This book provides a study of the war by Liberation Tigers of Tamil Eelam (LTTE) to create a separate state in Sri Lanka. It examines the ways in which this war should, in principle, have invoked ‘Responsibility to Protect’ principles, as well as the political, legal and practical problems involved and, ultimately, why the international community failed to act.

Over the years there have been several events, including those in Rwanda, Sierra Leone, Timor-Leste, Darfur, and Kosovo, that have led the international community to accept a responsibility to protect. However, despite its overwhelming preliminary endorsement, the principles of this concept are still not universally sanctioned and there are some strong international opponents, including some countries that were initial signatories of the convention.

By considering the example of Sri Lanka, the text focuses on what conditions could satisfy or demand the application of responsibility to protect. It further presents a case as to why this conflict was, and may still be, the normative responsibility of the international community.

Sri Lanka and the Responsibility to Protect will be of great interest to students of South-East Asian politics, human rights, international law, ethnic conflict, security studies and IR in general.

In the context of the rise of China, Southeast Asian countries and Australia have begun shifting towards an accommodation policy. Robert Ross examines the accommodation policy in South Korea, Mochizuki discusses Japanese accommodationists, and Manicom and O’Neil show some evidence of Australian accommodation of Chinese strategic preferences. The scholarship has, however, narrowly focused on and overestimated the role of security. Through a study of the origin, process, structural conditions and impacts of accommodation policy, this paper broadens the concept of accommodation to capture its multiple meanings and practices. It finds that a selective accommodation policy and strategy toward the rise of China developed in Australia is a sign of the changing power relations under which the mainstream paradigms of containment and engagement, hard balancing or bandwagoning, have proved inadequate to the task of dealing with China, and that economic interdependence has driven the politics of accommodation in Australia and several Asian countries.

This book proposes a significant reassessment of the history of Iraq, documenting democratic experiences from ancient Mesopotamia through to the US occupation. Such an analysis takes to task claims that the ‘West’ has a uniquely democratic history and a responsibility to spread democracy across the world. It also reveals that Iraq has a democratic history all of its own, from ancient Middle Eastern assemblies and classical Islamic theology and philosophy, through to the myriad political parties, newspapers and protest movements of more recent times. This book argues that the democratic history of Iraq could serve as a powerful political and discursive tool where the Iraqi people may come to feel a sense of ownership over democracy and take pride in endorsing it. This could go a long way towards mitigating the current conflicts across the nation and in stabilizing and legitimating its troubled democracy.

Taking an interdisciplinary approach and referring to some of the most influential critical theorists to question ideological assumptions about democracy and its history, this book will be useful to those interested in political and legal history, human rights and democracy.

Conventional wisdom asserts that the empires of ancient Mesopotamia were ruled by blood-thirsty tyrants with a penchant for megalomania and a lust for power.

However, archaeological work conducted during the nineteenth and twentieth centuries has begun to unearth a more sophisticated political landscape. Many of the empires of ancient Mesopotamia can be seen to have practised forms of governance remarkably similar to the democratic systems employed by the Greeks many centuries later.

This lecture will examine the democratic tendencies of various Mesopotamian empires and trace their influence on later Grecian developments.

The research responds to Indigenous people’s challenges and attempts to draw non-Indigenous people into consideration of self-understanding, interests and complicity.

 The use of an online diplomatic simulation to increase learning outcomes amongst students of MIddle East Politics. The chapter explores the gains to be had from such collaborative online learning, including the increased depth and breadth of knolwedge gained, the defeat of ethnocentricity, high levels of stduent engagement and the changing role of the teacher in this role play as learners become more self-directed.

The firebombing of Dresden marks the terrible apex of the European bombing war. In just over two days in February 1945, over 1,300 heavy bombers from the RAF and the USAAF dropped nearly 4,000 tonnes of explosives on Dresden's civilian centre.Since the end of World War II, both the death toll and the motivation for the attack have become fierce historical battlegrounds, as German feelings of victimhood complete with those of guilt and loss. The Dresden bombing was used by East Germany as a propaganda tool, and has been re-appropriated by the neo-Nazi far right. Meanwhile the rebuilding of the Frauenkirche- the city's sumptuous eighteenth-century church destroyed in the raid-became central to German identity, while in London, a statue of the Commander-in-Chief of RAF Bomber Command, Sir Arthur Harris, has attracted protests. In this book, Tony Joel focuses on the historical battle to re-appropriate Dresden, and on how World War II continues to shape British and German identity today.

How is the rise of China perceived in the West? Why is it often labelled as ‘threat’ and/or ‘opportunity’? What are the implications of these China imageries for global politics?

Taking up these important questions, this ground-breaking book argues that the dominant Western perceptions of China’s rise tell us less about China and more about Western self-imagination and its desire for certainty. Chengxin Pan expertly illustrates how this desire, masked as China ‘knowledge’, is bound up with the political economy of fears and fantasies, thereby both informing and complicating foreign policy practice in Sino-Western relations. Insofar as this vital relationship is shaped not only by China’s rise, but also by the way we conceptualise its rise, this book makes a compelling case for critical reflection on China watching.
