Nesta dissertação pretende-se estudar a influência da não saturação de solos compactados no comportamento mecânico das camadas de aterro, nomeadamente de infraestruturas de transportes. Os aterros são normalmente construídos através de camadas de solo compactado em condições não saturadas, cujo comportamento mecânico varia ao longo da sua extensão apesar de serem aplicadas as mesmas forças de compactação. Para tal podem ser identificadas várias explicações de forma a justificar o comportamento mecânico da camada como o tipo de solo, as alterações das condições de estado, ou seja, do índice de vazios e do teor em água. Estas variações ao longo das camadas dão origem a diferentes forças de sucção entre as partículas do solo condicionando, originando assim variações no comportamento mecânico das camadas de aterro. O estudo conduzido no presente trabalho tem por base os resultados de ensaios in-situ realizados num aterro experimental, onde foram executadas camadas de aterro com diferentes teores em água. A partir da caracterização do comportamento mecânico e das condições de estado avalia-se a influência da não saturação das camadas. Este estudo é complementado com uma campanha de ensaios de laboratório onde se avalia a influência das condições de estado, nomeadamente o teor em água e o índice de vazios, nas forças de sucção, que estão diretamente relacionadas com o comportamento mecânico do solo compactado.

No âmbito da dissertação apresentada à Universidade da Madeira para cumprimento dos requisitos necessários à obtenção do grau de Mestre em Engenharia Civil, foi desenvolvida uma pesquisa na área da Segurança Contra Incêndio em Edifícios, abreviadamente designada por SCIE, desde 1951 a 2008 e a sua aplicação como especialidade da Engenharia, designadamente ao nível da fenomenologia da combustão, no que concerne à evolução histórica dos organismos, legislação, normas técnicas e factos históricos marcantes ao nível socioeconómico. Foi feita uma abordagem às normas europeias e à sua transcrição para as normas portuguesas devido ao factor político com a entrada de Portugal na C.E.E. em 1986. Neste sentido, este trabalho pretende dar a conhecer a evolução da SCIE em Portugal e exemplifica a sua aplicação como especialidade obrigatória para o licenciamento de qualquer edifício, independentemente da sua Utilização-Tipo à excepção dos estabelecimentos prisionais, instalações das forças armadas, espaços destinados ao armazenamento de explosivos e pirotecnia. O estudo de caso escolhido foi de um edifício de utilização mista da 4ª Categoria de Risco. Identificaram-se as diferenças entre a legislação anterior e o novo Diploma, a evolução histórica e as medidas a implementar no estudo de caso, apresentado no (anexo II), de acordo com o novo quadro legislativo.

Nas últimas três décadas do século XIX, dado o estado de abatimento sentido no país, Eça de Queiroz, plenamente integrado no ambiente buliçoso e efervescente da sua geração, compara a situação de Portugal com a da Grécia, países que considera caóticos, dadas as políticas de rotina e sem imaginação que não conduzem o país ao desenvolvimento e ao progresso. De facto, Portugal não consegue acompanhar o ritmo dos outros países europeus e obriga os portugueses a emigrar. A principal característica da sua escrita é a ironia, aproximando-se da posição socrática, uma arma de intervenção intelectual, de cariz ético, vinculadora e libertadora, que lhe permite intervir e depurar problemas do seu tempo, procurando construir um Portugal como entendia que deveria ser. Durante o percurso de vida que permeia a publicação de As Farpas e de Uma Campanha Alegre, e na correspondência e a obra literária, Eça de Queiroz questiona o “sonho americano”, que muitos portugueses quiseram experimentar, e o brasileiro, no âmbito de uma vasta crítica à sociedade burguesa. A defesa da mudança do rumo da emigração portuguesa da América do Norte para o Brasil prende-se com a relação de ilusão/desilusão que marca a sua experiência consular em Havana e as viagens que faz. O pensamento do escritor e cônsul evolui para o entendimento da emigração, como a arte, é considerada uma das forças civilizadoras da humanidade. Muitas da suas personagens circulam entre o Velho e Novo Mundo, têm um pé dentro e outro fora do país, migram pelas mais variadas razões, fazendo retratos nas suas obras das suas movimentações, construindo uma estética sobre o país que se baseia na ética dos valores humanos que possui e na experiência que adquiriu.

O presente relatório evidencia duas partes do nosso trabalho; uma primeira sobre o estágio onde registamos todas as atividades desenvolvidas durante o decorrer do mesmo no Gabinete do Ensino Superior (GES) da Região Autónoma da Madeira (RAM) e na qual utilizamos a investigação-ação como metodologia recorrente, reflexiva e autocrítica. A segunda parte debruça-se sobre o estudo de investigação empírica, cujo objetivo era avaliar a importância de prosseguir os estudos para o nível de ensino superior. Neste sentido, realizámos o estágio no GES com o intuito de perceber o papel da administração e liderança deste Gabinete na valorização deste ensino, ganhando uma experiência prática de liderança educacional. Este relatório de estágio está inserido no âmbito do Mestrado em Administração Educacional (AE) da Universidade da Madeira (UMa). No decorrer do estágio, o Diretor do GES partilhou a sua liderança e exemplificou o seu quotidiano, fazendo perceber quais são os problemas mais frequentes com que tem de lidar, e qual a sua relação com os técnicos superiores, restante equipa e comunidade educativa. Através das técnicas de investigação, investigação-ação e observação utilizadas durante o estágio, percebemos o que é realmente liderar, consolidando assim toda a teoria aprendida com uma realidade prática, onde pudemos verificar que o líder “ideal” é o que combina a gestão com a liderança. Realizamos um estudo de investigação empírica de interesse para o GES onde se pretendeu saber quais são as motivações dos estudantes de 12º ano em prosseguirem os seus estudos para o ensino superior, para que desta forma fosse possível identificar o nível de motivação dos jovens, podendo assim tirar conclusões e encontrar possíveis soluções. Este estudo surgiu com base nas dúvidas e incertezas inerentes à nossa sociedade devido à conjuntura económica atual que questiona o prosseguimento ou não dos estudos para o ensino superior. A metodologia utilizada foi a qualitativa e a quantitativa, tratando-se de uma metodologia mista porque baseamo-nos na recolha de dados através de seis entrevistas realizadas a diretoras de turma de (9º e 12º ano) e 58 questionários implementados, bem como de pesquisas bibliográficas, documentais e legislativas. Concluímos que o Diretor do GES é um líder democrático pois toma a atitude de projetar e concretizar as atividades que têm de ser desenvolvidas, tendo sempre em atenção problemas e necessidades que surgem no grupo. Relativamente ao estudo de investigação empírica algumas das soluções encontradas para que a motivação de prosseguir os estudos continue e aumente passa por criar perspetivas de futuro mais positivas, haver mais oferta de cursos na nossa Universidade da Madeira e também mais emprego. Trabalhar esta motivação depende sobretudo das forças políticas, das famílias e dos professores. Assim, entendemos que os professores são líderes porque têm o papel de motivar os estudantes. Concluímos que a maioria dos estudantes do ensino secundário inquiridos estão motivados em ingressar no ensino superior, sobretudo pela motivação de obterem melhores condições de vida. Os que não se encontram motivados justificam que não o estão sobretudo pela atual condição do país. Todas as entrevistadas e a maioria dos inquiridos concordam que, e tal como a nossa revisão de literatura revela, estudar no ensino superior ainda compensa.

This work has as its main purpose to investigate the contribution of supply chain management in order to obtain competitive advantage by companies from the textile industry and from Ceará footwear industry, focusing its analysis mainly in the interorganizational relations (dyadic). For this, the theoretical referential contemplates different explanatory streams of the competitive advantage, detaching the relational perception of the resources theory, as well as, the main presuppositions of the supply chain management which culminates with the development of an analysis sample that runs the empirical study; the one which considers an expanded purpose of the supply chain which includes the government and the abetment institutions as institutional environment representatives. Besides supply chain management consideration as a competitive advantage source, the work also tried to identify other possible competitive advantage sources for the companies of the investigated sectors. It represents a study of multiple interpretive cases, having four cases as a total; meaning two cases in each one of the sectors, which used as a primary data collecting instrument a semi-structured interview schedule. Different methods were used for the data analysis, the content analysis and the constant comparison methods, the analytical procedure originated from the grounded theory research strategy, which were applied the Atlas/ti software recourse. Considering the theoretical referential and the used analysis sample, four basic categories of the work were defined, including its respective proprieties and dimensions: (1) characteristics concerning to the relationship with the supplier; (2) the company relations with the government; (3) the company relations with the abetment institutions and; (4) obtaining sources of competitive advantage. In general, the applied research in the footwear sector revealed that in the relationships of the researched companies related to its suppliers, there is a predominance of the partnership system and the main presuppositions of the supply chain management are applied which contributes for the acquisition of the relational competitive advantage; while in the textile sector, only some of these presuppositions are applied, with little contribution for the relational competitive advantage. The main resource which was accessed by the companies in both sectors through its relationships with the government and the abetment institutions are the tax incentives which, for the footwear companies, contribute for the acquisition of the temporary competitive advantage in relation to the contestants who do not own productive installations in the Northeast region, it also conducts to a competitive parity situation in relation to the contestants who own productive installations in the Northeast region and to the external market contestants; while for the companies of the textile sector, the tax incentives run the companies to a competitive parity situation in relation to its contestants. Furthermore, the investigated companies from the two sectors possess acquisition sources of the competitive advantage which collimate with different explanatory streams (industrial analysis, resources theory, Austrian school and the dynamic capabilities theory), although there is a predominance of the product innovation as a competitive advantage source in both sectors, due to the bond of these with the fashion tendencies

Some authors have shown the need of understanding the technological structuring process in contemporary firms. From this perspective, the software industry is a very important element because it provides products and services directly to many organizations from many fields. In this case, the Brazilian software industry has some peculiarities that distinguish it from other industries located in developed countries, which makes its understanding even more relevant. There is evidence that local firms take different strategies and structural configurations to enter into a market naturally dominated by large multinational firms. Therefore, this study aims to understand not only the structural configurations assumed by domestic firms but also the dynamic and the process that lead to these different configurations. To do so, this PhD dissertation investigates the institutional environment, its entities and the isomorphic movements, by employing an exploratory, descriptive and explanatory multiple cases study. Eight software development companies from the Recife's information technology Cluster were visited. Also, a form was applied and an interview with one of the main firm s professional was conducted. Although the study is predominantly qualitative, part of the data was analyzed through charts and graphs, providing a companies and environment overview that was very useful to analysis done through the interviews interpretation. As a result, it was realized that companies are structured around hybrids business models from two ideal types of software development companies, which are: software factory and technology-based company. Regarding the development process, it was found that there is a balanced distribution between the traditional and agile development paradigm. Among the traditional methodologies, the Rational Unified Process (RUP) is predominant. The Scrum is the most used methodology among the organizations based on the Agile Manifesto's principles. Regarding the structuring process, each institutional entity acts in such way that generates different isomorphic pressure. Emphasis was given to entities such as customers, research agencies, clusters, market-leading businesses, public universities, incubators, software industry organizations, technology vendors, development tool suppliers and manager s school and background because they relate themselves in a close way with the software firms. About this relationship, a dual and bilateral influence was found. Finally, the structuring level of the organizational field has been also identified as low, which gives a chance to organizational actors of acting independently

The inclusion of local suppliers in production chains has considerable impact on its performance, but most notably in its main actors. The results of this process may be of different kinds and can be analyzed from economic or institutional approaches. This study aimed to verify the existence of different performances of Petrobras due to the inclusion of local suppliers in the oil and gas production chain in the state of Rio Grande do Norte, from the viewpoints of transaction costs and the Institutional Theory. In order to this, were made the characterization of the PROMINP, the description of its actions and results, the mapping of its institutional context of reference, and identification of results obtained by Petrobras in terms of transaction costs and legitimacy. The theoretical framework is based on authors dealing with industrial concentration, as like Marshall, Krugman, Porter and Schmitz, from the sociological perspective of neoinstitucional theory, as like DiMaggio and Powell and Scott and Meyer, and transaction costs, as like Williamson. This is a qualitative research, with data collection done by consulting secondary fonts and semi-structured interviews with nineteen actors of three groups, namely: actors involved in actions of the program, representatives of enterprises and representative of Petrobras. To analyze the content was used the Suchman s model (1995) for categories associated with strategies of legitimation and fourteen variables associated with the three variables assets specificity, bounded rationality and opportunism (Williamson, 1995, 1989) in the case of transaction costs. The results indicate that PROMINP has achieved its objectives by encouraging the increased participation of local companies in the oil and gas production chain, reflecting in the economic development of the state. The Redepetro/RN, fostered and built upon the interaction of the participants, is presented as a solution of continuity to the participation of enterprises in the chain, after the closure of the actions of the program. PROMINP demands responses to coercive, legislative and regulatory pressures of the organizational field, whose institutional context of reference is wide. From the point of view of legitimacy, through strategies to gain cognitive legitimacy and maintaining pragmatic legitimacy, Petrobras can manipulate the environment, ensuring the compliance of the constituents to their technical and institutional demands. Enterprises, in turn, respond to the demands through compliance with technical demands, mainly through the certification of processes, and cultural changes. There aren t clear gains related to the transaction costs, however, gains in legitimacy can be seen as a cumulative capital that can serve as a competitive differential that generates economic gains. In terms of theoretical findings, it was found that, due to its explanatory power for actions that are difficult to explain only in economic terms, Institutional Theory may be used as theoretical support concurrent with other theories. TCE model has limitations in explaining the program actions. In the case, it s emphasized that Petrobras doesn t seek only economic efficiency, but has in its mission the commitment to social development.

This study aimed to understand the relations inside the organizational Structuring of the shrimp Field - the shrimp agribusiness placed in Rio Grande do Norte State and the strategies adopted by its players. In order to achieve that, semi-structured interviews were conducted with samples of various organizations that act in the field, like cooperatives, associations, enterprises of different links in the chain, universities and state agencies. The interviews built up a large collection of secondary data. As expected, it was found that Field and strategies are related in a recursive way: the configuration of the field, a result from his own biography, has decisively influenced the strategies adopted by its actors, who, as evolved, eventually caused further changes in the Field and outlines the plot of this area of interaction. It was found, for example, that after thirty-five years of its genesis, the Field of shrimp RN still has a low level of institutionalization, which helps to understand the difficulty of its actors in establish strategies based on partnerships and cooperation; Those actions are so necessary to alleviate the effects of the crisis that devastated the industry since 2004. It was noticed, however, that this level of institutionalization is a result, beside other factors, the very strategies that field actors are embracing along its trajectory. Thus, this study hopes to have contributed both to the necessary revival of the agency to institutional phenomenon, cited by Oliver (1991), and to meet the need for more contextualized approaches to organizational strategies (MINTZBERG, 1987; CLEGG, 2004; WHITTINGTON, 2004; 2006; SARAIVA and CARRIERI, 2007). It is an exploratory study that needs further investigation in order to get deep in this research. In this sense, others methodologies and theoretical perspectives need to be used, especially those relating to the seizure of the disputes and discursive aspects of power, as salient in the field investigated. Moreover, in terms of "practical actions", it is suggested that, as soon as possible, the main actors of the field (cooperatives, companies, and state entities in class) can be able of agglutinate efforts to support the shrimp field in RN State and make sustainable actions, which can promote the development of activity in a global view. On the apse of shrimp activities everybody wanted to be the "father of the child," Now, someone has to "stay in the goal."

The present study regards an applied social research (qualitative) performed in two institutions which lead children s cancer treatment in Natal, Rio Grande do Norte. The main goal of this study is, as of a literature review at works which characterizes the first generations of study about substantive rationality, to detect Decision Making process related aspects that may serve as a basis to elaborate analysis categories from decision making process, aggregating them into a new study that may provide an advance to the theme in administrative science. The academic works based on the analysis model created by Mauricio Serva served as a basis to deep research into such theme, which verifies the predominant rationality in eleven administrative internal processes in productive organizations. This dissertation intends to go beyond the identification of the predominant rationality by elaborating new categories of analysis, and making possible the continuity of the subject in administrative science. Based on Guerreiro Ramos s work, which sees a kind of ideal organization, as known as isonomies, this study still calls upon Karl Polanyi s thoughts, which with the objective of comprehending the independent economic phenomenon of the value that allows considering non-market economies, find that the economy of the men is submerged in his social relations; it also rescues the studies from Max Weber who investigates the meaning of social action to better understand the rationality, and refers to the study of Jürgen Habermas, who proposes a broader conception about rationality, within the theory of communicative action. As a result of this theme s review, seven analysis categories of the decision making process have been formulated. They were applied in the institutions that had been chosen and helped to detect the type of predominant rationality in the categories of the decision making process. The results confirm that, although the decisions making process involves rational elements, such as information, identification of alternatives, there are also specific values of each individual with his experience and view oh the world, permeated not only by instrumental rationality, but also by substantive rationality. The study has verified that two similar institutions may show different types of rationality in the decision making process, when decision factors may tend to instrumental rationality, according to administration classic way, as well as they may emerge from substantive rationality, thus contributing to the process of emancipation of the human being in his sphere of work

The Federal Institution for Education, Science and Technology, in its historical path, has been living different changes. The transformations occurred along the way have been determined by coercive forces from the institutional environment, which has became more and more broad and complex throughout the time, obtaining diverse characteristics and new elements such as non institutional factors1 which started to contribute with the other changes. In this context, this work aims to study the isomorphic practices of the managers in the institutional changes process of the IFRN in 1998 and 2008, as of a theoretical coevolutionary perspective (CHILD; RODRIGUES; LEWIN; CARROL; VOLBERDA, 2003). This theory brings a new point of view for the organization analysis to the organizational studies, since it offers a non deterministic and non linear lection of the evolution process, which means, a coevolution. Thus, the organizations and their institutional and non institutional environment auto evolve, auto organize and auto reproduce. Therefore, the institutional and non institutional factors of the macro environment keep a continuous interdependence relationship with the organizations. For the means of this study, it is important to understand that is impossible to comprehend the object, the isomorphic practices, without considering that the previous institutional changes and its evolutions, its continuations and discontinuations, important in the coevolution process. As such, to call upon the institutional historical track is a fundamental aspect to materialize this study, for the recursive movement is indeed present in the coevolution. Another important point to make this research effective is that it is not possible to abdicate from the hologramatic view2 of this study, which considers the object, the isomorphic practices, part of the whole and this whole is also in the parts, therefore it is impossible to comprehend the object of study outside the context where it belongs. With this, as of the objective previously proposed, it is necessary to describe the characteristics of coevolution of the institutional changes related in 1998 and 2008; analyze the dynamic of the isomorphic mechanisms in its respective institutional change process; and describe the lessons learned which the isomorphic practices left to the IFRN, regarding its benefits and difficulties. All these transformations happened through coercive forces3 of the institutional environment. As of the Nineties, these forces became stronger, the environment became broader and more complex, with the emergency of new environmental factors. This study proposed to study the managing process and its practices, related to the micro environment, although it is required to articulate these actions, the demands and requirements from the macro environment. To make this research effective, semi structured interviews have been conducted with the managers who participated in both institutional change processes. In the results analysis, it has been possible to verify the particularity of each change, the one from 1998 with a strong normative action of the managers against coercive forces from the government for the search of recognition and the institutional legitimation and the one in 2008, which has been characterized by the normative action by managers in agreement with the coercive forces from the government, in favor of the government policy for the technological professional education. However, the results analysis it is possible to notice the evidence of a belonging feeling from the interviewed managers

The necessity of the insertion of the capital of Rio Grande do Norte in the world-wide commercial scene and its claim as the seat of political power, in ends of nineteenth and beginning of twentieth century, determined the direction of urban interventions undertaken by government to restructure the city. In that matter, there were several actions of improvements and embellishment in Natal, which had, as a starting point, the adequacy works of the port, located in the Ribeira quarter, with the aim of ending the physical isolation that reinforced its economic stagnation. Besides the problems faced in the opening bar of the Potengi River, and would complement the required improvements, other barriers demonstrate the tension established between the physic-geographic field and the man: the flooded and slope which connected Cidade Alta and Ribeira the first two quarters of the city.The execution of these works demanded knowledge whose domain and application it was for engineering. But, how the actions done for the engineers, in sense to transform natural areas into constructed spaces made possible the intentional conformation of the quarter of the Ribeira in a commercial and politician-administrative center, in the middle of the XIX century and beginning of the XX? Understand, therefore, the employment effects of technology on the physical-geographical Ribeira, is the objective of this work that uses theoretical and methodological procedures of Urban Environmental History, by analyzing the relationship between the environment and the man, mediated by knowledge and use of technologies. The documental research was used, as primary sources, the Messages of the Provincial Assembly Government that later became the Legislative Assembly of Rio Grande do Norte reports and articles on specialized publications, in addition to local newspapers. The work is structured in five chapters. First, some comments about Urban Environmental History (Chapter 1) supplemented with analysis of the conceptual construction of nature in the Contemporary Era and its application in the city (chapter 02), the following chapters (03 and 04) deal with the rise of engineers as a active group in the Brazilian government frameworks and their vision about the nature inside the urban environment and it is studied how the professional technicians dealt with the improvement work of the harbor and in the shock with the natural forces. Other works that would complement this "project" of modernization and had had natural obstacles to be removed the Ribeira flood and slope constitute the subject of the fifth chapter. Finally, some final considerations retake the initial discussions aiming an association between the technique and the nature as junction elements inside the process of constitution of a Modern Natal
