The object of this study is the construction of metaphor and metonymy in comics. This work is inserted in the field of Embodied Cognitive Linguistics, specifically based on the Neural Theory of Language (FELDMAN, 2006) and, consistent with this theoretical and methodological framework, the notions of categorization (LAKOFF & JOHNSON, 1999), embodiment (GIBBS, 2005), figurativity (GIBBS, 1994; BERGEN, 2005), and mental simulation (BARSALOU, 1999; FELDMAN, 2006) have also been used. The hypothesis defended is that the construction of figurativity in texts consisting of verbal and nonverbal mechanisms is linked to the activation of neural structures related to our actions and perceptions. Thus, language is considered a cognitive faculty connected to the brain apparatus and to bodily experiences, in such a way that it provides samples of the continuous process of meaning (re)construction performed by the reader, whom (re)defines his or her views about the world as certain neural networks are (or stop being) activated during linguistic processing. The data obtained during the analysys shows that, as regards comics, the act of reading together the graphics and verbal language seems to have an important role in the construction of figurativity, including cases of metaphors which are metonymically motivated. These preliminary conclusions were drawn from the data analysis taken from V de Vingança (MOORE; LLOYD, 2006). The corpus study was guided by the methodology of introspection, i.e., the individual analysis of linguistic aspects as manifested in one's own cognition (TALMY, 2005).

The National Reading Incentive Program (PROLER) is a national initiative to promote and encourage reading throughout the country, linked to the National Library Foundation (FBN) of the Ministry of Culture (MinC). This research aims to assess the PROLER’s implementation process in the state of Rio Grande do Norte, from the actions of their local committee. The framework is based on contextualize the policies that seek to encourage the book and reading, as well as the processes of implementation and evaluation of public policies. The research is understood as a qualitative descriptive-exploratory study, comprising a single case study. Makes use of semi-structured interview as a tool for data collection, which was attended by 8 members of Potiguar Committee as respondents. The techniques of bibliographical and documentary analysis were used for the analysis and discussion of data obtained from surveys and documents on PROLER; as to the content of the interviews, the technique used was the analysis of conversations. As for the results, the existence of four barriers to program implementation in the state that are worth mentioning is observed: a) the political-administrative discontinuity; b) the limited resources and few partnerships; c) the management of school libraries and absence from the post of librarian in the state and; d) the absence of a process or assessment tool able to evaluate the results or the impacts of actions taken by the Potiguar Committee. It was noticed that these limiting four come PROLER making the implementation of the Rio Grande do Norte a process that, although complying with the national regulations of teacher training and follow school libraries and their needs, not flawed to develop assessments that can measure program impacts, making the feedback process of ineffective policy. Another observation of this study is seen in the fact that the Committee did not get enough to supply their shares resources, as well as not being able to articulate new partnerships, thus contributing negatively to the scope of the program form and, consequently, for the effectiveness of their actions. Has even mentioning the fact that the Committee do nothing regarding the mismanagement of the libraries that are in their care, ie, do not use the power of coercion as guaranteed by the National Policy on Reading and federal laws that treat the school library, and is therefore ineffective in relation to compliance with the program guidelines

O objetivo deste estudo foi avaliar a incorporação da saúde bucal no Programa Saúde da Família no Rio Grande do Norte, com base na análise de fatores capazes de interferir no processo de mudança dos modelos assistenciais em saúde bucal. Esta avaliação tomou como referência três dimensões: o acesso, a organização do trabalho e as estratégias de programação. Foram sorteados 19 municípios no estado. Os instrumentos de coleta foram a entrevista estruturada aplicada a gestores e dentistas, a observação estruturada e a pesquisa documental. Foi possível identificar precariedade nas relações de trabalho e dificuldades no referenciamento para média e alta complexidade, na intersetorialidade, no diagnóstico epidemiológico e na avaliação das ações. A maioria dos municípios apresentou pouco ou nenhum avanço no modelo assistencial em saúde bucal. Os municípios que demonstraram avanços apresentaram alta expectativa de vida ao nascer, baixas taxas de mortalidade infantil, valores per capita entre os mais altos do Estado e altos valores de IDH-M. Concluiu-se que políticas públicas que contemplam aspectos além dos pertinentes ao setor saúde são decisivas para uma real mudança nos modelos assistenciais.

The present study carried out in the context of the Baseline Studies of the PROESF was aimed at evaluating the impact of the Family Health Program (PSF) on indicators for child health in cities with more than 100,000 inhabitants in the Brazilian Northeast. Four cities were investigated. In each one, twenty censual sectors were selected randomly from areas covered by the PSF and compared with twenty sectors selected from areas not covered by the PSF on the basis of socioeconomic criteria. In most cases, no significant differences were found between the areas covered and not covered by the PSF. The only difference found was a significantly lower rate of hospital admissions due to diarrhea but this was on account of the Program of Community Health Agents. The PSF exerted no additional effect on the reduction of this indicator. It was also observed that the way by which the program is implemented in each city interferes directly in the results. Thus, there is no basis for considering the PSF per se ineffective or not differing from other programs with regard to its health care patterns. An evaluation of the PSF would necessarily have to include an analysis of the way the program is implemented and conducted in each case, besides considering its general socioeconomical and political characteristics.

Marine algae are rich sources of various structural compounds which recently has been increasingly studied as a new source of bioactive substances. The alginate, as come as fucans, are considered the main acidic polysaccharides found in brown seaweed. This molecule consists a linear natural polysaccharide, non-sulfated, and presents monosaccharides: acid β-D-mannuronic (M) and α-L-guluronic acid (G); in a vast amount compositions and threads. Alginate has been widely applied in food and pharmaceutical industries because of its ability to retain water, forming films and gels as well as thickening, stabilizing and form emulsions. In this work we aimed to extract, structurally characterize, compare and analyze the possible pharmacological activities of native alginate molecule obtained from brown seaweed Dyctiopteris delicatula (DYN), and its chemically sulfated derivative (DYS). The alginate structure and composition molecule can be proven through chemical dosing, that showed low protein contamination and high sugar level, existence and separation of M and G blocks in the descending paper chromatography, infrared spectroscopy and nuclear magnetic resonance. Molecule sulfation was proven with sulphate dosage, resulting in 28.56% sulphate in molecule; electrophoresis, verify metachromasia with toluidine blue; and infrared spectroscopy, that showed a characteristic band at 1221cm-1 corresponding a sulfate group vibration. For the pharmacological activities the tests was: antioxidant activity, changes in cell function (MTT test) and anticoagulant test. In the antioxidant activity we observed that DYN showed better results in the kidnapping of hydroxyl radicals and ferric chelation compared to DYS, this had the best result in the total antioxidant capacity. Both showed similar activity in reducing power and the kidnapping radicals DPPH. In MTT test DYN and DYS had not proliferative and cytotoxic activity in fibroblast cells (3T3) and showed antiproliferative and cytotoxic activity in cancer cell lines HeLa and B16 melanoma. In anticoagulant assay DYN showed good activity in the intrinsic pathway of blood coagulation, and a small activity in the extrinsic pathway, in the other hand DYS showed only a very small activity in the extrinsic pathway, but cannot come to be regarded as an anticoagulant agent. From these results it can be concluded that the alginate was extracted and sulfated, revealing a potential compound to be used in the pharmaceutical industry as an anticoagulant agent, antioxidant and antitumor and the sulfation has not been conclusively important to performance in the tested pharmacological activities

Tomando como punto de partida mi colaboración en la recolección y la sistematización de datos vinculados al relevamiento territorial en distintas comunidades guaraníes del noroeste salteño, en apoyo al Programa de Relevamiento Territorial de Comunidades Indígenas (Re.Te.CI) y en el marco de la Ley de Emergencia en materia de posesión y propiedad comunitaria indígena (Ley 26.160), el presente artículo describe y analiza distintos momentos de la implementación del programa. Fundamentalmente, exploro las formas particulares que el mismo asumió en la provincia de Salta focalizándome en el Departamento General San Martín, siendo esta la región de mayor diversidad étnica de la provincia. Inspirada en la propuesta de Ferguson y Gupta (2002) de pensar al Estado como “una experiencia vivida” utilizo materiales etnográficos de tres comunidades indígenas donde se aplicó el programa de relevamiento territorial y me centro en una de ellas para pensar las formas que adopta la relación entre el Estado y los pueblos indígenas.

A abertura de mercado brasileiro ocorrida em 1990 compeliu os governos estaduais ao engajamento no Projeto de Modernização da Administração Pública, com a adoção do modelo de Administração Pública Gerencial, previsto no Programa Nacional de Apoio à Administração Financeira para os Estados Brasileiros. Este artigo visa identificar os aspectos do modelo que são considerados como inovação no setor público. A pesquisa, de caráter qualitativo e exploratório, focalizou as secretarias instrumentais do Governo do Estado de Mato Grosso. Os resultados indicam inovação no modelo de resolução de problemas, criação de novos serviços e melhoria nos processos. O comprometimento da alta administração com a implantação do novo modelo, considerado um fator crítico, não ocorreu de forma linear, gerando diferenças no grau de implantação do modelo entre as Secretarias do Estado.

Introducción: “Cuidando a las cuidadoras” consiste en un programa interdisciplinario e intersectorial que brinda desde el año 2013 atención integral a las madres de niños hospitalizadas protegiendo sus derechos. Objetivos: describir un programa de protección de adolescentes que aproxima al sistema de salud a las madres de niños hospitalizados. Método: diseño: observacional, descriptivo. Período: 1 de marzo de 2013 al 1 de marzo de 2015. Criterios de inclusión: madres y/o cuidadoras menores de 19 años de los niños hospitalizados en cuidados moderados del CHPR. Se indagaron variables sociodemográficas, características del embarazo, conocimientos sobre el cuidado del hijo, hábitos de autocuidado. Resultados: se entrevistaron 208 madres y 2 cuidadoras hospitalizadas con sus niños. 195 no controladas en salud. Rango de edad: 14-19 años. Todas solteras y 11 conviviendo con su pareja. Nivel educativo: 150 terminaron primaria, 22 hasta tercer año de secundaria, abandono: 45 primaria, 128 secundaria. Se derivaron 180 cuidadoras al servicio de salud sexual y reproductiva. Las adolescentes decidieron iniciar medidas anticonceptivas en 110 casos. En 26 casos se logró la cobertura odontológica. En 21 se realizó consulta con oftalmología. En 26 se logró realizar conexión con programas socioeducativos logrando reinserción a nivel educativo. Todas las cuidadoras fueron controladas en salud, se les brindó el carnet de control de adolescentes y se realizó la contrarreferencia al primer nivel de atención. Discusión: ésta es la primera experiencia de abordaje de atención a la salud de cuidadoras de niños hospitalizados. Se detectó gran vulnerabilidad en las adolescentes incluidas, logrando un acercamiento a los servicios de salud y educativos.

Atender a la población devenes lesbianas, gay, bisexual, transgénero, transexual y transgénero (LGBT) se convierte en una necesidad emergente. El Programa de Salud de Adolescentes del Departamento de Salud del Estado de São Paulo, en colaboración con la Organización Panamericana de la Salud (OPS) ha estado reflexionando y permitiendo la implementación de una red de atención a los jóvenes LGBT. En este trabajo se describe la posibilidad de espacios de reflexión y debate sobre el tema de la homofobia y otros temas relacionados con ese público. Describe la metodología de implementación participativa de las directrices para la atención integral a la juventud LGBT, teniendo en cuenta las opiniones expresadas en los grupos de Casas del Adolescente de São Paulo y las encuestas de opinión pública sobre la salud durante los “Desfiles del Orgullo LGBT” en la ciudad de São Paulo entre 2008 y 2013(1).
