The aims of this mixed methods study were to gain insight into how individual assessors determine an Objective Structured Clinical Assessment (OSCA) result for undergraduate nursing students and identify whether individual assessor perceptions and professional characteristics have an impact on students' results. Results from 25 participants showed that although less than half (44%) of the participants were teaching in the course that they were assessing, the participants were highly experienced clinicians and nearly three-quarters (72%) had completed formal teaching qualifications. There were wide variations in pass rates (16.7–90%) between assessors. The widest disparity was observed between assessors with and those without critical care experience (66% versus 39%), as well as assessors who were teaching the course and those who were not (68% versus 49%). Qualitative analysis revealed three dominant themes within participants' transcripts. The themes focused on determining student safety, and the use of personal perceptions and clinical experience to determine competency. Findings indicate that assessors' individual perceptions and clinical experience have the potential to influence and determine undergraduate nursing students OSCA results. Development of criteria standards and objective assessment may be enhanced by greater involvement of assessors and thorough education and training within the context of student assessments.

Globalization, migration, transnational movements and the development of the tiger economies of Asia have led education leaders and policy makers around the world but particularly in Australia, the USA, Canada, and New Zealand to view schools as key sites for developing ‘globally competent’, ‘Asia literate’ citizens who have the capabilities to live, work and interact with the peoples, cultures and societies of Asia. In what has been dubbed the ‘Asian Century’, nations are increasingly seeking to transform their schooling policies, curricula, and teaching workforces to engage with the growing influence of the peoples, cultures and societies both within and beyond Asia. BACKGROUND: Most populations are consuming too much salt which is the main contributor of high blood pressure, a leading risk factor of cardiovascular disease and stroke. The South Pacific Office of the World Health Organization has been facilitating the development of salt reduction strategies in Pacific Island Countries and areas (PICs). The objective of this analysis was to review progress to date and identify regional actions needed to support PICs and ensure they achieve the global target to reduce population salt intake by 30% by 2025.
METHODS: Relevant available national food, health and non-communicable disease (NCD) plans from all 22 PICs were reviewed. NCD co-ordinators provided updates and relayed experiences through semi-structured interviews. All activities were systematically categorised according to an existing salt reduction framework for the development of salt reduction strategies.
RESULTS: Salt reduction consultations had been held in 14 countries and final strategies or action plans developed in nine of these, with drafts available in a further three. Three other countries had integrated salt reduction into NCD strategic plans. Baseline monitoring of salt intake had been undertaken in three countries, salt levels in foods in nine countries and salt knowledge, attitude and behaviour surveys in four countries. Most countries were at early stages of implementation and identified limited resources as a barrier to action. Planned salt reduction strategies included work with food industry or importers, implementing regional salt reduction targets, reducing salt levels in school and hospital meals, behaviour change campaigns, and monitoring and evaluation.
CONCLUSIONS: There had been good progress on salt reduction planning in PICs. The need for increased capacity to effectively implement agreed activities, supported by regional standards and the establishment of improved monitoring systems, were identified as important steps to ensure the potential cardiovascular health benefits of salt reduction could be fully realised in the region.

 Knowledge of the degree of hydration of cement pastes is critical for determining properties such as the durability of concrete. As part of an integrated study on the prediction of chloride ingress in reinforced concrete, synchrotron Xray powder diffraction was used to estimate the degree of hydration of cement pastes. While for the past 20 years the composition of Portland cement has been determined by Rietveld analysis of X-ray diffraction, nevertheless there are a number of factors, including the amorphous content of the cement and relative proportion of mineral polymorphs present in the initial clinker, whose impact on the analysis are still not completely understood. Analysis of the resulting diffraction patterns indicated enhanced identification of polymorphs of alite, belite, ferrite and aluminate, which are present in the initial unhydrated cement and clinker, as well as improved quantification of hydrated crystalline phases such as calcium hydroxide and ettringite, which are key phases determining the speed of the chemical reactions in cement. In this paper we describe the experience that we have gained in the determination of the degree of hydration of cement pastes. We detail the standards and precautions that we took to characterize production cements and their hydration products.

Background: Little is known about what support the United Kingdom (UK) armed forces require when they return from operations. Aims: To investigate the perceived psychological support requirements for service personnel on peacekeeping deployments when they return home from operations and examine their views on the requirement for formal psychological debriefings. Methods: A retrospective cohort study examined the perceived psychological needs of 1202 UK peacekeepers on return from deployment. Participants were sent a questionnaire asking about their perceived needs relating to peacekeeping deployments from April 1991 to October 2000. Results: Results indicate that about two-thirds of peacekeepers spoke about their experiences. Most turned to informal networks, such as peers and family members, for support. Those who were highly distressed reported talking to medical and welfare services. Overall, speaking about experiences was associated with less psychological distress. Additionally, two thirds of the sample was in favour of a formalised psychological debriefing on return to the UK. Conclusions: This study suggests that most peacekeepers do not require formalised interventions on homecoming and that more distressed personnel are already accessing formalised support mechanisms. Additionally social support from peers and family appears useful and the UK military should foster all appropriate possibilities for such support. OBJECTIVE: To audit written medical discharge summary procedure and practice against Standard Six (clinical handover) of the Australian National Safety and Quality Health Service Standards at a major regional Victorian health service. METHODS: Department heads were invited to complete a questionnaire about departmental discharge summary practices. RESULTS: Twenty-seven (82%) department heads completed the questionnaire. Seven (26%) departments had a documented discharge summary procedure. Fourteen (52%) departments monitored discharge summary completion and 13 (48%) departments monitored the timeliness of completion. Seven (26%) departments informed the patient of the content of the discharge summary and six (22%) departments provided the patient with a copy. Seven (26%) departments provided training for staff members on how to complete discharge summaries. Completing discharge summaries was usually delegated to the medical intern. CONCLUSIONS: The introduction of the National Service Standards prompted an organisation-wide audit of discharge summary practices against the external criterion. There was substantial variation in the organisation's practices. The Standards and the current audit results highlight an opportunity for the organisation to enhance and standardise discharge summary practices and improve communication with general practice.

Observational data encodes values of properties associated with a feature of interest, estimated by a specified procedure. For water the properties are physical parameters like level, volume, flow and pressure, and concentrations and counts of chemicals, substances and organisms. Water property vocabularies have been assembled at project, agency and jurisdictional level. Organizations such as EPA, USGS, CEH, GA and BoM maintain vocabularies for internal use, and may make them available externally as text files. BODC and MMI have harvested many water vocabularies alongside others of interest in their domain, formalized the content using SKOS, and published them through web interfaces. Scope is highly variable both within and between vocabularies. Individual items may conflate multiple concerns (e.g. property, instrument, statistical procedure, units). There is significant duplication between vocabularies. Semantic web technologies provide the opportunity both to publish vocabularies more effectively, and achieve harmonization to support greater interoperability between datasets. - Models for vocabulary items (property, substance/taxon, process, unit-of-measure, etc) may be formalized OWL ontologies, supporting semantic relations between items in related vocabularies; - By specializing the ontology elements from SKOS concepts and properties, diverse vocabularies may be published through a common interface; - Properties from standard vocabularies (e.g. OWL, SKOS, PROV-O and VAEM) support mappings between vocabularies having a similar scope - Existing items from various sources may be assembled into new virtual vocabularies However, there are a number of challenges: - use of standard properties such as sameAs/exactMatch/equivalentClass require reasoning support; - items have been conceptualised as both classes and individuals, complicating the mapping mechanics; - re-use of items across vocabularies may conflict with expectations concerning URI patterns; - versioning complicates cross-references and re-use. This presentation will discuss ways to harness semantic web technologies to publish harmonized vocabularies, and will summarise how many of the challenges may be addressed.

A criptografia assumiu papel de destaque no cotidiano das pessoas, em virtude da necessidade de segurança em inúmeras transações eletrônicas. Em determinadas áreas, a utilização de hardware dedicado à tarefa de criptografia apresenta vantagens em relação à implementação em software, devido principalmente ao ganho de desempenho. Recentemente, o National Institute of Standards and Technology (NIST) publicou o novo padrão norte-americano de criptografia simétrica, chamado de Advanced Encryption Standard (AES). Após um período de aproximadamente 3 anos, no qual várias alternativas foram analisadas, adotou-se o algoritmo Rijndael. Assim, este trabalho apresenta um Soft IP do padrão AES, codificado em VHDL, visando a implementação em FPGA Altera. Todo o projeto foi construído com funções e bibliotecas genéricas, a fim de permitir a posterior implementação sobre outras tecnologias. Foram geradas duas versões: uma priorizando desempenho e outra priorizando a área ocupada nos componentes. Para cada uma das versões, produziu-se um circuito para encriptar e outro para decriptar. O desempenho alcançado em termos de velocidade de processamento superou todos os outros trabalhos publicados na área, sobre a mesma tecnologia. São apresentados os detalhes de implementação, arquiteturas envolvidas e decisões de projeto, bem como todos os resultados. A dissertação contém ainda conceitos básicos de criptografia e uma descrição do algoritmo Rijndael.

O conhecimento dos riscos e conseqüências da lesão pulmonar induzida pela ventilação mecânica mudou a filosofia da terapia respiratória e tem influenciado nas recomendações e padronizações de seu uso. A influência dos diferentes modos ventilatórios não tem sido estudada em transplante de pulmão. O presente estudo teve como objetivo comparar a influência da ventilação controlada a volume (VCV) com a ventilação controlada a pressão (PCV) no desempenho funcional dos enxertos pulmonares, em modelo canino de transplante pulmonar unilateral utilizando-se doadores após três horas de parada cardiocirculatória. Quinze cães foram randomizados em dois grupos: oito cães foram alocados para o Grupo VCV e sete cães para o Grupo PCV. Cinco cães não completaram o período de avaliação pós-transplante, os dez animais restantes, grupo VCV (n= 5) e grupo PCV (n=5), foram avaliados durante 360 min após o término do transplante pulmonar. O desempenho funcional dos enxertos foi estudado através da avaliação da mecânica respiratória, trocas gasosas e das alterações histopatológicas. Não foram encontradas diferenças significativas em nenhuma das variáveis da mecânica respiratória estudadas (pressões de pico inspiratória- PPI; pressões de platô- PPLAT ; pressões médias de vias aéreas – Pmédia; complacências dinâmica- Cdyn e estática- Cst); da oxigenação, pressão parcial de oxigênio no sangue arterial e venoso misto (PaO2, PvO2); a diferença entre a saturação da hemoglobina no sangue arterial e no sangue venoso misto (ΔSO2); a pressão parcial de dióxido de carbono no sangue arterial e no sangue venoso misto (PaCO2, PvO2). As alterações histopatológicas encontradas nos pulmões dos animais foram compatíveis com o padrão de lesão pulmonar aguda. As alterações histológicas de padrão inespecífico não tiveram nenhuma correlação com o modo ventilatório. Este estudo demonstra que os modos ventilatórios estudados não influenciam as respostas dos enxertos pulmonares à lesão de isquemia reperfusão que se estabelece precocemente neste modelo experimental até 6 horas de reperfusão pulmonar pós-transplante unilateral.

The major objective of this paper is to identify, in the light of economic theory and of recent Brazilian and foreign institutional experiences, the best alternative for the reform of the regulatory framework of the domestic financial system, encompassing capital markets, insurance and private complementary social welfare. This paper is divided into four sections: in the first part, we identify the changes in the international and domestic financial systems, currently in an accelerated process of integration (search for similar rules and standards) and convergence (leveling of operational procedures). Next, we evaluate the potential impact of this new environment upon Brazilian economic development. In the second part, we analyze the concept of financial markets efficiency, where a contractualist view of the relationship involving suppliers and consumers of financial services is exposed. We also identify the major differences of focus among the several trends of regulation of the capital markets, insurance and private complementary social welfare In the third part, we present the concepts and the functions of a typical regulatory agency and alternative models of market regulation. In particular, we explore the differences between a regulatory model in which there are several regulatory agencies, each acting in segmented markets, as opposed to one in which there is single agency that regulates, supervises and oversees ali the indicated markets. In the forth and last part, we analyze the Brazilian case, attempting to identify, in the view of economic theory and recent experiences in other countries of the world, the best alternative for reforming present legislation. The basic recommended conclusion is to undertake studies that lead to the establishment of a single regulatory agency, congregating the functions currently performed by the Brazilian Securities Commission (CVM), the Superintendency of Private Insurance (Susep) and the Secretariai of Complementary Welfare (SPC).

By emphasizing the relationship between consumption and cultural and political dimensions of social life, this analysis focuses on some processes that took place in Europe since the end of Middle Ages throughout the XVIII century - e.g. the rise of absolutism, the development of royal courts and of a new life-style among them (they are the social group in which the first modern consumption features came to light), the upcoming of present (and no longer past) as the main reference frame for action, a new balance between tradition and novelty, the emergence of individualism - which are crucial to understand the genesis of present consumer standards and values.

A divulgação dos primeiros blocos de resultados do Censo Demográfico de 2000 traz importantes oportunidades de constatação sobre os padrões de evolução e distribuição demográfica brasileira nos anos 90. Nesse sentido, ao tratar do comportamento reprodutivo, destaca a continuidade do declínio dos níveis de fecundidade, associando-o a mudanças na organização econômica e espacial. Quanto á mortalidade, ressalta-se sua queda sistemática nas últimas décadas. Por último, em relação ás migrações e redistribuição espacial da população, enfatizam -se as alterações nos fluxos migratórios recentes, a desaceleração do crescimento de algumas regiões metropolitanas e áreas do Sudeste , enquanto aumentam relativamente a retenção populacional no Nordeste e o deslocamento para o Norte e para o Centro-Oeste.

With the globalization of the economy and the growing participation of several world investors in financial markets, combining the political, economical and social differences of each country, the varying Accounting Statements based on principles, standards, procedures or idiosyncratic accounting patterns become inadequate to provide comprehensible and useful financial information to the users at international level. Considering a country¿s conditions, peculiarities and the stage of development, the need to promote the convergence of the effective accounting practices in the public sector with the emerging international accounting standards is imperative as the public entities endeavor to provide transparent and comparable accounting information that can be understood by financial analysts, investors, auditors and other users, independent of their origin and location. Consequently, the objective of this research was described through the following questions: Which are the main differences between the international and local accounting norms applicable to the public sector in Brazil? Which are the main differences between the applicable international accounting norms and the practices adopted by the Brazilian public sector? And, which are the main differences between the practices adopted by the entities of the Brazilian public sector and the practices adopted by entities of the public sector of countries that formally follow the international accounting norms? The methodology adopted in this research was the one of comparative analysis between standards and practices. To provide a basis for the comparative analysis, the Brazilian standards were used for the public sector and the international standards were identified by consulting with the main international accounting committees. In the comparative analyses of norms adopted in national accounting statements the financial accounting statements of the Municipal districts of Rio de Janeiro and of São Paulo were used, and compared with the international accounting statements of New Zealand. The results of these comparative analyses provide important conclusions about the convergence and harmonization processes in accounting norms and practices for the public sector mainly as they demonstrate some of the conflicts among the recent efforts to base and harmonize accounting practices in the near future, but today significant differences remain between the norms and practices. It was also noticed that, in practice, the divergence in Brazilian accounting practices from the international standards are accentuated by the recognition of the registrations of the budgetary execution in the patrimonial accounting; and, the comparison with the practices adopted by New Zealand demonstrated that the foreign country¿s advances towards harmonizing its standards to the international norms and practices in such an important way that New Zealand independently overcomes the minimum exigencies of harmonization, which in practice, is more complete than the practices currently adopted in Brazil.

A colaboração interorganizacional, é uma realidade que atinge muitas empresas, de todos os portes e setores. A TI aumenta a capacidade de gerenciamento e coordenação através de fronteiras organizacionais, permitindo redução de custos, otimização de recursos e melhor coordenação e o controle gerencial. Este projeto identificou o papel da TI nos relacionamentos colaborativos entre empresas. Para isso, analisou-se o emprego da TI no relacionamento colaborativo entre varejistas e fornecedores, no Setor de Confecção. Como resultado da pesquisa, os conceitos estabelecidos foram organizados em um modelo teórico e resumidos em um constructo sobre a colaboração interorganizacional apoiada pela TI.
