The solid state structure of a new seven-membered sugar oxepane derivative, namely, p-bromo phenyl 4,5,7-tri-O-benzyl-beta-D-glycero-D-talo-septanoside is discussed, as determined through single crystal X-ray structural determination and in relation to their conformational features. The molecule adopts twist-chair as the preferred conformation, with conformational descriptor (TC2,3)-T-0,1. The solid state packing of molecules is governed by a rich network of non-covalent bonding originating from O-H center dot center dot center dot O, C-H center dot center dot center dot pi, C-H center dot center dot center dot Br and aromatic pi center dot center dot center dot pi interactions that stabilize the packing of molecules in the crystal. This letter presents an accurate steady-state phasor model for a doubly fed induction machine. The drawback of existing steady-state phasor model is discussed. In particular, the inconsistency of existing equivalent model with respect to reactive power flows when operated at supersynchronous speeds is highlighted. Relevant mathematical basis for the proposed model is presented and its validity is illustrated on a 2-MW doubly fed induction machine.

In response to a growing body of research on projected climate change impacts to Washington State’s coastal areas, the Washington State Department of Natural Resources’ (DNR) Aquatic Resources Program (the Program) initiated a climate change preparedness effort in 2009 via the development of a Climate Change Adaptation Strategy (the Strategy)i. The Strategy answers the question “What are the next steps that the Program can take to begin preparing for and adapting to climate change impacts in Washington’s coastal areas?” by considering how projected climate change impacts may effect: (1) Washington’s state-owned aquatic landsii, (2) the Program’s management activities, and (3) DNR’s statutorily established guidelines for managing Washington’s state-owned aquatic lands for the benefit of the public. The Program manages Washington’s state-owned aquatic lands according to the guidelines set forth in Revised Code of Washington 79-105-030, which stipulates that DNR must manage state-owned aquatic lands in a manner which provides a balance of the following public benefits: (1) Encouraging direct public uses and access; (2) Fostering water-dependent uses; (3) Ensuring environmental protection; (4) Utilizing renewable resources. (RCW 79-105-030) The law also stipulates that generating revenue in a manner consistent with these four benefits is a public benefit (RCW 79-105-030). Many of the next steps identified in the Strategy build off of recommendations provided by earlier climate change preparation and adaptation efforts in Washington State, most notably those provided by the Preparation and Adaptation Working Group, which were convened by Washington State Executive Order 70-02 in 2007, and those made in the Washington Climate Change Impacts Assessment (Climate Impacts Group, 2009). The Lake Elsinore quadrangle covers about 250 square miles and includes parts of the southwest margin of the Perris Block, the Elsinore trough, the southeastern end of the Santa Ana Mountains, and the Elsinore Mountains.

The oldest rocks consist of an assemblage of metamorphics of igneous effusive and sedimentary origin, probably, for the most part, of Triassic age. They are intruded by diorite and various hypabyssal rocks, then in turn by granitic rocks, which occupy over 40 percent of the area. Following this last igneous activity of probable Lower Cretaceous age, an extended period of sedimentation started with the deposition of the marine Upper Cretaceous Chico formation and continued during the Paloecene under alternating marine and continental conditions on the margins of the blocks. A marine regression towards the north, during the Neocene, accounts for the younger Tertiary strata in the region under consideration.

Outpouring of basalts to the southeast indicates that igneous activity was resumed toward the close of the Tertiary. The fault zone, which characterizes the Elsinor trough, marks one of the major tectonic lines of southem California. It separates the upthrown and tilted block of the Santa Ana Mountains to the south from the Perris Block to the north.

Most of the faults are normal in type and nearly parallel to the general trend of the trough, or intersect each other at an acute angle. Vertical displacements generally exceed the horizontal ones and several periods of activity are recognized.

Tilting of Tertiary and older Quaternary sediments in the trough have produced broad synclinal structures which have been modified by subsequent faulting.

Five old surfaces of erosion are exposed on the highlands.

The mineral resources of the region are mainly high-grade clay deposits and mineral waters.

To investigate the possibility that oil and gas platforms may reduce recruitment of rockfishes (Sebastes spp.) to natural habitat, we simulated drift pathways termed “trajectories” in our model) from an existing oil platform to nearshore habitat using current measurements from high-frequency (HF) radars. The trajectories originated at Platform Irene, located west of Point Conception, California, during two recruiting seasons for bocaccio (Sebastes paucispinis): May through August, 1999 and 2002. Given that pelagic juvenile bocaccio dwell near the surface, the trajectories estimate transport to habitat. We assumed that appropriate shallow water juvenile habitat exists inshore of the 50-m isobath. Results from 1999 indicated that 10% of the trajectories represent transport to habitat, whereas 76% represent transport across the offshore boundary. For 2002, 24% represent transport to habitat, and 69% represent transport across the offshore boundary. Remaining trajectories (14% and 7% for 1999 and 2002, respectively) exited the coverage area either northward or southward along isobaths. Deployments of actual drifters (with 1-m drogues) from a previous multiyear study provided measurements originating near Platform Irene from May through August. All but a few of the drifters moved offshore, as was also shown with the HF radar-derived trajectories. These results indicate that most juvenile bocaccio settling on the platform would otherwise have been transported offshore and perished in the absence of a platform. However, these results do not account for the swimming behavior of juvenile bocaccio, about which little is known.

A Constituição federal e a Lei 8.142/90 definem a participação da comunidade como condição necessária para o funcionamento do Sistema Único de Saúde (SUS). Tal definição constitucional surge no processo de l uta pela democratização do país e pela universalização dos direitos sociais, entre eles, o direito à saúde. Todavia, esse processo de democratização tem significado mais a adoção de procedimentos democráticos para organização do sistema político do que uma efetiva democratização das relações sociais pautadas pelos valores democráticos de igualdade e justiça social. No Brasil, a relação entre Estado e sociedade tem sido mediada por uma cultura política marcada pelo autoritarismo, patrimonialismo, clientelismo e o favor. Com o processo de democratização, na década de 1980, emergem elementos de uma nova cultura política adjetivada como democrática orientada pelos valores da autonomia, igualdade, solidariedade e justiça que passa a coexistir com a velha cultura. O objetivo geral deste estudo é analisar as práticas de participação presentes no Conselho Municipal de Saúde (CMS) de Fortaleza, no período de 1997-2005, e sua relação com a cultura política local. Para tanto partiu-se do principal pressuposto teórico: as práticas de participação exercidas nos conselhos de saúde inauguram uma nova institucionalidade que inclui novos sujeitos sociais os usuários na esfera pública, com as quais o processo de democratização amplia essa esfera, criando visibilidade para identificar o confronto entre a cultura política tradicional e a cultura política democrática. As técnicas de pesquisa utilizadas foram: a análise documental, a observação participante e a entrevista semiestruturada. A partir das diferentes evidências observadas no material empírico, identificou -se na análise dos dados a predominância da cultura política tradicional do autoritarismo e cooptação nas relações entre o poder público municipal e os representantes da sociedade civil ; e entre os conselheiros a tensão se manifestava na não-observância dos procedimentos democráticos, como eleições periódicas, respeito à lei e ao regimento que regula o funcionamento do CMS e no encaminhamento dos conflitos e disputas políticas. Quanto às práticas de participação, manifestaram-se de forma contraditória e dialética em ações caracterizadas pela crítica, denúncia, reivindicação, com poucas ações propositivas e na maioria das vezes tendo seu poder deliberativo desconsiderado pelo gestor. A condução política do conselho muitas vezes foi questionada, ocasionando crises de hegemonia e gerando conflitos e disputas pelo poder. A partir da análise desses conflitos e disputas políticas entre os grupos no interior do Conselho, tornou-se possível realizar uma leitura metódica acerca do confronto entre a cultura política tradicional e a democrática no CMS, constatando-se a predominância da primeira sobre a segunda. Por fim verificou-se o protagonismo do Ministério Público na resolução dos conflitos, em detrimento da força do melhor argumento. Em que pese a recorrente tutela do Ministério Público, foi pavimentado um caminho de resistências, ainda que minoritárias , contra a cultura política tradicional , cujas práticas de participação apresentam elementos constituintes para a sua transformação.

The California fishery for red sea urchins, Strongylocentrotus franciscanus, has undergone explosive growth in recent years and is approaching full exploitation. Thus, there is considerable interest in enhancing stocks to maintain a high rate of landings. Fishable stocks of red sea urchins in different areas appear to be limited at three stages in their life history: By the availability of larvae, by the survival of newly settled to mid-sized animals, and by the food available to support growth and reproduction of larger animals. Here I review other efforts, notably the extensive Japanese work, to enhance fishable stocks of benthic marine invertebrates, and consider the potential options for red sea urchins at different points of limitation. These include collecting or culturing seed for outplanting, physical habitat improvement measures, improving the food supply, and conservation measures to protect existing stocks until alternate methods are proven and in place. The options are compared in terms of biological feasibility, capital and labor requirements, and potential implications for change in the structure of the fishing industry.

EXTRACT (SEE PDF FOR FULL ABSTRACT): The suppression of primary productivity observed in eastern boundary ecosystems of the Pacific during El Nino episodes does not occur throughout the Gulf of California. On the contrary, analysis of the modern siliceous phytoplankton record from annually layered sediments and compilation of available primary productivity measurements indicate that production is significantly increased in the central Gulf during El Nino years compared to anti-El Nino years. Integrated observations of biological and physical variability during the spring of 1983, under the influence of the strong El Nino, show that very high primary productivity occurred along the eastern margin of the central Gulf. This resulted from the upwelling of a nutrient rich source provided by the locally formed Gulf water mass originating in the northern Gulf. Lower productivity and phytoplankton biomass were associated with the anomalous penetration of Tropical Surface Water along the western side of the Gulf.
