Resumo:
Institutions affect key dimensions of the political process –policy, stability, and conflict. The choice of institutions is thus consequential. I argue that transition modes affect the choice of institutions in predictable and systematic ways. The more balanced power is between the two main bargaining forces –regime elite and opposition– the likelier that the resulting institutions will be pluralistic. Contrarily, the more unbalanced power is in favour of regime elites vis a vis the opposition, the likelier that institutions will be majoritarian. The argument is tested for El Salvador and Guatemala.

La legge costituzionale 1/1999 per le Regioni ordinarie (e la successiva 2/2001 per le Speciali) ha rappresentato un punto di svolta fondamentale del regionalismo italiano. Essa ha stabilito il principio dell’elezione popolare diretta del Presidente della Regione, a cui si collega un premio di maggioranza nel Consiglio regionale secondo il cosiddetto modello neo-parlamentare. Qualsiasi interruzione del rapporto fiduciario per dimissioni del Presidente o approvazione di una mozione di sfiducia porterebbe a nuove elezioni, cosa che rappresenta un serissimo deterrente alle crisi. La riforma prevedeva anche la possibilità per le Regioni di derogare col proprio Statuto a tali scelte tornando all’elezione consiliare e a sostituzioni della maggioranza. Nonostante alcuni tentativi di sfuggire alla regola del governo di legislatura utilizzando tale deroga in modo esplicito o surrettizio, seguendo vecchi retaggi assemblearisti, l’elezione diretta si è imposta ovunque, garantendo a tutte le Regioni analoghi e inediti standards di governabilità.

Vint-i-sis desprès de la promulgació de la Constitució espanyola, l’autor fa balanç i arriba a un seguit de conclusions. Entre d’altres, que Espanya viu una etapa de clara partitocràcia que, juntament amb el poder desmesurat dels sindicats, lesiona la vida democràtica; que cal reduir la dualitat suposadament legitimadora entre el Parlament i el carrer; i que malgrat les lloances rebudes, la Constitució de 1976 no ha aconseguit una de les funcions essencials de tota constitució: la tasca integradora.

Projecte de recerca col·laborativa entre professors d’universitat, mestres i membres del Centre de Recursos Pedagògics del Gironés, realitzada durant l'any 2005. L'objectiu ha estat innovar el coneixement del medi natural, social i cultural. Davant l’actual procés de globalització de la societat que ha implicat, entre d’ altres coses, l’arribada de forts corrents migratoris i la presència d’alumnes d’arreu del món a les escoles catalanes, i en especial a les comarques de Girona, es revisa el Coneixement del Medi com una de les vies tradicionals i necessàries de l’adquisició de la identitat, treballant alhora l’acceptació de la diversitat cultural i de punts de vista que aquesta pot aportar. Els objectius fixats pel treball han estat elaborar una proposta didáctica interdisciplinar, oberta i flexible, per a treballar als diferents cicles de l'Educació Infantil i Primària, experimentant-la en diferents escoles; generar la plana web www.coneixmedi.net que recull les experiències i aportacions de les diferents escoles que hi participen i facilita la comunicació entre els alumnes dels centres; valorar els resultats de l'experiència, fent èmfasi en les percepcions dels nens i nenes participants i en la repercusió dins de l'escola i en d'altres centres i finalment validar un model d'innovació basat en la col·laboració i l'ús de recursos compartits. El pla general de funcionament s’ha articulat seguint el cicle bàsic de la recerca-acció. Entre els resultats obtinguts destaquen molt positivament l’elaboració de nou material basat en el treball de la diversitat, el coneixement de les actituds que es donen en els mestres, les famílies o els alumnes davant de la diversitat i l’alt nivell de participació i d’implicació de la major part dels membres del grup en la proposta i els intercanvis d’experiències i de reflexions generades.

We explore the determinants of usage of six different types of health care services, using the Medical Expenditure Panel Survey data, years 1996-2000. We apply a number of models for univariate count data, including semiparametric, semi-nonparametric and finite mixture models. We find that the complexity of the model that is required to fit the data well depends upon the way in which the data is pooled across sexes and over time, and upon the characteristics of the usage measure. Pooling across time and sexes is almost always favored, but when more heterogeneous data is pooled it is often the case that a more complex statistical model is required.

This paper develops a comprehensive framework for the quantitative analysis of the private and fiscal returns to schooling and of the effect of public policies on private incentives to invest in education. This framework is applied to 14 member states of the European Union. For each of these countries, we construct estimates of the private return to an additional year of schooling for an individual of average attainment, taking into account the effects of education on wages and employment probabilities after allowing for academic failure rates, the direct and opportunity costs of schooling, and the impact of personal taxes, social security contributions and unemployment and pension benefits on net incomes. We also construct a set of effective tax and subsidy rates that measure the effects of different public policies on the private returns to education, and measures of the fiscal returns to schooling that capture the long-term effects of a marginal increase in attainment on public finances under c

The main goal of this paper is to analyze the political outcome in countries where the relevant issue in elections is the control of immigration. In particular we explore the consequences on the political outcome of the fact that parties are either ideological or opportunistic with respect to this issue. In order to do that we use a simple two-party political competition model in which the issues over which parties take positions are the level of border enforcement and the way it has to be ?nanced. We show that an ideological rather than a pure opportunistic behavior gives parties an advantage to win the election. In particular, in most of the cases we consider we ?nd that rightist parties have an advantage to win in countries where the relevant issue in election is illegal immigration. This result may help us to understand the recent success of anti-immigrant and rightist parties in several countries.

Recoveries after recent earthquakes in the U.S. and Japan have shown that large welfare gains can be achieved by reshaping current emergency plans as incentive-compatible contracts. We apply tools from the mechanisms design literature to show ways to integrate economic incentives into the management of natural disasters and discuss issues related to the application to seismic event recovery. The focus is on restoring lifeline services such as the water, gas, transportation, and electric power networks. We put forward decisional procedures that an uninformed planner could employ to set repair priorities and help to coordinate lifeline firms in the post-earthquake reconstruction.

We analyze the incentives for cooperation of three players differing in their efficiency of effort in a contest game. We concentrate on the non-cooperative bargaining foundation of coalition formation, and therefore, we adopt a two-stage model. In the first stage, individuals form coalitions following a bargaining protocol similar to the one proposed by Gul (1989). Afterwards, coalitions play the contest game of Esteban and Ray (1999) within the resulting coalition structure of the first stage. We find that the grand coalition forms whenever the distribution of the bargaining power in the coalition formation game is equal to the distribution of the relative efficiency of effort. Finally, we use the case of equal bargaining power for all individuals to show that other types of coalition structures may be observed as well.

This paper analyzes the growth and employment effects of the 1994-99 Community Support Framework (CSF) for the Objective 1 Spanish regions using a simple supply-side model estimated with a panel of regional data. The results suggest that the impact of the Structural Funds in Spain has been quite sizable, adding around a percentage point to annual output growth in the average Objective 1 region and 0.4 points to employment growth. Over the period 1994-2000, the Framework has resulted in the creation of over 300,000 new jobs and has eliminated 20% of the initial gap in income per capita between the assisted regions and the rest of the country.

It is the size of the elasticity of substitution that has been the central issue in the long debate over the possibility of continuous growth in the presence of exhaustible resources. This paper reviews the debate and comes to the surprising conclusion that , unnoticed by the pessimists, the optimist position has gradually evolved so that it now approximates that of the pessimists. The paper also summarises some preliminary work by the author that indicates that this common position may not be correct

Prevention has been a main issue of recent policy orientations in health care. This renews the interest on how different organizational designs and the definition of payment schemes to providers may affect the incentives to provide preventive health care. We present, both the normative and the positive analyses of the change from independent providers to integrated services. We show the evaluation of that change to depend on the particular way payment to providers is done. We focus on the externality resulting from referral decisions from primary to acute care providers. This makes our analysis complementary to most works in the literature allowing to address in a more direct way the issue of preventive health care.

The aim of this paper is to analyse the effects of recent regulatory reforms that Spanish Health Authorities have implemented in the pharmaceutical market: the introduction of a reference price system together with the promotion of generic drugs. The main objectives of these two reforms are to increase price competition and, ultimately, reduce pharmaceutical costs. Before the introduction of reference prices, consumers had to pay a fixed copayment of the price of whatever drug purchased. With the introduction of such system, the situation differs in the following way: if (s)he buys the more expensive branded drug, then (s)he pays a sum of two elements: the copayment associated to the reference price plus the difference between the price of this good and the reference price. However, if the consumer decides to buy the generic alternative, with price lower than the reference price, then (s)he has to pay the same copayment as before. We show that the introduction of a reference price system together with the promotion of generic drugs increase price competition and lower pharmaceutical costs only if the reference price is set in a certain interval. Also profits for the duopolists might be reduced. These results are due to the opposing effects that reference prices have on branded and generic producers respectively.

The financing of higher education through public spending imposes a transfer of resources from taxpayers to university students and their parents. We provide an explanation for this phenomenon. Those who attend higher education will earn more income in the future and will pay more taxes. People whose children do not attend higher education, however should agree to help pay the cost of such education, providing that the taxes are sufficiently high to ensure that there will be an adequate redistribution in favor of their own children at some time in the future.
