O objetivo deste trabalho é identificar a inserção das competências digitais no modelo de gestão de competências de uma organização pública brasileira de abrangência nacional. Utilizou-se, para tanto, de um conjunto de técnicas de investigação. Inicialmente, realizou-se a análise documental do modelo de competência da organização pública, objetivando relacioná-lo ao quadro de competências digitais proposto no âmbito do projeto DigComp, desenvolvido pela European Community e que, neste trabalho, é tomado como referência teórica para a análise dos dados coletados. A análise de conteúdo nos moldes propostos por Bardin (1977) permitiu identificar se esse documento trazia vestígios das competências digitais do framework utilizado. Em seguida, por meio do aplicativo Google Forms, um questionário estruturado foi aplicado a 27 respondentes, lotados em uma gerência estadual da organização. Os dados coletados permitiram identificar a importância atribuída pelos respondentes às competências digitais do framework e foram mais intensamente explorados em um grupo focal conduzido junto a quatro empregados que exercem a função de liderança na mesma unidade. Os resultados apontam para uma percepção da importância das competências digitais pelos empregados e líderes, mesmo que sua presença não tenha sido identificada no modelo de gestão de competência da organização estudada. Por outro lado, apontam também para a dificuldade desses empregados e líderes na aplicação dessas competências nas tarefas cotidianas do trabalho.

The Indian petroleum industry is passing through a very dynamic business environment due to the liberalisation of many government policies, vertical integration among organisations and the presence of multinational companies. This caused a competitive environment among the organisations in the Indian petroleum industry in the public sector. Effective project management for developing new infrastructures and maintaining the existing facilities has been considered one of the means for remaining competitive in this business environment. However, present project management practices suffer from many shortcomings, as time, cost and quality non-achievements are part and parcel of almost every project. This study focuses on identifying the issues in managing projects of the organisation in the Indian petroleum sector with the involvement of the executives in a workshop environment. This also suggests some remedial measures for resolving those issues through identifying critical success factors and enablers. The enablers not only resolve the present issues but also ensure superior performance. These are analysed in a quantitative framework to derive improvement measures in project management practices.

In the late 1980s, the quilombola (or maroon) communities emerged on the Brazilian public scene. They established themselves as new collective subjects and ethnic groups, in a historical moment of sensitive political changes in several social conflicts and struggles, both in Brazil and in Latin America. Because of their socio-cultural and historical singularities, these communities have self-identified in the same collective expression and have organized in search of recognition and respect for their rights. Quilombo communities and other self-labeled as "traditional communities" seek to reaffirm their differences in opposition to a conscious colonizer cultural project and re-signify their memories and traditions, that serve as reference in the construction of alternative production projects and community organization. One of the distinguishing characteristics of this quilombola political emergence process is the territorial nature of the struggles, manifested in at least two directions: on the one hand, the struggle for legal and formal recognition of a given space, i.e., the regularization and titling of occupied territories, considering that the Brazilian Constitution of 1988 recognizes the right of these communities to the final possession of the traditional lands. On the other hand, the struggle for recognition of their territoriality in a broader sense, not necessarily restricted to the demarcated area, but as the recognition of a culture and its own way of life, that originated historically in these territories. The current accomplishments and challenges of the Brazilian quilombola communities are well exemplified by the quilombo of Acauã, in the Poço Branco municipality of Rio Grande do Norte. The last fifteen years have been marked by important changes in this community, which has gained visibility and has emerged as a new political player. Acauã identified itself as quilombola community in 2004, the same year that it formalized its political structure, through the creation of the Association of Residents of Quilombo Acauã (AMQA, in Portuguese). Also in 2004, it requested to the National Institute of Colonization and Land Reform (INCRA, in Portuguese) the opening of the process for regularization and titling of quilombo territory, which is at an advanced stage, but so far without definitive resolution. This study aims to understand the process of territorialization (struggle for territorial claim) played in the last fifteen years by the community of Acauã.

The article describes the nearly year-long political and media uproar that followed on the release in January, 2000 of a qualitative or soft “audit” of management control in the federal government department, Human Resources Development Canada, and analyses the contributing factors. The article argues that the auditors’ examination of project files for programs delivered by grants and contributions was so abstract and poorly executed that nothing whatever can be concluded from the work. Factors that favoured the “scandal” interpretation include across-government New Public Management reforms where accountability has not been re-theorized for Canada’s Westminster system of government; Canada’s electoral volatility that starves the country of experienced politicians and spurs the tradition of political compensation for electoral support; and the political role of the Office of the Auditor General. Este estudo, desenvolvido através de uma investigação-ação, busca aprofundar a compreensão sobre o papel da poesia e de sua abordagem associado à integração curricular e ao trabalho colaborativo, em programas de formação de professores, inicial e continuada, visando à mudança de uma prática docente solitária para uma prática mais reflexiva e solidária. Esta investigação desenvolveu-se em uma escola pública de São Paulo - Brasil, com professores de diferentes disciplinas, coordenação pedagógica e estagiários do curso de Letras de duas universidades privadas. Com o propósito de contribuir para o debate, associamos o estudo teórico à investigação empírica, numa investigação-ação, recorrendo à observação participante e às entrevistas semiestruturadas. Elegemos para este trabalho três grandes eixos e suas respectivas referências teóricas: i) formação de professores; ii) currículo e desenvolvimento curricular; e iii) poesia e abordadem da poesia. Com base nesses eixos, elaboramos e desenvolvemos o estudo empírico que nos mostrou sua relevância através dos resultados obtidos: viabilidade de construção e implementação de projetos interdisciplinares nas escolas da rede pública; importância da interação entre professores e restante comunidade escolar; humanização do ambiente escolar; protagonismo de professores e alunos. Mostrou-nos também algumas limitações, especialmente o pouco investimento e apoio das equipes de gestão ao desenvolvimento de projetos integrados, assim como a falta de tempo necessário à construção de ambiente propício à criação da cultura de colaboração docente. Esperamos ter contribuído, através deste projeto, para que um novo olhar seja lançado aos programas de formação, inicial e continuada, de professores, menos tecnicista, mais crítico e reflexivo, mais solidário e integrado, mais humanizado e democrático, bem como à potencialidade da poesia/abordagem da poesia nesses contextos.

The main purpose of this paper is to propose and test a model to assess the degree of conditions favorability in the adoption of agile methods to develop software where traditional methods predominate. In order to achieve this aim, a survey was applied on software developers of a Brazilian public retail bank. Two different statistical techniques were used in order to assess the quantitative data from the closed questions in the survey. The first, exploratory factorial analysis validated the structure of perspectives related to the agile model of the proposed assessment. The second, frequency distribution analysis to categorize the answers. Qualitative data from the survey opened question were analyzed with the technique of qualitative thematic content analysis. As a result, the paper proposes a model to assess the degree of favorability conditions in the adoption of Agile practices within the context of the proposed study.

This feasibility study was established to investigate the application of the concept of ‘best value’ in construction procurement in Australia. In the case of ‘best value’ in the business enterprise, ‘best value’ is that which returns greatest value to the business enterprise’s shareholders. However, in the case of the public sector, ‘best value’ is more complex. For that reason, this research project focuses mainly on public sector construction project procurement.

The Way-fi nding in the Built Environment project is a worldwide review identifying those way-fi nding systems and technologies that could be used to make it easier and safer for people with a sensory impairment (and in particular a vision impairment) to fi nd their way around buildings and large public spaces. The project makes recommendations on how these technologies and systems may be incorporated, by law or otherwise, into Australia’s building and construction practice. Way-fi nding aims to ensure that people with a sensory impairment know where they are in a building or an environment, where their desired location is, and how to get there from their present location. It is unlawful to discriminate against people with a disability under the Disability Discrimination Act 1992.

Observing the working procedure of construction workers is an effective means of maintaining the safety performance of a construction project. It is also difficult to achieve due to a high worker-to-safety-officer ratio. There is an imminent need for the development of a tool to assist in the real-time monitoring of workers, in order to reduce the number of construction accidents. The development and application of a real time locating system (RTLS) based on the Chirp Spread Spectrum (CSS) technique is described in this paper for tracking the real-time position of workers on construction sites. Experiments and tests were carried out both on- and off-site to verify the accuracy of static and dynamic targets by the system, indicating an average error of within one metre. Experiments were also carried out to verify the ability of the system to identify workers’ unsafe behaviours. Wireless data transfer was used to simplify the deployment of the system. The system was deployed in a public residential construction project and proved to be quick and simple to use. The cost of the developed system is also reported to be reasonable (around 1800USD) in this study and is much cheaper than the cost of other RTLS. In addition, the CCS technique is shown to provide an economical solution with reasonable accuracy compared with other positioning systems, such as ultra wideband. The study verifies the potential of the CCS technique to provide an effective and economical aid in the improvement of safety management in the construction industry.

Background After being discharged from hospital following the acute management of a fragility fracture, older adults may re-present to hospital emergency departments in the post-discharge period. Early re-presentation to hospital, which includes hospital readmissions, and emergency department presentations without admission, may be considered undesirable for individuals, hospital institutions and society. The identification of modifiable risk factors for hospital re-representation following initial fracture management may prove useful for informing policy or practice initiatives that seek to minimise the need for older adults to re-present to hospital early after they have been discharged from their initial inpatient care. The purpose of this systematic review is to identify correlates of hospital re-presentation in older patients who have been discharged from hospital following clinical management of fragility fractures. Methods/Design The review will follow the PRISMA-P reporting guidelines for systematic reviews. Four electronic databases (Pubmed, CINAHL, Embase, and Scopus) will be searched. A suite of search terms will identify peer-reviewed articles that have examined the correlates of hospital re-presentation in older adults (mean age of 65 years or older) who have been discharged from hospital following treatment for fragility fractures. The Effective Public Health Practice Project Quality Assessment Tool for Quantitative Studies will be used to assess the quality of the studies. The strength of evidence will be assessed through best evidence synthesis. Clinical and methodological heterogeneity across studies are likely to impede meta-analyses. Discussion The best evidence synthesis will outline correlates of hospital re-presentations in this clinical group. This synthesis will take into account potential risks of bias for each study, while permitting inclusion of findings from a range of quantitative study designs. It is anticipated that findings from the review will be useful in identifying potentially modifiable risk factors that have relevance in policy, practice and research priorities to improve the management of patients with fragility fractures. Objective High utilisation of emergency department (ED) among the elderly is of worldwide concern. This study aims to review the effectiveness of interventions targeting the elderly population in reducing ED utilisation. Methods Major biomedical databases were searched for relevant studies. Qualitative approach was applied to derive common themes in the myriad interventions and to critically assess the variations influencing interventions’ effectiveness. Quality of studies was appraised using the Effective Public Health Practice Project (EPPHP) tool. Results 36 studies were included. Nine of 16 community-based interventions reported significant reductions in ED utilisation. Five of 20 hospital-based interventions proved effective while another four demonstrated failure. Seven key elements were identified. Ten of 14 interventions associated with significant reduction on ED use integrated at least three of the seven elements. All four interventions with significant negative results lacked five or more of the seven elements. Some key elements including multidisciplinary team, integrated primary care and social care often existed in effective interventions, while were absent in all significantly ineffective ones. Conclusions The investigated interventions have mixed effectiveness. Our findings suggest the hospital-based interventions have relatively poorer effects, and should be better connected to the community-based strategies. Interventions seem to achieve the most success with integration of multi-layered elements, especially when incorporating key elements such as a nurse-led multidisciplinary team, integrated social care, and strong linkages to the longer-term primary and community care. Notwithstanding limitations in generalising the findings, this review builds on the growing body of evidence in this particular area.

Objective: To evaluate the effects of exercise on cancer-related lymphedema and related symptoms, and to determine the need for those with lymphedema to wear compression during exercise. Data Sources: CINAHL, Cochrane, Ebscohost, MEDLINE, Pubmed, ProQuest Health and Medical Complete, ProQuest Nursing and Allied Health Source, Science Direct and SPORTDiscus databases were searched for trials published prior to 1 January, 2015. Study Selection: Randomised and non-randomised, controlled trials, and single group pre-post studies published in English-language were included. Twenty-one (exercise) and four (compression and exercise) studies met inclusion criteria. Data Extraction: Data was extracted into tabular format using predefined data fields by one reviewer and assessed for accuracy by a second reviewer. Study quality was evaluated using the Effective Public Health Practice Project assessment tool. Data Synthesis: Data was pooled using a random effects model to assess the effects of acute and long-term exercise on lymphedema and lymphedema-associated symptoms, with subgroup analyses for exercise mode and intervention length. There was no effect of exercise (acute or intervention) on lymphedema or associated symptoms with standardised mean differences from all analyses ranging between −0.2 and 0.1 (p-values ≥0.22). Findings from subgroup analyses for exercise mode (aerobic, resistance, mixed, other) and intervention duration (>12 weeks or ≤12 weeks) were consistent with these findings; that is, no effect on lymphedema or associated symptoms. There were too few studies evaluating the effect of compression during regular exercise to conduct a meta-analysis. Conclusions: Individuals with secondary lymphedema can safely participate in progressive, regular exercise without experiencing a worsening of lymphedema or related-symptoms. However, the results also do not suggest any improvements will occur in lymphedema. At present, there is insufficient evidence to support or refute the current clinical recommendation to wear compression garments during regular exercise.

The study examines the dissertation process. The thesis is based on twenty-three autobiographical stories. They were collected from PhDs who had taken their doctoral degrees at the University of Helsinki. The purpose is to investigate the experiences of these PhD recipients and find out what they recall of the events, traditions, and meanings associated with their PhD studies. An anthology collected from PhDs in the historical sciences, which was published in 1998, was used as reference material. This study begins with a general presentation of the history and values of the university and the traditions of the academic community in Finland. Thereafter, the data and the methodological framework of the study are presented. Attention is paid to the discipline background, sex and age of these PhDs, which may have affected their storytelling. The former studies concerning the academic life together with the experiences of the writers revealed that the process of becoming a PhD graduate is generally considered as an academic rite of passage. The change from student status to becoming a fully accepted professional member of one’s field is real, transforming and at certain points, ritualized. The finding of an inner logic to the doctoral process, which included meaningful turning points, was central to the narrative analysis approach. During the process there were different kinds of struggles and highlights. The family background, university studies and time in employment had directed the doctoral studies of some PhD students enormously. But generally the most memorable and value laden were the phases of actually writing the dissertation, the public examination, and the celebration party in the evening called “karonkka”. The picture that emerged from these various life-stories demonstrated that there was no ivory tower where doctoral candidates live an isolated existence. Everyday cares in ordinary life and tasks in academic life are both demanding and rewarding at the same time. The main point is that the academic community in general and PhD supervisors in particular should concentrate not only on the thesis-writing process their students but also on the doctoral students´ wider life situation. Doctoral students need scientific, financial, and mental support. Somebody must be available to inspire and offer encouragement otherwise the process will be disturbed. The successful completion of the PhD ritual gives the PhD graduate self-confidence and respect but its’ influence on the doctors’ subsequent academic career is diverse. The dissertation process is a personal and unique experience. The aim of the PhD graduation is that this traditional ritual leads to a successful completion and ensures a positive reward for the PhD graduate and the academic community. Analisa, a partir do trabalho de campo empreendido nas atividades da Frente Parlamentar Evangélica do Congresso Nacional, como estes parlamentares participam de tempos e espaços do legislativo. Deste modo, trago a descrição etnográfica os discursos destes deputados religiosos que denotam, mormente, uma "guerra santa" entre os "ungidos" e o Inimigo que ocupa o mundo da política e o espaço público brasileiro. Assim, suspeito que presenciamos contemporaneamente uma maior dessectarização de grupos evangélicos na política quando estes agentes procuram não apenas se tornar a Igreja do amanhã (concorrendo com a Igreja Católica pela posição de religião civil). Mas, sobretudo, tornar, através da participação na política, o mundo dos ímpios o mundo dos justos. Ora, considero, por isso mesmo, as formas particulares de aquisição de sutilezas e de competências necessárias a fim de profissionalizar o político e as relações políticas nas quais estes políticos se engajam. Deste modo, os evangélicos também têm que aprender tais habilidades especialmente por que estão no processo de construção de uma herança histórica na política. Por fim, analiso como os evangélicos, enquanto políticos profissionais, agenciam uma forma de representação e participação políticas que considera tanto o exercício cotidiano da fé quanto uma espécie de investimento nas atividades do século, reinterpretando, assim, o histórico processo de secularização do Estado.

A demanda por bens e serviços de tecnologia da informação no setor público é crescente. Assim sendo, a boa gestão dos contratos de compra de tais bens e serviços é fundamental para a evolução do setor público brasileiro. O presente trabalho teve como objetivo propor um conjunto de atribuições do gestor de contrato na fase de execução contratual, considerando o contexto da Câmara dos Deputados. Para tanto, realizou-se uma análise e classificação das atribuições formais do fiscal de contrato. Tais atribuições estão estabelecidas na Portaria 119/2006 da Câmara dos Deputados, e foram classificadas em atividades de gestão ou fiscalização, justificando-se o motivo da escolha. Constatou-se que algumas atividades a cargo do fiscal de contrato são, na verdade, responsabilidade do gestor de contrato. Adicionalmente, essa classificação definiu um conjunto de responsabilidades do gestor de contrato. Este conjunto foi complementado incluindo-se atividades citadas na legislação e literatura. Concluiu-se também que a ausência de formalização do papel de gestor de contrato na Câmara está em desacordo com a legislação mais recente e literatura.
