This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). O impacto das reações adversas pode afetar duas vertentes, as conseqüências da reação ao paciente e a as conseqüências econômicas e sociais causadas pelas reações. Devido a isso, após o acidente da talidomida, órgãos governamentais de todo o mundo iniciaram a regulamentação do que hoje chamamos de farmacovigilância. O presente estudo teve como objetivo identificar e conhecer a legislação brasileira sobre a farmacovigilância, ao longo dos anos. Foi realizada uma pesquisa documental, de junho a setembro de 2014, sobre as legislações pertinentes utilizando a técnica de análise de conteúdo que permitiu avaliar as seguintes variáveis: ano publicação, âmbito, tipo de norma, a quem se aplica e o que regulamenta. No Brasil as primeiras iniciativas datam da década de 1970, mas foram tentativas infrutíferas na consolidação da farmacovigilância, pois havia muitas lacunas deixadas pelas normas, além da alta incidência de subnotificação por falta de uma fiscalização adequada. Apenas aproximadamente 25 anos depois, apareceram normas mais assertivas na consolidação da farmacovigilância, com a publicação da Política Nacional de Medicamentos, a fundação da ANVISA, criação do Centro Nacional de Monitorização de Medicamentos, criação do projeto Rede Sentinela, inserção do Brasil como membro do Programa Internacional de Monitorização de Medicamentos da OMS em 2001, criação dos centros de vigilância sanitária estaduais e a publicação da RDC n°4 de 2009 e Portaria CVS n°5 de 2010. Estas normativas incentivavam a fiscalização, sobretudo, da segurança, qualidade e efetividade das tecnologias em saúde. Apenas em 2013 foi contemplado o paciente como protagonista no processo de uso dos medicamentos, sendo possível analisar todo o contexto envolvido nas etapas (necessidade, efetividade, segurança e adesão). From the agri-food crisis of 2007/2008, we live an intensifying period in the global land rush. The land grabbing is analyzed as a process that occurs on a global scale, especially to countries in Africa and Latin America, the main targets of the current global competition for land, because beyond the earth have low prices and the legislation be flexible, low and ineffective supervision of the state (especially in the issue of environmental and labor laws), also have vast tracts of arable land, with fertile soils and high availability of water resources (the latter element has become relevant in that case analysis). In addressing the land foreignization in the XXI century it is necessary to speak about the issue of biofuels and bioenergy, since it is these that define the current phase of land foreignization in Brazil. In the 1970s occurred the first incentive to produce ethanol in the sugarcane cultivation, with the policy of the National Alcohol Program (PROALCOOL). From the 2000s this interest again sharpened up and foreign capital began to see in Brazil a great opportunity for a production facility and purchase of old agro-processing plants that were implanted in PROALCOOL period but who were disabled. This is the case of Umoe Bioenergy, Norwegian company that in 2006 started its production in the municipalities of Narandiba and Sandhurst, located in the Pontal do Paranapanema region that, in turn, is the region of São Paulo with larger agrarian conflicts, settlements land reform, land grabbing and high poverty rates...

Este texto tem por objetivo refletir acerca da formação inicial e continuada de professores (as) em sexualidade, educação sexual e relações de gêneros no Brasil e em Portugal. Pontua a importância de maiores investimentos no sentido de incluir estas temáticas nos currículos oficiais de cursos que formação inicial de professores (as), evitando-se assim, formar professores (as) mal preparados (as), cheios (as) de tabus e de equívocos que acabam claramente sendo repassados através dos currículos ocultos, contribuindo para aumentar o desrespeito e a violência na comunidade. Reflete ainda sobre a importância de investimentos dos governos dos dois países em ações de formação continuadas, como forma de minimizar a lacuna deixa na formação inicial. Conclui ser este, em curto prazo, o caminho possível e viável de dar subsídios teóricos e práticos aos professores (as), para que a legislação vigente em Portugal e os parâmetros curriculares propostos no Brasil sejam cumpridos de forma eficaz e com possibilidade de responder às necessidades emergentes e urgentes destes dois países.

This article presents a reflection on the historical aspects and legislation on Distance Learning (DL). For this, a bibliographic and documentary research was performed with the goal of raising the necessary notes for discussion. The text begins with the characterization of the current society, the Information Society, which supports the modern distance education, which uses information and communication technologies (ICTs) to establish the process of learning teaching. Five stages of the EAD are identified. Later, the Brazilian legislation concerning the DL is punctuated, starting with the passage by Article 80 of the Guidelines and Bases Law-LBD (Law 9394/96) along with the critical analysis of Decree 5,622/05. Finally, in the final considerations is discussed the negative image that the DL carries by the Brazilian population and obstacles in the existing rules that hinder the democratization of access to education that aims DL.

This work aims to investigate the institutionalization of management processes in the legislation of the Brazilian education. For this study was considered the first decades of the twentieth century (1911-1950). The laws of Brazil in the early Republic were derived from tradition or forged by the great legislators. In turn, the tradition is inserted in the power of social organization that is preserved, in a more forceful manner, through the norms and rules. With this assumption, the study chose the Rivadávia and Carlos Maximiliano Reforms, both of the beginning of the century, and the Organic Laws of Teaching, granted by the government in this period, to understand how legislation institutionalized the role of the director in basic education in this context history. The reflections presented introduce historical elements that demonstrate actions and relationships that remain in the form of habits in the school managements. These institutionalized elements contribute to the debate about the political and pedagogical difficulties pointed out by scholars and professionals, related to the promotion of democratic management in the public school.

Founded in 1921, the company currently known as Lupo S/A is one of the most ancient textile and clothing industries in Brazil. In this article we aim to describe the general lines of the trajectory of this family company, currently producing socks, nightwear and sports articles. The focus of this paper is on the analysis of some strategies used by the company along its formation and development process, and, particularly, the way these strategies made possible the productive restructuring associated to the overcoming of the strong crisis which began in the end of the 80's and early 90's, contributing to its recent consolidation in the clothing industry. The leading hypothesis of the study is that pioneering connected to a strong organizational culture that has been formed and constructed since its foundation and that was reestablished in a more recent management were the factors which were responsible for the advances able to generate an innovation environment in products as well as in processes and management. The theoretical reflection selected to subsidize the cognitive construction of the study of the company is based on the historical approach of the development of the textile industry in Brazil and in studies about the importance of the action of the entrepreneur, in the role of the organizational culture and of innovation to choose strategies in companies. The research involved the analysis of documents and data of the company, as well as interviews with directors and employees. The results show a traditional company model, but also show the presence of a very advanced entrepreneurial dynamic. Modern world – known as a fordist industrial model – could already be noticed in the company when this production pattern was not clearly defined yet in the Brazilian industry. Nowadays, the company faces the challenge of globalization and the open competition in the international market which brings the rivalry of the greatest and best globalized companies.

The Brazilian automotive industry has undergone profound changes during the 90’s decade, as a consequence of the market opening up through the liberation of automobile imports. The exposure of the Brazilian domestic market to competition with imported products of high quality and lower prices indicated the need for significant changes in those auto industries operating in this country, with the intention of making them competitive. To achieve these objectives management and production concepts were adopted, such as: the just-in-time philosophy; lean manufacturing; outsourcing; reengineering and increasing the rate of automation in both production and management systems. These changes helped to increase productivity and, in turn, reduced the level of employment in the sector, especially in activities where the required qualification levels were low. Despite this modernization, the Brazilian companies have committed themselves to meet the specific needs of the Brazilian market. The objective of this paper is to analyze and present manufacturing strategies from six manufacturers of automotive vehicles: Toyota in Japan, Fiat in Italy, Volkswagen in Brazil and Germany and General Motors in the U.S. and Brazil. The predominant method of research was from reviewing relevant literature, whereas the empirical data was analyzed qualitatively. The article seeks to identify the manufacturing strategies adopted by manufacturers located in the above countries, electing one automotive manufacturer to represent each country. The research demonstrated that the processes for production of automobiles in four plants located in, the U.S. (GM); Italy (Fiat); Japan (Toyota) and Germany (VW) are similar to those adopted in Brazilian industrial plants of the same companies (GM and VW), with differences of operations only in the business strategies adopted by each of them.

This paper aims to make a historical and bibliographical review on the Creative Economy, from its birth to the implementation of this in the Brazilian scenario. Through this historical review, we intend to point out the main problems and prospects for this branch is in an incipient stage in Brazil, despite the recent institutional growth and increased financial incentives. The justification curtails the fact the literature on the creative economy in Brazil is extremely sparse, limited to articles based on case studies and legislation itself and plans of the Department of Creative Economy (SEC) of. Thus, we intend to help the promotion of this business booming and has low theoretical analysis.

O presente trabalho busca trazer um olhar mais humano para a formação de jovens jogadores de futebol. A carreira é uma das mais almejadas pelas crianças em um país onde a educação primária ainda é deficitária. Soma-se isso à cultura enraizada na parte massiva da população de que estudar não é substancial. Deslumbrados pela fama e a importância dos jogadores profissionais, evidenciadas pela mídia esportiva e presentes na sociedade brasileira, estes garotos passam a buscar o mesmo para si, sem saber dos riscos e dificuldades que a carreira pode oferecer. Muitos deles esquecem-se da vida escolar e, caso não tenham sucesso na carreira profissional futebolística - o que acontece com a maioria, correm sérios riscos de ficarem marginalizados perante a sociedade. Este trabalho busca mostrar a visão de jovens que já estiveram envolvidos no universo das categorias de base do futebol e não prosseguiram no esporte, mas souberam priorizar os estudos e ter uma profissão alternativa. Mostra também depoimentos de profissionais que lidam com jovens que ainda alimentam esse sonho. Por último, traz notícias em geral do mundo do futebol de base

In this paper, data on the fauna of Ephemeroptera and Trichoptera (ET) from a Cerrado stream was analysed in order to test the hypothesis that the high seasonality of this biome can influence the composition of ET between the wet and dry seasons. The community structure was evaluated using Detrended Correspondence Analysis and Cluster Analysis (Morisita Horn-UPGMA). Environmental factors were analyzed using the Principal Components Analysis. In order to test the effect of abiotic variables on the fauna, It was applied the Procrustean Randomization Test (Protest) and Mantel Test. The environmental factors recorded for this study had a significant effect on the ET fauna from Córrego do Pedregulho. Faunal similarity was high throughout the year, indicating that although there was density of fluctuation, due to rainfall variation, the faunal composition showed little temporal variability. On the other hand, it was possible to observe that the genus Lachlania (Ephemeroptera) occurred preferably during the rainy months and that the faunal composition during the dry season was less variable than those from other seasons. Therefore, environmental seasonality had a partial effect on the faunal composition of ET from Córrego do Pedregulho.

The article seeks to reflect from a visual history of the elaboratión imaginary political and national identities and transnational comparative perspective between Brazil and Mexico in the first half of the twentieth century. The main focus is Mexican participation in the exhibition commemorating the centennial of Brazilian independence in 1922 and the dialogues in the film industry of both countries in the second half of the 1940s and beginning of 1950s.

The present study was developed in two streams from the two different drainage basins located in the mid-southern region of Paraná state. In each stream were evaluated some physical and chemical parameters in open (without streamside vegetation) and shaded (with streamside vegetation) segments. Monthly samplings were carried out from January to December 2007. The following limnological parameters were measured: water temperature, specific conductance, oxygen saturation, pH, turbidity and current velocity. In the same stream were not observed differences among segments from the drainage basins, and nominal values and seasonal pattern have been very similar between open and shaded ambient. A Principal Component Analysis (PCA) showed small divergence between streams and segments, with separation of groups with base sampling dates. The results suggest that the region is homogeneous according to physical and chemical water conditions, therefore, stronger influenced for time factor, and diverging seasonal periods associated a climatic region condition.
