O artigo analisa os efeitos produzidos pela hegemonia neoliberal das finanças sobre o financiamento tributário da política pública de Previdência Social, Saúde e Assistência Social durante o governo Lula no Brasil. Utilizou referencial teórico de tradição marxista e analisou os dados do Orçamento Geral da União retirados do sistema SIGA Brasil do Senado Federal sobre as fontes de recursos da seguridade social. Conclui que os trabalhadores contribuíram mais do que os capitalistas no financiamento tributário da seguridade social no governo Lula. __________________________________________________________________________________________________ ABSTRACT

Estuaries are environments prone to the input of chemical pollutants of various kinds and origins, including polycyclic aromatic hydrocarbons (PAHs). Anthropogenic PAHs may have two possible sources: pyrolytic (with four or more aromatic rings and low degree of alkylation) and petrogenic (with two and three aromatic rings and high degree of alkylation). This study aimed to evaluate the levels, distribution and possible sources of polycyclic aromatic hydrocarbons in the estuary of the Potengi river, Natal, Brazil. Samples of bottom sediments were collected in the final 12 km of the estuary until its mouth to the sea, where the urbanization of the Great Natal is more concentrated. Sampling was performed on 12 cross sections, with three stations each, totaling 36 samples, identified as T1 to T36. The non alkylated and alkylated PAHs were analyzed by gas chromatography coupled to mass spectrometry (GC / MS). PAHs were detected in all 36 stations with total concentration on each varying 174-109407 ng g-1. These values are comparable to those of several estuarine regions worldwide with high anthropogenic influence, suggesting the record of diffuse contamination installed in the estuary. PAHs profiles were similar for most stations. In 32 of the 36 stations, low molecular weight PAHs (with 2 and 3 ring: naphthalene, phenanthrene and their alkylated homologues) prevailed, which ranged from 54% to 100% of the total PAH, indicating that leaks, spills and combustion fuels are the dominant source of PAH pollution in the estuary. The level of contamination by PAHs in most stations suggests that there is potential risk of occasional adverse biological effects, but in some stations adverse impacts on the biota may occur frequently. The diagnostic ratios could differentiate sources of PAHs in sediments of the estuary, which were divided into three groups: petrogenic, pyrolytic and mixing of sources. The urban concentration of the Great Natal and the various industrial activities associated with it can be blamed as potential sources of PAHs in bottom sediments of the estuary studied. The data presented highlight the need to control the causes of existing pollution in the estuary

The Potengi river estuary is located in the region of Natal (RN, Brazil), comprising a population of approximately 1,000,000 inhabitants. Besides the dominant urban presence, the estuary has fragments of mangrove forest. The objective of this study is to determine the aliphatic hydrocarbons found in the bottom sediments of this estuary, identifying their levels, distribution and their possible origins through the diagnostic rates, indexes and results comparisons with the local anthropic and natural characteristics. The samples were obtained according to a plan that allowed sampling of the estuary up to 12 km upstream from it as mounth. 36 stations were selected, grouped into 12 cross sections through the course of the river and spaced on average by 1 km. Each section consisted of three stations: the right margin, the deepest point and the left margin. The hydrocarbon n-alkanes from C10 to C36, the isoprenoids pristane and phytane, the unresolved complex mixture (UCM) and the total resolved hydrocarbons were analyzed by gas chromatography. N-alkanes, pristane, phytane and UCM were detected only at some stations. In the other, the concentration was below the detection limit defined by the analytical method (0.1 mg / kg), preventing them from being analyzed to determine the origin of the material found. By using different parameters, the results show that the estuary receives both the input of petrogenic hydrocarbons, but also of biogenic hydrocarbons, featuring a mixture of sources and relatively impacted portions. Based on the characteristics and activities found in the region, it is possible to affirm that petrogenic sources related to oil products enter the estuary via urban runoff or boats traffic, boat washing and fueling. Turning to the biogenic source, the predominant origin was terrestrial, characterized by vascular plants, indicating contribution of mangrove vegetation. It was evident the presence of, at specific points in the estuary, hydrocarbon pollution, and, therefore is recommended the adoption of actions aimed at interrupting or, at least, mitigating the sources potentially capable of damp petrogenic hydrocarbons in the estuary studied.

The aim of this study was to test the sediment preference of L. vannamei shrimp. It was observed shrimp visit frequency, swimming and burying behaviour at different sediment compositions for 24h. Juvenile (0.93 ± 0.29g) and sub-adult shrimps (10.0 ± 1.18g) were obtained from the aquaculture station at Universidade Federal Rural do Semi-Árido UFERSA, and held in a plastic tank (water volume 500 L) supplied with aerated water and kept at constant temperature, pH, and salinity. Shrimp was fed by commercial shrimp dry food. The experimental substrates were composed by A: medium sand + thick sand + very thick sand + gravel; B: very fine sand + fine sand; and C: silt + clay. Thus, six different substrate combinations were tested: A, B, C, A+B, A+C, B+C. To test preference, it was used a cylindrical tank (40 l) divided into six differently substrate compartments. A single shrimp was introduced each tank and the frequency at which this shrimp visited each compartment was recorded over a 24h study period. It was tested 54 shrimp (18 sub-adult males, 18 subadult females and 18 juveniles). For each trial, sediment and water were changed to avoid pheromones and residues influence. Shrimp were weighted and sub-adults were divided by sex: males present petasma and females present thelycum. Data were collected on the experimental day at 19:30; 20:30; 00:30; 1:30; 05:30; 06:30; 13:30 and 14:30 h. At each time point, shrimp were observed for 20-min periods, in which we noted down which compartment the shrimp was occupying at 2-min intervals. Thus, for each period we had eleven observations (88 observations per day). For observations at night, it was used dim red light that did not affect shrimp behaviour. At each 20-min period, it was observed visit frequency in each substrate, if shrimp was burred or not or if it was swimming. There was not significant difference between light and dark burry activity for females. Swimming activity was significantly higher at night, mainly at 00:30 and 01:30 h. All L. vannamei shrimp showed preference for sediment B. This animal presents cyclic activity, spends the day light period buried and swims at night

The mollusks present a great taxon variety and life habits in coral reefs being good environmental indicators. It is important to know the distribution pattern of the mollusks and the processes that influence it, so that disturbances in sea ecosystems could be monitored. The present study aims to accomplish the inventory and distribution of epibenthic mollusks in the Parracho of Maracajaú. 23 sites in different habitats of the Parracho were settled: 11 in the reef habitat, 3 in the sandy bottom and 9 in the seagrass bed. Qualitative and quantitative samplings have been done through snorkeling and scuba diving. Three band transects (10m²) were sampled in each site and the data were obtained to each m² of the transect, where the species were counted and the environmental variables (rugosity and recovery of the substratum) were valued. The data were submitted to multivariate analyses in order to find possible distribution patterns that could be associated to the substratum variables. The diversity indexes were calculated for each reef sites and compared with each other. A number of 46 species were registered. The reef habit at should to be the richnest area while the sandy bottom was poorest one. In the reef habitat, the mollusks were associated to rugosity and recovering of frondose algae and zoanthids, while for the seagrass bed, the animals exhibited a richness variation associated to the muddy and sandy sediment. There were found 3 species economically explored, what requires an appropriate management for the maintenance and conservation of the area resources in a sustainable way

Knowledge of the environmental factors influence on the spatial-temporal variation of fishes is important to fisheries management and conservation. Thus, the aim of this work was to analyze the influence of the abiotical factors on the spatial-temporal distribution of Paralonchurus brasiliensis (Pisces, Sciaenidae) caught by-catch with the shrimp fishing of Ubatuba and Caraguatatuba regions, north coast of São Paulo State. The fishes were captured every month from January to December 2002. Samples were collected by otter trawl at 5, 10, 15, 20, 25, 30 and 35m depths. The temperatures (surface and bottom), salinities (surface and bottom), sediment features and organic matters were verified for each depth. During all period of the study 12.642 specimens of P. brasiliensis were captured at Ubatuba and 17.166 at Caraguatatuba, which totalized the biomass of 267 for the first and 339kg for the other region. The females outnumbered males in fish population. The greatest values of biomass and number of individuals were registered at the summer and autumn seasons, while the lowest values were observed at the winter and spring seasons. The greatest abundances were found from 15 to 25m depth. In this study, it was verified that P. brasiliensis is a coastal waters associate species. The spatialtemporal distribution of P. brasiliensis is affected by intrusion of SACW and depth for the coastal region and by depth and sediment in sheltered areas such as Caraguatatuba

Continua a faltar em Portugal um trabalho sistemático de levantamento exaustivo de fontes musicais relativas a repertórios, sobretudo posteriores a meados do século XVII. O investimento tem privilegiado o Livro Antigo e no que se refere aos fundos musicais portugueses concentra-se no período entre a Idade Média até cerca de 1600. Importa citar a este propósito a base de dados online PEM (Portuguese Early Music Database) que disponibiliza uma série de manuscritos musicais oriundos das principais instituições arquivísticas portuguesas, entre as quais se incluem as sés. Esta plataforma informática encontra-se em construção, tendo vindo a ser gradualmente enriquecida com novas digitalizações acompanhadas das respectivas descrições técnicas e codicológicas, encontrando-se ainda muito por fazer no que respeita à abrangência dos fundos musicais catedralícios. Importa todavia salientar que entre antifonários, santorais, graduais e livros de coro com polifonia, para citar apenas algumas espécies, dispomos já para estudo na PEM de uma série de digitalizações de manuscritos do Arquivo da Sé de Braga (Ms. 28, 32 e 34), um Antifonário dos finais do século XII na Sé de Lamego e dois Livros de Coro em polifonia dos séculos XVII e XVIII oriundos do Fundo Musical da Sé de Évora. Para além das existências na PEM, ressalvam-se vários trabalhos, muitos deles relacionados com essa plataforma informática, resultantes da investigação em musicologia histórica. Mencione-se, a título de exemplo, os Próprios polifónicos quinhentistas produzidos para a Sé de Braga (d´ Alvarenga, 2002: pp. 35-87).

Sedimentos de mangue contaminados ou não com produtos derivados do petróleo foram avaliados quanto à atividade microbiana e enzimática. Os maiores valores de C na biomassa microbiana foram obtidos nas áreas de transição e restinga, independentemente da contaminação. No mangue contaminado,a biomassa microbiana encontrada na área de transição significativamente menor que as outras áreas. Os maiores valores de qCO2 foram encontrados no mangue contaminado, indicando que a população microbiana gasta mais energia para a manutenção da sua biomassa. Os maiores resultados das atividades enzimáticas, principalmente arilsulfatase, B-glucosidase e fosfatase, foram obtidos na área de transição no mangue contaminado.

O progresso tecnológico, atualmente, mostra-se decisivo no processo de desenvolvimento nacional e é evidenciado como um possível mecanismo de redução das disparidades regionais por meio da especialização econômica e da inserção de inovações tecnológicas na produção. Todavia, a distribuição de pessoal qualificado, capital investido e experiências virtuosas de interação com o setor produtivo, criam e consolidam no Brasil a polarização no desenvolvimento de C,T&I. A fim de impulsionar o progresso da ciência e tecnologia no país, principalmente nas regiões periféricas, o governo criou iniciativas de incentivo ao investimento em P&D, movidas pelo estímulo a interação entre empresas e universidades, a fim de produzir inovação e competências científico-tecnológicas. Uma dessas iniciativas é o Fundo Setorial de Energia (CT-Energ), destinado a reunir investimentos em P&D para o setor energético. Fazendo uso dos resultados dos editais do Conselho Nacional de Desenvolvimento Científico-CNPq e da Financiadora de Estudos e Projetos - FINEP, destinados a seleção de projetos a serem financiados com recursos do CT-Energ, este trabalho buscará demonstrar a disparidade na distribuição de interações promovidas pelo fundo, um sinal da força dos fatores de polarização que tornam esta iniciativa ineficiente, mas, dada a imaturidade do Sistema de Inovação Brasileiro, necessária no processo de redução das desigualdades regionais do país.
