The coastal zone of the Nord – Pas de Calais / Picardie showed dysfonctioning patterns of the ecosystem considered to be link to human activities along shores. These results in regular massive development of species, such as the phytoplanktonic seaweed, Phaeocystis sp. which life cycle was partly linked to nutrients availability and consequently to anthropogenic inputs. As part of the evaluation of the influence of continental inputs on the marine environment (nitrates, phosphates,…) and on potential eutrophication processes, of the estimation of the efficiency of the sewage treatments plants in the possible elimination of dumpings and in order to establish a long-term survey to follow up the change in coastal waters quality, the regional nutrients monitoring network was implemented by Ifremer in collaboration with the Agence de l'Eau Artois-Picardie in 1992 in order to complete the REPHY (Phytoplankton and Phycotoxins) monitoring programme. This study reports the main results for the year 2015 in terms of temporal change of the main physico-chemical and biological parameters characteristic of water masses sampled along three transects offshore Dunkerque, Boulogne-sur-Mer and the Bay of Somme.

La campagne PELGAS participe à la gestion du stock d’anchois du Golfe de Gascogne, en réalisant une évaluation directe à la mer de la biomasse d’anchois. Pour déterminer la biomasse totale, des appareils acoustiques envoyant des ultra-sons dans l’eau pour détecter les bancs de poisson sont utilisés. Ensuite des pêches sont effectuées sur les zones détectées pour déterminer la composition des bancs (espèces, poids, longueurs…). En parallèle, les oeufs d’anchois sont comptés. A partir des données récoltées de 2000 à 2015, j’ai pu réaliser des cartes de distribution spatiale des anchois et de leurs oeufs, ainsi que des analyses statistiques afin de comprendre les différences de distribution entre les deux. Il s’avère que les oeufs sont plus au large que les anchois, ce qui est dû à une question de poids moyen et de fécondité. Les anchois les plus gros seraient plus féconds et se localisent plus au large, d’où la répartition des oeufs plus éloignées des côtes que la biomasse totale d’anchois. La fécondité et le poids des anchois font parties des paramètres qui ont une influence sur la distribution des oeufs.

During recent decades, works on rocky shore biodiversity have been multiplied in the southern part of the Bay of Biscay and more precisely on intertidal and subtidal area were communities present a great interest. Necessity of conservation of coastal habitats and their communities and a growing pressure on coastal environments explain awareness of services provided by these ecosystems. Those communities are very sensitive to water quality change. Moreover, since the beginning of the XXI century various European directives require a good ecological status of coastal waters and conservation of their communities : Water Framework Directive (WFD), Marine Strategy Framework Directive (MSFD) and conservation of habitats with Directive Habitat Fauna and Flora (DHFF).... Integrated environmental status assessment approach is needed for this requirement in front of specific component at the regional scale of the Bay of Biscay. This analyze, at this regional scale, bring a particular interest to follow some biological groups in front of their ecological sensitivity. Among them, some example are listed like algae, invertebrate as species of mollusc opistobranch and fishes of the family blennidae are targets of interest for future monitoring. The biogeographic specificity of species of these groups is to present strong ecological requirements, in a trophic point of view for example, as well as boundary in local distribution in the southern part of the Bay of Biscay. Thus, monitoring of their distribution and abundance should be a relevant indicator of environmental change. If the presence of individuals is relatively easy to implement, monitoring in terms of abundance are more complex to develop to obtain representative data in coastal areas. The mobile character of the individual and their high location variability based on fluctuating environmental conditions is a challenge that needs to be considered. Interest concerns both the development of their number and their migration to the north for species in northern limit, and/or disappearance for species in southern distribution limits. Moreover, acquisition of knowledge on the taxonomy of local species is a way to improve biodiversity knowledge and assessment of global change as climatic change.

Resumen Hace  veintisiete años, fue promulgada en los Estados Unidos la ley Bayh-Dohle,  que  permitió a las universidades públicas estadounidenses patentar los resultados de sus investigaciones financiadas con dinero de los impuestos federales de los ciudadanos, acción no autorizada hasta entonces. Los efectos  de esta ley como facilitadora de la transferencia del conocimiento a la industria y  de la obtención de financiamiento privado para las universidades fueron evidentes en sus primeros años.  Sin embargo, el aparente éxito económico conseguido por la ley Bayh-Dole no oscurece de ninguna manera sus efectos negativos que parecen culminar con el desvanecimiento paulatino de los valores más elevados de las universidades y el acorralamiento de una parte importante de los bienes comunes de la mente. En este trabajo se presentan algunos testimonios y evidencias sobre dichos efectos en países que ya  tienen experiencias en este campo.  Primero se desmitifican las razones para impulsar esas “políticas de propiedad intelectual” que resultan ser simplemente un proceso de privatización y monopolización del conocimiento. Se concluye  con el esbozo de algunas acciones de emergencia si no queremos no sólo desproteger el conocimiento común producido en los nichos académicos,  sino también poner en peligro la razón de ser de las universidades públicas.   Abstract Twenty seven years ago, the Law Bay-Dohle was enforced, allowing public universities from the United States to patent  research financed  with federal taxes.  This was not permitted before.  The effects of this law, as a facilitator to transfer knowledge to industry and to obtain private finance to universities were evident was evident in its first years. Nontheless, the apparent economical success obtained by the Bay-Dohle law does not hide its negative effects that seem to reach its hight with the loss of the most elevated university values and the enclosure of an important part of commons of the mind. This paper presents some testimonies and evidence of these effects in those countries that have experience in this area.  First of all the previous reasons to stimulate these policies of intellectual property are just but a myth; they turn out to be a simple process of privatization and monopolization of knowledge.  It concludes with a sketch of some emergency actions if we  want not only to really not protect knowledge in the academic niches but also put at risk the being of public universities

Dietary studies of marine species constitute an important key to improve the understanding of its biology and of its role in the ecosystem. Thus, prey-predator relationships structure and determine population dynamics and the trophic network at the ecosystem scale. Among the major study sites, the marine ecosystem is submitted to natural and anthropogenic constraints. In the North-Eastern part of the Atlantic Ocean, the Bay of Biscay is a large open area surrounded South by Spain and East by France. This bay is an historic place of intense fishery activities for which the main small pelagic species targeted are the pilchard, Sardina pilchardus and the anchovy, Engraulis encrasicolus. The aim of this work is to analyze the trophic ecology of these two small pelagic fish in spring in the Bay of Biscay. To do this, a first section is devoted to their prey composed by the mesozooplanktonic compartment, through a two-fold approach: the characterization of their spatio-temporal dynamics during the decade 2003-2013 and the measurement of their energetic content in spring. For this season, it appears that all prey types are not worth energetically and that the Bay of Biscay represents a mosaic of dietary habitat. Moreover, the spring mesozooplankton community presents a strong spatial structuration, a temporal evolution marked by a major change in abundance and a control by the microphytoplankton biomass. The second section of this work is relative to a methodological approach of the trophic ecology of S. pilchardus and E. encrasicolus. Three different trophic tracers have been used: isotopic ratios of carbon and nitrogen, parasitological fauna and mercury contamination levels. To improve the use of the first of these trophic tracers, an experimental approach has been conducted with S. pilchardus to determine a trophic discrimination factor. Finally, it appears that the use of these three trophic tracers has always been permitted to highlight a temporal variability of the relative trophic ecology of these fish. However, no spatial dynamics could be identified through these three trophic tracers.

The loss of large-bodied herbivores and/or top predators has been associated with large-scale changes in terrestrial, freshwater, and marine ecosystems around the world. Understanding the consequences of these declines has been hampered by a lack of studies in relatively pristine systems. To fill this gap, I investigated the dynamics of the relatively pristine seagrass ecosystem of Shark Bay, Australia. I began by examining the seagrass species distributions, stoichiometry, and patterns of nutrient limitation across the whole of Shark Bay. Large areas were N-limited, P-limited, or limited by factors other than nutrients. Phosphorus-limitation was centered in areas of restricted water exchange with the ocean. Nutrient content of seagrasses varied seasonally, but the strength of seasonal responses were species-specific. Using a cafeteria-style experiment, I found that fast-growing seagrass species, which had higher nutrient content experienced higher rates of herbivory than slow-growing species that are dominant in the bay but have low nutrient content. Although removal rates correlated well with nutrient content at a broad scale, within fast-growing species removal rates were not closely tied to N or P content. Using a combination of stable isotope analysis and animal borne video, I found that green turtles (Chelonia mydas) – one of the most abundant large-bodied herbivores in Shark Bay – appear to assimilate little energy from seagrasses at the population level. There was, however, evidence of individual specialization in turtle diets with some individuals foraging largely on seagrasses and others feeding primarily on macroalgae and gelatinous macroplankton. Finally, I used exclusion cages, to examine whether predation-sensitive habitat shifts by megagrazers (green turtles, dugongs) transmitted a behavior-mediated trophic cascade (BMTC) between sharks and seagrasses. In general, data were consistent with predictions of a behavior-mediated trophic cascade. Megaherbivore impacts on seagrasses were large only in the microhabitat where megaherbivores congregate to reduce predation risk. My study highlights the importance of large herbivores in structuring seagrass communities and, more generally, suggests that roving top predators likely are important in structuring communities - and possibly ecosystems - through non-consumptive pathways.

Double Fortune is a novel relating events taking place in Miami, Central America, and The Bahama Bank in October and November, 1983. The main character, Michael Hayden, is a free-lance music producer who has become jaded and impotent. A chance encounter on the Bay with Marisol, a Salvadoran heiress, and Hector, her brother, propels him into a complex plot to expatriate money through U.S. government channels. Willy, a brooding Cuban bodyguard hired to protect and instruct the Salvadorans, emerges as both nemesis and key to the duplicities of the scheme. The final showdown involves the four of them on the water above the Cay Sal Bank, a part of the Bahamas equidistant to their disparate worlds.

The state of North Carolina is home to some of the most spectacular barrier islands in the world. These features are constantly shifting, impacted by waves, tides, and wind. Studies of the Outer Banks, North Carolina have resulted in varied results, but a detailed analysis of the barrier system as a whole is lacking. Using historic topographic surveys (T-sheets) from the 19th, the positions of various barrier segments were analyzed in relation to modern imagery. Changes in area, width, and center line locations were evaluated over the past 150 years. In total, 74 percent of modern transects have decreased in area. Total reductions in size were 130 km2 for the study period. Mean centerlines as a function of migration showed that 53 percent of segments were demonstrating directional movement away from the ocean. The average movement towards the bay between modern and historic centerlines was 8 meters. Thusly, barrier islands in North Carolina are demonstrating both decreases in total area and directional movement inland in response to sea level rise.

This research challenges the origin story of neoliberalism in Latin America. Drawing on archival data from the Mont Pèlerin Society and the personal archives of leading but neglected figures in the post-war push to rebuild economic liberalism, I present a historical geography of elite counter-protest that both predates and broadens the generally accepted “birth” of neoliberalism in 1970s Chile. Beginning in the 1940s, Latin American elites found common cause with key figures from economic liberalism’s most radical wing: the Austrian School. While existing literature links the onset of neoliberalism in Chile to the Austrian School, particularly with respect to the School’s influence on the early Mont Pèlerin Society, this dissertation is the first comprehensive inquiry to place the Austrian tradition in the ideational and organizational landscape of Latin America. Embracing a new mission that promised to save the soul of Western civilization, Latin America’s retro-neoliberal leaders collaborated with transnational actors to build a network of Austrian-inspired think-tanks and institutes of higher learning in the region. These organizations, in turn, served as recruiting mechanisms to found the Hispanic quarter of the Mont Pèlerin Society, which was dominated not (as might be assumed) by Chileans, but rather by retro-neoliberal elites from Mexico, Argentina, Guatemala, and Venezuela. By 1975, when scholars began analyzing how a run-of-the-mill economics department had been transformed into a bastion of free-market thinking in Chile, an entire neoliberal university was up and running in Guatemala, exposing all students, regardless of discipline, to the Austrian tradition – the crowning achievement of Latin America’s retro-neoliberal network. Investigating, and accounting for, the development and impact of this initiative sheds new light on the neoliberal landscape in Latin America, and raises important questions for the study of neoliberalism more broadly.

Las condiciones oceanográficas y geoquímicas asociadas al azufre inorgánico fueron estudiadas en la bahía de Paracas para determinar su impacto en los procesos de sulfato-reducción, el intercambio de sulfuro de hidrógeno en la interfaz agua-sedimento y su movilización hacia la fracción precipitada. Se establecieron tres estaciones de muestreo al interior de la bahía entre abril y junio de 2015. La variación espacio-temporal de las especies de azufre inorgánico disuelto (H2S y SO4-2) y precipitado (Acid Volatile Sulfide AVS y Chromium-Reducible Sulfur CRS) se analizaron en relación a los factores ambientales: velocidad de vientos, oxígeno disuelto, temperatura, pH e indicadores de materia orgánica fresca (Cl-a) y de preservación de materia orgánica (COT y NT), así como azufre total (ST). A partir de los análisis de correlación cruzada, se infiere que en las estaciones más profundas hay una mayor correlación entre el oxígeno disuelto y la temperatura que en la estación somera, la correlación de estas variables con la velocidad de viento no fue significativa (p>0.05). Las aguas de fondo en la bahía muestran alternancia entre condiciones hipóxicas (<1,43 mL/L) y micróxicas (<0.10 mL/L) durante otoño con períodos prolongados y con máximas concentraciones de H2S (4,966.76 uM) en los primeros 20 cm del sedimento. El análisis de componentes principales sugiere condiciones más favorables para la sulfato reducción en abril y una mayor oxigenación en junio, a pesar de esto hay una tendencia de incremento de AVS y CRS hacia junio, posiblemente como una respuesta en desfase de las condiciones iniciales, ocasionando una mayor precipitación de monosulfuros de hierro y pirita hacia junio. A pesar de esta precipitación significativa de azufreexisten importantes flujos difusivos de H2S (en promedio de 574.76 μmol.m².d-1), colocando a la bahía de Paracas bajo un escenario de fuente de H2S, que podría alcanzar una condición más severa (2824.94 μmol.m².d-1) durante un evento de aguas blancas.

El pulpo Octopus mimus es un importante recurso de la pesquería artesanal bentónica, que se distribuye desde el norte del Perú a San Vicente, Chile. Se analizaron contenidos gástricos de 741 ejemplares obtenidos de la captura comercial en la bahía del Callao, durante agosto 2013-agosto 2014. Se determinó que las presas más importantes fueron crustáceos Decapoda: Petrolisthes desmarestii (%FO=24,13; %P=21,29%; N=27,10), Cycloxanthops sexdecimdentatus (%FO=16,35; %P=12,16%; N=15,99) y Allopetrolisthes angulosus (%FO=6,17; %P=6,05; %N=25,20). No hubo diferencias en la dieta entre machos y hembras en %FO y %P (Mann -Whitney U-test, p>0,05). Se observaron diferencias en el IR asociado a las fases de desarrollo gonadal en hembras, ejemplares madurantes/maduros mostraron mayor IR (0,17±0,17) que los desovados (0,08± 0,06), en machos no se observaron diferencias. El IR fue mayor en otoño (0,21±0,17) (Kruskal-Wallis test, p < 0,05). Los índices ecológicos mostraron que O. mimus es un depredador generalista (B’>3), observándose traslapo entre la dieta de machos y hembras (Cλ>0,6), por lo que se concluye que su alimentación está influenciada por una combinación de factores fisiológicos y ambientales.

El presente estudio describe los cambios en la políticas públicas de niñez en Colombia entre 1991 y 2014, mediante el análisis tanto de las narrativas y contranarrativas de política gestadas en este periodo de tiempo, como de los factores que propiciaron la conformación de una red de política pública y el posterior desarrollo de diversos modos de interacción entre los grupos de actores identificados. Parte esta investigación de situar antecedentes y factores relevantes que permiten contrastar, por un lado, contenidos y perspectivas entre diferentes periodos de tiempo, y por otro lado, el número, tipo, y dinámica de relaciones entre los diversos actores involucrados en este campo antes de 1991, y posterior a este año hasta 2014. En síntesis, a través de los hallazgos y análisis realizados se busca no solo plantear qué se transformó entre 1991 y 2014 respecto a la construcción de la niñez como referente de políticas públicas, sino también, cómo se gestó esta transformación, con el fin de proveer elementos que permitan comprender principalmente los énfasis y las variaciones que han tenido las políticas públicas de niñez en el país, pero también, algunas continuidades por periodos más específicos de tiempo.

Esta investigación analiza el impacto del Programa de Alimentación Escolar en el trabajo infantil en Colombia a través de varias técnicas de evaluación de impacto que incluyen emparejamiento simple, emparejamiento genético y emparejamiento con reducción de sesgo. En particular, se encuentra que este programa disminuye la probabilidad de que los escolares trabajen alrededor de un 4%. Además, se explora que el trabajo infantil se reduce gracias a que el programa aumenta la seguridad alimentaria, lo que consecuentemente cambia las decisiones de los hogares y anula la carga laboral en los infantes. Son numerosos los avances en primera infancia llevados a cabo por el Estado, sin embargo, estos resultados sirven de base para construir un marco conceptual en el que se deben rescatar y promover las políticas públicas alimentarias en toda la edad escolar.
