This document contains a memorial, which was written by the citizens of Chesterfield, Marlborough, and Darlington, assembled in the town of Cheraw, on July 25, the 25, 1827 in the state of South Carolina who were engaged in agriculture and commerce and presented it to oppose the tariff increase. It was presented to the Congress of the United States.

Electromagnetic transients analysis of lightning overvoltages on wind power plants

As wind power generation undergoes rapid growth, lightning and overvoltage incidents involving wind power plants have come to be regarded as a serious problem. Firstly, lightning location systems are discussed, as well as important parameters regarding lightning protection. Also, this paper presents a case study, based on a wind turbine with an interconnecting transformer, for the study of adequate lightning and overvoltage protection measures. The electromagnetic transients circuit under study is described, and computational results are presented.

Investigation on the development of bidding strategies for a wind farm owner

In this paper, the development of bidding strategies is investigated for a wind farm owner. The optimization model is characterized by making the analysis of scenarios. The proposed approach allows evaluating alternative production strategies in order to submit bids to the electricity market with the goal of maximizing profits. The problem is formulated as a linear programming problem. An application to a case study is presented

Modeling, control and simulation of full-power converter wind turbines equipped with permanent magnet synchronous generator

In this paper, two wind turbines equipped with a permanent magnet synchronous generator (PMSG) and respectively with a two-level or a multilevel converter are simulated in order to access the malfunction transient performance. Three different drive train mass models, respectively, one, two and three mass models, are considered in order to model the bending flexibility of the blades. Moreover, a fractional-order control strategy is studied comparatively to a classical integer-order control strategy. Computer simulations are carried out, and conclusions about the total harmonic distortion (THD) of the electric current injected into the electric grid are in favor of the fractional-order control strategy.

Interpretando a contabilidade pública em Portugal: o caso de um município de média dimensão

O Plano Oficial de Contabilidade das Autarquias Locais (POCAL) encontra-se em vigor em Portugal há oito anos. O anuário financeiro dos municípios portugueses, baseado nas contas das 308 autarquias nacionais, é um documento de inegável valor para a análise da informação agregada dos municípios sobre a sua situação orçamental, financeira, económica e patrimonial. Nestes termos, o estudo sintetiza os resultados de um trabalho de investigação cujo principal objectivo foi o de cotejar a informação proporcionada pelo último anuário financeiro (de 2008), com aquela apresentada por um município em particular — Oliveira do Hospital (distrito de Coimbra). Com base num conjunto de indicadores procurou-se efectuar uma comparação com os parâmetros médios nacionais. As fontes de informação referem-se aos principais documentos de reporte, relativos a 2007, 2008 e 2009, recolhidos por meio de requerimento dirigido ao Presidente da Câmara Municipal e a dados do Instituto Nacional de Estatística. A metodologia implicou o tratamento, a agregação e o confronto da informação do município com a do anuário financeiro de 2008. Os resultados indicam que a autarquia parece dar preferência à informação orçamental em detrimento da patrimonial, económica e financeira.

Lighting conditions and optical filters effects on visual performance of speleologists exposed to cave environments

The aim of this study is to evaluate lighting conditions and speleologists’ visual performance using optical filters when exposed to the lighting conditions of cave environments. A crosssectional study was conducted. Twenty-three speleologists were submitted to an evaluation of visual function in a clinical lab. An examination of visual acuity, contrast sensitivity, stereoacuity and flashlight illuminance levels was also performed in 16 of the 23 speleologists at two caves deprived of natural lightning. Two organic filters (450 nm and 550 nm) were used to compare visual function with and without filters. The mean age of the speleologists was 40.65 (± 10.93) years. We detected 26.1% participants with visual impairment of which refractive error (17.4%) was the major cause. In the cave environment the majority of the speleologists used a head flashlight with a mean illuminance of 451.0 ± 305.7 lux. Binocular visual acuity (BVA) was -0.05 ± 0.15 LogMAR (20/18). BVA for distance without filter was not statistically different from BVA with 550 nm or 450 nm filters (p = 0.093). Significant improved contrast sensitivity was observed with 450 nm filters for 6 cpd (p = 0.034) and 18 cpd (p = 0.026) spatial frequencies. There were no signs and symptoms of visual pathologies related to cave exposure. Illuminance levels were adequate to the majority of the activities performed. The enhancement in contrast sensitivity with filters could potentially improve tasks related with the activities performed in the cave.

El presente informe reúne los daros de desembarque de los recursos hidrobiológicos marinos procedentes de la pesquería industria, la de consumo y la de pesca artesanal; y describe en forma detallada el comportamiento estadístico de las 32 especies de mayor importancia comercia. De igual modo, se encuentran incluidas las dos principales pesquerías pelágicas y demersales, las mismas que son el sustento de las pesquería nacional.
