El presente trabajo discute la Educación para la Ciudadanía en la Educación Superior, destacando los desafíos y las potencialidades de la Universidade do Estado do Rio Grande do Norte (UERN); que organiza su acción política y pedagógica conforme a las exigencias de la actual política educacional para este nivel de educación. Analiza la relación de ésta con la Educación Básica a partir del estudio del Proyecto Pedagógico del Curso de Ciencias Sociales discutiendo la educación para la ciudadanía y la formación ciudadana de los futuros profesores de la educación básica en consonancia con la LDB 9.394/96, con las Directrices Curriculares Nacionales para los cursos de Docencia y además para programas y políticas de orientación para la educación superior que resultaron de la conquistas de los movimientos sociales y que son propuestos por medio de las siguientes secretarías: Secretaria de Educação Continuada, Alfabetização e Diversidade (SECAD) y Secretaria de Educação Superior (SESu). La reflexión incluye el estudio de tales temáticas en el eje de temas emergentes que organizan el debate educacional, sobretodo en América Latina, y los desafíos de las universidades que actúan en el contexto de la periferia en la desconstrucción del dominio simbólico del colonialismo cultural y la construcción de la globalización alternativa y contra hegemónica a la globalización neoliberal. El estudio evidencia que la idea de ciudadanía en la sociabilización contemporánea presenta una ambigüedad política consecuente de los procesos de globalización creciente siendo necesario que la perspectiva de la educación para la ciudadanía adoptada en la formación de los profesionales de a educación sea re politizada a partir de la noción de ciudadanía colectiva y multicultural apoyada en los principios de democracia y justicia social, construida en las interfaces de la educación escolar y prácticas educativas en lo entorno social, y en los espacios políticos de organización y movilización colectiva en torno de las conquistas por los derechos civiles, sociales, políticos y culturales, y la inclusión de temas y valores emergentes en la educación que interligados e interdependientes, garanticen su efectividad

This study reflects on the conflicts that exist between the different forms of participation and the political representation manifested by community organizations and social movements in the city of Natal/RN. The objective is to better understand the process of political participation of the popular classes and how the different actors have represented collective demands in the struggle for rights. To this end, we mapped the organizations, social movements and participation spaces, through a type of participant research, in which we had the opportunity to experience and study different forms of collective action and events instigated by the community organizations and the Movement for the Struggle in the Neighborhoods, Villages and Slums (Movimento de Luta nos Bairros, Vilas e Favelas) MLB. From the theoretical contributions of authors such as Maria da Glória Gohn, Marco Aurélio Nogueira, Virginia Fontes, Vera da Silva Telles, Roberto Da Matta and Carlos Montaño, as well as the empirical data collected, the study revealed that on representing their segments and occupying different spaces of participation, some actors have formed partnerships with the State, putting collective demands on a second plane. Contrarily, other actors have articulated their struggle around collective demands and manifested through direct action, mobilizing and asserting themselves in defense of a project for society

This paper aim to check a hypothesis that assumes several behaviors related to social work norm´s obeying as a phenomenon that can be explained by actor´s social network structure and the rational choice processes related to the social norm inside that network, principally the payoff´s analysis received by the closest actors, or neighbors, at a social situation. Taking the sociological paradigm of rational action theory as a basis, the focus is on a debate about the logic of social norms, from Émile Durkheim´s method to Jon Elster´s theory, but also including social network analysis´s variables according to Robert Hanneman; and also Vilfredo Pareto´s constants related to human sociability, at the aim to detect elements that can help the scholars to develop an agent based model which could explain the sociological problem of deviance by a better way than the common sense´s view about morality and ethics at a social work environment

Starting with the paradigmatic models of penia (where it is emphasized the existential dissatisfaction supplied by the consumption and where advertising has a special place, bombarding consumers and creating consumer needs, in addition to selling a lifestyle rather than the products themselves), and narcissus (model constructed on the basis of self-exaltation and abdication of the social and political) intends to examine the relationship between the consumption exercised by young people and the advertising displayed on social networking sites, focusing on the social media Facebook, observing the virtual fan pages of the following brands: Coca-Cola; Pepsi; BlackBerry, Nokia, Riachuelo and C&A and their relationships with their consumers

Se parte de la comprensión de Universidad como un campo científico que permite elecciones, conflictos y luchas internas y externas, en sus dimensiones históricas y temporales, proponiéndose comprenderla en su naturaleza institucional. Históricamente, la universidad viene respondiendo a demandas de la sociedad, configurándose en momentos de crisis de institucionalidad, de hegemonía y de legitimidad. Tales crisis profundizase en el contexto de la globalización hegemónica, pero, al lado de esta, emergen experiencias en el campo de la globalización alternativa. De ello adviene los siguientes desafíos: considerados en este trabajo como cuestiones a contestar: ¿cómo la Universidad pública brasileña podrá actuar en una perspectiva de formación ciudadana, interagiendo con la sociedad en la cual está inserida? ¿Cómo poderemos vislumbrar caminos alternativos para la universidad enfrentar desafíos y para conquistar a su legitimidad? Se discute la extensión universitaria como una de las alternativas para que tales universidades enfrenten sus crisis y desafíos, a la medida en que posibilita el diálogo con la sociedad en su entorno, promoviendo la formación ciudadana. Se tiene como objetivo comprender e interpretar la extensión universitaria en su práctica efectiva en las comunidades en las que las experiencias fueron desarrolladas, analizándose dos prácticas de extensión universitaria en la Universidad Federal del Rio Grande do Norte y en la Universidad Federal de Bahia, a través de la interpretación de la participación de profesores, alumnos y comunidad en dos programas: Saúde e Cidadania (SACI/UFRN), y Atividade Curricular em Comunidade (ACC/UFBA), en el período de 2001 a 2005. Se busca en el diálogo con los participantes envueltos, conocer las experiencias y como estas contribuyen para la compresión de universidad con sus funciones direccionadas para la formación ciudadana. Como procedimientos metodológicos, se hace un análisis de la documentación de las experiencias, complementadas por entrevistas sémi-estructuradas, envolviendo 51 sujetos en los dos programas, para aprehender a la historia y comprender la participación de los alumnos, profesores e integrantes de las comunidades, en Natal/RN y Salvador/BA. Para presentación de las voces de los participantes, se cría diálogos temáticos, mapeando expresiones que surgieron en el habla de los Pro- Rectores de Extensión y Pro-Rector de Graduación, alumnos, profesores y participantes de las comunidades envueltas, identificándolas en movimientos creativos y llenos de significados, entre ellas: vivencia y acción; interacción y diálogo; identidad y práctica solidaria; generosidad y responsabilidad; ciudadanía y condición humana; saber contextual y crítico. Estas prácticas y sentimientos traducen bien la participación de los sujetos envueltos, dialogando sobre la compresión de Universidad y extensión universitaria direccionada para la formación ciudadana. Se concluye que estas experiencias contribuyen para pensar una Universidad actuante, dialogando con los intereses de la comunidad, sin perder su autonomía, formando profesionales responsables, solidarios y ciudadanos, actuando en la construcción de un conocimiento que pueda contribuir en la superación de la crisis de legitimidad desarrollando experiencias inseridas en la globalización alternativa, contra-hegemónica, ya que contemplan acciones para la superación de las desigualdades sociales, en la lucha por la emancipación social de los sujetos participantes

This issue analises the unevenness in the brazilian system of public health care as an extension of socials inequities. It is a theoretical study based in a historical method, using empirical camp from academic, corporation and institution researchs, along the period 2002-2006. Equality and effectiveness in health systems are analitical basic cathegories grap in the root of the doctrine, principles and organization of the Unique Health System, in which sectorial actions are inserted. Discuss the estructural prodution and determined those inequalities through some social determiners of health system: income, land, food securitiy, nutritional situation, basic sanitation, epidemiological inequities and public management policy. Carry out a thematic review over health social production, it formlation and the goals of social policies, as well as the insertion of the equality principle in the assistance system, in the frame of the running public health regulations. It uses reflections that enlighted the correlation between the process of political-institutional actions and equity on health assistance. Analized the pertinency of sectorial reorganizational strategies on basic attendance, confronting the hipothesis that those strategies reinforce social inequities in health system, because it organize diferential assistance levels over not equal baselines. The results show up that social inequalities, even remaining, have had a small decrease; that the selectiviness of actual public policies and the duplication of the health system, increases the differences within and between the social classes and configures the assistance as inequal. The basic care system has great shortages that also appeares in middle and complex assistance levels. As conclusion, it remarks that the health assintance system, even with it integrality has limits; structural problems on material conditions of living and health system could not be reversed only with institutional legal arragements; by the contrary, in border conditions, these strategies produce policies that reinforce inequities, neglecting the equity principle of the system in which frame, they work. The study is about youthful subjectivities in quarters, of the West Zone of Natal-RN, marked for lacks and contingencies that constitute the everyday life of the social existence of its young inhabitants. For this purpose the researchers selected two youth groups: the Association of Youths Constructing Dreams (in the quarter of Felipe Camarão) and Lelo Melodia Crew (Quarter of Guarapes). Both are articulated through the strategy of coalition in regional and national nets. The hypothesis is that inside the groups and nets new youthful citizens arises. That would be a change in the representation of poor youth: from 1980 s street children - young whose social stigma associated poverty and crime to late 1990 s kids of project (pointing their trajectory in social projects) or, in present days, called as young peripherals - for the enrollment in cultural movements, as the hip hop movement - These new young citizens are contributing to new social imagery significations on poor youths. The methodology encloses: a) focal group; b) participant research analyzing the making arts (ways to think, social daily practices, actions engaged in a diversity plans) of youth groups; c) life stories of some of the youngs produced in workshops; d) not structuralized interviews. d) several documents of the groups; e) local and national surveys. Results emphasize a feeling of opening to a project of autonomy in relation to a social system that leaves them in a situation of social precariousness. Conclusion remarks that such practices of the youthful groups through the art, leisure, sport and culture unfold politics effect so that can point innovative forms of politics participation on the part of this specific segment of poor youths of Brasilian country, although conflicts and paradoxes crosses individual citizens, youth groups and youth nets.

The study Escola e Gênero: representações de gênero na escola show us the social man made, starting of an analysis in the having fun time in the children´s life and how it´s an important aspect of the building childish universe simbolic. My analysis started in a children´s daily at school and how they noticed the play value od dominant society. Our propouse is think about the linking between ideology, representations and gender like the children´s knowledge in the school activities. The toy, an instrument which is noticed and exist in the funny activities, is full of cultural concepts of male and female parts. Your color, lines, functions and the way you manipulate is driven of gender cathegories. In the scool, the ideological concepts have it´s important way which is to domesticate the feelings, the desires; categorize and normalize them without be known by the educational employers. In the children´s education, the funny time is noticed by others ways and turned as important as others subjects. By the way it´s not noticed by the school, like another thing which isn´t a funny moment. And it´s exactly here in the school funny time, the school did your cultural power of separete the gender and your extencions, feed by the society, generaly, in favor of the man whose woman is your subordinate. This ways of analysis help the society and the school universe about the funny time e how they are important in the Man made life. And how the toys bring the concepts and addicted thinking, ideological which put the power in the stages, without equal, addicted feelings around the gender concepts. Se estudia el Movimiento de las Profesoras Primarias de la Red Estadual de Enseñanza, en Salvador/BA como un movimiento social responsable por la creación de la entidad representativa de la categoría la Sociedade Unificadora de Profesores Primários (SUPP). Se parte del presupuesto de que los intereses en la valorización profesional constituyen factores fundamentales para su eclosión. Se recurre a un referente teórico para sedimentar la investigación empírica realizada a través de las profesoras primarias que participaron del Movimiento; una vez que reúne recuerdos individuales y colectivos. Se abordan las condiciones sociales, políticas, económicas y educativas que viabilizaron el surgimiento de dicho movimiento y se delimita el intervalo temporal entre 1947 al 1951. Se destaca que fueron necesarios hacer recortes históricos, los cuales han antecedido y proseguido a ése período, en función al relieve del contexto histórico-social para la comprensión de lo que fue y dónde se ubicaba el objeto de la investigación. Se identificaron tres marcos: el primero se refiere a las motivaciones en defensa de la valorización profesional, situado en un contexto de reformas educativas y pensamiento democrático; el segundo vinculado a la creación de la entidad representativa, fomentando por la necesidad de creación de una institución representativa que pudiese resguardar la categoría. Por lo tanto, se delinea la construcción histórica del Movimiento de las Profesoras Primarias, utilizando las categorías de docencia y movimiento social, de forma interpretativa. Se articulan a los hechos y acontecimientos que marcaron ése movimiento y su importancia para la Historia de la Educación de Bahia. Aun que la lucha por la valoración salarial haya sido el possibilitador de la creación de la SUPP, se constato que fue una movilización política y social buscó el sentido y el significado de lo que sea docencia con acciones que intentaban la integración del profesorado primario baiano (del interior con los de la capital) y promover el desarrollo cultural aliado a la concientización de la categoría

The thesis entitled The administrative reform and social political management in Mossoró: the institutional and social staff's falacy. Comprehends a moment of apprehensiveness and analysis in the reestrcturing process of the city, whose process will show the formation of strategies and deployment of its relation with the social political affectiveness. It represents a single moment in the approach of such a kind of experience in the city. The analysis starts from the third mandate of the Mayor Rosalba Ciarlini Rosado, during the quadriennium 2001/2004, for being the time in which the public management got materialized, such as in the operational way of the social politics. For that, we delimitate this study in two distinct moments: the first one refers to the reform elaboration from the creation of the additional law nº 001/2000 GP/PMM: the second one refers to a practical reform from the social and institutional staff's speech. Within that scenary it was seen that the approaching, though partially, the State Reform and, consequently, the master plan of the state apparatus, which were made of theoretical matrices of such a project locally. However, that is a complex experience, that required the use of field and documental research for the proposed investigation and at the same time, prove the guiding hypothesis of it, what means a grouping of areas like: education, healthy, and social development in only one department City Citizenship Department that is able to materialize a new intitutional arrangement, according to the management principles in the public administration at the govern local level, configuring a reform and not just an institutional adequacy. In that context, it got necessary to apprehending the institutional and social actors' falacy as a way to prove or not the presented hypothesis. Among the first staff, we have the mayor's direct leaders and advisors' perception that express the politcal administrative aspects of the reform and, in the second, the perception of the political view of what has changed concerning the management of the social politics
