This is the thirteenth Annual report of the Cumberland River Board on information of its activities and responsibilities on river management in its area between the beginning of April 1963, to the end of March 1964. The report contains 5 main sections on water resources, land drainage, fisheries, pollution, and finally the expenditure and income for the 12 month period. The first area that the report deals with is water resources, which includes information on the completion of gauging stations, abstraction of water and rainfall and river flow. The section on land drainage looks at work on improvement schemes, floods and information on maintenance work carried out on rivers including Wampool, Waver, Wiza, Derwent, Cocker, Keekle, Marron, Ehen, Irt, Esk, Mite, Lowther, Eden, Caldew and Petteril. The fisheries section covers 5 districts of the River Eden, Esk, Derwent, Ellen and South West Cumberland. It includes angling information and a general report for salmon and sea trout, brown trout and freshwater fish. Fish disease and fish hatchery are also covered as well as Byelaws and fisheries protection. The fourth section on pollution deals with water quality and information on sewage and trade effluents. The River Boards preceded the Environment Agency which came into existence in 1996.

The report looks at comments of the Regional Fisheries Officer on the report 'Taking Stock', and information including the aims of a report entitled 'Coarse Fisheries'. The report also includes sections on the summary of the stocking carried out from Holmewrangle hatchery, biological work undertaken on the Rivers Ellen, Keekle and Thirlmere Reservoir, fishery prosecutions, and fish mortalities. This section includes information on the date, location, extent of the kill and the cause. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

The report looks at the comments of the Regional Fisheries Officer which includes information on salmon, brown trout and sea trout catches in the River Eden; restockings from Holmwrangle Hatchery to some rivers: Eden, Esk and Tarn. Electro fishing information is also given by river (Cocker, Marron, Ellen, Glenderaterra, Ehen, Calder, Irt, Esk or Annas)and stream for 1977. It covers information on fishery byelaws, and a report by Unit Fisheries Officer on fisheries activities. This section includes work on stocking, biological work carried out, fish surveys, fishing information for migratory fish, trout, and coarse fish, and hatchery work. Other areas looked at include licence duties, inportation of live freshwater fish, and a pollution incident on the River Ellen. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

Esta pesquisa se construiu a partir do encontro com a ONG Centro Cultural Cartola da comunidade da Mangueira, no Rio de Janeiro. Nós refletimos sobre algumas questões relativas aos processos subjetivos com os quais se relacionam as crianças e jovens que participam de atividades culturais do centro, a partir justamente das experiências vividas neste espaço. Nosso foco se concentra nas crianças e jovens que integram a orquestra de violinos, grupo que denominamos grupo orquestra. Concretizamos nosso intento através de pesquisa participativa, focalizando, sobretudo, as perspectivas de futuro desses sujeitos em relação à inserção na sociedade e no mundo do trabalho. Nós buscamos nos aproximar da realidade do campo para conhecer como se dava a participação desses jovens nas atividades culturais e artísticas, e entender como elas contribuíam para o processo de produção de subjetividade e formação de uma concepção sobre a vida profissional deles. Realizamos encontros de grupos operativos que procuraram investigar como cada jovem enxerga sua situação atual e seu projeto de futuro. Nesta dissertação, fruto de tal intervenção, tecemos uma discussão sobre os aspectos das experiências subjetivas emergentes no centro cultural, bem como sobre os processos de produção de subjetividade e a temática da identidade cultural. Abordamos também o conceito de grupo e sua relação com a formação e transformação do sujeito. Além disso, refletimos sobre a função do trabalho para a configuração e reconfiguração do mundo social

Background: The rising temperature of the world’s oceans has become a major threat to coral reefs globally as the severity and frequency of mass coral bleaching and mortality events increase. In 2005, high ocean temperatures in the tropical Atlantic and Caribbean resulted in the most severe bleaching event ever recorded in the basin. Methodology/Principal Findings: Satellite-based tools provided warnings for coral reef managers and scientists, guiding both the timing and location of researchers’ field observations as anomalously warm conditions developed and spread across the greater Caribbean region from June to October 2005. Field surveys of bleaching and mortality exceeded prior efforts in detail and extent, and provided a new standard for documenting the effects of bleaching and for testing nowcast and forecast products. Collaborators from 22 countries undertook the most comprehensive documentation of basin-scale bleaching to date and found that over 80% of corals bleached and over 40% died at many sites. The most severe bleaching coincided with waters nearest a western Atlantic warm pool that was centered off the northern end of the Lesser Antilles. Conclusions/Significance: Thermal stress during the 2005 event exceeded any observed from the Caribbean in the prior 20 years, and regionally-averaged temperatures were the warmest in over 150 years. Comparison of satellite data against field surveys demonstrated a significant predictive relationship between accumulated heat stress (measured using NOAA Coral Reef Watch’s Degree Heating Weeks) and bleaching intensity. This severe, widespread bleaching and mortality will undoubtedly have long-term consequences for reef ecosystems and suggests a troubled future for tropical marine ecosystems under a warming climate

Os desequilíbrios na escala de capacidades militares, econômicas, tecnológicas, de território e população entre Estados formalmente soberanos configuram um sistema internacional de relações assimétricas que pressupõe desafios relativamente maiores para as políticas externas dos países periféricos. Entretanto, em contextos de assimetria em uma relação bilateral, é possível constatar que a parte fraca pode, sob certas condições, sustentar com sucesso preferências divergentes das formuladas pela contraparte mais forte. Esta é uma pesquisa histórica comparativa que, através da comparação entre casos de divergência e crise na história das relações bilaterais do Brasil e do México frente aos Estados Unidos, se propõe a indagar que condições permitem a sustentação das preferências formuladas pelos governantes da parte mais fraca de uma díade assimétrica. Uma afirmação central desta pesquisa postula que variáveis de política doméstica devem ser levadas em conta para explicar o sucesso da parte fraca, em particular, a formação de coalizões de apoio à política externa amplas, plurais e heterogêneas. A comparação inclui casos de sucesso e insucesso na sustentação de preferências formuladas pelos governos do Brasil e do México, de forma a avaliar a presença ou ausência desse tipo de coalizão em cada conjuntura. A partir da consulta de estudos prévios, jornais e revistas publicadas nas respectivas épocas, arquivos diplomáticos e documentos oficiais, foi possível mapear o omportamento de atores relevantes para a política externa em cada caso e avaliar sua adesão ou não às preferências postuladas pelos responsáveis da condução da política externa. A inclusão na análise de duas conjunturas de alinhamento dos governantes do Brasil e do México com as preferências de Washington permitiu afirmar a importância do apoio interno para a sustentação de preferências capazes de gerar clivagens muito intensas no âmbito das relações do Brasil e do México frente aos Estados Unidos.

A Educação Integral é vista nos discursos atuais como possibilidade de se atingir melhor qualidade da educação. Esta ideia na educação brasileira é alicerçada nas propostas de turno integral sugeridas na década de 1930 por Anísio Teixeira e na década de 1980 por Darcy Ribeiro, constituindo-se as obras desses autores, nas bases conceituais para nosso estudo. A forma com que o direito à educação vem sendo concretizado não tem conferido às escolas públicas brasileiras o atrativo necessário para manter os estudantes no espaço escolar. O presente estudo objetiva identificar atividades escolares que, ao promoverem experiências que despertem interesse dos estudantes no processo ensino-aprendizagem, possam conferir à educação a tão desejada integralidade. Nessa perspectiva, interessa-nos analisar a contribuição do Programa Mais Educação, que se apresenta como possibilidade de reinventar a Educação Integral a partir da ampliação das funções da escola. No entanto, com compromissos ampliados, o programa revela aspectos contraditórios e torna-se alvo de críticas. Com o propósito de refletirmos sobre as contradições que norteiam o processo educacional, buscamos rever o modelo de Educação Integral à luz do conceito deweyano sobre experiência. Em nosso percurso reflexivo, procuramos uma interlocução com os escritos de Jorge Larrosa que, na atualidade, constitui uma importante referência ao aprofundar a discussão sobre o hiato existente entre a dimensão das linguagens específicas dos saberes e das práticas escolares. Suas considerações nos permitem melhor refletir sobre os prováveis motivos de a experiência se tornar cada vez mais rara em nossas vidas e, em especial, na vida escolar. A questão curricular, de considerada complexidade, mereceu destaque ao apontar que o modelo educacional vigente ainda privilegia os aspectos cognitivos em detrimento de tantos outros saberes que, desprovidos de reconhecimento, passam a se tornar fatores de resistência. Por sua vez, a ampliação da jornada escolar, além de estar intimamente ligada à ideia de Educação Integral, chega até mesmo a ser confundida com ela, de tal modo que abordamos o aspecto multifacetado do tempo para que fosse refletida a possibilidade de sincronia entre o tempo dos estudantes e o tempo regulado pela escola. Tendo como foco as vozes dos estudantes, adotamos como instrumentos de pesquisa os inventários do saber adaptados de Bernard Charlot, questionário socioeconômico, bem como, entrevistas semidirigidas aos estudantes e aos demais atores envolvidos no processo educacional no contexto de duas escolas do município de Itaboraí: uma com proposta de Educação Integral através do Programa Mais Educação e outra com proposta elaborada pelo próprio município. A questão da cultura oral assumiu relevância na análise dos resultados, porque revelou estar na origem das atividades que despertavam maior interesse dos estudantes em relação às atividades ligadas à cultura escrita. Assim entendemos como legítima a reivindicação de experiência nos tempos e saberes dos estudantes de Itaboraí vinculadas à cultura oral
