En términos generales, m-salud puede definirse como el conjunto de sistemas de información, sensores médicos y tecnologías de comunicaciones móviles para el cuidado de la salud. La creciente disponibilidad, miniaturización, comportamiento, velocidades de transmisión de datos cada vez mayores y la esperada convergencia de tecnologías de red y comunicaciones inalámbricas en torno a los sistemas de salud móviles están acelerando el despliegue de estos sistemas y la provisión de servicios de m-salud, como por ejemplo, la teleasistencia móvil. El concepto emergente de m-salud conlleva retos importantes (estudios técnicos, análisis, modelado de la provisión de servicios, etc.) que hay que afrontar para impulsar la evolución de los sistemas y servicios de e-salud ofrecidos desde tecnologías de telecomunicación que utilizan acceso por cable y redes fijas, hacia configuraciones móviles e inalámbricas de última generación. En este trabajo se analizará primeramente el significado e implicaciones de m-salud y la situación en la que se encuentra; los retos a los que hay que enfrentarse para su implantación y provisión así como su tendencia. De los múltiples y diferentes servicios que se pueden proveer se ha identificado el servicio de Localización de Personas LoPe, lanzado por Cruz Roja en febrero de 2007, para teleasistencia móvil y que permite conocer en todo momento la ubicación de la persona que porta su dispositivo asociado. Orientado a personas con discapacidad, en situación de riesgo o dependencia por deterioro cognitivo, tiene como objetivo ayudarlas a recuperar su autonomía personal. La provisión de este servicio se modelará mediante dinámica de sistemas, ya que esta teoría se considera idónea para modelar sistemas complejos que evolucionan con el tiempo. El resultado final es un modelo que implementado a través de la herramienta Studio 8® de la compañía noruega Powersim Software AS nos ha permitido analizar y evaluar su comportamiento a lo largo del tiempo, además de permitirnos extraer conclusiones sobre el mismo y plantear futuras mejoras sobre el servicio. ABSTRACT. In general terms, m-health can be defined as “mobile computing, medical sensor, and communications technologies for health care.” The increased availability, miniaturization, performance, enhanced data rates, and the expected convergence of future wireless communication and network technologies around mobile health systems are accelerating the deployment of m-health systems and services, for instance, mobile telecare. The emerging concept of m-health involves significant challenges (technical studies, analysis, modeling of service provision, etc.) that must be tackled to drive the development of e-health services and systems offered by telecommunication technologies that use wired and fixed networks towards wireless and mobile new generation networks. Firstly, in this master’s thesis, the meaning and implications of m-health and its current situation are analyzed. This analysis also includes the challenges that must be tackled for the implementation and provision of m-health technologies and services and the m-health trends. Among the many different m-health services already delivered, the Localización de Personas LoPe service has been identified to work with it. This service, launched by Spanish Red Cross in February 2007, enables to locate people who carry the associated device. It’s aimed at people with disabilities, at risk or dependency due to cognitive impairment and helps them to recover their personal autonomy. The provision of this service will be modeled with system dynamics considering that this theory suits very well the modeling of complex systems which evolve over time. The final result is a system dynamics model of the service implemented with Studio 8® tool developed by Powersim Software AS, a Norwegian company. This model has allowed us to analyze and evaluate its behaviour over time, as well as to draw conclusions and to consider some future improvements in the service.

Los retos y oportunidades a los que se enfrentan las organizaciones y administraciones de las primeras décadas del siglo XXI se caracterizan por una serie de fuerzas perturbadoras como la globalización, el avance de las tecnologías emergentes y el desequilibrio económico, que están actuando como impulsores de la transformación del mercado. La acción conjunta de estos factores está obligando a todas las empresas industriales a tener que trabajar con mayores y más exigentes niveles de productividad planteándose continuamente como mejorar y lograr satisfacer los requerimientos de los clientes. De esta situación surge la necesidad de volver a plantearse de nuevo ¿quién es el cliente?, ¿qué valora el cliente? y ¿cómo se pueden generan beneficios sostenibles? La aplicación de esta reflexión a la industria naval militar marca los objetivos a los que esta tesis doctoral busca dar respuesta. El primer objetivo, de carácter general, consiste en la definición de un modelo de negocio sostenible para la industria naval militar del 2025 que se adapte a los requisitos del cliente y al nuevo escenario político, económico, social, tecnológico y ambiental que rodea esta industria. El segundo objetivo, consecuencia del modelo general, trata de desarrollar una metodología para ejecutar programas de apoyo al ciclo de vida del “buque militar”. La investigación se estructura en cuatro partes: en la primera se justifica, por un lado, la necesidad del cambio de modelo y por otro se identifican los factores estructurantes para la definición del modelo. La segunda parte revisa la literatura existente sobre uno de los aspectos básicos para el nuevo modelo, el concepto Producto-Servicio. La tercera parte se centra totalmente en la industria naval militar estudiando los aspectos concretos del sector y, en base al trabajo de campo realizado, se identifican los puntos que más valoran las Marinas de Guerra y como estas gestionan al buque militar durante todo su ciclo de vida. Por último se presentan los principios del modelo propuesto y se desarrollan los pilares básicos para la ejecución de proyectos de Apoyo al Ciclo de Vida (ACV). Como resultado de la investigación, el modelo propuesto para la industria naval militar se fundamenta en once principios: 1. El buque militar (producto de alto valor añadido) debe ser diseñado y construido en un astillero del país que desarrolla el programa de defensa. 2. El diseño tiene que estar orientado al valor para el cliente, es decir, se tiene que diseñar el buque militar para que cumpla su misión, eficaz y eficientemente, durante toda su vida operativa, asegurando la seguridad del buque y de las personas y protegiendo el medio ambiente de acuerdo con las regulaciones vigentes. 3. La empresa debe suministrar soluciones integrales de apoyo al ciclo de vida al producto. 4. Desarrollar y mantener las capacidades de integración de sistemas complejos para todo el ciclo de vida del buque militar. 5. Incorporar las tecnologías digitales al producto, a los procesos, a las personas y al propio modelo de negocio. 6. Desarrollar planes de actuación con el cliente domestico a largo plazo. Estos planes tienen que estar basados en tres premisas: (i) deben incluir el ciclo de vida completo, desde la fase de investigación y desarrollo hasta la retirada del buque del servicio; (ii) la demanda debe ser sofisticada, es decir las exigencias del cliente, tanto desde la óptica de producto como de eficiencia, “tiran” del contratista y (iii) permitir el mantenimiento del nivel tecnológico y de las capacidades industriales de la compañía a futuro y posicionarla para que pueda competir en el mercado de exportación. 7. Impulsar el sector militar de exportación mediante una mayor actividad comercial a nivel internacional. 8. Fomentar la multilocalización ya que representa una oportunidad de crecimiento y favorece la exportación posibilitando el suministro de soluciones integrales en el país destino. 9. Reforzar la diplomacia institucional como palanca para la exportación. 10. Potenciar el liderazgo tecnológico tanto en producto como en procesos con políticas activas de I + D+ i. 11. Reforzar la capacidad de financiación con soluciones innovadoras. El segundo objetivo de esta tesis se centra en el desarrollo de soluciones integrales de Apoyo al Ciclo de Vida (ACV). La metodología planteada trata de minimizar la brecha entre capacidades y necesidades a lo largo de la vida operativa del barco. Es decir, el objetivo principal de los programas de ACV es que la unidad conserve durante toda su vida operativa, en términos relativos a las tecnologías existentes, las capacidades equivalentes a las que tendrá cuando entre en servicio. Los ejes de actuación para conseguir que un programa de Apoyo al Ciclo de Vida cumpla su objetivo son: el diseño orientado al valor, la ingeniería de Apoyo al Ciclo de Vida, los proyectos de refresco de tecnología, el mantenimiento Inteligente y los contratos basados en prestaciones. ABSTRACT On the first decades of the 21st century, organizations and administrations face challenges and come across opportunities threatened by a number of disruptive forces such as globalization, the ever-changing emerging technologies and the economic imbalances acting as drivers of the market transformation. This combination of factors is forcing all industrial companies to have more and higher demanding productivity levels, while bearing always in mind how to improve and meet the customer’s requirements. In this situation, we need to question ourselves again: Who is the customer? What does the customer value? And how can we deliver sustainable economic benefits? Considering this matter in a military naval industry framework sets the goals that this thesis intends to achieve. The first general goal is the definition of a new sustainable business model for the 2025 naval industry, adapted to the customer requirements and the new political, economic, social, technological and environmental scenario. And the second goal that arises as a consequence of the general model develops a methodology to implement “warship” through life support programs. The research is divided in four parts: the first one justifies, on the one hand, the need to change the existing model and, on the other, identifies the model structural factors. On the second part, current literature regarding one of the key issues on the new model (the Product-Service concept) is reviewed. Based on field research, the third part focuses entirely on military shipbuilding, analyzing specific key aspects of this field and identifying which of them are valued the most by Navies and how they manage through life cycles of warships. Finally, the foundation of the proposed model is presented and also the basic grounds for implementing a Through Life Support (TLS) program are developed. As a result of this research, the proposed model for the naval industry is based on eleven (11) key principles: 1. The warship (a high added value product) must be designed and built in a shipyard at the country developing the defense program. 2. Design must be customer value oriented, i.e.warship must be designed to effectively fulfill its mission throughout its operational life, ensuring safety at the ship and for the people and protecting the environment in accordance with current regulations. 3. The industry has to provide integrated Through Life Support solutions. 4. Develop and maintain integrated complex systems capabilities for the entire warship life cycle. 5. Introduce the product, processes, people and business model itself to digital technologies. 6. Develop long-term action plans with the domestic customer. These plans must be based on three premises: (i) the complete life cycle must be included, starting from the research and development stage throughout the ship’s disposal; (ii) customer demand has to be sophisticated, i.e. customer requirements, both from the efficiency and product perspective, "attract" the contractor and (iii) technological level and manufacturing capabilities of the company in the future must be maintained and a competitive position on the export market has to be achieved. 7. Promote the military exporting sector through increased international business. 8. Develop contractor multi-location as it entails an opportunity for growth and promote export opportunities providing integrated solutions in the customer's country. 9. Strengthen institutional diplomacy as a lever for export. 10. Promote technological leadership in both product and processes with active R & D & I policies (Research & Development & Innovation) 11. Strengthen financing capacity through innovative solutions. The second goal of this thesis is focused on developing integrated Through Life Support (TLS) solutions. The proposed methodology tries to minimize the gap between needs and capabilities through the ship operational life. It means, the main TLS program objective is to maintain the ship’s performance and capabilities during operational life, in relative terms to current technologies, equivalent to those the ship had when it entered service. The main actions to fulfill the TLS program objectives are: value-oriented design, TLS engineering, technology updating projects, intelligent maintenance and performance based contracts.

These new educational resources employed are based on the Web 2.0 approach such as blogs, videos and virtual labs which have been added in a web-site for distance self-learning.

This introduction provides an overview of the state-of-the-art technology in Applications of Natural Language to Information Systems. Specifically, we analyze the need for such technologies to successfully address the new challenges of modern information systems, in which the exploitation of the Web as a main data source on business systems becomes a key requirement. It will also discuss the reasons why Human Language Technologies themselves have shifted their focus onto new areas of interest very directly linked to the development of technology for the treatment and understanding of Web 2.0. These new technologies are expected to be future interfaces for the new information systems to come. Moreover, we will review current topics of interest to this research community, and will present the selection of manuscripts that have been chosen by the program committee of the NLDB 2011 conference as representative cornerstone research works, especially highlighting their contribution to the advancement of such technologies.

Queueing theory is an effective tool in the analysis of canputer camrunication systems. Many results in queueing analysis have teen derived in the form of Laplace and z-transform expressions. Accurate inversion of these transforms is very important in the study of computer systems, but the inversion is very often difficult. In this thesis, methods for solving some of these queueing problems, by use of digital signal processing techniques, are presented. The z-transform of the queue length distribution for the Mj GY jl system is derived. Two numerical methods for the inversion of the transfom, together with the standard numerical technique for solving transforms with multiple queue-state dependence, are presented. Bilinear and Poisson transform sequences are presented as useful ways of representing continuous-time functions in numerical computations.

The computer systems of today are characterised by data and program control that are distributed functionally and geographically across a network. A major issue of concern in this environment is the operating system activity of resource management for different processors in the network. To ensure equity in load distribution and improved system performance, load balancing is often undertaken. The research conducted in this field so far, has been primarily concerned with a small set of algorithms operating on tightly-coupled distributed systems. More recent studies have investigated the performance of such algorithms in loosely-coupled architectures but using a small set of processors. This thesis describes a simulation model developed to study the behaviour and general performance characteristics of a range of dynamic load balancing algorithms. Further, the scalability of these algorithms are discussed and a range of regionalised load balancing algorithms developed. In particular, we examine the impact of network diameter and delay on the performance of such algorithms across a range of system workloads. The results produced seem to suggest that the performance of simple dynamic policies are scalable but lack the load stability of more complex global average algorithms.

The paper discusses facilities of computer systems for editing scientific and technical texts, which partially automate functions of human editor and thus help the writer to improve text quality. Two experimental systems LINAR and CONUT developed in 90s to control the quality of Russian scientific and technical texts are briefly described; and general principles for designing more powerful editing systems are pointed out. Features of an editing system being now under development are outlined, primarily the underlying linguistic knowledge base and procedures controlling the text.

Abstract: In the mid-1990s when I worked for a telecommunications giant I struggled to gain access to basic geodemographic data. It cost hundreds of thousands of dollars at the time to simply purchase a tile of satellite imagery from Marconi, and it was often cheaper to create my own maps using a digitizer and A0 paper maps. Everything from granular administrative boundaries to right-of-ways to points of interest and geocoding capabilities were either unavailable for the places I was working in throughout Asia or very limited. The control of this data was either in a government’s census and statistical bureau or was created by a handful of forward thinking corporations. Twenty years on we find ourselves inundated with data (location and other) that we are challenged to amalgamate, and much of it still “dirty” in nature. Open data initiatives such as ODI give us great hope for how we might be able to share information together and capitalize not only in the crowdsourcing behavior but in the implications for positive usage for the environment and for the advancement of humanity. We are already gathering and amassing a great deal of data and insight through excellent citizen science participatory projects across the globe. In early 2015, I delivered a keynote at the Data Made Me Do It conference at UC Berkeley, and in the preceding year an invited talk at the inaugural QSymposium. In gathering research for these presentations, I began to ponder on the effect that social machines (in effect, autonomous data collection subjects and objects) might have on social behaviors. I focused on studying the problem of data from various veillance perspectives, with an emphasis on the shortcomings of uberveillance which included the potential for misinformation, misinterpretation, and information manipulation when context was entirely missing. As we build advanced systems that rely almost entirely on social machines, we need to ponder on the risks associated with following a purely technocratic approach where machines devoid of intelligence may one day dictate what humans do at the fundamental praxis level. What might be the fallout of uberveillance? Bio: Dr Katina Michael is a professor in the School of Computing and Information Technology at the University of Wollongong. She presently holds the position of Associate Dean – International in the Faculty of Engineering and Information Sciences. Katina is the IEEE Technology and Society Magazine editor-in-chief, and IEEE Consumer Electronics Magazine senior editor. Since 2008 she has been a board member of the Australian Privacy Foundation, and until recently was the Vice-Chair. Michael researches on the socio-ethical implications of emerging technologies with an emphasis on an all-hazards approach to national security. She has written and edited six books, guest edited numerous special issue journals on themes related to radio-frequency identification (RFID) tags, supply chain management, location-based services, innovation and surveillance/ uberveillance for Proceedings of the IEEE, Computer and IEEE Potentials. Prior to academia, Katina worked for Nortel Networks as a senior network engineer in Asia, and also in information systems for OTIS and Andersen Consulting. She holds cross-disciplinary qualifications in technology and law.

Intrusion Detection Systems (IDSs) provide an important layer of security for computer systems and networks, and are becoming more and more necessary as reliance on Internet services increases and systems with sensitive data are more commonly open to Internet access. An IDS’s responsibility is to detect suspicious or unacceptable system and network activity and to alert a systems administrator to this activity. The majority of IDSs use a set of signatures that define what suspicious traffic is, and Snort is one popular and actively developing open-source IDS that uses such a set of signatures known as Snort rules. Our aim is to identify a way in which Snort could be developed further by generalising rules to identify novel attacks. In particular, we attempted to relax and vary the conditions and parameters of current Snort rules, using a similar approach to classic rule learning operators such as generalisation and specialisation. We demonstrate the effectiveness of our approach through experiments with standard datasets and show that we are able to detect previously undetected variants of various attacks. We conclude by discussing the general effectiveness and appropriateness of generalisation in Snort based IDS rule processing. Keywords: anomaly detection, intrusion detection, Snort, Snort rules

El vertiginoso crecimiento de los centros urbanos, las tecnologías emergentes y la demanda de nuevos servicios por parte de la población plantea encaminar esfuerzos hacia el desarrollo de las ciudades inteligentes. Éste concepto ha tomado fuerza entre los sectores político, económico, social, académico, ambiental y civil; de forma paralela, se han generado iniciativas que conducen hacia la integración de la infraestructura, la tecnología y los servicios para los ciudadanos. En éste contexto, una de las problemáticas con mayor impacto en la sociedad es la seguridad vial. Es necesario contar con mecanismos que disminuyan la accidentalidad, mejoren la atención a incidentes, optimicen la movilidad urbana y planeación municipal, ayuden a reducir el consumo de combustible y la emisión de gases de efecto de invernadero, así como ofrecer información dinámica y efectiva a los viajeros. En este artículo se describen dos (2) enfoques que contribuyen de manera eficiente dicho problema: los videojuegos como juegos serios y los sistemas de transporte inteligente. Ambos enfoques están encaminados a evitar colisiones y su diseño e implementación requieren componentes altamente tecnológicos (e.g. sistemas telemáticos e informáticos, inteligencia artificial, procesamiento de imágenes y modelado 3D).

In a general purpose cloud system efficiencies are yet to be had from supporting diverse applications and their requirements within a storage system used for a private cloud. Supporting such diverse requirements poses a significant challenge in a storage system that supports fine grained configuration on a variety of parameters. This paper uses the Ceph distributed file system, and in particular its global parameters, to show how a single changed parameter can effect the performance for a range of access patterns when tested with an OpenStack cloud system.

A partir de la dinámica evolutiva de la economía de las Tecnologías de la Información y las Comunicaciones y el establecimiento de estándares mínimos de velocidad en distintos contextos regulatorios a nivel mundial, en particular en Colombia, en el presente artículo se presentan diversas aproximaciones empíricas para evaluar los efectos reales que conlleva el establecimiento de definiciones de servicios de banda ancha en el mercado de Internet fijo. Con base en los datos disponibles para Colombia sobre los planes de servicios de Internet fijo ofrecidos durante el periodo 2006-2012, se estima para los segmentos residencial y corporativo el proceso de difusión logístico modificado y el modelo de interacción estratégica para identificar los impactos generados sobre la masificación del servicio a nivel municipal y sobre las decisiones estratégicas que adoptan los operadores, respectivamente. Respecto a los resultados, se encuentra, por una parte, que las dos medidas regulatorias establecidas en Colombia en 2008 y 2010 presentan efectos significativos y positivos sobre el desplazamiento y el crecimiento de los procesos de difusión a nivel municipal. Por otra parte, se observa sustituibilidad estratégica en las decisiones de oferta de velocidad de descarga por parte de los operadores corporativos mientras que, a partir del análisis de distanciamiento de la velocidad ofrecida respecto al estándar mínimo de banda ancha, se demuestra que los proveedores de servicios residenciales tienden a agrupar sus decisiones de velocidad alrededor de los niveles establecidos por regulación.

Nowadays, digital computer systems and networks are the main engineering tools, being used in planning, design, operation, and control of all sizes of building, transportation, machinery, business, and life maintaining devices. Consequently, computer viruses became one of the most important sources of uncertainty, contributing to decrease the reliability of vital activities. A lot of antivirus programs have been developed, but they are limited to detecting and removing infections, based on previous knowledge of the virus code. In spite of having good adaptation capability, these programs work just as vaccines against diseases and are not able to prevent new infections based on the network state. Here, a trial on modeling computer viruses propagation dynamics relates it to other notable events occurring in the network permitting to establish preventive policies in the network management. Data from three different viruses are collected in the Internet and two different identification techniques, autoregressive and Fourier analyses, are applied showing that it is possible to forecast the dynamics of a new virus propagation by using the data collected from other viruses that formerly infected the network. Since the computer viruses pose a serious problem to individual and corporative computer systems, a lot of effort has been dedicated to study how to avoid their deleterious actions, trying to create anti-virus programs acting as vaccines in personal computers or in strategic network nodes. Another way to combat viruses propagation is to establish preventive policies based on the whole operation of a system that can be modeled with population models, similar to those that are used in epidemiological studies. Here, a modified version of the SIR (Susceptible-Infected-Removed) model is presented and how its parameters are related to network characteristics is explained. Then, disease-free and endemic equilibrium points are calculated, stability and bifurcation conditions are derived and some numerical simulations are shown. The relations among the model parameters in the several bifurcation conditions allow a network design minimizing viruses risks. (C) 2009 Elsevier Inc. All rights reserved.
