This chapter analyses the copyright law framework needed to ensure open access to outputs of the Australian academic and research sector such as journal articles and theses. It overviews the new knowledge landscape, the principles of copyright law, the concept of open access to knowledge, the recently developed open content models of copyright licensing and the challenges faced in providing greater access to knowledge and research outputs.

Moderation of assessment constitutes a crucial element of the learning and teaching process at the university. Yet, despite its importance, many academics have confusing beliefs and attitudes towards moderation practices, processes and procedures. This paper reports on a qualitative study conducted in a Science, Technology, Engineering and Mathematics (STEM)-focused faculty at a large Australian higher education institution. The findings of the study revealed a strong need for further investigation on the ways moderation is understood and enacted by academics within a STEM-specific context and informed redevelopment of the faculty’s internal moderation policy.

Commercial phonics programmes (e.g. Jolly Phonics and Letterland) are becoming widely used in the early years of school. These programmes claim to use a systematic explicit approach, considered as the preferred method of phonics instruction for teaching alphabetic code-breaking skills in Australia and the UK in the first years of school (Department of Education, Science and Training, 2005; Rose, 2006). However, little is known about the extent to which they are being used in prior-to-school settings, and the reasons behind decisions to use them. This study surveyed 283 early childhood staff in Sydney, Australia and found that commercial phonics programmes were being used in 36% of the early childhood settings surveyed. Staff with early childhood univer- sity qualifications and staff working in not-for-profit service types were less likely to use a commercial phonics programme than staff without university qualifications and staff working in for-profit services. Staff with less than 10 years’ experience were also more likely to use a commercial phonics programme. The rationale behind decisions deter- mining whether or not staff used the programmes ranged from pragmatic reasons, such as parent pressure or higher management decisions, to pedagogical reasons, such as teacher beliefs about how children learn to read and write. The practices staff engage in to teach phonics are explored.

This paper explores a key issue identified in two studies of factors influencing the success of international and culturally and linguistically diverse (CALD) higher degree research graduate students. The studies include “A model for research supervision of international students in engineering and information technology disciplines” (MRS), which focused on identifying factors that influence successful supervision of culturally and linguistically diverse (CALD) and international higher degree research (HDR or graduate) students in Engineering and IT disciplines in three Australian universities, and “Culture, language and the whole graduate experience: Exploring best practices in international graduate supervision” (BPS), which focussed on exploring perceptions regarding best practices in graduate supervision by diverse stakeholders across Australia. Findings suggest most supervisors do not differentiate between international (or CALD) graduate students and non-CALD(domestic) students in terms of factors influence success in graduate studies.

BACKGROUND OR CONTEXT The higher education sector plays an important role in encouraging students into the STEM pipeline through fostering partnerships with schools, building on universities long tradition in engagement and outreach to secondary schools. Numerous activities focus on integrated STEM learning experiences aimed at developing conceptual scientific and mathematical knowledge with opportunities for students to show and develop skills in working with each other and actively engaging in discussion, decision making and collaborative problem solving. (NAS, 2013; AIG, 2015; OCS, 2014). This highlights the importance of the development and delivery of engaging integrated STEM activities connected to the curriculum to inspire the next generation of scientists and engineers and generally preparing students for post-secondary success. The broad research objective is to gain insight into which engagement activities and to what level they influence secondary school students’ selection of STEM-related career choices at universities. PURPOSE OR GOAL To evaluate and determine the effectiveness of STEM engagement activities impacting student decision making in choosing a STEM-related degree choice at university. APPROACH A survey was conducted with first-year domestic students studying STEM-related fieldswithin the Science and Engineering Faculty at Queensland University of Technology. Of the domestic students commencing in 2015, 29% responded to the survey. The survey was conducted using Survey Monkey and included a variety of questions ranging from academic performance at school to inspiration for choosing a STEM degree. Responses were analysed on a range of factors to evaluate the influence on students’ decisions to study STEM and whether STEM high school engagement activities impacted these decisions. To achieve this the timing of decision making for students choice in study area, degree, and university is compared with the timing of STEM engagement activities. DISCUSSION Statistical analysis using SPSS was carried out on survey data looking at reasons for choosing STEM degrees in terms of gender, academic performance and major influencers in their decision making. It was found that students choose their university courses based on what subjects they enjoyed and exceled at in school. These results found a high correlation between enjoyment of a school subject and their interest in pursuing this subject at university and beyond. Survey results indicated students are heavily influenced by their subject teachers and parents in their choice of STEM-related disciplines. In terms of career choice and when students make their decision, 60% have decided on a broad area of study by year 10, whilst only 15% had decided on a specific course and 10% had decided on which university. The timing of secondary STEM engagement activities is seen as a critical influence on choosing STEM disciplines or selection of senior school subjects with 80% deciding on specific degree between year 11 and 12 and 73% making a decision on which university in year 12. RECOMMENDATIONS/IMPLICATIONS/CONCLUSION Although the data does not support that STEM engagement activities increase the likelihood of STEM-related degree choice, the evidence suggests the students who have participated in STEM activities associate their experiences with their choice to pursue a STEM-related course. It is important for universities to continue to provide quality engaging and inspirational learning experiences in STEM, to identify and build on students’ early interest and engagement, increase STEM knowledge and awareness, engage them in interdisciplinary project-based STEM practices, and provide them with real-world application experiences to sustain their interest.

Learning management systems (LMS) have become the norm in recent years in higher education to further engage students and lecturers. The e-learning tools within LMS provide knowledge sharing and community building opportunities that can support both critical thinking and higher order learning skills through conversation and collaboration. However, the mere existence of tools does not guarantee users’ adoption and acceptance. Several effective arrangements are required to engage users. This paper focuses on different aspects of lecturers’ attitude that impact user engagement with LMS tools reporting on findings from 74 interviews with students and lecturers from different disciplines within a major Australian university. Results indicate that lecturers’ teaching style and habits, active participation in online activities as well as designing appropriate tasks and assessment procedure are important determinants of lecturers’ attitude in engaging students with LMS tools.

Students in higher education typically learn to use information as part of their course of study, which is intended to support ongoing academic, personal and professional growth. Informing the development of effective information literacy education, this research uses a phenomenographic approach to investigate the experiences of a teacher and students engaged in lessons focused on exploring language and gender topics by tracing and analyzing their evolution through scholarly discourse. The findings suggest that the way learners use information influences content-focused learning outcomes, and reveal how teachers may enact lessons that enable students to learn to use information in ways that foster a specific understanding of the topic they are investigating.

This paper reports and discusses the principal findings of an Australian study exploring the decisions of high achieving Year 10 students about taking physics and chemistry courses (Lyons, 2003). The study used a ‘multiple worlds’ framework to explore the diverse background characteristics that previous quantitative research had shown were implicated in these decisions. Based on analyses of questionnaire and interview data, the study found that the students’ decisions involved the complex negotiation of a number of cultural characteristics within their school science and family worlds. Many of the students regarded junior high school science as irrelevant, uninteresting and difficult, leaving them with few intrinsic reasons for enrolling in senior science courses. The study found that decisions about taking physical science courses were associated with the resources of cultural and social capital within their families, and the degree to which these resources were congruent with the advantages of choosing these courses. The paper concludes that the low intrinsic value of school science and the erosion of its strategic value contribute to the reluctance of students to choose physical science courses in the senior school.

Spatial Decision Support System (SDSS) assist in strategic decision-making activities considering spatial and temporal variables, which help in Regional planning. WEPA is a SDSS designed for assessment of wind potential spatially. A wind energy system transforms the kinetic energy of the wind into mechanical or electrical energy that can be harnessed for practical use. Wind energy can diversify the economies of rural communities, adding to the tax base and providing new types of income. Wind turbines can add a new source of property value in rural areas that have a hard time attracting new industry. Wind speed is extremely important parameter for assessing the amount of energy a wind turbine can convert to electricity: The energy content of the wind varies with the cube (the third power) of the average wind speed. Estimation of the wind power potential for a site is the most important requirement for selecting a site for the installation of a wind electric generator and evaluating projects in economic terms. It is based on data of the wind frequency distribution at the site, which are collected from a meteorological mast consisting of wind anemometer and a wind vane and spatial parameters (like area available for setting up wind farm, landscape, etc.). The wind resource is governed by the climatology of the region concerned and has large variability with reference to space (spatial expanse) and time (season) at any fixed location. Hence the need to conduct wind resource surveys and spatial analysis constitute vital components in programs for exploiting wind energy. SDSS for assessing wind potential of a region / location is designed with user friendly GUI’s (Graphic User Interface) using VB as front end with MS Access database (backend). Validation and pilot testing of WEPA SDSS has been done with the data collected for 45 locations in Karnataka based on primary data at selected locations and data collected from the meteorological observatories of the India Meteorological Department (IMD). Wind energy and its characteristics have been analysed for these locations to generate user-friendly reports and spatial maps. Energy Pattern Factor (EPF) and Power Densities are computed for sites with hourly wind data. With the knowledge of EPF and mean wind speed, mean power density is computed for the locations with only monthly data. Wind energy conversion systems would be most effective in these locations during May to August. The analyses show that coastal and dry arid zones in Karnataka have good wind potential, which if exploited would help local industries, coconut and areca plantations, and agriculture. Pre-monsoon availability of wind energy would help in irrigating these orchards, making wind energy a desirable alternative.

Renewable energy resources are those having a cycling time less than 100 years and are renewed by the nature and their supply exceeds the rate of consumption. Renewable energy systems use resources that are constantly replaced in nature and are usually less polluting. In order to tap the potential of renewable energy sources, there is a need to assess the availability of resources spatially as well as temporally. Geographic Information Systems (GIS) along with Remote Sensing (RS) helps in mapping on spatial and temporal scales of the resources and demand. The spatial database of resource availability and the demand would help in the regional energy planning. This paper discusses the application of geographical information system (GIS) to map the solar potential in Karnataka state, India. Regions suitable for tapping solar energy are mapped on the basis of global solar radiation data, and this analysis provides a picture of the potential. The study identifies that Coastal parts of Karnataka with the higher global solar radiation is ideally suited for harvesting solar energy. The potential analysis reveals that, maximum global solar radiation is in districts such as Uttara Kannada and Dakshina Kannada. Global solar radiation in Uttara Kannada during summer, monsoon and winter are 6.31, 4.40 and 5.48 kWh/sq.m, respectively. Similarly, Dakshina Kannada has 6.16, 3.89 and 5.21 kWh/sq.m during summer, monsoon and winter.

Electricity appears to be the energy carrier of choice for modern economics since growth in electricity has outpaced growth in the demand for fuels. A decision maker (DM) for accurate and efficient decisions in electricity distribution requires the sector wise and location wise electricity consumption information to predict the requirement of electricity. In this regard, an interactive computer-based Decision Support System (DSS) has been developed to compile, analyse and present the data at disaggregated levels for regional energy planning. This helps in providing the precise information needed to make timely decisions related to transmission and distribution planning leading to increased efficiency and productivity. This paper discusses the design and implementation of a DSS, which facilitates to analyse the consumption of electricity at various hierarchical levels (division, taluk, sub division, feeder) for selected periods. This DSS is validated with the data of transmission and distribution systems of Kolar district in Karnataka State, India.

O estudo teve por objetivo identificar e analisar as memórias e representações sociais acerca do Instituto Federal de Educação, Ciência e Tecnologia de Mato Grosso (IFMT) construídas por seus docentes, servidores técnico-administrativos e alunos. Os pressupostos teóricos sobre os quais a pesquisa se assenta estão centrados em um diálogo entre aqueles da teoria das representações sociais e os que presidem os estudos da memória social numa perspectiva psicossocial. As representações sociais são exploradas tomando-se como principais autores de referência Moscovici (1978, 2003) e Abric (1998, 2000, 2003), enquanto a memória é tratada em seu aspecto coletivo/social, recorrendo-se a autores como Halbwachs (1994, 2004), Barlett (1995) e Sá (2005, 2007). Para a coleta dos dados foram utilizadas as técnicas de evocações livres e de entrevistas semi-estruturadas. Participaram das evocações 260 sujeitos, sendo 100 docentes, 60 técnico-administrativos e 100 discentes. Desse total, foram selecionados 58 sujeitos para participarem das entrevistas. O material coletado por meio das evocações foi processado pelo software EVOC (2003) e o referente às entrevistas pelo software ALCESTE. Os resultados revelaram que a memória socialmente construída acerca do IFMT quando ainda era Escola Técnica Federal (ETFMT) tende nitidamente para o pólo positivo de avaliação e as representações que consubstanciam essa memória têm relação com a qualidade da educação ali ofertada. Foi também possível evidenciar diferenças entre as representações construídas pelos três grupos de sujeitos. De outra parte, os resultados referentes às representações sociais contemporâneas, que têm como objeto o IFMT e o imediatamente anterior Centro Federal de Educação Tecnológica (CEFETMT), revelam a presença de elementos de avaliação negativa em sua composição. A formação profissional ainda é vista como positiva e de qualidade pelo grupo de alunos, mas esse mesmo elemento, qualidade, perde a centralidade nas representações dos docentes e dos técnico-administrativos. De modo geral, os resultados apontam para representações sociais díspares entre os três grupos. A negatividade identificada na estrutura representacional do IFMT no presente parece estar associada às transformações pelas quais a instituição passou ao longo das últimas décadas, devido às políticas públicas impostas pelo governo para as instituições que compõem a rede federal de educação profissional. Com base nesses resultados, chegou-se à conclusão quanto à existência de memórias e representações distintas entre os docentes, discentes e técnico-administrativos acerca do passado e do presente da instituição.

A presente tese tem por finalidade refletir sobre princípios pedagógico-filosóficos para o ensino da ciência na etapa intermediária da educação escolar. Considerando que tanto a prática educativa quanto a prática científica são práticas sociais mediadoras do processo de produção, e que, portanto, não se pode pensá-las fora de um método que as integre dialeticamente a partir de determinantes que estão dados no campo da economia política, procurou-se investigar aqui qual é o estatuto hoje reservado à ciência no quadro de valores introduzidos pela economia política neoliberal e os efeitos dessas mudanças sobre o que se prescreve para a formação científica no ensino médio brasileiro a partir da última reforma educacional (LDBEN/1996). Tratou-se de sublinhar aqui as conexões que foram se firmando entre os processos de universalização da forma-mercadoria e as mudanças introduzidas no regime de produção do conhecimento, que vai cada vez mais sendo moldado pelos objetivos e prescrições do capital. Tendo por referência o materialismo histórico-dialético, o objeto desta tese foi delineado de modo a refletir o processo de constituição da produção da ciência em dois âmbitos distintos: o da macro-política, presidido hegemonicamente pelas instituições ligadas ao capital, a partir da década de 1990, e o da relação epistemológica que subjaz à prática científica contemporânea, assinalando a co-relação entre estes processos e os seus nexos causais. Para dar contas destas relações, procedeu-se a uma investigação histórica e filosófica que teve por objetivo mostrar como o conceito de natureza cunhado pelas mãos dos primeiros cientistas no século XVII futura matriz da noção de ciências da natureza tal como ela é tomada hoje no currículo , assentado numa distinção fixa entre juízos de fato e juízos de valor, deve seu conteúdo a um processo que é finalmente econômico e social. Por meio desta crítica pode-se estabelecer os vínculos entre a economia política, o viés institucional da ciência e o universo da epistemologia. Concluiu-se que há uma relação necessária entre o novo registro institucional de produção do conhecimento, garantido por um estatuto regulatório afinado com as demandas do neoliberalismo, e o novo estatuto epistemológico, assinalado por uma ênfase nos pressupostos do realismo científico ingênuo. Esta relação se projeta sobre o ensino da ciência na forma de uma intensificação de seu teor tecnicista, e dentre as suas características destacamos duas: 1) o conceito de natureza, tomado no ensino das ciências como uma abstração des-historicizada; 2) o mito da unicidade científica, isto é, a crença de que só há uma ciência: a que formulará, numa linguagem única e inequívoca, a verdade do real. Para finalizar, fizemos alusão a dois programas educacionais que, a nosso ver, avançam rumo a novas formas de ensino na medida em que refletem a experiência de um grupo de educadores e alunos com os princípios da educação politécnica: o do Instituto de Educação Josué de Castro (IEJC/ITERRA) e o da Escola Politécnica de Saúde Joaquim Venâncio (EPSJV/Fiocruz).

Este trabalho deu conta de analisar as políticas públicas de Educação Física e esportes na Rede Federal de Educação Profissional e Tecnológica e a implicação das mesmas na formação dos estudantes, partindo do entendimento de estarmos imersos em uma conjuntura político e econômica novo desenvolvimentista. Para tanto entrevistamos alguns interlocutores privilegiados que estão diretamente ligados à formulação de políticas públicas na área ou que têm um grande envolvimento com a rede. Além de aplicarmos questionários em professores da rede de várias regiões do Brasil na ocasião do II Fórum Nacional de Políticas Públicas em Educação Física, esporte e lazer dos Institutos Federais de Educação, Ciência e Tecnologia e analisarmos os documentos da SETEC/MEC. Por fim, não identificamos políticas públicas consistentes formuladas pela SETEC/MEC, apesar de vermos a entrada de projetos do Ministério dos Esportes, como o Programa Segundo Tempo. Também procuramos com este trabalho identificar projetos e ações isoladas pelo Brasil sobre o tema que pudessem nos ajudar a refletir sobre possibilidades superadoras no plano da formulação de Políticas Públicas de Educação Física e esportes na rede para a formação dos alunos.

Esta pesquisa objetivou investigar o perfil das crianças e dos adolescentes que participam do Clube dos Descobridores, um projeto de educação não formal promovido pela Casa da Ciência da Universidade Federal do Rio de Janeiro (UFRJ), no campus da Praia Vermelha. O principal objetivo do Clube é o de atender o público infantil e jovem que frequenta a Casa da Ciência, ajudando-os a estabelecer relações entre suas vidas cotidianas e as Ciências, a Arte e as Culturas, por meio de projetos pedagógicos interdisciplinares. A pesquisa fez uso de um questionário e de entrevistas para investigar as características sociodemográficas das crianças/adolescentes, suas motivações para frequentarem o Clube, o papel de suas famílias no estímulo à participação e como eles compreendem a relação entre as aprendizagens adquiridas no Clube e na escola onde estudam. Os resultados alcançados evidenciam que, apesar das condições adversas de suas vidas em relação a aspectos econômicos, sociais e culturais, o capital social (interno e externo) baseado na família e na escola possibilita que as crianças tenham algumas vantagens que permitem seu acesso às práticas culturais no modo cultivado, promovendo aspectos do desenvolvimento global e escolar.
