The main goal of this monograph is to understand the questions regarding brazillian economic development during the last thirty years. Through a historic deductive method, like simple techniques of descriptive statistics, we explicit the evolution process in which brazil has taken part in this last years. However, recently, by choosing non-conventional paths, represented basically by some aspects of the heterodox theory, the conservation of this process showed itself faulty. In the Northeastern Semiarid of Brazil, dynamic among creators of goats and sheep native and exotic bring a range of meanings. In addition to actual trade disputes, conflicts are waged in the realm of ideas, revealing different values and interests around the racial origin of these animals. Between these two segments lies most of the small farmers and the traditional Semiarid sheep and goat raising, based on the use of animals breed, arising from the dynamics of spontaneous crossings, own extensive creations characterized by reduced control over the herds, state which shows a marked contrast to the first two segments. Given that their influence on a traditional creations can result in improved production of small farmers, linked to different social sector research and extension have turned their efforts to construct possible arrangements that are satisfactory to the reversal of historical problems of the region, especially the use of animal miscegenation as a strategy for change. It focuses on the work of these actors, the forms of interaction between them, fulfill the role that ideas, values and attitudes in the face of the possibilities for sheep and goat raising that region.

Desenvolvimento local e a construção de uma nova territorialidade: a implantação do Programa Territórios da Cidadania no norte pioneiro do Paraná

The territorial approach of development took an important place in the public politics of the State, also guiding the actions originated from different organizations of the society. The territorial focus, infl uenced by the analysis related to the industrial districts, is highlighted as a specifi c form to dealing with process and situations spatially delimited. In Brazil, the Secretary of Territorial Development, linked to the Ministry of Agrarian Development, since 2003, has adopted it strategically through the Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT). In 2008, had occurs the implantation of the Programa Territórios da Cidadania, a part of the PRONAT and of the rural development politic directed to the dynamization of the depressed territories constituted by small counties that cover rural and urban areas and activities, overcoming the focus on the rural world. The analysis of the assumptions underlying to the adoption of this strategy on the politic of the rural development in Brazil made through the study of the constitution of the Território Integração Norte Pioneiro (PR), which indicates that the focus of this politic falls more on the effectiveness of the decentralization than the concretization, and implementation, of the social management.

Globalização, desemprego e (nova) pobreza: estudo sobre impactes nas sodiedades portuguesa e brasileira

This article reflects upon the possible connections between the processes of economic globalization, changes in the labour market and the new forms of poverty. The debate is framed by two different economic contexts: Portugal (characterized by slow and insufficient growth rates, a serious social crisis, and difficulties in asserting itself economically and politically in the European and world contexts) and Brazil (a dynamic emerging economy, with high growth rates and receding poverty levels). This allows us to assess some of the economic and social impacts arising from the global pressure to be economically competitive, which have led to new forms of poverty, social precariousness and job insecurity in both societies.

Lei Maria da Penha: uma nova forma de vida da mulher brasileira?

This article proposes an analysis of the Law no. 11340, August 7th, 2006, known as “Maria da Penha” law. The study is based on the theoretical guidelines of French Semiotics, mainly on the earlier studies conducted by Algirdas Julien Greimas and the recent developments in Jacques Fontanille, Claude Zilberberg and Eric Landowski’s researches, concerning the forms of life. In this regard, we verify whether the aforesaid law constitutes a new way of life of the Brazilian woman.

Entre a literatura e a música: o poético e o lúdico no contexto da canção da MPB

The present article considers the configuration of poetic features of a song in the context of the so called Brazilian Popular Music. The inicial discussion draws general and theoretical considerations about the relations between literature and music and deepens the analysis on the nature of the song as a manifestation of a consciousness of the historical memory as a metaphysical and aesthetical transcendence. The ludic element is then considered as an important element of the poetic features of songs in the 60‟s and nowadays.

Políticas participativas e a nova literatura de análise de políticas públicas: novos horizontes para agenda de pesquisa

From the organization of social movements in the late 1960s to the institutionalization of participatory politics in the Brazilian Federal Constitution in 1998 , the research agenda on participatory institutions in Brazil was not only consolidated in the academic setting as been growing and diversifying in the past decades. The main objective of this paper is to put the most recent literature of policy process applied to studies of participatory institutions. This paper assumes that the public policy are multidisciplinary epistemological field of knowledge. Thus, it is through the explanation of some of his theories and models of the policy process analysis that we aims to show new perspectives for the research agenda on participatory institutions.
