Drawing on upper echelon theory and focusing on the context of higher education reforms in Australia within new public management in university faculties/colleges, this study investigates the diagnostic versus interactive uses of management control systems by Deans/Pro-Vice Chancellors of Faculties/Colleges (hereafter called Faculty PVCs). It seeks to identify how the professional and experiential characteristics of these senior academic executives and the structure of their Faculty, impact on their managerial and collegial orientation as reflected in their approach to using management controls. A mail survey of Faculty PVCs is conducted amongst a census of all Faculties/Colleges of all universities in Australia. Supplementing this survey are semi-structured interviews with the PVC of the business and science Faculty at a large Australian university. Results reveal that PVCs who have had a longer career in higher education tend to use MCSs more interactively (or collegially). There is also evidence that as PVCs hold their current position for longer periods, they tend to move from an early diagnostic use of MCSs to a subsequent interactive use. Further, the higher the complexity of a Faculty the more a PVC will adopt an interactive approach to MCS use. Other PVC and Faculty characteristics did not reveal patterns of significant influence on the interactive or diagnostic use of MCSs. A key revelation from interviews is that PVCs will give over-riding importance to meeting centrally-set diagnostically-focused KPI, but still take a collegial approach within their Faculty to the broader use of MCSs. The findings lend limited support to upper echelons theory, but provide a grounding for further research into the impact that a managerial versus a collegial approach by PVCs/Deans may have on their Faculty’s growth in innovative capacities, teaching qualities or financial strength.

The research examined the making of Haiphong public space. It found that Haiphong's people and the authorities often had different public space interests and that this divergence caused serious planning and usage problems. A public space protection proposal was recommended to maintain and enhance public space qualities.

Despite the perennial nature of the problem of gratuities in considerations of police ethics, many prior analyses of this issue have rested on anecdotal, piecemeal or hypothetical considerations.. This paper draws on a unique sample of actual complaint cases involving gratuities, providing evidence of a range of public concerns about the problem. Gratuities are analysed and contextualised by reference to the concept of conflict of interest, which draws attention to the potential for the performance of public duty to be tainted in fact or appearance. In either case, public trust in the integrity of the police is damaged, giving rise to "political optics" as a key problem with gratuities.  The paper argues that an accountability ethos must be developed to promote active responsibility and a preparedness to prioritise the public interest in policing.

Since the invasion of Iraq by Coalition forces in 2003, much attention has been paid to the violence ravaging Iraq’s streets, so much so that they have become synonymous with bloodshed and chaos. This paper begins by countering this prominent view with a brief outline of some of the more positive scenes that have played out on Iraq’s streets, including the successful elections of 2005 and 2009. The bulk of the paper builds on this discussion to detail the various protest movements that have emerged across Iraq since 2003, including those organised by Shia clerics, minority movements, women’s organisations and Iraqi worker unions. This paper concludes by arguing that the willingness of normal Iraqi citizens to exercise their democratic right to protest indicates the degree to which democratic ideals are taking hold in Iraq and represents a fundamental step towards a more peaceful and inclusive future.

Objective: To identify consumer attitudes and beliefs about (liquid) milk that may be barriers to consumption.

Design:
Two random-quota telephone surveys conducted in Auckland one year apart. Respondents were questioned about their usual milk intake and their attitudes to milk. The questionnaire included attitude items that reflected the main themes of consumer interest in milk.

Setting: New Zealand.

Subjects: Seven hundred and thirteen respondents in the baseline survey and a separate sample of 719 respondents in the follow-up survey.

Results:
At least one-third of the respondents consumed less than a glass (250ml) of milk a day. Non-consumption was highest in young women (15%). People's concerns about milk related to what was important in their lives; what threatens them physically and emotionally. Women held more positive attitudes but they were concerned about the fat content of milk. Men were less aware of milk's nutritional benefits and as a result were less appreciative of its value.

Conclusions:
There is an opportunity to develop public health initiatives to address the barriers to drinking milk. Industry–health alliances may be an effective means to provide positive nutrition messages about milk and to engage the support of health professionals.

For many teachers the term ‘professional standards’ conjures up notions of benchmarks against which to measure their performance. This is to locate standards in a public domain that is external to individual teachers, defining their professional role largely in terms of their accountability to other stakeholders in education. The following article argues an alternative view of standards as mediating between public and personal domains. Those domains should remain distinct – indeed, sometimes they may exist in a productive tension – but for standards to have any purchase with the profession they must be personally meaningful. The author draws on both his experience in teaching graduate English students in the pre-service Diploma in Education course at Monash University and his research in a national project to develop subject specific standards for primary and secondary teachers of English. The project, Standards for Teachers of English Language and Literacy in Australia (STELLA), is federally funded and involves a consortium of universities, state government bodies and the two English teaching associations, whose members constitute the panels of teachers at the heart of the project.

Malaysian Higher educational reform is an important and central aspect of the broader Malaysian public policy focus on excellence, development and national growth. This proposed paper intends to discuss analyze and critique the APEX program for Malaysian Universities. In particular the paper will investigate and discuss the way Universiti Sains Malaysia has interpreted and developed its strategic goals in light of its award of APEX status. Specifically I intend to discuss the strengths and limitations of the Universiti Sains Malaysia agenda, and contextualize it within a broader discussion about the directions of Malaysian Higher Education, in conditions of globalization, network society, and the knowledge economy. The challenges faced by the reform agenda at USM are significant and it is important that any understanding of the USM agenda be informed by deep reflection on the underlying philosophical aims and justifications for its direction. In this way my paper will attempt to show how the USM project is both an important part of Malaysian national development and a critical response to contemporary globalization, while at the same time an innovative and challenging intervention into public policy debate in Higher Education. The values and objectives of USM in regards to its strategic reorientation have implications far beyond the Higher Education sector and these implications will also be discussed.

This study investigates Japanese primary school students’ and teachers’ responses to educational drama as a pedagogical tool in their English language classes. Along with the participants’ responses, the applicability of educational drama as a teaching method for the Japanese teachers is also discussed. The study was conducted in Japan as ateacher-researcher using participatory action research methods. The participants of the study are three Year Six classes and their teachers in a public primary school in Japan. Educational drama is introduced as an alternative teaching and learning method to these participants who have had no experience of drama in education.

The introduction of the notion of ‘Healthy Public Policy’ in the Ottawa Charter is considered a relevant response to the emerging social-political context of the 1970s and 1980s. It also remains an important, yet volatile, argument for the consideration of policy impact on health. In our analysis, however, those that continued to argue for Healthy Public Policies and those who should develop them have remained naı¨ve about the profound political dimensions of this exercise. Applying insights from the political sciences, we argue that greater levels of connectedness and commitment across civil society, and governance integration between sectors and levels of politicking and action are required for the further success of health integrated policies. The role of communities and the key communicative drivers of the Ottawa Charter (enable, mediate and advocate) need to be strengthened in more astute strategies.

The 'coming republic' (Home, 1992) is a reference point in a public discourse about Australian citizenship and national identity. An analysis of this debate raises questions about the degree to which the mass media, as the site of a contemporary public sphere, facilitates democratic change and promotes or demotes the various interests competing for scarce speaking positions. This paper uses the Australian experience to question the ideologies that support the media as marketplace, and suggests the need for an alternative to liberal-democratic and pluralist approaches to theorising the public sphere.

Changes to Australian copyright law introduced under the Australia–United States Free Trade Agreement will diminish the public domain, criminalise common copyright infringing practices and locally introduce significant portions of the controversial 1998 American Digital Millennium Copyright Act. This paper examines these imminent changes to Australian copyright law, with specific attention to the potential effects of the extended duration of copyright protection and the introduction of technological anti-circumvention measures. It argues that public domain-enhancing activities are crucial for sustaining cultural creativity and technological innovation, and discusses the potential role of the Creative Commons movement in establishing economically viable and legal alternatives to the current model of trade-oriented copyright reform.
