Crowd-pulling names or energetic activists? On symbolic capital as a power resource in the local organizational work within the global justice movement The article explores the global emergence of local Social Forums by means of an ethnographic study of the organization of the Stockholm Social Forum. In international academic debate, the forums are often discussed as a “globalization from below” and a new deliberative democratic process. However, empirical research on the organizational process, and its power relations, has been very limited. The theoretical concept symbolic capital (Bourdieu) and concepts from conversation analysis (CA) are used to analyze how power in terms of priority of interpretation is constructed in conversations between activists with differing political backgrounds. A detailed empirical analysis is based on the case of an internal discussion about inviting keynote speakers to the local forum. The results show how transnational networks and specific knowledge about the global social forum process became symbolic capital in the organizational process. Holders of this specific form of symbolic capital gained priority of interpretation in the internal discussions. This had an impact on the practical outcome of the organizational process in terms of the symbolic framing of the Social Forum. It is argued that the social forum process produces specific forms of cultural distinctions, social hierarchies and patterns of exclusion.

O objetivo principal desta tese é compreender o funcionamento de um mosaico de áreas protegidas e unidades de conservação – o Mosaico Bocaina. Entende-se hoje que a política de conservação de biodiversidade depende da criação e adequada gestão de áreas protegidas. No entanto, a apropriação estatal de porções do território se deu por meio de decretos de criação de unidades de conservação num período em que não era obrigatória a consulta à população que habita essas localidades, o que acabou gerando inúmeros inconvenientes para ambos os lados e um verdadeiro imbróglio jurídico quando se trata do reconhecimento dos direitos difusos. O Mosaico Bocaina foi criado por uma portaria do Ministério do Meio Ambiente no final de 2006. Desde 2007 vem tentando se firmar como um instrumento de planejamento e gestão integrada e participativa de um conjunto unidades de conservação. Tenta-se também mitigar e buscar possíveis soluções para conflitos fundiários históricos criados pela sobreposição de territórios oficiais e tradicionais. Por meio da análise sistemática dos documentos produzidos no âmbito do seu Conselho Consultivo, e do acompanhamento das discussões de temas caros aos atores interagindo nesse fórum de governança híbrida, procuramos entender por que certos temas avançam e entram na agenda, sendo encaminhados para as instâncias decisórias competentes, e outros nem sequer conseguem ser processados, sendo bloqueados assim que entram na pauta. Identificamos que tal processo é resultado da dinâmica de configuração de forças de duas coalizões de defesa que disputam, mais que compartilham, espaços no território, e sempre polarizaram as discussões. De um lado, a coalizão pró-biodiversidade, que agrega gestores de unidades de conservação (tanto de proteção integral quanto de uso sustentado) e outros atores cujo foco nem sempre é uma agenda claramente conservacionista, mas excludente. De outro, a coalizão pró-sociodiversidade, que luta pela adoção de uma agenda socioambientalista e alternativa, com a inclusão e garantia do protagonismo das comunidades tradicionais nos projetos de desenvolvimento local sustentável. Acreditamos que essa polarização e dificuldade de construção de consensos baseados em princípios de colaboração e cooperação é resultado da própria complexidade da gestão da governança em fóruns híbridos como esse, complexidade esta derivada da coexistência de valores, preferências e interesses muitas vezes divergentes. Mas também conseguimos identificar outros fatores específicos, resultados de características locais e/ou escolhas realizadas pelo coletivo de atores ao longo da trajetória. A enorme assimetria de informação e poder entre os atores participantes, por exemplo, dificulta o desenvolvimento de confiança e mecanismos de reciprocidade. A adoção de uma coordenação colegiada, por outro lado, acabou comprometendo o surgimento de uma liderança ou instância neutra que funcionasse como mediadora dos processos de negociação entre as partes. O profundo desconhecimento das possibilidades – mas, sobretudo, também dos limites – dos mosaicos de áreas protegidas e unidades de conservação como instrumento de gestão territorial dentro do amplo Sistema Nacional de Unidades de Conservação gera expectativas de solução de conflitos que dependem de decisões que são tomadas alhures, o que acaba frustrando e desmobilizando os participantes de ambos os lados. A imagem de aparente apatia dos órgãos ambientais federais e estaduais, por sua vez, derivada da morosidade dos processos públicos, tende a infundir ainda mais incerteza no relacionamento entre os atores.

A participação de atores sociais na governabilidade e na aplicabilidade de políticas públicas no Brasil é tema recorrente em debates da gestão pública (SANTANA, 2011; TENÓRIO, 2002; NASCIMENTO, 1967), e tem sido defendida por organismos de defesa da sustentabilidade e da preservação ambiental como elemento imprescindível para a gestão de territórios naturais (VAN DE KERKHOF, 2006; UICN, 2011; HOCKINGS ET AL, 2006; BRASIL, 2013; ERVIN, 2003a; BRASIL, 2002; 2014). Para a política ambiental em vigência no Brasil, os conselhos gestores de políticas públicas, tradicionais espaços de consulta e controle social das políticas públicas, encontram-se legalmente institucionalizados como fóruns para garantir a participação de atores sociais na gestão das chamadas unidades de conservação, as UCs (BRASIL, 2000; 2002). Entretanto, o respaldo institucional não se traduz por si só em participação social na gestão destes territórios e o cenário é o de um grau reduzido de conselhos gestores em atividade. O presente trabalho assumiu o desafio de identificar os aspectos que caracterizam a efetividade dos conselhos gestores em sua atuação, sob a perspectiva dos atores que integram estes espaços. Para tanto, foi aplicada uma metodologia de caráter exploratório, adotando-se métodos de análise qualitativa a partir da aplicação de entrevistas semiestruturadas em profundidade. Com o apoio de especialistas em gestão socioambiental, identificou-se conselhos gestores apontados como referências por sua efetividade. E, a partir da perspectiva de especialistas e dos atores que integram tais conselhos gestores em atividade (stakeholders), foi possível compreender variáveis determinantes e fatores como instrumentos e dinâmicas que contribuem para uma atuação efetiva. Concluiu-se que o arcabouço legal e institucional que respalda a existência dos conselhos em unidades de conservação é significativo ao favorecer o envolvimento da sociedade civil, organizações sem fins lucrativos e poder público na gestão de áreas naturais, mas não se traduz por si só em conselhos gestores autônomos e em atividade como fóruns de consulta ou deliberação de questões de interesse para a gestão. Sob a ótica dos stakeholders, a efetividade engloba tanto as ações que geram resultados para a preservação e para o manejo sustentável dos recursos naturais quanto a própria capacidade de existir como um fórum legítimo de debates e de participação social local.

This dissertation aims to look into the structure of the event Circuito Regional de Performance BodeArte1 to think how it collaborate with its proposal providing theoretical points to relevant questions to the comprehension of Brazilian performance art in contemporaneity, since its conceptual format until its occurrence and practical limitations. From this proposition the dissertation is organized into three chapters guided for the following aspects: the resumption of the events encompassed on the occurrence of Circuit BodeArte as well as a tabulation of the data reunited in its history, the presentation of its conceptual choices, and the metaphors conducted by the use of the term performance and how they can lead us to the idea of a performance-as-BodeArte. The methodological structures moved for this organization are qualitative, and have been formed from printed materials, texts, festival programs, blog, videos, photos, interviews, lectures and forums, plus our own memory as a producer and performer of the event, looking through these set points of the epistemological organization contained on the proposal of the Circuito, expanding and discussing them. This way this research moves between the propositions of this event in its three editions, promoting discussions that dialogue with concepts such as the emergence of Steve Johnson (2004), the metaphors of thought proposed by Christine Greiner (2005), the idea of performance hacker of Maria Beatriz de Medeiros (AQUINO, et al., 2012), as well as other propositions presented by Jan Swidzinski (2005) and Eleonora Fabião (2012)

This research deals with textualization issues present in educational forums in distance learning environment. The research aims to analyze textualization regarding communication practices between tutors and distance learning students. Specifically the research aims to verify if the educational forum is considered pertinent for knowledge construction as well as identify subject´s behavior in e-Proinfo environment. The research also aims to understand the dynamics of the teaching and learning techniques related to the forum´s printed material. This is done in order to acknowledge discourse on behalf of subjects through the presented educational assignments. In order to address the issue, the work dealt with the relations present in distance learning forums, the forms in which the assignments are made, the way social actors interact and how this debate happens in the virtual environment. The research emphasized an educational forum used in a higher education institution at Rio Grande do Norte/Brazil. Thus the research corpus is composed by messages that were posted in the forum in the module called computer material . This module is one of the last in a set of six modules that are part of The Basic Cycle for Media Training promoted by the Center for Distance Learning in a public university at Rio Grande do Norte/Brazil. The research deals with a qualitative type approach in the perspectives of Merriam (1988), Cresswell (1994) and Minayo (1996). In order to achieve this analysis, the research dealt with theoretical landmarks related to distance learning present in (Silva, 2008; Brait, 1993; Sperbe and Wilson, 1986; Marquesi and Elias 2008 as well as Xavier, 2005, amongst others. As for aspects related to media and technological perspectives present in the forum, the research dealt with (Baranov, 1989; Neuner, 1981; Kearsley and Moore, 1996). Textualization was dealt according to (Marcuschi, 2008; Costa Val, 2004) and the conceptions and functions regarding tutors was seen according to (Salgado, 2002). In the conclusion and recommendations it was seen that these discussions present relevant contributions to distance learning and go beyond the practical universe present in electronical interaction. In the final considerations it is pointed out that this research is relevant for areas such as applied linguistics and presents guidelines for those involved in continuous education and aim meaningful knowledge that is coherent with distance learning education

The research seeks to comprehend the development of the promoting and structuring Fiscal Education actions in the states and in the federal district, attending to the guideline and the administrative requirements established by the Escola de Administração Fazendária (ESAF) to implement the Programa Nacional de Educação Fiscal (PNEF). The study has an exploratory content with a qualitative approach. The informations were collect with a questionnaire applied through the Google-docs by the managers of the program in any federated unit. Were founded several results, as the fragility of the program in the budgeting and financial area, the low frequency of the Grupo de Educação Estadual (GEFE) in regular meetings, the absence to monitor undertaken actions and the absence of interlocution between the GEFE and the forums of national discussions, especially the Conselho Nacional de Política Fazendária (CONFAZ). Despite the fragilities, the work shows the occurrence of some actions to disseminate Fiscal Education in schools and universities, the establishment of partnerships and the participation of the GEFE‟s in the national meetings. With the study, it was possible to conclude that in spite of the weaknesses found in its structure, the PNEF s institutionalized in the states and in the federal district, observing the differences between the federal units in relation to the ripening of the program. Despite the difficulties evidenced, it appears that they are capable of resolution, as far as it recognizes the importance of the Program for the promotion of a culture of active citizenship in the society and it will gives better conditions of implementation

Foreword Throughout the preparatory process for the World Summit on Sustainable Development and at the Summit itself, which was held in Johannesburg, South Africa, from 26 August to 4 September 2002, discussions were dominated by one central concern: the need to define and reach consensus on concrete, quantitative goals, with fixed deadlines for implementation, which were to supplement the Millennium Development Goals and facilitate progress towards an effective transition to sustainable development. Participants at the Summit explicitly affirmed the need, as a matter of urgency, to identify the financial and technical resources whereby sustainable development would become a reality and benefit directly and particularly rural and urban communities in the developing countries. The document we are now presenting is the outcome of extensive discussions held at a high-level forum during the Johannesburg Summit. Led by representatives of the Government of Mexico, the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Programme (UNDP) and the Andean Development Corporation, those discussions were based on the ECLAC/UNDP study entitled Financing for sustainable development in Latin America and the Caribbean: from Monterrey to Johannesburg, which considers the opportunities and challenges for improving prospects for investment and financing for sustainable development and underscores the need to establish a new balance between the market economy and public interest through joint public/private initiatives that combine market innovation, social responsibility and appropriate regulations. Other eminent persons attending the event included heads of State, such as Gustavo Noboa, then President of Ecuador; Enrique V. Iglesias, President of the Inter-American Development Bank (IDB); José María Figueres, Managing Director of the Global Agenda of the World Economic Forum and former President of Costa Rica; and Gro Harlem Brundtland, the legendary figure who pioneered sustainable development. Valuable contributions to the discussions were made by Yolanda Kakabadse, President of the World Conservation Union; Xóchitl Gálvez Ruiz, head of the Unit for the Development of Indigenous Peoples of the Office of the President of Mexico; Cecilia López, former Minister for the Environment of Colombia; and Juan Carlos Maqueda, then Vice President of Argentina. The views emerging from the forum as set forth in this document are designed to facilitate and promote application of the Plan of Implementation of the World Summit on Sustainable Development within the framework of the Millennium Development Goals and the commitments assumed at the International Conference on Financing for Development, which was held in Monterrey, Mexico. We also aspire to continue moving forward with the adoption of measures and policies to increase investment and financing for sustainable development as well as to foster partnerships between the public and private sectors and nongovernmental organizations. We recognize, in this context, the importance of strengthening and improving public and private institutions in order to meet the operational needs associated with the effort to achieve the Millennium Development Goals and pursue the Plan of Implementation formulated in Johannesburg. We trust that this document will contribute to in-depth discussions on the application of the Plan of Implementation in the relevant forums, in particular the United Nations Commission on Sustainable Development. The Plan of Implementation of the World Summit on Sustainable Development opens up new opportunities for Latin America and the Caribbean to renew and revive their own regional agenda -with emphasis on global and especially regional public goods- and to interweave it more cohesively with the global agenda in order to promote the common interests of Latin America and the Caribbean more forcefully in international development forums. The regional agenda and the global agenda cannot be separated in a contrived manner; indeed, to an increasing degree, what we are witnessing are global environmental processes which call for action at the local level. The achievement of sustainable development in Latin America and the Caribbean, where the necessary economic, social, environmental and geopolitical conditions are combined, requires a subtle balance between the market economy, the State and the citizen. Such a balance will result in the consolidation of democratic governance in the service of human development. A study was made of the composition of wastes collected from the pipes of the stormwater drainage system of Sorocaba, SP, Brazil (600 thousand inhabitants). A total of 10 samples weighing at least 100 kg each were sorted into 19 items to determine the fraction that can be considered natural (earth/sand, stones, organic matter, and water, the latter determined after oven-drying the samples) and the anthropogenic fraction (the remaining 15 items, especially construction and demolition wastes and packaging). Soil/sand was found to be the main item collected (52.5 % dry weight), followed by the water soaked into the waste (24.3 %), which meant that all the other wastes were saturated in mud, whose contents varied from 6.4 % (glass) to 87.2 % (metalized plastics packaging). In general, 83 % of the collected wastes can be classified as natural, but the remaining 17 % represent 2,000 kg of the most varied types of wastes discarded improperly every day on the streets of the city. This is an alarming amount of wastes that may clog parts of the drainage systems, causing troubles for all the population (like flooding) and must be strongly considered in municipal solid wastes management and in environmental education programs. © 2013 Springer Science+Business Media Dordrecht.

The similarities of competition provisions in integration and other intraregional agreements and the dissemination of this information could serve as a basis for progress in cooperation and convergence on this issue in the region. The negotiation processes that have taken place for these agreements have also enhanced communication between the national agencies concerned, leading to processes of learning and harmonization; these processes could be strengthened as part of the current efforts of administrating and implementing trade agreements. This edition of the FAL Bulletin reviews the information available in order to see how progress can be made on this issue on the basis of the analysis and bibliography of Álvarez and others (2006), and Silva and Álvarez (2006).
