Disponer de una buena base de datos del comercio exterior de los países constituye una herramienta fundamental para los tomadores de decisiones. La División de Comercio Internacional e Integración de la CEPAL, ahora presenta una base de datos de fácil manejo que entrega información del intercambio comercial de 33 países de América Latina y el Caribe, de 15 países miembros históricos de la Unión Europea, más otros países seleccionados principalmente miembros del Foro de Cooperación Económica Asia-Pacífico (APEC) denominado Sistema Interactivo Gráfico de Datos de Comercio Internacional (SIGCI).

ECLACs International Trade and Integration Division (DCII) will launch the book titled Information Technology for Development of Small and Medium-sized Exporters in Latin America and East Asia in the end of September 2005. The report provides an overview of the present condition of Information Technology (IT) and its use to promote international trade. It focuses on the experiences of IT usage by small- and medium-sized enterprises (SMEs) in the Latin American and Asian-Pacific regions, with a special focus on SME exporters in the 13 researched countries, that were selected from the Forum for East Asia - Latin America Cooperation (FEALAC) member countries. This issue of the FAL bulletin is produced based on the executive summary of the book.

The development of trade facilitation and regional integration is closely linked to the efficiency of public services and the competitiveness of the companies that support export activity. The importance of trade facilitation measures has been emphasized in various issues of the FAL Bulletin. On this occasion the subject is be discussed from the point of view of regional integration, and a case in Central America is considered of particular interest. El Salvador and Guatemala, by integrating their electronic systems for obtaining export licenses, have been able to reduce waiting times significantly. In Guatemala, in December 2000, there was a waiting time of 24 hours, whereas in November 2004 the procedure took 1.5 minutes via the Internet. This issue of the Bulletin is based on research into electronic government initiatives related to foreign trade, which is being conducted by the International Trade and Integration Division.

The 2014 edition of Latin America and the Caribbean in the World Economy: Regional integration and value chains amid challenging external conditions has four chapters. Chapter I examines the main features of the international context and their repercussions for world and regional trade. Chapter II looks at Latin American and Caribbean participation in global value chains and confirms that the region, with the exception of Mexico and Central America, has only limited linkages with the three major regional value chains of Asia, Europe and North America. This chapter also looks at how participation in value chains may contribute to more inclusive structural change, by analysing three core microeconomic aspects. Chapter III identifies various spheres in which regional integration and cooperation can help strengthen production integration between the economies of Latin America and the Caribbean. The fourth chapter explores the intra- and extraregional trade relations of the countries of the Caribbean Community (CARICOM) and considers how to strengthen production integration in the subregion by taking advantage of linkages beyond trade and building on commercial and production complementarities among the members. The chapter also reviews the differences between the countries in terms of income, population and production and export structure, in a context of marked macroeconomic vulnerability.

La experiencia de la crisis económica mundial indujo a los países en desarrollo a intensificar la diversificación de las fuentes de crecimiento buscando modelos alternativos de desenvolvimiento económico. La expansión del comercio Sur-Sur se fue afianzando en esta búsqueda. Pero ¿cuán prometedora es esta estrategia? Procurando dar respuesta, aquí se documenta la evolución del comercio Sur-Sur, ofreciendo algunas consideraciones teóricas. Luego se realiza un análisis econométrico para estimar las elasticidades-ingreso de la demanda de importaciones en las relaciones comerciales bilaterales entre países en desarrollo de Asia y América del Sur y dos mercados clave del Norte. Al aplicar un modelo ardl, el análisis produce variados resultados sobre si el comercio Sur-Sur presenta mayores elasticidades-ingreso que el Sur-Norte, revelándose que el primero puede ser una fuente alternativa de crecimiento, especialmente si persisten las diferencias en el aumento de las importaciones y el ingreso entre el Norte y el Sur.

As áreas de fronteiras internacionais constituem espaços altamente complexos, marcados pela grande diversidade de agentes étnicos e de identidade plurinacionais. Na Amazônia Sul Ocidental, tem-se uma área geopolítica estratégica de fronteira trinacional composta pelo Acre (Brasil), Madre de Dios (Peru) e Pando (Bolívia). A preocupação com a segurança nacional, da qual emana a criação de um território especial ao longo do limite internacional continental do país, embora legítima, não tem sido acompanhada de uma política pública sistemática que atenda às especificidades regionais, nem do ponto de vista econômico, nem da cidadania fronteiriça. A integração física do Brasil, como questão central do interesse nacional e do combate às atividades ilícitas, atribui às fronteiras novo papel estratégico. Reativam-se, assim, o interesse pelas fronteiras a partir desse duplo processo, tornando as relações transfronteiriças um tema prioritário das relações internacionais. Com efeito, a busca de um novo significado para as interações do Brasil com seus países limítrofes vem impondo o redirecionamento da ação do Estado brasileiro, com reflexos na geopolítica internacional dessa região da América do Sul. O objetivo central deste estudo é analisar as políticas e ações de integração regional, no processo de desenvolvimento, em uma área de fronteira sob a jurisdição trinacional do Brasil, Peru e Bolívia.

The main objective of this article is to suggest a conceptual taxonomy of thegenerically called International Technical Cooperation (ITC) and Foreign Financial Aid (FFA) phenomena, which will have the pretension to ease their comprehension and their practical consequences for the Brazilian society and for the national State. Insofar, wheninduced by a dynamical structural change in the international society, some Brazilianfederated sectors, specially, municipalities, by the exercise of so-called paradiplomacy or federated diplomacy, are developing public management instruments to acquire resources through ITC and FFA experiences, without making a reflexive thought about their benefits and their consequences.

In the last two decades, the United States have substantially increased their presence in Central Asia. Therefore their presence left China in an uncomfortable position, as China seeks to build a stable and peaceful environment in its near abroad, having under its influence all the countries of Central Asia. One of the ways used by the Chinese government to get closer to the countries of this region is through the oil. Being so, the Chinese oil companies buy rights of exploitation of oil and gas reserves in Central Asia and through this establishes and deepens friendly ties with these countries. This practice became known as oil diplomacy. This new tool of the Chinese government has a double effect: it increases the projection of the Chinese power and dilutes the American influence in the region. In other words, it displeases the United States, and in turn tries to be even more present in Central Asia. The main goal to be worked in this study is how the oil diplomacy increases Chinese influence in Central Asia and dilutes American power in the region. It also aims to explain how the United States uses its presence in Central Asia and on sea lines of communication used to transport oil to contain the Chinese expansion
