Abstract:INTRODUCTION:The Montenegro skin test (MST) has good clinical applicability and low cost for the diagnosis of American tegumentary leishmaniasis (ATL). However, no studies have validated the reference value (5mm) typically used to discriminate positive and negative results. We investigated MST results and evaluated its performance using different cut-off points.METHODS:The results of laboratory tests for 4,256 patients with suspected ATL were analyzed, and 1,182 individuals were found to fulfill the established criteria. Two groups were formed. The positive cutaneous leishmaniasis (PCL) group included patients with skin lesions and positive direct search for parasites (DS) results. The negative cutaneous leishmaniasis (NCL) group included patients with skin lesions with evolution up to 2 months, negative DS results, and negative indirect immunofluorescence assay results who were residents of urban areas that were reported to be probable sites of infection at domiciles and peridomiciles.RESULTS:The PCL and NCL groups included 769 and 413 individuals, respectively. The mean ± standard deviation MST in the PCL group was 12.62 ± 5.91mm [95% confidence interval (CI): 12.20-13.04], and that in the NCL group was 1.43 ± 2.17mm (95% CI: 1.23-1.63). Receiver-operating characteristic curve analysis indicated 97.4% sensitivity and 93.9% specificity for a cut-off of 5mm and 95.8% sensitivity and 97.1% specificity for a cut-off of 6mm.CONCLUSIONS:Either 5mm or 6mm could be used as the cut-off value for diagnosing ATL, as both values had high sensitivity and specificity.

ABSTRACTIn Latin America, Bothrops envenomation is responsible for the majority of accidents caused by venomous snakes. Patients usually present local edema, bleeding and coagulopathy. Visceral hemorrhage is extremely rare and considered a challenge for diagnosis and management. We report the first case of hepatic hematoma owing to the bothropic envenomation in a 66-year-old man who was bitten in the left leg. He presented local edema, coagulopathy, and acute kidney injury. Radiological findings suggested hepatic hematoma, with a volume of almost 3 liters. The hepatic hematoma was gradually absorbed without the need for surgical intervention with complete resolution in 8 months.

Abstract: INTRODUCTION: Carbapenems are the therapy of choice for treating severe infections caused by the Acinetobacter calcoaceticus-Acinetobacter baumannii complex. We aimed to assess the prevalence and antimicrobial susceptibility profiles of producers of distinct oxacillinases among nosocomial isolates of the A. calcoaceticus-A. baumannii complex in a 249-bed general hospital located in Joinville, Southern Brazil. METHODS: Of the 139 A. baumannii clinical isolates with reduced susceptibility to carbapenems between 2010 and 2013, 118 isolates from varying anatomical sites and hospital sectors were selected for genotypic analysis. Five families of genes encoding oxacillinases, namely blaOXA-23-like, blaOXA-24-like, blaOXA-51-like, blaOXA-58-like, and blaOXA-143-like, wereinvestigated by multiplex polymerase chain reaction (PCR). RESULTS: Most (87.3%) isolates simultaneously carried the blaOXA-23-likeand blaOXA-51-likegenes, whereas three (2.5%) isolates harbored only blaOXA-51-likeones. The circulation of carbapenem-resistant isolates increased during the study period: from none in 2010, to 22 in 2011, 64 in 2012, and 53 in 2013. CONCLUSIONS: Isolates carrying the blaOXA-23-likeand blaOXA-51-likegenes were widely distributed in the hospital investigated. Because of the worsening scenario, the implementation of preventive measures and effective barriers is needed.

Considerando que a Europa ainda continua a ser o principal bastião ocidental dos terroristas de inspiração fundamentalista islâmica, e o facto de existirem portugueses a combater na jihad, no estrangeiro, o risco aumenta consideravelmente. No entanto, não é a prioridade máxima da Al-Qaeda, em particular da Al Qaeda do Magrebe Islâmico, bem como do Estado Islâmico, enquanto nova ameaça, atingir o nosso minúsculo país, mas a probabilidade aumenta consoante o nível de proficiência das polícias e serviços de informações europeus no combate ao terrorismo, isto é, quanto maior for o nível de segurança dos países influentes, como é o caso da França, da Alemanha, da Inglaterra, maior é a probabilidade de sermos atacados, porque os terroristas ao não conseguirem atingir estes países atingirão os de pequena influência, se estes estiverem mais debilitados em termos de segurança. Além disso, a Região Sul de Portugal fez parte do grande califado islâmico durante algum tempo da nossa história, o que potencia também esta ameaça no nosso país, tendo em conta os objetivos estratégicos da Al-Qaeda e do Estado Islâmico, que pretendem a implantação a nível mundial de um califado islâmico. Por último, alguns setores da comunidade muçulmana em Portugal, devem merecer uma atenção especial das autoridades.

A uilla romana de São Miguel de Odrinhas localiza-se na encosta sul de um pequeno outeiro no chamado “planalto de São João das Lampas”, e constitui um dos numerosos lugares do antigo ager Olisiponensium onde se encontraram vestígios romanos. A primeira notícia conhecida acerca destas ruínas remonta ao século XVI, quando André de Resende mencionou um velho templo, do qual ainda subsistia uma cúpula. Apesar de conhecidas desde há séculos, as ruínas romanas de São Miguel de Odrinhas apenas foram cientificamente intervencionadas pela primeira vez em 1949, sob orientação de Camarate França, que descobriu algumas sepulturas medievais, troços de paredes romanas e uma inscrição romana tardia. Mais tarde, em 1957, D. Fernando de Almeida retomou os trabalhos que se alongaram até cerca de 1960. Escavou, então, uma grande área da necrópole medieval, da pars urbana da uilla romana e definiu os limites da abside e, entre outros materiais e estruturas recolheu abundantes tesselas - algumas de pasta vítrea -, fragmentos e/ou troços de mosaicos e um pavimento, praticamente intacto, mas que ainda não foi devidamente estudado. As estruturas e materiais recolhidos permitem concluir que esta uilla foi fundada na segunda metade do século I a.C.; no século IV foi alvo de uma grande reforma, datando o seu abandono, provavelmente, dos finais do século V.
Encomenda, uso e coleccionismo de ourivesaria no século XVIII: a Mantearia da Casa de Aveiro em 1752

Neste artigo procuramos analisar a Mantearia da Casa de Aveiro em 1752. Através do inventário mandado realizar pelo 8.º Duque de Aveiro, logo no seu primeiro ano à frente da casa, permite‑se reflectir sobre a importação de obras de luxo dos grandes centros produtores da Europa para Portugal, ao longo do século XVIII: Augsburgo, Roma, Londres e Paris. As obras em prata pertencentes ao Museu Nacional de Arte Antiga, tomadas pela Casa Real na sequência do “processo dos Távoras” em 1759, apenas foram encomendadas após a realização deste inventário. Todavia podemos aferir a grande importância da Mantearia dos Duques de Aveiro, pela importância das obras de aparato, de que destacamos o conjunto de centros de mesa, e pelo coleccionismo de ourivesaria antiga, nomeadamente do período da renascença, que gozou de grande prestígio no Portugal de setecentos.

This work presents research conducted to understand the role of indicators in decisions of technology innovation. A gap was detected in the literature of innovation and technology assessment about the use and influence of indicators in this type of decision. It was important to address this gap because indicators are often frequent elements of innovation and technology assessment studies. The research was designed to determine the extent of the use and influence of indicators in decisions of technology innovation, to characterize the role of indicators in these decisions, and to understand how indicators are used in these decisions. The latter involved the test of four possible explanatory factors: the type and phase of decision, and the context and process of construction of evidence. Furthermore, it focused on three Portuguese innovation groups: public researchers, business R&D&I leaders and policymakers. The research used a combination of methods to collect quantitative and qualitative information, such as surveys, case studies and social network analysis. This research concluded that the use of indicators is different from their influence in decisions of technology innovation. In fact, there is a high use of indicators in these decisions, but lower and differentiated differences in their influence in each innovation group. This suggests that political-behavioural methods are also involved in the decisions to different degrees. The main social influences in the decisions came mostly from hierarchies, knowledge-based contacts and users. Furthermore, the research established that indicators played mostly symbolic roles in decisions of policymakers and business R&D&I leaders, although their role with researchers was more differentiated. Indicators were also described as helpful instruments to conduct a reasonable interpretation of data and to balance options in innovation and technology assessments studies, in particular when contextualised, described in detail and with discussion upon the options made. Results suggest that there are four main explanatory factors for the role of indicators in these decisions: First, the type of decision appears to be a factor to consider when explaining the role of indicators. In fact, each type of decision had different influences on the way indicators are used, and each type of decision used different types of indicators. Results for policy-making were particularly different from decisions of acquisition and development of products/technology. Second, the phase of the decision can help to understand the role indicators play in these decisions. Results distinguished between two phases detected in all decisions – before and after the decision – as well as two other phases that can be used to complement the decision process and where indicators can be involved. Third, the context of decision is an important factor to consider when explaining the way indicators are taken into consideration in policy decisions. In fact, the role of indicators can be influenced by the particular context of the decision maker, in which all types of evidence can be selected or downplayed. More importantly, the use of persuasive analytical evidence appears to be related with the dispute existent in the policy context. Fourth and last, the process of construction of evidence is a factor to consider when explaining the way indicators are involved in these decisions. In fact, indicators and other evidence were brought to the decision processes according to their availability and capacity to support the different arguments and interests of the actors and stakeholders. In one case, an indicator lost much persuasion strength with the controversies that it went through during the decision process. Therefore, it can be argued that the use of indicators is high but not very influential; their role is mostly symbolic to policymakers and business decisions, but varies among researchers. The role of indicators in these decisions depends on the type and phase of the decision and the context and process of construction of evidence. The latter two are related to the particular context of each decision maker, the existence of elements of dispute and controversies that influence the way indicators are introduced in the decision-making process.
Apropriação, deslizamento, deslocação. (sobre a representação na pintura de Amadeo de Souza Cardoso)

Este artigo pretende analisar e discutir o lugar da representação na pintura de Amadeo de Souza Cardoso (1887‑1918). Propõe‑se paralelamente observar e debater o modo como a inscrição da sua obra nos padrões internacionais do modernismo e das vanguardas foi considerada face à sua pertença regional, i.e. à sua portugalidade. Em estudo neste artigo estarão as pinturas‑colagem realizadas por Amadeo de Souza Cardoso entre 1916 e 1917 e a hipótese de lhes ter estado reservado um horizonte de interpretação paradigmático do “regime” de visibilidade modernista na história da arte e, portanto das narrativas épicas consagradas do abstraccionismo como destino da pintura do século xx. Parte‑se, assim, da discussão da tese de José‑Augusto França de que Amadeo foi vítima da sua condição periférica e não conseguiu acompanhar as orientações internacionais do modernismo e das vanguardas, para a discussão da posterior consagração do pintor como tendo superado essas orientações e construído uma obra radicalmente original. Debate‑se por último o facto de em qualquer dos casos a inscrição de Amadeo num regime representativo ter permanecido desvalorizada ou meramente ignorada.

This report is the outcome of an internship that took place in Centro de Arbitragem Comercial da Câmara de Comércio e Indústria Portuguesa and its completion is an essential part of the path towards obtaining the Master’s Degree in Faculdade de Direito da Universidade Nova de Lisboa. This report has been structured in two stages – firstly, the presentation of the Centro de Arbitragem Comercial, focusing on its field of expertise, organic structure, principles and advantages. Then, the description of the activities developed within the Secretariat over the several stages of the arbitration procedure – since the reception of the arbitration requirement in institutional proceedings, terms of reference in ad hoc procedures, through the monitoring of the arbitral tribunal sessions (preliminary hearings, submission of evidence and final allegations) and the notification of the arbitration award. The second stage of this report is related to the description of the functions and powers of the President of Centro de Arbitragem Comercial. Firstly, it defines those powers by analyzing the statutes and rules of proceedings of the Centro de Arbitragem, drawing comparisons between the above mention and the rules of proceedings of others arbitral institutional centres, some of them are international references. The report assesses and describes the presidential powers, such as: configuration and composition of the arbitral tribunal (including arbitrator’s replacements, excuses and refusals); deadline extensions; determination of procedural rules and decision-making on any procedural incidents which arise before the constitution of the arbitral tribunal; definition of arbitration costs and fees; joinder of parties and consolidation of proceedings admission; and appointment of an emergency arbitrator. Lastly, this report analyzes some decisions delivered by the President in the respective institutional procedures which took place in the Centre.

The purpose of the following study is to analyze the relevance of the principle of confidentiality concerning mediation on civil and commercial matters developed in Portugal. We will, essentially, try to determine just how pivotal is this principle and how it affects the effectiveness of that method of alternative dispute resolution. We believe it is fundamental to understand the true extent of this principle and its goals, emphasizing the protection given to those who decide to resort to mediation and its impact on this process. For this dissertation, we have based our analysis on the interpretation of the set rules assembled by Law nr 29/2013, April 19th, while combining it with data gathered from other laws and regulations that had also addressed mediation. Furthermore, given the fact that this subject has been regulated by Directive 2008/52/EC, we deem pertinent to include references to other European mediation regulations, namely from Germany, Spain and France. With this study, we have established that, even though the Portuguese mediation law is based on a European Directive, we have determined a more restrictive regulation for the principle of confidentiality. We have concluded that the rules regarding this principle try to preserve, above all, the trust and honesty established during the course of the mediation, while restricting the possibility of using the information disclosed during these sessions on other cases. Additionally, we believe confidentiality is such a distinctive and relevant feature that its legal framework leads us to deem it as a true obstacle to the parties’ private autonomy and their power to determine how the mediation should be carried out.

O transporte marítimo tem vindo a adquirir uma considerável importância na economia mundial desde o século XV. O transporte marítimo é visto como um dos meios de transporte mais viáveis, que engloba um largo número de destinos no mundo e representa, para uma determinada distância a percorrer, o menor custo por tonelada. É, também, comparativamente com o transporte aéreo e rodoviário, o meio de transporte menos poluente, tornando-o, assim, uma alternativa “amiga do ambiente”. Em particular, o transporte via contentores tem vindo a ser cada vez mais utilizado devido às suas inúmeras vantagens. O contentor permite o transporte de qualquer tipo de mercadoria em boas condições de acondicionamento e permitiu otimizar as operações efetuadas através da redução de tempo de trabalho, custos e espaço. Ademais, com a globalização, a evolução do mercado, a construção de navios de maiores dimensões e a maior tecnologia investida no setor, a competição entre os portos alcançou níveis que exigem uma maior eficiência de toda a estrutura portuária. Neste contexto, a presente dissertação visa avaliar a eficiência dos terminais de contentores do grupo TERTIR, nomeadamente os de Lisboa, Leixões e Setúbal, utilizando o método Data Envelopment Analaysis (DEA). De um modo geral, o método DEA avalia a capacidade dos terminais em converter inputs em outputs. Mais especificamente os inputs selecionados nesta dissertação dizem respeito às infraestruturas e equipamentos dos terminais em estudo, e o output considera a carga movimentada por cada terminal, sendo neste caso representada pelo número de TEUs movimentados. O modelo proposto é aplicado a um conjunto de 30 terminais de contentores Europeus de 6 países diferentes, nomeadamente, Alemanha, Bélgica, Espanha, França, Holanda e Portugal. De um modo geral, os terminais TERTIR apresentam níveis de eficiência baixos quando comparados com outros terminais Europeus. Os resultados contribuem, também, para auxiliar o grupo TERTIR no debate de algumas questões atuais com as autoridades portuárias, nomeadamente no que se refere à descida dos tarifários praticados aos seus clientes e à enunciada construção do terminal de contentores do Barreiro.

Atendendo à emergência da estatística, como área autónoma do conhecimento científico no século XIX, procuraremos avaliar a influência desta disciplina no surgimento da psiquiatria portuguesa, utilizando para isso a contribuição filosófica de Ian Hacking. Tentaremos discutir se os marcos considerados importantes por Ian Hacking ocorreram igualmente no seio da psiquiatria portuguesa. Este apuramento far-se-á tanto no que diz respeito à análise da bibliografia dos primeiros alienistas, como através da análise da documentação dos arquivos do Hospital de Rilhafoles, o primeiro asilo psiquiátrico do país. Reflectiremos sobre a existência de um eventual efeito de feedback que o pensamento estatístico possa ter operado sobre a produção científica e os relatórios daquela instituição, no sentido de influenciarem o desenvolvimento da psiquiatria portuguesa e a assistência aos alienados no país. Não sendo histórica, a teoria de Hacking situa-se dentro na mesma janela temporal escolhida para o período do nosso estudo e recai principalmente sobre o aparecimento da estatística em França, país que à data, era a mais determinante influência cultural para o nosso país. Assim, incidiremos a nossa investigação sobre a seguinte hipótese: ter-se-ão os alienistas portugueses da época, apetrechado em termos científicos, de referências estatísticas que, de acordo com o autor canadiano, já então eram usadas noutros países, sobretudo em França para, nomeadamente, aperfeiçoar os sistemas classificativos das doenças mentais que, então, davam os primeiros passos na psiquiatria europeia? Com este trabalho pretende-se, além de dar a conhecer e valorizar a importância dos dados estatísticos no funcionamento do Hospital de Rilhafoles que cessou funções em 2012, preencher uma lacuna na história da psiquiatria portuguesa do século XIX, apontando novas ferramentas o estudo da emergência de novas áreas disciplinares.

The scope of the following study is to present an alternative and preventive dispute resolution method known as Dispute Resolution Board. The Dispute Resolution Board mechanism is included in construction contracts to support project participants in avoiding and resolving disputes. Over the years the construction industry dealt with the resolution of claims and disputes through several methods. One of the most successful and lasting is the Dispute Resolution Board. A Dispute Resolution Board is a board of impartial professionals formed at the start of the project to follow construction progress, prevent arising disputes, and assist in the resolution of disputes during the project. When a dispute arises the Board meets with the parties to settle this dispute. The recommendation of this Board is non-binding for the parties. In Portugal there is no experience with this form of conciliation.

This paper is the author’s Master’s Thesis. It aims to study the content of lexarbitri, i.e. the relevant law regarding international arbitration. Under both Portuguese law and UNCITRAL model law, the seat’s legal provisions shall be applied at all times. Contrarily, French and Swiss legislations allow parties and arbitrators to apply any arbitration law to international arbitration, whether the seat law or a foreign arbitration law. There is not a sole understanding towards the criteria to determine the legal provisions that shall govern international arbitration. Traditionally, the lexarbitri would correspond to the arbitration law of the seat of the arbitration. The territorialistcriteria remains in force under the majority of arbitration laws that the author has consulted.However, it has been criticized by several authorities in international arbitration, who suggest that the arbitration shall be governed by the law of the seat or of the place in which the award is to be enforcement, whichever better grants its enforcement – the cumulative doctrine; or the arbitration shall be governed by a set of provisions that make up the autonomous transnational legal, regardless of the legal provisions of the law of the seat – the transnational doctrine. The author intends to debate the three mentioned understandings regarding the lexarbitriand further explains why the territorialist criteria is the most adequate to the characteristics and demands of international arbitration, to the governing instruments in force and to the need for a useful award.
