Discurso e identidade feminina na m��dia impressa: a evolu����o da mulher no mercado de trabalho

The female identity in relation to the multiplicity of roles of contemporary women and their evolution in the labor market is the focus of the work that is developed from studies of French line Discourse Analysis refered to Michel P��cheux and Michel Foucault. The objective is to reflect on the discursive mechanisms of print media, focusing on Veja magazines covers, which, by its verbal and visual language, constructs meaning effects and disseminates certain social thruths about the female changes. Considering that this media aspect plays an important role on society's opinion formation, it is worth to investigate, analyse and describe the elements present on the covers, as seduction and persuasion objects. The work analysis material is formed by six covers published by Veja magazine in the period of 1968-2012, which raise the theme of women in the labor market and show us their evolution and the changes in the representations about the female universe and the work in society

Políticas públicas em educa����o ambiental no contexto da Confer��ncia Nacional de Educa����o - CONAE 2010

n this paper I pose some questions that I systematized after taking part in a colloquium proposed by the National Conference on Education (CONAE 2010) to discuss the theme ���Environmental Education and Curriculum Contextualization���. Regarding public environmental education policies, I try to indicate some perspectives that are both coherent with what Brazilian educators and environmentalists have been proposing and considered necessary for the consolidation of an Articulated National Education System. I present a synthesis of the environmental education proposals systematized in the CONAE Reference Document, which was designed as a guide to state and local conferences. I make an effort to carry out a preliminary analysis of both the process and the content of the public environmental education proposals systematized in the Essential Documents (Volumes I and II), Thematic Plenary Meeting Documents, and Final Document. Furthermore, I try to present a short synthesis of the prevailing tendencies of educational policies in Brazil in the last decades, pointing out the meaning and need of social activism for the construction of public policies for education, in general, and for environmental education, specifically.

Políticas públicas municipais de apoio a atividades econ��micas em assentamentos rurais: uma an��lise em quatro munic��pios paulistas

This paper reports a master research that aimed to analyze the patterns of institutional relationships between local officials and communities of agrarian reform settlements in four counties of the State of S��o Paulo ��� Apia��, Iaras, Promiss��o and Mirante do Paranapanema ��� particularly with regard to the types of support offered by the first to the economic activities in the settlements. In terms of methodology, we conducted a qualitative, exploratory and descriptive research, outlined in the format of multiple case study. Having like data sources the local officials responsible for institutional relations with the agrarian reform settlements, technicians agents of agencys linkeds to the land question, as INCRA and ITESP, and settled in leadership positions in rural settlements, we sought to evaluate the intensity, the types and quality of the (possible or actual) support offered by municipalities to economic activities inside the settlements. We sought to evaluate the results from theoretical lens formed around the notions of local development and the significance assumed by settlements in different locations. The results showed a fairly heterogeneous and, often, disparate in particular circumstances. It was evident, from the information collected, that a positive action of the municipal government in supporting the economic activities of the settlements is essential for the release of social energy based in settlements, enabling the realization of the "amalgam of possibilities" constructed from the implementation of rural settlements.

Subsistemas, comunidades e redes para a an��lise da participa����o no processo de políticas públicas

In recent literature, the concept of policy subsystem has occupied a central place in many theoretical models, it is considered prime unit of analysis in recent approaches to the policy process. Subject of intense theoretical discussion, when compared to related concepts such as policy communities, policy networks and policy issues, these concepts can contribute to the analysis of political participation process, characteristic of democratic governments. This present study aims to present a critical review of the literature on subsystems, policy issues, policy networks and policy communities, as well as discuss these concepts emphasizing the participatory potential of the actors who make up these spaces, seeking to contribute to the dialogue of studies in public policy and participation policy in Brazil.

Sistemas de informa����o governamental para monitoramento e avalia����o das políticas públicas: quadro de desafios e perspectivas de avan��os

Governament organizations has as challenge for their governance the requirement ro improve evaluation system that measure the acting of their mediations and profefer for society informations about achievements. The text analyze the challenges and advances of evaluation tools for produce guidelines that could be inserted at context of decision-making from public agents. Thereunto informations must be reliable and real-time, creating vectors of haste for modernization of informational capacity of State as a whole.

Políticas públicas municipais de sa��de: fortalecendo a democracia em pequenos munic��pios brasileiros

This article presents the endeavors of health municipal teams in building services that meet citizens��� demands, in a small municipality from a less developed area of the state of S��o Paulo. Beyond health services practice characterization and organization, our study assesses the challenges and advances in the implementation of public, health policies in Brazil. In this way it is possible to perceive how the family health strategy needs to overcome impasses in the service work processes, as well as more dynamic local and regional relations to provide comprehensive care to citizens. Health care exemplifies how, in democracy building, municipal action is indispensable to strengthen the effectiveness of public actions.

Globaliza����o e reconfigura����es do mercado de trabalho em Portugal e no Brasil

The article discusses the processes of transformation that are underway in the contexts of Portuguese and Brazilian labor markets. Starting with a reflection on globalization and some of its impacts - resulting from technological changes and the introduction of new information technologies, accompanied by an economic policy that favors deregulation and flexibility of labor relations -, it analyses some trends regarding precarious employment in both countries. The discussion is grounded on the assumption that job precariousness, which currently affects all age and professional groups, is not anymore a mere cyclical and peripheral phenomenon.

Estudos em políticas públicas: cidadania, desenvolvimento e controle social

Os 13 artigos reunidos neste livro foram primeiramente apresentados em encontro internacional sobre participa����o, democracia e políticas públicas na Am��rica Latina, realizado em 2013 na Faculdade de Ci��ncias e Letras da Unesp. Para os organizadores da obra discutir o tema, principalmente no que concerne �� transpar��ncia dos sistemas de gest��o, �� extrema import��ncia para apontar dire����es para uma renova����o pol��tica, articula����es sociais e desenvolvimento socioterritorial. Eles explicam que a an��lise de marcos legais, fragilidades institucionais e pr��tica autorit��rias permitem enxergar o seu contr��rio e, com isso, aprimorar a pr��tica de políticas públicas voltadas ao desenvolvimento de um pa��s sustentado na democracia e na cidadania ativa. O livro �� divido em quatro eixos tem��ticos. O inicial apresenta artigos que analisam a cidadania relacionada �� sa��de, g��nero, preven����o ao abuso sexual e juventude. Abarca temas como o Sistema ��nico de Sa��de, os movimentos e grupos feministas e abuso sexual. O seguinte destaca temas ligados �� educa����o, tamb��m relacionados �� cidadania, como o financiamento da educa����o e a educa����o em pres��dios paulistas. Desenvolvimento e combate ��s desigualdades sociais norteiam os estudos da terceira parte. S��o tr��s artigos que tratam da complexidade da produ����o de políticas baseadas no di��logo entre pares institucionais, como representantes de governos e sociedade civil. O cap��tulo final �� dedicado ao tema controle social e aperfei��oamento da democracia. Os artigos abordam a quest��o do monitoramento das políticas e investimentos p��blicos por parte da sociedade civil.

Starting from the theoretical contributions of Michel Foucault and from a critical appraisal of the Declaration of Universal Human Rights and the 1988 Brazilian Constitution, this article maps the constitution of labor as a dimension that goes from social right to health device. In our analysis we find that labor as a social right and health device has a subjective protagonism and has social and economic aspects contemplated by documents. However in defining and orienting ways of being of individuals that work delivered speeches that fall in and control, hindering the openness of workers for movements of creation expansion of life and work in its positivity of experimentations. We conclude that is not enough to recognize labor as a social right, indicate its role as a health strategy or direct political efforts without problematizing not ���what kind of work��� can be supportive in a more creative construction of its own work and health.

Educa����o e políticas públicas para o idoso

The ���Estatuto do Idoso��� (senior citizen statute), Brazilian federal law promulgated in 2003, defines senior citizen as the person with 60 years old, or more. Revered as a landmark recognition of the senior��s rights, it guarantees, among others, the right of education. According to the statutory provisions, the education is personal right of the elderly person and must be assured with absolute priority by the State, the family, the society, as well by entities. However, in practice, just few senior citizens enjoy the right of education, since this policy has not been developed with focus in the old age, since educational practices are aimed, in most cases, to the younger age groups. Nevertheless, some initiatives seek to invest in the education for the elderly, like happens with the University of the Third Age (U3A). Although this kind of initiatives have been reason of celebration such projects should be enforced and consolidated as an object of better political investment to enlarge the access to the education right to the senior citizens in general. Due to the visibility achieved by the senior population, a possible way to the establishment of services in the area of education, would be the formation of partnerships between educational institutions that understand old age as a potential expansion of cultural goods and production of knowledge.
