The difficult mission of monitoring environmental health requires that public authorities react by making decisions that safeguard public health. A health report is a tool developed by professionals who give technical advice and provide specialized knowledge to decision-making power bodies to support the management of environmental health risks. This article pays special attention to the main features that characterize the work of this type of administrative document and its functional value and describes some of the problems related to the use of the health report in public management in order to improve the effects of the administrative action. We provide an overview of the fields of intervention requiring the issuance of health reports in the environmental health sphere within the Andalusian public administration in order to present the most recent advances in environmental health protection.

The objective of this study is to review the health promotion interventions on spanish youths published in Spanish in the 1995-2000 period and to describe them in accordance with the scope within which they have been carried out, the topics addressed, the methodology, the evaluation design used and the results obtained. Two hundred and fourteen intervention were identified. Illegal drugs were the topic on which the largest number of interventions were focused (29.8%), followed by alcohol (15.9%), the risk-related sexual behaviours (14.6%) and leisure time (12.6%). The activities carried out most often were: participation-based educational methods (30.7%), explanatory education methods (11.5%) and the preparation of educational materials (11%). In 80.8% of the cases, some evaluation of the health promotion activities was found. The type of evaluation employed most often was the process evaluation (73.7%), and the medium-long term results evaluation being those employed the least (2.2%). The evaluation methodologies used most often were questionnaires (28.2%). A combination of qualitative and quantitative methods was employed in 13.2% of the cases. The four interventions in which the medium-long term impact was gauged had the purpose of preventing and reducing cigarette smoking and/or drinking and or marijuana smoking, all of these initiatives achieving a reduction in cigarette smoking. In conclusion, it seems necessary to improve the design of the evaluations of the health promotion initiatives addressed to young people in Spain and to increase the dissemination of the same by way of their publication.

Health impact assessment (HIA) aims to incorporate people's health and wellbeing as a key feature in policy-making. Many authors believe that HIA might be systematically integrated into all decision-making processes as a way to achieve that goal. To that end, there is need to overcome a number of challenges, including the fact that Andalusia (Spain) has made HIA compulsory by law, the need for awareness of all public sectors whose decisions might have substantial impacts on health and for a methodology that would enable a comprehensive approach to health determinants and inequalities, and the training of both the public health staff and professional sectors responsible for its application. In Andalusia, a law provides mandatory and binding health impact reports for most authorisation procedures in different areas: from sectoral plans to urban planning schemes, and especially projects subject to environmental assessment. Implementation of this law has required its integration into authorisation procedures, the training of interdisciplinary working groups in public health, the preparation of technical guidelines, and the organisation of dissemination and training seminars for developers.

This paper reviews what has increased medical-care spending bought in terms of health benefitswith longitudinal data from the U.S and, more limited, from Spain. Health services contributionto health has been positive in average, especially during the last 50 years for the U.S andthe last 30 years for Spain. This contribution differs among countries and is much greater forsome diseases (cardiovascular) than for others (cancer). Benefits from health care interventionscan be valued on basis on the social willin gness to pay, observed or declared on the process ofestablishing health policy priorities. 30.000 euros per Quality Adjusted Life Year could providean efficiency threshold for financing publicly health services in Spain: Consensus andlegitimacy of the political process of establishing health priorities becomes, however, moreimportant than any approximate number. Attention is paid finally to bridging the gap betweenefficacy (the possibilities given by innovation and resources devoted to health care) andeffectiveness (the distance to the frontier) of the everyday working of a health system with itsinappropriate care and limited application of the existing knowledge.

Es va crear el Pla interdepartamental per a la no discriminació de las persones LGTB 2006-2014, que crea el Consell Nacional para persones LGTB del Departament d’Acció Social i Ciutadania i detalla “accions de govern” que afecten al Departament d’Interior. A nivell municipal: creació de diferents consells LGTB.Creació el 2007 de la figura del Fiscal interlocutor en delictes amb component de discriminació per orientació sexual. Coincidència durant 2008 de diferents esdevenimentsLGTB: Conferencia internacional de policies gais-les en Barcelona, Eurogames, Creuers internacionals, mostra internacional de cinema, Gaycircus, Loveball, Circuit-festival, etc.

Le Cipret-Valais, la Société Médicale du Valais (SMV), Pharmavalais et Promotion Santé Valais, ont lancé en 2013 une campagne de sensibilisation sur l'impact du tabac sur les maladies cardiovasculaires (MCV). Cette campagne, qui sera déclinée sur trois ans (2013-2016), informe et sensibilise la population sur les liens existant entre le tabagisme et les MCV. La campagne suit différents axes : sensibiliser les fumeurs de plus de 40 ans aux conséquences du tabagisme sur leur risque de MCV, les encourager à contrôler leur pression artérielle (en pharmacie) et les inciter à prendre les mesures nécessaires à la réduction de leur risque de MCV. Dans une seconde phase, les fumeurs seront guidés dans leur démarche d'arrêt, avec des offres de désaccoutumance. Cette évaluation, qui concerne la première partie de la campagne (novembre 2013 et mars 2014), a pour but d'apporter un complément qualitatif aux données quantitatives récoltées au cours de la campagne (valeurs de tension artérielle (TA)). Des entretiens ont ainsi été menés avec le responsable du Cipret-Valais (A. Dubuis) et le président du Cipret-Valais, également responsable de la SMV pour cette campagne (Dr. D. Evéquoz). Un focus-group avec un échantillon de pharmacien était également prévu. N'ayant pu avoir lieu du fait d'une participation trop faible, il a été remplacé par des entretiens téléphoniques. Pour la partie quantitative de l'évaluation, les données sur les prises de TA en pharmacie ont été fournies par le Cipret-Valais et Pharmavalais, et celles sur la fréquentation du site internet par Cipret-Valais.

En el actual contexto de la sociedad del bienestar y de la información, la salud es una forma de vivir y de actuar que inunda nuestra cotidianidad a nivel individual y social. Los ciudadanos cada vez son más autónomos para gestionar su propia salud y participar en la promoción de la salud comunitaria. Para ello necesitan estar informados sobre todos aquellos temas que ayuden a tener cuidado de la salud y mejorarla. Es así como los medios de comunicación se han convertido en fuentes principales de información y su incremento viene acusado desde la irrupción de Internet y los medios digitales. El periodismo digital puede ofrecer formas de información plural, de calidad y equitativa gracias a las características propias del medio. La elaboración de un marco legal y normativo que fija el derecho de los ciudadanos a una información veraz y adecuada sobre salud y enfermedad implica tener en cuenta estas necesidades informativas desde la doble perspectiva del ¿consumer health¿ y el ¿patient education¿. Se defiende, desde el punto de vista de los profesionales de la información, la materialización de este derecho a la información y a la formación en temas relacionados con la salud y la enfermedad gracias a un mejor aprovechamiento de los recursos informativos disponibles en las bibliotecas médicas y a los profesionales que los gestionan.
