La alianza público-privada establecida en el Programa de Transformación Productiva del Ministerio de Comercio, Industria y Turismo de la Republica de Colombia, tiene como objetivo mejorar la competitividad y la productividad de diferentes sectores de la economía nacional. Dentro de esos sectores se encuentra el Turismo de Salud, con el cual se busca que el país se convierta en uno de los principales competidores a nivel mundial en la exportación de servicios médicos, impulsándose de las ventajas competitivas que ofrece la industria nacional como lo son, la calidad en los tratamientos, la alta calificación del personal médico y los bajos costos. Las empresas del sector odontológico en el país, cuentan con la capacidad de exportar los servicios de salud. Sin embargo, gran parte de estas, carecen de modelos de gestión gerencial que les permita tomar provecho de las oportunidades que están siendo generadas para llegar a niveles de competitividad a nivel mundial. Por esta razón, la presente investigación pretende en primera instancia, realizar una caracterización del sector con la finalidad de comprender las dinámicas del mercado y posteriormente proponer un médelo estratégico para el direccionamiento de una clínica odontológica en la ciudad de Bogotá.

El propósito de este texto, es realizar un informe investigativo que genere conocimientos claros en temas referentes a la logística del sector agrícola, buscando determinar la mayor producción de ciertos bienes en áreas específicas, la clasificación de productos para consumo interno y externo, las rutas, el tiempo, los costos, los flujos logísticos y demás factores relevantes para el análisis del perfil agrícola, con el fin de facilitar los procesos de distribución, almacenamiento y producción, que generen competitividad dentro de un marco global en el mismo, desafortunadamente, a pesar que es un sector que podría aportar bastante a la economía y desarrollo del país, únicamente aporta el 9% al PIB nacional, evidenciando la importancia de este estudio para reconocer las falencias del sector.

Este trabajo recopila literatura académica relevante sobre estrategias de entrada y metodologías para la toma de decisión sobre la contratación de servicios de Outsourcing para el caso de empresas que planean expandirse hacia mercados extranjeros. La manera en que una empresa planifica su entrada a un mercado extranjero, y realiza la consideración y evaluación de información relevante y el diseño de la estrategia, determina el éxito o no de la misma. De otro lado, las metodologías consideradas se concentran en el nivel estratégico de la pirámide organizacional. Se parte de métodos simples para llegar a aquellos basados en la Teoría de Decisión Multicriterio, tanto individuales como híbridos. Finalmente, se presenta la Dinámica de Sistemas como herramienta valiosa en el proceso, por cuanto puede combinarse con métodos multicriterio.

La presente investigación pretende demostrar que la principal estrategia estadounidense para justificar su intervención y permanencia en territorio afgano ha sido el discurso. Donde se pueden identificar dos etapas a lo largo de esta última década. Inicialmente para explicar su incursión en Afganistán se utilizó el discurso de la seguridad y la guerra contra el terrorismo, años después frente al agotamiento y la critica tanto interna como internacional, el tema de la situación de la mujer en Afganistán cobra mayor importancia y con ello a través de los diferentes pronunciamientos y la exposición de casos específicos los diferentes gobiernos intentan cohesionar la opinión internacional y nacional frente a la necesidad de permanecer con sus tropas en el territorio.

Desde finales de los 70 la piratería se convirtió en un problema para Nigeria. Con el tiempo adquirió características del crimen organizado y en 2010 se transformó en un problema transnacional, afectando a Estados del golfo de Guinea. Así, a través de una base conceptual, el estudio de caso concluyó que los factores internos –como la pobreza, debilidad estatal y marginalización- y externos –siendo ellos la falta de políticas internas destinadas a las aguas y la ausencia de estrategias marítimas en la región- de la piratería, crearon una dinámica para que dicha actividad se convirtiera en una amenaza a la seguridad marítima del golfo de Guinea, tomando como referencia a Benín y Togo. Siguiendo la línea argumentativa, se demuestra que la búsqueda de una solución a la delincuencia marítima ha generado interacciones de seguridad que sugieren las primeras fases de un posible complejo de seguridad regional.

The South Eastern Museums Service is one of ten Area Museums Councils in Great Britain. They are partnerships; membership organizations to which the 2 000 + museums belong. They provide advice, support, technical services, information and training for their members. They are the principal channel of government grant-in-aid to local government, university and independent museums. This funding comes from the Department of National Heritage via the Museums & Galleries Commission. At the South Eastern Museums Service I am responsible for the development and delivery of training for 600 museums in our region and the provision of information about museums and of interest to museums. This paper explains how we approach in-service training and the value of the definition of national standards for our work. It will pose some questions: What is training? What is a training need? and describe a new initiative, the development of training materials and their delivery.

El artículo trata sobre diferentes visiones de la política exterior brasilera. Primero introduce las principales directivas de la política exterior: desarrollo económico y social, así como delimitación limítrofe con los países de América del Sur. La segunda establece la situación de las relaciones de Brasil luego de la guerra fría, con algunos países y regiones en el mundo: Estados Unidos, Unión Europea, América Latina, China, África, India y otras regiones. Finalmente se refiere a los intereses nacionales brasileros en las Naciones Unidas en campos como energía, medio ambiente y defensa.

The freshwaters of the Mersey Basin have been seriously polluted for over 200 years. Anecdotal evidence suggests that the water quality was relatively clean before the start of the Industrial Revolution. The development of the cotton and chemical industries increased the pollution load to rivers, and consequently a decline in biota supported by the water was observed. Industrial prosperity led to a rapid population increase and an increase in domestic effluent. Poor treatment of this waste meant that it was a significant pollutant. As industry intensified during the 19th century, the mix of pollutants grew more complex. Eventually, in the 1980s, the government acknowledged the problem and more effort was made to improve the water quality. Knowledge of social and economic history, as well as anecdotal evidence, has been used in this paper to extrapolate the changes in water quality that occurred. (C) 2003 Elsevier Science B.V. As part of the broader prevention and social inclusion agenda, concepts of risk, resilience, and protective factors inform a range of U.K. Government initiatives targeted towards children and young people in England, including Sure Start, the Children's Fund, On Track, and Connexions. This paper is based on findings from a large qualitative dataset of interviews conducted with children and their parents or caregiver who accessed Children's Fund services as part of National Evaluation of the Children's Fund research.1 Drawing on the notion of young people's trajectories, the paper discusses how Children's Fund services support children's and young people's pathways towards greater social inclusion. While many services help to build resilience and protective factors for individual children, the paper considers the extent to which services also promote resilience within the domains of the family, school, and wider community and, hence, attempt to tackle the complex, multi-dimensional aspects of social exclusion affecting children, young people, and their families.

This paper argues for the importance of retaining a map library presence on UK university campuses at a time when many are under threat of closure, and access to geospatial data is increasingly moving to web-based services. It is suggested that the need for local expertise is undiminished and map curators need to redefine themselves as geoinformation specialists, preserving their paper map collections, but also meeting some of the challenges of GIS, and contributing to national developments in the construction of distributed geolibraries and the provision of metadata, especially with regard to local data sets.

Despite record national output in the early years of this decade there is widespread concern that rice yields in Bangladesh are below those attainable, and that given future population growth this may constrain achievement of food security and poverty reduction objectives. A frequent response to this problem is that farmers could close the gap between actual farm yields and potential yields identified in field trials if farmers who are technically inefficient could improve their current farming practices. This paper estimates and explains technical efficiency for a sample of rice farmers in Bangladesh employing Bayesian methods. The results provide insights into the distribution of technical efficiency and identify important influences on rice growing.

This paper explores concentration levels in the ownership of intellectual property rights over plant varieties worldwide. An analysis of data for 30 UPOV member-countries shows a high degree of concentration in the ownership of plant variety rights for six major crops at the national level in the developed world. Much of this concentration has arisen owing to the rapid consolidation of the seed industry through mergers and acquisitions, especially in the 1990s. A high degree of concentration in the ownership of plant variety rights, in combination with recent efforts to strengthen plant variety protection regimes, is likely to have significant effects on the prospects for future innovation in plant breeding and the distribution of market power between companies. For developing countries, concentration in intellectual property right ownership may have important implications for the structure of domestic seed industries and access to protected varieties and associated plant breeding technologies. These implications for developing countries are likely to become apparent in the context of the rapid spread of plant variety protection and access legislation, emerging changes in the international exchange regime for plant material and liberalised investment policies permitting foreign investment in the seeds sector. Although mutations in intermediate filament proteins cause many human disorders, the detailed pathogenic mechanisms and the way these mutations affect cell metabolism are unclear. In this study, selected keratin mutations were analysed for their effect on the epidermal stress response. Expression profiles of two keratin-mutant cell lines from epidermolysis bullosa simplex patients (one severe and one mild) were compared to a control keratinocyte line before and after challenge with hypo-osmotic shock, a common physiological stress that transiently distorts cell shape. Fewer changes in gene expression were found in cells with the severely disruptive mutation (55 genes altered) than with the mild mutation (174 genes) or the wild type cells (261 genes) possibly due to stress response pre-activation in these cells. We identified 16 immediate-early genes contributing to a general cell response to hypo-osmotic shock, and 20 genes with an altered expression pattern in the mutant keratin lines only. A number of dual-specificity phosphatases (MKP-1, MKP-2, MKP-3, MKP-5 and hVH3) are differentially regulated in these cells, and their downstream targets p-ERK and p-p38 are significantly up-regulated in the mutant keratin lines. Our findings strengthen the case for the expression of mutant keratin proteins inducing physiological stress, and this intrinsic stress may affect the cell responses to secondary stresses in patients' skin.

Geological carbon dioxide storage (CCS) has the potential to make a significant contribution to the decarbonisation of the UK. Amid concerns over maintaining security, and hence diversity, of supply, CCS could allow the continued use of coal, oil and gas whilst avoiding the CO2 emissions currently associated with fossil fuel use. This project has explored some of the geological, environmental, technical, economic and social implications of this technology. The UK is well placed to exploit CCS with a large offshore storage capacity, both in disused oil and gas fields and saline aquifers. This capacity should be sufficient to store CO2 from the power sector (at current levels) for a least one century, using well understood and therefore likely to be lower-risk, depleted hydrocarbon fields and contained parts of aquifers. It is very difficult to produce reliable estimates of the (potentially much larger) storage capacity of the less well understood geological reservoirs such as non-confined parts of aquifers. With the majority of its large coal fired power stations due to be retired during the next 15 to 20 years, the UK is at a natural decision point with respect to the future of power generation from coal; the existence of both national reserves and the infrastructure for receiving imported coal makes clean coal technology a realistic option. The notion of CCS as a ‘bridging’ or ‘stop-gap’ technology (i.e. whilst we develop ‘genuinely’ sustainable renewable energy technologies) needs to be examined somewhat critically, especially given the scale of global coal reserves. If CCS plant is built, then it is likely that technological innovation will bring down the costs of CO2 capture, such that it could become increasingly attractive. As with any capitalintensive option, there is a danger of becoming ‘locked-in’ to a CCS system. The costs of CCS in our model for UK power stations in the East Midlands and Yorkshire to reservoirs in the North Sea are between £25 and £60 per tonne of CO2 captured, transported and stored. This is between about 2 and 4 times the current traded price of a tonne of CO2 in the EU Emissions Trading Scheme. In addition to the technical and economic requirements of the CCS technology, it should also be socially and environmentally acceptable. Our research has shown that, given an acceptance of the severity and urgency of addressing climate change, CCS is viewed favourably by members of the public, provided it is adopted within a portfolio of other measures. The most commonly voiced concern from the public is that of leakage and this remains perhaps the greatest uncertainty with CCS. It is not possible to make general statements concerning storage security; assessments must be site specific. The impacts of any potential leakage are also somewhat uncertain but should be balanced against the deleterious effects of increased acidification in the oceans due to uptake of elevated atmospheric CO2 that have already been observed. Provided adequate long term monitoring can be ensured, any leakage of CO2 from a storage site is likely to have minimal localised impacts as long as leaks are rapidly repaired. A regulatory framework for CCS will need to include risk assessment of potential environmental and health and safety impacts, accounting and monitoring and liability for the long term. In summary, although there remain uncertainties to be resolved through research and demonstration projects, our assessment demonstrates that CCS holds great potential for significant cuts in CO2 emissions as we develop long term alternatives to fossil fuel use. CCS can contribute to reducing emissions of CO2 into the atmosphere in the near term (i.e. peak-shaving the future atmospheric concentration of CO2), with the potential to continue to deliver significant CO2 reductions over the long term.
