Kokoelma sisältää euroalueen keskuspankkien ja muiden ulkomaisten keskuspankkien julkaisemia tilastojulkaisuja, vuosikertomuksia ja lehtiä rahapolitiikasta, rahoitusmarkkinoista, finanssivalvonnasta, rahahuollosta ja pankkitoiminnasta. Julkaisuissa on tilastotietoa kyseisistä maista ja katsauksia taloudelliseen tilanteeseen ja rahapoliittisiin toimenpiteisiin. Tilastot ovat yleensä maan omassa valuutassa. Julkaisuja on n. 3890 nimekettä 1800 -luvulta lähtien. Kokoelman julkaisut ovat enimmäkseen englanninkielisiä, mutta julkaisuja on myös kansallisilla kielillä. Keskuspankkikokoelma kasvaa painetuilla vuosikertomuksilla, tilastoilla ja raporteilla. Osa tilastojulkaisuista sekä lehdistä on verkkojulkaisuina keskuspankkien sivuilla. Kokoelman vanhin aineisto on Ruotsin ja Englannin keskuspankkien lainsäädäntöä 1800-luvun puolivälistä. Euroalueelta kokoelmassa on Alankomaiden, Belgian, Espanjan, Irlannin, Italian, Itävallan, Kreikan, Kyproksen, Luxemburgin, Maltan, Portugalin, Ranskan, Saksan, Slovakian, Slovenian, ja Viron keskuspankkien julkaisuja. Suomen Pankin julkaisut on käsitelty omana alueenaan. Kokoelmassa on myös Argentiinan, Australian, Brasilian, Bulgarian, Intian, Islannin, Ison-Britannian, Israelin, Japanin, entisen Jugoslavian, Kanadan, Kiinan, Latvian, Liettuan, Puolan, Romanian, Ruotsin, Sveitsin, Tanskan, Tsekin, entisen Tsekkoslovakian, Turkin, Ukrainan, Unkarin, Uuden Seelannin, Venäjän ja Yhdysvaltojen keskuspankkien julkaisuja. Painettua kokoelmaa säilytetään varastokokoelmassa, ja se on saatavana pyynnöstä käyttöön ja kopioitavaksi.

The twin-city model has found to increase economical activity and well-being. The similar economical, social and cultural background of Finland and Estonia as well as the EU integration give good preconditions to create a twin-city of Helsinki and Tallinn. The relatively long distance between Helsinki and Tallinn is challenging. Therefore, good transport infrastructure and functioning connections are required to form a twin-city of Helsinki and Tallinn. The connections between these cities can be considered also in broader perspective than only from the viewpoint of the twin-city concept. New markets areas have been emerged in Europe due to collapse of planned economy and integration of Europe. Also the transport routes to the markets are changing. The Hel-sinki-Tallinn sea route can be considered as a fast route to the new markets in the Cen-tral and Eastern Europe. The Helsinki-Tallinn sea route is also a potential route to the Western European markets. This study provides an analysis of transport and cargo flows between Finland and Esto-nia for regional and local planners. The main purpose of the study is to clarify the pre-sent situation of the seaborne cargo flows on the Helsinki-Tallinn route and how the cargo flows will develop in the future. The study focuses on the following thematic enti-ties: the Finnish and Estonian seaborne transport system and cargo flows, the structure and volume of the cargo flows on the Helsinki-Tallinn route, the hinterland cargo flows on the Helsinki-Tallinn route and the transport methods used on the Helsinki-Tallinn route. The study was carried out as a desk research, a statistical analysis and an inter-view study during the spring–autumn 2011. The study reveals that during the period 2002–2010 the volume of the seaborne cargo traffic between Finland and Estonia has increased significantly while the trend of the trade volume between Finland and Estonia has remained nearly constant. This indicates that the route via Estonia is increasingly used in the Finnish foreign trade. Because the ports of Helsinki and Tallinn are the main ports in the cargo traffic between Finland and Estonia, the role of the Helsinki-Tallinn route as a sea leg in the hinterland connections of Finland has increased. The growth of the cargo volume on the Helsinki-Tallinn route was estimated to continue on the annual level of 10 % during the next couple of years. In the long run the growth of the cargo volumes depends on the economical and indus-trial development of the former Eastern European countries. If the IMO’s sulphur regu-lations will come in force, the Helsinki-Tallinn route will become one of the main routes also to the Western European markets, besides of the route via Sweden. The study also shows that the fast and reliable connections year round on the Helsinki-Tallinn route have made it possible for service and logistics companies to reconsider their logistics strategies in a new way in the both side of the Gulf of Finland. Anyway, the ropax concept is seen as the only economical profitable solution on the Helsinki-Tallinn route because cargo and passenger traffic are supporting each other. The trucks (vehicle combinations) will remain the main mode of transport on the Helsinki-Tallinn route because general cargo is the main commodity on the route. IMO’s sulphur regula-tions and the changes in the structure of the Finnish industry may create prerequisites for rail road transport in the hinterland connections of Finland. The worlds’ population is increasing and cities have become more crowded with people and vehicles. Communities in the fringe of metropolitans’ increase the traffic done with private cars, but also increase the need for public transportation. People have typically needs traveling to work located in city centers during the morning time, and return to suburbs in the afternoon or evening. Rail based passenger transport is environmentally friendly transport mode with high capacity to transport large volume of people. Railways have been regulated markets with national incumbent having monopoly position. Opening the market for competition is believed to have a positive effect by increasing the efficiency of the industry. National passenger railway market is opened for competition only in few countries, where as international traffic in EU countries was deregulated in 2010. The objective of this study is to examine the passenger railway market of three North European countries, Sweden, Denmark and Estonia. The interest was also to get an understanding of the current situation and how the deregulation has proceeded. Theory of deregulation is unfolded with literature analyses and empirical part of the study is constructed from two parts. Customer satisfaction survey was chosen as a method to collect real life experiences from the passengers and measure their knowledge of the market situation and possible changes appeared. Interviews of experts from the industry and labor unions give more insights and able better understanding for example of social consequences caused from opening the market for competition. Expert interviews were conducted by using semi-structured theme interview. Based on the results of this study, deregulation has proceeded quite differently in the three countries researched. Sweden is the most advanced country, where the passenger railway market is open for new entrants. Denmark and Estonia are lagging behind. Opening the market is considered positive among passengers and most of the experts interviewed. Common for the interviews were the labour unions negative perspective concerning deregulation. Despite the fact deregulation is considered positive among the respondents of the customer satisfaction survey, they could not name railway undertakings operating in their country. Generally respondents were satisfied with the commuter trains. Ticket price, punctuality of trains and itinerary affect the most to customer satisfaction.

Causticizing plant is an important part of kraft pulp mill. It uses green liquor from recovery boiler as a raw material and consumes lime to produce white liquor, which is an important chemical used in pulping. Lime kiln is a part of the causticizing process. It is used to convert lime mud, a by-product obtained from the causticizing back to lime in high temperatures. This conversion requires a lot of energy. The most common fuels used as energy source for lime kiln are heavy fuel oil and natural gas. In a modern pulp mill lime kiln is the only user of significant amount of fossil fuels. Replacing fossil fuels with biofuels can have prominent economical and environmental benefits. Interest in using biofuels as energy source of lime kiln has become a worldwide issue in the recent years. However fuels used for lime kiln have a lot of certain requirements. The purpose of this work is to study the required characteristics from liquid fuels used in pulp mill lime kiln and to map suitable liquid biofuels already available in the markets. Also taxation of liquid biofuels compared to heavy fuel oil in Finland, Sweden and Germany is shortly introduced.

Työn tavoitteena oli selvittää Saksan, Ruotsin ja Suomen kierrätyspolttoaineen valmistusta ja käyttöä sekä kierrätyspolttoainemarkkinoita. Kierrätyspolttoaineiden käyttöä ja valmistusta sekä kierrätyspolttoainemarkkinoita säädellään tarkastelumaissa EU-lainsäädännöllä ja kansallisilla lainsäädännöillä jätteistä, jätteenpoltosta ja materiaalikierrätyksestä sekä CEN/TC 343-toimikunnan standardeilla kiinteille kierrätyspolttoaineille. Työn johtopäätöksenä on, että kierrätyspolttoainemarkkinat ovat tarkastelumaissa hyvin ulkoapäin ohjautuvat ja markkinaehtoista tasapainoa ei ehdi syntyä. Tarkastelumaiden markkinat ovat erilaiset, Saksassa kierrätyspolttoaineiden käyttö ja valmistus on pitkälle kehittynyttä, tiheää ja monipuolista, Ruotsissa yhteisen termistön puuttuminen kertoo alan hajanaisuudesta. Saksassa ja Ruotsissa kierrätyspolttoainemarkkinoiden kasvamiseen ovat vaikuttaneet kaatopaikkakiellot. Suomessa tähän asti pelkkään rinnakkaispolttoon perustuneet kierrätyspolttoainemarkkinat ovat vasta vakiintumassa. Kierrätyspolttoainemarkkinat tulevat kansainvälistymään ja kilpailu materiaalista tulee kovenemaan. Standardien käyttöönotto tulee olemaan helpointa Suomessa, jossa kierrätyspolttoaineen standardisoinnista on kokemusta. Suomen olisi syytä ottaa jäte- ja energiahuollon ratkaisuissa huomioon eri toimintojen aiheuttamat talous- ja ympäristövaikutukset.

The aim of this study is to assess the current and future preconditions for conducting private business in municipal service systems for home care in Lahti and Hyvinkää in Finland, and in Uppsala and Huddinge in Sweden. This study also aims to assess the implications of quality related issues on the preconditions for conducting private business in the service systems in question. The theories and the research methodologies of the study are based on the Business Model Generation and the Business Model Canvas -concepts. Also a couple of frameworks on implications of quality are applied and integrated into the study. The study is completed as a case study – with structured and identical approaches for all four municipalities. The analyses and assessments of the study are primarily qualitative, but supported by simple quantitative methodologies. The data of the study consists primarily of publicly available information, and secondarily of answers provided by the case-municipalities to multiple choice questions. The results of the study show that the service systems for home care among the case-municipalities are, from perspective of private companies, diverse with local characteristics. Both the premises for conducting private business and the quality-issues are in many respects different in the Finnish and the Swedish case-municipalities. This is partly due to differences in the national service systems; the service voucher system versus the system of choice. Still, it appears that the current preconditions for conducting private business in the service systems for home care, including the implications of quality, would be more favorable in Uppsala and Huddinge than in Lahti and Hyvinkää. On the other hand, the service systems are subject to changes, and the most positive and significant development is here forecasted for a Finnish case-municipality (Lahti). Communication of quality is clearly more advanced in the Swedish case-municipalities. The results of this study can be utilized in several ways, for instance by private companies interested in entering into service systems for home care, either in some of the case-municipalities, or in some other Finnish or Swedish municipalities. Also municipalities can apply the analyses of the study when designing, developing or evaluating their own service systems for home care.

Kansainvälinen Eurooppalaisen maisemayleissopimuksen tavoitteiden saavuttamista edistävä konferenssi järjestettiin Inarissa 7.-9.9.2011. Konferenssissa käsiteltiin maisemasopimuksen tavoitteita, tarpeita ja mahdollisuuksia Pohjois-Kalotin alueella. Tähän raporttiin on koottu konferenssissa esiintyneiden asiantuntijoiden laatimat artikkelit aiheesta. Raportin toivotaan helpottavan alueiden käytön suunnittelijoita käytännön työssään ja rohkaisevan kuntia toteuttamaan tulevaisuuden suunnittelua Eurooppalaisen maisemayleissopimuksen tavoitteiden mukaisesti. Raportti on saatavissa viidellä eri kielellä: suomeksi, ruotsiksi, norjaksi, pohjoissaameksi ja englanniksi. Pohjois-Kalotin aluetta yhdistää yhteinen tunnusomainen maisema. Saamelaiskulttuurin sekä poronhoidon muovaamat tunturimaisemat ja upeat jokivarsimaisemat heijastuvat ympäristössä laaja-alaisesti. Alueen maisemalle haasteita tuovat sen moninaiset maankäyttömuodot ja elinkeinot, kuten matkailu, kaivosteollisuus ja energiantuotanto. Arvokkaiden maisemapiirteiden säilyttäminen vaatii erityistä tuntemusta ja tietämystä alueen kunnissa. Maisemansuojelua ja -hoitoa toteutetaan alueiden- ja maankäytön suunnittelun kautta, pääasiallisesti kaavoituksella ja maisemanhoitosuunnitelmilla. Pohjois-Kalotin alueen kunnissa on erilaiset osin toisistaan poikkeavat toimintatavat ja käytännöt maisemanhoidossa. Kuitenkin alueen asukkailla on yhtäläisiä intressejä elinympäristönsä suojeluun ja säilyttämiseen. Maisema nähdään vetovoimatekijänä, jota ei haluta menettää. Lisääntyvät maankäyttötarpeet kunnissa luovat tarpeen entistä moniulotteisemmalle suunnittelulle. Paikallisten tahojen osallistaminen suunnitteluprosesseihin aikaisessa vaiheessa ja monimuotoinen vuorovaikutus, niin toimijoiden, kansalaisten kuin viranomaisten välillä vähentää konfliktien muodostumista. Tutkimustiedon tehokkaampi hyödyntäminen ja valtiorajat ylittävä yhteistyö helpottaa päätöksentekoa ja luo yhteisiä linjoja maisemansuojelutyöhön. Yhteiset kokemukset, käytännöt ja tietotaidon jakaminen sekä laajemman maisemakokonaisuuden hahmottaminen parantaa eurooppalaisen maisemayleissopimuksen tavoitteiden toteutumista. Työn jatkuvuuden varmistamiseksi Pohjois-Kalotin alueelle suunnitellaan perustettavaksi maisemayhteistyöryhmä, jonka tehtävä on maisemapolitiikan kehittäminen ja eteenpäin vieminen.

The conference promoting the objectives of the international European Landscape Convention (ELC) was held on 7-9 September 2011 in Inari. The primary aim of the conference was to increase awareness of the ELC and the prospects and requirements it brings to practical planning work, especially at the municipal level. The conference speakers included top experts from Sweden, Norway, Finland, France, Holland and Catalonia. This report is a collection of articles written by the experts in the ELC conference. The report is available in five languages: Finnish, Swedish, Norwegian, Northern Sámi and English. The common characteristics of the North Calotte area, such as the magnificent riverside scenery and the beautiful fell landscapes formed by the Sámi culture and reindeer management are broadly reflected in the environment. Alongside the traditional forms of land use, many other livelihoods and forms of land use now need to be accommodated in the area. Tourism, energy production, mining industry and new infrastructure create new and manifold challenges to the authorities in charge of land use in these areas. Municipalities need information and support for versatile planning in the future, so that the unique and valuable characteristics of the North can be preserved. Landscape protection and management in the landscape areas is executed through areal and land use planning, mainly through town planning and the creation of landscape management plans. The municipalities in the North Calotte region have their own partly divergent methods and practices, based on the various land use processes are executed. The municipalities and inhabitants have a great interest in preserving and protecting their living environment and maintaining and increasing the appeal of the area. Landscape is viewed as one of the most significant appealing factors that cannot be lost. The increasing land use in municipalities, for example due to energy production, mining industry and increasing tourism, create a need for more multidimensional planning. The reconciliation of the wishes of different interest groups, and traditional and new livelihoods will not be easy. Conflict is inevitable. This will lead to a greater need to engage local bodies to the planning processes right from the start of the projects. Close cooperation between different administrative branches, operators, local bodies and landscape research promote the objectives of the convention. To ensure that the work continues, a landscape co-operation group is planned to be established in the North Calotte area. It´s main task is to promote and develop landscape policy in the area.

Tutkimustiedon tehokkaampi hyödyntäminen ja valtiorajat ylittävä yhteistyö helpottaa päätöksentekoa ja luo yhteisiä linjoja maisemansuojelutyöhön. Yhteiset kokemukset, käytännöt ja tietotaidon jakaminen sekä laajemman maisemakokonaisuuden hahmottaminen parantaa eurooppalaisen maisemayleissopimuksen tavoitteiden toteutumista. Työn jatkuvuuden varmistamiseksi Pohjois-Kalotin alueelle suunnitellaan perustettavaksi maisemayhteistyöryhmä, jonka tehtävä on maisemapolitiikan kehittäminen ja eteenpäin vieminen.
