Desde as últimas décadas do século XX que, perante um cenário marcado pela complexidade de uma economia globalizada, a Administração Pública tem sido coagida a passar por processos de reforma. As referências à reestruturação da Administração Pública por motivos políticos, económicos e financeiros, são frequentes na literatura, e surgem, quase sempre, num discurso imperativo. Neste contexto, foram introduzidos mecanismos de mercado por se acreditar que estes produzem soluções mais eficazes para o cidadão-cliente, uma administração motivadora, para quantos nela trabalham, e eficiência económica. Na esfera pública, mais do que transformar inputs em outputs, importa, avaliar os outcomes, isto é, o impacto sobre o valor público. Inúmeros estudos concorreram para enquadrar e justificar a reforma do sector público. Continuam, porém, a faltar respostas de como compatibilizar a gestão orçamental com práticas ideológicas das organizações, nomeadamente ao nível da gestão de recursos humanos. Este estudo tem como objectivo central contribuir para um melhor conhecimento dos efeitos que a prática da avaliação do desempenho, em vigor na Administração Pública Portuguesa, tem no contrato psicológico dos colaboradores. Para o teste das hipóteses propusemos um modelo de investigação, tomando como referência a teoria de Guest. Com uma abordagem qualitativa, construímos um inquérito por questionário, que foi aplicado a alguns colaboradores de uma Instituição pública. Os dados recolhidos permitiram a elaboração de quadros de referência de resultados que, por meio da análise de conteúdo, nos possibilitou tirar ilações acerca do comprometimento organizacional e comportamentos de cidadania organizacional dos Colaboradores. Trata-se de uma pesquisa com características exploratórias que, acreditamos, possa ser a base para trabalhos futuros sobre os efeitos do SIADAP nos indivíduos e nas organizações. Os resultados mostram que o sentimento de que a organização não cumpriu os termos do contrato psicológico é moderado por um esforço emocional, que mantém o colaborador na organização, evidenciando, ainda, um comprometimento afectivo com a Instituição e comportamentos de virtude cívica. / Since the last decades of the 20th century, in a scenario marked by the complexity of a globalized economy, the Public Administration has been forced to undergo reform processes. References to the restructuring of the Public Administration for political, economical and financial reasons are frequent in literature, and arise, in most cases, in an imperative tone. In this context, market mechanisms were introduced, as it is believed that they produce more efficient solutions for the citizen-client, motivated administration for whom many work, and economic efficiency. In the public sphere, more than just transforming inputs into outputs, it is important to evaluate the outcomes, that is, the impact on the public value. Numerous studies have contributed to contextualize and justify the public sector reform. However, there are still no answers of how to develop compatibility between the budgetary management and the ideological practices of the organizations, namely on the level of human resource management. The main aim of this study is to contribute to a better knowledge of the effects that the practice of performance appraisal, in force in the Portuguese Public Administration, has on the employee's psychological contract. For this hypothesis test, we proposed a research model, with reference to Guest's theory. With a qualitative approach, we constructed a survey questionnaire that was applied to some employees of a Public Institution. The data gathered allowed the elaboration of results frameworks which, by means of the content analysis, enabled us to draw conclusions of the employees' organizational commitment and organizational citizenship behaviour. It is a research with exploratory characteristics, which we believe, may provide the basis for future work on the effects of the SIADAP on individuals and organizations. The results indicate that the feeling that the organization did not fulfil the psychological contract terms is moderated by an emotional effort, which leads the employee to remain in the organization, also showing an affective commitment to the institution and civic virtue behaviours.

Taken as a policy framework, active aging ranks high on most supranational bodies’ agenda. The new political economy of aging portrays “active” citizenship amongst seniors as a key challenge for the years to come. Our research focuses on, first, elderly women’s everyday ‘active’ practices, their meaning and purpose, in the context of Quebec’s active aging policy framework; and second, their day-to-day practical citizenship experiences. Informed by discourse analysis and a narrative approach, the life stories of women 60 to 70 years of age allowed for the identification of a plethora of distinctive old age activity figures. More specifically, four activity figures were identified by which respondents materialize their routine active practices, namely: (1) paid work; (2) voluntary and civic engagement; (3) physical activity; and (4) caregiving. Set against Quebec’s active aging policy framework, these patterns and set of practices that underpin them are clearly in tune with government’s dominant perspectives. Respondents’ narratives also show that active aging connotes a range of ‘ordinary’ activities of daily living, accomplished within people’s private worlds and places of proximity. Despite nuances, tensions and opposition found in dominant public discourse, as well as in active aging practices, a form of counter-discourse does not emerge from respondents’ narratives. To be active is normally the antithesis of immobility and dependence. Thus, to see oneself as active in old age draws on normative, positive assumptions about old age quite difficult to refute; nevertheless, discourses also raise identity and relational issues. In this respect, social inclusion issues cut across all active aging practices described by respondents. Moreover, a range of individual aims and quests underpin activity pattern. Such quests express respondents’ subjective interactions with their social environment; including their actions’ meaning and sense of social inclusiveness in old age. A first quest relates to personal identity and social integration to the world; a second one concerns giving; a third centers on the search for authenticity; whereas the fourth one is connected to a desire for freedom. It is through the objectivising of active practices and related existential pursuits that elderly woman recognize themselves as active citizens, rooted in the community, and variously contributing to society. Accordingly, ‘active’ citizenship experiences are articulated in a dialogic manner between the dimensions of ‘doing’, ‘active’ social practices, and ‘being’ in relation to others, within a context of interdependence. A proposed typology allows for the modeling of four ‘active’ citizenship figures. Overall, despite the role played by power relations and social inequality in structuring aging experiences, in everyday life ‘old age citizenship’ appears as a relational process, embedded in a set of social relations and practices involving individuals, families and communities, whereby elderly women are able to express a sense of agency within their social world.

Der folgende Beitrag beschreibt am Beispiel einer akademischen Begegnung mit Israelis und Palästinensern Dialogarbeit zur Überwindung von Vorurteilen und Feindbildern. Durch solche Begegnungen können monolithische Schwarz-Weiß-Denkstrukturen überwunden werden. Das Zuhören beim Erzählen persönlicher Lebensgeschichten kann Empathie auslösen und eigene monolithische "Narrative" in Frage stellen. Beim didaktischen Konzept solcher Dialogprozesse ist auf den Aspekt der Nachhaltigkeit besonderer Wert zu legen. (DIPF/Orig.)

This working paper reflects the authors’ involvement with a civic engagement project funded by the University of East London’s (UEL) Institute for Civic Engagement. It was a collaborative initiative between the Centre for Social Justice and Change, School of Social Sciences, and UEL’s Sustainability Research Institute. The initiative commenced in November 2015 and was completed in July 2016. The civic engagement project is part of an ongoing sustainable living project in Beckton. Situated in the hinterland of UEL’s Docklands campus in the London Borough of Newham this initiative provided an opportunity to work with communities local to UEL. Our involvement in a civic engagement initiative raised issues about what our role as students representing a University might involve, how we may contribute rather than replicate or duplicate ongoing local activities, and what additional skills we could bring to make a positive contribution. Our project was about taking practical actions; by completing a communal garden in a local park and distributing water-saving devices to enable households to reduce their expenditure and contribute towards sustainable living. Research findings informed these practical actions and we were able to use our knowledge concerning environmental sustainability and research in discussions with residents and local agencies. Our experience also raised issues about how best to do research that can be used to inform and facilitate social action. This is particularly challenging in local communities which are ethnically diverse and culturally fragmented. This working paper describes our experiences and reflections.

Ausgehend von einer theoretischen Reflexion der Domänenspezifität des Lernbereichs und des zugrundeliegenden Handlungsbegriffs wird die Fokussierung der Kompetenzziele auf die sechs Kompetenzen Fachwissen, politische Urteils- und Handlungsfähigkeit, Perspektivenübernahme, Reflexionsfähigkeit und Umgang mit unsicherem Wissen vorgeschlagen. The challenging effects of globalization upon the nation-state have been a recurrent theme in the social science discourse since the 1990’s. Nationally organized education is also seen as challenged by new demands originating from globalization. In this article it is argued that ‘nation-state’ and ‘national identity’ are highly relevant concepts when discussing a citizenship education that seeks to develop a civic ethos with, potentially, a global reach. It is further argued that the understanding of such an ethos would benefit significantly from incorporating the role of political trust since trust has been identified as a main feature of the social capital that makes democracy work. Three themes are brought together: national identity and identification, the importance for democracy of political trust and the challenges citizenship education face when carried out in a national context but intended to manage issues that go far beyond the reach of the nation-state. The importance of citizenship education is discussed using recent research on the Swedish citizenship education classroom.
