Professional Practice in Learning and Development: How to Design and Deliver Plans for the Workplace

Introduction The world is changing! It is volatile, uncertain, complex and ambiguous. As cliché as it may sound the evidence of such dynamism in the external environment is growing. Business-as-usual is more of the exception than the norm. Organizational change is the rule; be it to accommodate and adapt to change, or instigate and lead change. A constantly changing environment is a situation that all organizations have to live with. What makes some organizations however, able to thrive better than others? Many scholars and practitioners believe that this is due to the ability to learn. Therefore, this book on developing Learning and Development (L&D) professionals is timely as it explores and discusses trends and practices that impact organizations, the workforce and L&D professionals. Being able to learn and develop effectively is the cornerstone of motivation as it helps to address people’s need to be competent and to be autonomous (Deci & Ryan, 2002; Loon & Casimir, 2008; Ryan & Deci, 2000). L&D stimulates and empowers people to perform. Organizations that are better at learning at all levels; the individual, group and organizational level, will always have a better chance of surviving and performing. Given the new reality of a dynamic external environment and constant change, L&D professionals now play an even more important role in their organizations than ever before. However, L&D professionals themselves are not immune to the turbulent changes as their practices are also impacted. Therefore, the challenges that L&D professionals face are two-pronged. Firstly, in relation to helping and supporting their organization and its workforce in adapting to the change, whilst, secondly developing themselves effectively and efficiently so that they are able to be one-step ahead of the workforce that they are meant to help develop. These challenges are recognised by the CIPD, as they recently launched their new L&D qualification that has served as an inspiration for this book. L&D plays a crucial role at both strategic (e.g. organizational capability) and operational (e.g. delivery of training) levels. L&D professionals have moved from being reactive (e.g. following up action after performance appraisals) to being more proactive (e.g. shaping capability). L&D is increasingly viewed as a driver for organizational performance. The CIPD (2014) suggest that L&D is increasingly expected to not only take more responsibility but also accountability for building both individual and organizational knowledge and capability, and to nurture an organizational culture that prizes learning and development. This book is for L&D professionals. Nonetheless, it is also suited for those studying Human Resource Development HRD at intermediate level. The term ‘Human Resource Development’ (HRD) is more common in academia, and is largely synonymous with L&D (Stewart & Sambrook, 2012) Stewart (1998) defined HRD as ‘the practice of HRD is constituted by the deliberate, purposive and active interventions in the natural learning process. Such interventions can take many forms, most capable of categorising as education or training or development’ (p. 9). In fact, many parts of this book (e.g. Chapters 5 and 7) are appropriate for anyone who is involved in training and development. This may include a variety of individuals within the L&D community, such as line managers, professional trainers, training solutions vendors, instructional designers, external consultants and mentors (Mayo, 2004). The CIPD (2014) goes further as they argue that the role of L&D is broad and plays a significant role in Organizational Development (OD) and Talent Management (TM), as well as in Human Resource Management (HRM) in general. OD, TM, HRM and L&D are symbiotic in enabling the ‘people management function’ to provide organizations with the capabilities that they need.

The managing Conselho of public politics constitute one of the main experiences of democracy in Brazil contemporary representing a conquest for construction of a democratic institutionalism. The historical newness consists of the intensification and the institutionalization of the dialogue between government and society - in public and plural canals - as condition for an allocation more efficient joust and of the public resources. In this context the present study it objectified to understand from readings of the performance of represented group of bencheses the dynamics of functioning of the Tourist Conselho Pólo Costa das Dunas while space of participation and social control. The bibliographical research contemplated diverse sources in order to compile knowledge of credential authors in the quarrel of inherent subjects to the civil society and the public sphere to the construction of the citizenship to the conception formation and dynamics of the social control through Conselho of public politics. A qualitative perspective the case study was adopted as research method and for attainment of the data interviews with the members of the Conselho had been carried through beyond consultation the referring documents the dynamics of functioning of the Conselho. The profiles capacities and limitations of the members of the Conselho had been identified constitution social and dynamic organization of functioning of the Conselho and the readings of the members of the Conselho concerning the power to decide instances and participation. The results had shown that the allotment of being able in the Conselho does not occur of equal form. The functions of coordination of the activities of the Conselho are assumed by the representatives of the public agencies. Level of qualification of council members also if presents as difficulty to development of activities of Conselho since the majority of the interviewed ones disclosed unreliability and unfamiliarity when thematic specific that runs away from its organizacional reality they are boarded in the assemblies. Of this form the Conselho if presents more as half of institutional legitimation of what half of characterization of the creation of a public sphere properly said. Finally he could himself be concluded that a democratic culture inexists that inside crosses practical the institutional ones of the Conselho thus limiting the possibility to reach the effective social control of the public politics of tourism in the Rio Grande do Norte

Increasingly, the Information Technology is used in the society, including the private, public and third sector organizational context. Technological tools are created in order to speed, automate, control and monitor processes. These technologies generate impacts on areas that permeate their use and the objective of this study is to investigate the implementation process of the Eletronic Invoice and the impacts arising from this technological tool in companies. For that, case studies have been conducted in three companies that emit and receive Eletronic Invoice, in a Information System consultancy, that provides softwares of Eletronic Invoice, and in a State Tax Department. Data collection was performed with organizations representatives through electronic questionnaires. The study concludes that it is expected, by the investigated organizations, that the tool reaches the benefits offered by the Tax Administration. However, these benefits have not been identified yet and neither have the use of methodologies in order to identify them. Moreover, the main impact found was the need for better training and participant´s technical qualification, followed by reducing printing costs and paper purchase

The discussions wherein develop proposals for university reform in Brazil include, among other things, the conception of the university titled "New University", whose structural origin comes from the bill of higher education reform and unification of the foundations of education European upper (Bologna process). At its core, the Bologna process has imposed a series of transformations, among which, the promotion of mobility, as a stimulus to interinstitutional cooperation to enable an better and bigger qualification of the students. Nevertheless, what we see is that this point is one of the main points made flawed by Brazilian institutions that have adopted this model of higher education. An example is the Bachelor of Science and Technology - BC&T, Federal University of Rio Grande do Norte - UFRN, where there are problems of the internal order, represented by the problem of the reusing of the disciplines, such also of external order, in cases of transfers interinstitutional. Because of this, and knowing that this is a typical problem in which multiple criteria are involved, the aim of this study is to propose a multicriteria model for selection of interciclo of the BC&T of the UFRN which addresses the issue of mobility. For this, this study was of exploratory and study case nature, use as tools of data collection, the bibliographic and documentary research, as well as semi-structured interviews. For the elaboration of the model, were used the five phases most commonly used in the modeling of problems in operational research in a sample of 91 students of BC&T. As a result, we obtained a model that addresses the issue of internal and external mobility of the school and that, moreover, was also more robust and fair than the current model of BC&T and also what is used in other courses of the UFRN, taking into consideration the expected results by the decision makers

Although positive psychology (PP) was initially conceived as more a shift in perspective (towards the “positive”) than a new field per se, in pragmatic terms, it is arguably beginning to function as a distinct discipline, with people self-identifying as “positive psychologists.” Thus, we contend it is time for the field to start developing a system of professional (e.g., ethical) guidelines to inform the practice of PP. To this end, we outline one such possible system, drawing on guidelines in counselling and psychotherapy. Moreover, we argue for the creation of two tiers of professional identity within PP. Firstly, people with a master’s qualification in PP might label themselves “positive psychology practitioners.” Secondly, we raise the possibility of creating a professional doctorate in PP which would enable graduates to assume the title of “positive psychologist.” We hope that this paper will contribute towards a dialogue within the field around these issues, helping PP to develop further over the years ahead.

Mit diesem Bildungsbericht wird nach 2012 zum zweiten Mal eine umfassende datengestützte Bildungsberichterstattung zur Verfügung gestellt. Der Bericht liefert die Fortschreibung der Daten aus den Bereichen frühkindliche, schulische und berufliche Bildung, zeigt aber auch neue Aspekte, etwa zur Hochschulbildung oder über Befragungen zur Kooperation von Schulen und außerschulischen Partnern sowie von Absolventinnen und Absolventen der Sekundarstufe II.

La qualité et la productivité sont les facteurs clés du succès d'une entreprise quel que soit le secteur dans lequel elle exerce ses activités. Ces facteurs reposent principalement sur la qualification de la main-d’œuvre qui peut être atteinte et maintenue grâce à des programmes de formation appropriés. La présente étude s'adresse à la problématique relative à l'identification des moyens pédagogiques les mieux adaptés dans un contexte de formation continue. Spécifiquement, nous comparons des méthodes et des stratégies d'enseignement utilisées dans le cadre de cours adressés à des professionnels de la comptabilité. Notre étude vise premièrement à mesurer l'effet de ces méthodes et stratégies sur l'apprentissage et deuxièmement à mesurer la satisfaction des candidats soumis à l'expérience. La méthode ainsi que les stratégies d'enseignement doivent découler d'un diagnostic afin de composer le modèle didactique approprié. Les éléments à considérer sont: l'apprenant, le sujet enseigné et le milieu. Nous avons basé le choix de la méthode et des stratégies d'enseignement sur les principes développés au sein de l'école du traitement de l'information qui elle-même, s'appuie sur les recherches en psychologie cognitive. Cette approche reconnaît la responsabilité de l'apprenant au cours du processus d'apprentissage. Nous avons également tenu compte des caractéristiques de l'apprenant adulte ainsi que des contraintes amenées par le sujet enseigné et le milieu. En général, les résultats obtenus, autant lors de l'évaluation des connaissances acquises que lors de l'évaluation de la satisfaction des participants, ne nous permettent pas de rejeter les hypothèses nulles voulant que l'apprentissage ou la satisfaction soient indépendantes des méthodes ou des stratégies d'enseignement utilisées. Toutefois, l'élaboration, une des stratégies retenues, nous a amené à constater une performance significativement supérieure dans le groupe expérimental.

Varje år drabbas 250-300 barn under 15 år av cancer i Sverige. Tidigare ansågs barncancer nästintill obotligt, men dagens framsteg inom medicin har gjort att allt fler barn överlever sin cancer och perspektivet inom hälso- och sjukvård har därmed ändrats radikalt. När barn drabbas av cancer påverkas hela familjen. I denna kaotiska situation är ett bra bemötande av största vikt. För att kunna ge ett bra bemötande och god omvårdnad till barnet och familjen krävs att barnsjuksköterskan har kompetens och kommunikativ förmåga. Även ett bra samarbete mellan barnsjuksköterskan och familjen är av stor vikt. Syftet med studien var att beskriva barns, två till fem år, och deras föräldrars upplevelser av barnsjuksköterskans bemötande inom barnonkologisk omvårdnad, 12 månader efter diagnostillfället. Studien är en kvalitativ studie med deduktiv ansats, där intervjuerna analyserats med innehållsanalys utifrån Swansons omvårdnadsteori. 12 barn i åldern två till fem år ingick i studien, och föräldrarna medverkade som komplement till barnens deltagande. Resultatet visar att barnsjuksköterskans bemötande har stor betydelse för barns och föräldrars upplevelser och välbefinnande i omvårdnaden. Viktigast för ett bra bemötande var delaktighet, tillgänglighet och kontinuitet, information samt att ha ett barnperspektiv. För att skapa bästa förutsättningarna för ett bra bemötande krävs att barnsjuksköterskan gör barnet och familjen delaktiga i vården, ser barnet som en individ och har kompetens och kunskap. Mer forskning behövs kring hur barn och familjer upplever barnsjuksköterskans bemötande och hur det påverkar deras upplevelser av vården, inte bara inom barnonkologisk omvårdnad utan även generellt inom pediatrisk omvårdnad.

Zu einem Zeitpunkt, zu dem zahlreiche Entwicklungs- und neuerdings auch Industrieländer das „duale System" der Berufsausbildung in Deutschland als eine Art Idealmodell der beruflichen Qualifizierung entdecken, wachsen die Zweifel, ob dieses Ausbildungssystem angesichts der anhaltenden Expansion von Gymnasium und Hochschule noch eine Zukunftsperspektive hat. Im vorliegenden Beitrag werden die zahlreichen Symptome der Krise des dualen Systems aufgezeigt, es wird versucht, die Ursachen dieser Krise unter sozialhistorischer Fragestellung zu deuten, und es werden die bislang aufgezeigten Vorschläge diskutiert, diese Krise zu überwinden. The EU represents a transforming educational space, where national and supranational boundaries in educational governance are becoming blurred. The EU has become an important actor in educational governance and an important arena for policy learning and transfer. This paper explores how the process of reshaping the educational space manifests itself in the process of the Europeanization of VET policy in the case of Estonia. In Estonia, this process was followed by the growth of executive VET institutions and has developed from rather uncritical initial policy transfer to more active learning from the EU, although conformism can still be seen in cases of the introduction of standardizing policy tools. EQAVET, the quality assurance tool in vocational and educational training, was developed in response to the need for a supply of a trained workforce for labour market needs. Implementation of EQAVET at national level, however, remains a challenge. The research reported here focused on the implementation of QA processes by VET providers in 4 countries: Malta, Italy, Turkey, and Sweden. Data was collected through a questionnaire with 62 VET providers. Responses showed that there is an overall commitment to quality. There is, however, little knowledge of EQAVET across the countries, with the exception of Malta. None the less, all VET providers have implemented some aspects of EQAVET, even if not always intentionally. The situation is, however, far from EQAVET being fully implemented. Reflections are made on whether the EQAVET model specifically or qualification assurance principles assurances should be promoted across Europe. (DIPF/Orig.)

Enfoca a educação continuada e a sua relação com a formação profissional do bibliotecário. Seu objetivo é refletir como integrar a capacitação contínua à formação desse profissional no contexto brasileiro. Pois, aspectos de ordem teórico-práticos apontam para a necessidade de maior incorporação de procedimentos metodológicos no fazer bibliotecário. Isto se dá em função de que as operações empíricas têm se tornado insuficientes para garantir a qualidade da informação gerada no âmbito de sistemas de informação. Assim, com base em ações-reflexões a partir desse contexto, identificou-se que necessário se faz adotar programas que possibilitem a capacitação desse profissional na formação-em-serviço, para melhor qualificar o processo de geração, transferência e uso da informação________________________________________________________________________________ABSTRACT Focus the continuous education and its relation with the professional formation of the librarian. Its objective is to reflect as to integrate the continuous qualification to the formation of this professional in the Brazilian context. Therefore, theoretician-practical aspects of order point with respect to the necessity of bigger incorporation of research procedures in making librarian. This if of the one in function of that the empirical operations if have become insufficient to guarantee the quality of the information generated in the scope of information systems. Thus, on the basis of action-reflections from this context, it was identified that necessary if it makes to adopt programs that make possible the qualification of this professional in the formation-in-service, better to characterize the generation process, transference and use of the information

This report describes my experience of nine months as a trainee of a CRO (Eurotrials, Scientific Consultants), as well as a trainee of a clinical research site (Clinical Academic Center – Braga, Association). This document describes the European framework about clinical research and the Portuguese situation compared to similar countries. The activities developed during this internship are also described. These activities are divided in two phases. The first one occurred in Eurotrials, Scientific Consultants, a CRO specialized in clinical research and scientific advice. The first weeks were dedicated to intensive self-training needed to perform CTA tasks. These tasks included qualification, initiation and monitoring activities related to clinical trials, as well as the development of a quality management system. The second phase took place on 2CA-Braga, a clinical research center located in Hospital of Braga. Clinical studies coordination was the main focus of this second phase of my internship, as well as negotiation of clinical studies agreements. I had also the opportunity to participate in “1as Jornadas de Investigação Clínica e Inovação” (1st Clinical Investigation and Innovation Conference) organized by 2CA-Braga. Globally, this internship was a great opportunity to get knowledge and experience in the implementation and management of clinical trials, in a CRO and clinical research site perspectives. These two perspectives provided an interesting overview about the scientific needs of different players involved in clinical research. To conclude, this internship strengthened the knowledge acquired from my academic background, which make me able to face and overcome new challenges in the clinical research area.

This research investigates how functionality, rationality, and emotionality applied to urban furniture design contribute to the organization, legibility, and qualification of public spaces, according to different layouts, physical and visual qualities of the urban furniture as well as the quality of urban infrastructure that may influence the uses and appropriation of urban spaces by pedestrians, turning those spaces into socially centripetal or centrifugal places. The work consists of two parts. First refers to a bibliographical review concerning two main issues of the investigation: product design and legibility of public space, defining the conceptual and theoretical bases, linked to methodological strategies aimed at systemic planning and integrated management of urban furniture design and legibility of public spaces (sidewalks), that are necessary to define the existing relationships among the user s interface (pedestrians); product (urban artifacts); built environment (sidewalks). The second part refers to the achievement of empirical approach throughout visual analysis of public spaces and the functional and qualitative evaluation of the existing urban furniture in the central neighborhood of Cidade Alta, Natal, RN, according to the theoretical researched concepts and methodological procedures. The results expose the weaknesses and levels of intensity arising from the relations among public space, urban furniture, and users, revealing the need for theoretical and practical approaches which would help the decision-making in planning, designing and integrating innovative, sustainable, and ethical solutions in order to design attractive public spaces that could provide sociability and citizenship throughout integrated public management, city systemic thinking and urban identity. The suggested guidelines at the end of this research will provide the necessary strategies to design suitable urban furniture systems according to aesthetic and practical urban infrastructure and city context, aiming to ease visual and physical conflicts that may negatively interfere with the appropriation of public spaces by the citizens

La difficile insertion professionnelle des jeunes adultes de 16-25 ans, particulièrement ceux qui ne possèdent pas de formation spécialisée, a fait l'objet de nombreuses recherches. Au nombre des difficultés d'intégration au marché du travail qu'ils rencontrent, le manque d'éducation de base est souvent pointé du doigt. Les statistiques indiquent un lien de causalité entre l'analphabétisme et le taux de chômage. De plus, les données des différents centres d'éducation des adultes en Estrie révèlent que les jeunes adultes de 16-24 ans composent 35% des effectifs inscrits en alphabétisation. Cette situation est préoccupante. Elle incite au développement d'approches éducatives qui facilitent l'apprentissage des matières académiques de base, et qui sont mieux adaptées aux besoins et à la réalité de ces jeunes adultes. C'est dans cet esprit que nous développerons le présent essai. Pour ce faire, nous nous joignons à l'équipe de recherche du projet «Alpha-insertion professionnelle». Née d'une initiative du Centre de recherche sur l'éducation au travail (CRET) de l'Université de Sherbrooke, avec le soutien financier du Secrétariat national à l'alphabétisation - Développement des ressources humaines Canada, cette recherche-action vise à expérimenter auprès de jeunes adultes de 16-25 ans, inscrits en classe d'alphabétisation, une nouvelle gamme d'interventions éducatives dans un cadre de partenariats école-travail. Notre participation à ce projet consiste à recueillir l'appréciation de l'expérience partenariale par les enseignantes et les représentants du marché du travail qui ont agi comme partenaires dans cette collaboration à visée éducative. Le premier chapitre de notre essai développe la problématique de notre recherche. Elle comporte sept sous-parties. La première décrit la réalité du monde du travail et ses nouvelles exigences au plan de l'emploi, la seconde présente la situation des jeunes adultes de 16-25 ans sur le marché du travail et face aux habiletés académiques de base; une attention particulière est accordée aux individus de cette cohorte qui ont un bas niveau de qualification. Enfin, la troisième sous-partie relève les lacunes dans l'employabilité de ces jeunes adultes sans formation spécialisée. Comme notre recherche s'intéresse à l'exploration et à l'exploitation de nouvelles approches éducatives favorisant une meilleure éducation au travail de ces jeunes adultes, la quatrième sous-partie s'attarde à circonscrire le concept de partenariat, plus spécifiquement le partenariat école-travail. Cette sous-partie décrit également en quoi l'approche partenariale facilite l'apprentissage des matières académiques de base dans les programmes de transition. Enfin, la cinquième sous-partie, analyse la situation dans les programmes d'alphabétisation. S'en suit la sixième qui présente le projet «Alphainsertion professionnelle», lequel consiste en l'expérimentation d'une nouvelle gamme d'interventions éducatives dans un contexte de partenariat école-travail. Finalement, la septième sous-partie s'emploie à démontrer la pertinence et les objectifs de notre recherche. Le deuxième chapitre du document porte sur la méthodologie utilisée pour recueillir nos données, alors que le troisième chapitre présentera et analysera les résultats de ladite cueillette à la lumière des recherches et des théories intégrées dans la problématique. Finalement, nous conclurons en résumant et en dégageant les résultats significatifs qui sont porteurs de nouvelles avenues de recherche et d'innovations pédagogiques.
