrevistas. Esta etapa da pesquisa traz as motivaes acerca dos projetos, opinies sobre o processo formativo, as transformaes prticas vividas pelos atores a partir das vivncias nos projetos e aspectos da participao desses atores sociais dentro e fora dos PEAs. 70% dos entrevistados trazem as crenas nos projetos devido s: propostas, objetivos e metodologias (discusses participativas, encontros de comunidades) e equipe de executores (com os quais os atores tm uma relao de afeto e admirao); 28% abarcam as descrenas: lentido e subjetividade dos resultados; o no entendimento acerca da origem dos projetos (mitigatrios, compesatrios, etc); conflito nas relaes entre os quilombolas e os empresrios; gastos com os projetos e no com a comunidade. Outras categorias surgem: remunerao/contratao; Obteno de uma sede para o projeto; a excelncia no processo formativo (onde alguns mtodos devem ser repensados); a interao e a articulao entre os projetos. O estudo tambm revelou que os participantes passaram a participar de instncias da gestão pública de seus territrios. As questes so apontadas para que esses projetos possam ser aperfeioados, mesmo diante de todas as contradies, tenses e conflitos que isso impe em uma sociedade desigual, reduzindo a natureza, a mercadoria e a relaes precificadas.

A presente dissertao teve como objetivo compreender como se promove a Gestão da Diviso de Vigilncia Sanitria pela Secretaria de Estado de Sade Pública/SESPA no combate do HIV/AIDS no Estado do Par. A pesquisa contemplou o processo de Gestão de Polticas Públicas em Sade da Diviso de Vigilncia em Sade da Secretaria de Estado de Sade Pública SESPA no combate do HIV/AIDS no Estado do Par, destacando os resultados dessa gestão nos casos notificados. Tratou-se de um estudo descritivo, cujos dados foram coletados a partir de levantamento bibliogrfico e documental com aplicao de questionrio na Diviso de Vigilncia em Sade da Secretaria do Estado de Sade Pública/SESPA. O referencial terico enfocou aspectos da contextualizao da Gestão Pública e Privada, assim como fez referencia a Gestão de Polticas Públicas em Sade em Portugal e no Brasil. Os resultados mostraram que a Gestão da Diviso de Vigilncia Sanitria /SESPA consiste em uma Gestão Pública que realiza suas atividades sobre uma estrutura burocrata e centralizada impedindo que a mesma supra adequadamente, enquanto organizao, s demandas do Estado do Par e aos desafios impostos pelo HIV/AIDS, que se reafirma como assunto de sade pública. Como concluso, o estudo evidenciou que Gestão da Diviso da Vigilncia em Sade da Secretaria de Estado de Sade Pública/SESPA no combate do HIV/AIDS no promoveu adequadamente suas aes, apresentando resultados satisfatrios, pois necessita de melhores polticas públicas que propiciem aes para o cumprimento de suas metas, fortalecendo a capacidade de organizao e de articulao, como a reduo efetiva das vulnerabilidades sociais e polticas que agenciam a expanso da epidemia, crescentemente associada s desigualdades sociais que vigoram no Estado do Par.
