Este estudo analisa a importância de implantar o Projeto Oficina Escola para fornecer aos alunos a oportunidade de adquirir competências e habilidades, implantando uma gestão inovadora de aprendizagem observando a flexibilidade da escola inserindo a prática da arte em período integral, como currículo alternativo. O presente trabalho é de natureza quantitativa e qualitativa, tipo estudo de caso e o campo de aplicação foi Escola Municipal Amabílio Vieira dos Santos. Quanto à revisão teórica buscou-se conceituar o currículo e suas nuances para tomá-lo adequado à realidade. A pesquisa envolveu estudos sobre diferenças sociais do Bairro Santa Cruz. Tratou-se de uma pesquisa descritiva, quanto aos fins e meios, bem como, uma pesquisa-ação participativa, pois envolveu procedimentos que integram a comunidade escolar e demais parceiros, sendo um projeto de ação social e cultural. Na finalização do trabalho elaboraram-se as considerações e limitações quanto ao desenvolvimento do Projeto Oficina Escola. ABSTRACT; This study it analyses the importance of to implement School Workshop Project to provide the students the opportunity acquiring competences and abilities, performing an innovated management of learning observing the school flexibility inserting the practice of Art in a full time system, as an alternative curriculum. The present work composition is a quantity and qualitative one, kind case study e the field of its application was the Municipal School Amabílio Vieira Dos Santos. White the theory review, it searches to give the concept of the curriculum and its particularities to become it appropriated to the reality. The research involved studies about the social differences at the District Santa Cruz. It was a descriptive research, white the finals and insides, as well a participative research, because it involved procedures that integrated the school community partners, being a social and cultural project. The finalization of this work elaborates the considerations and limitations as the development of the School Work shop Project.

Based on the definitions of Public Communication, Political Marketing, Public Interest Information and Communication as a Tool of Governance, the study notes the use of the news section of the websites of the City Christmas and Mossoro, Rio Grande do Norte, in regard to strengthening citizenship and encouraging participatory management, from the characterization of materials like pieces of Political Marketing and Public Communication. Data collection in qualitative research was conducted from August to September 2011 and content analysis showed that the appropriation of public property for personal use is a reality, despite legal requirements to the detriment of strategic communication and governance for results from the dissemination of information of public interest and the establishment of a communication channel between State Government and Society. Elements of this study suggest the need for further research to deepen the discussion

The democratic management is a challenge for education, on the one hand for its actualization needs a link between the government and the educational institution. From that, research aims to understand the main challenges faced by the school administration to consolidate the management of public schools in Natal/RN. Against this context the methodology used was multiple cases, qualitative approach in which respondent were manager (director, deputy director and coordinator) of the four municipal schools and two representatives of the Democratic Management Commission of a Government departament of Education, Natal/RN. The analysis was made by peers, between schools that had grade superior IDEB that average stipulated by the federal government and two that had grade lower and between managers and representatives of the Secretary. Were used techniques of categorization and content analysis of the speeches of respondents. Was note that managers understand the importance of the participation about whole community in the democratic management, however only one school highlighted means of attracting the parents against to the difficulty of representing these. The lack of knowledge about the democratic management is evident mainly in the pair of schools with lower IDEB. That schools with a lower IDEB adhere to this management as a way to meet rules. So unanimous, the broad role of director hampers knowledge about the legislation. About relationship of the Government department with managers, there are some contradictions between the understanding of the role of the coordinator by managers and representatives of the Government department. It was perceptible the no uniformity about a good relationship between managers and Government department. It was notable features of democratic management in all school units, well as the efforts of the Government department in this scope. However there are also undemocratic features that deserve further study

Studies of strategic HRM have dominated HRM research over the last three decades. Focusing on the HRM-organisation performance relationship, researchers take various themes and perspectives in their approach to strategic HRM. Among these themes, two contrasting approaches of strategic HRM continue to flourish: first, the best practice approach suggests that certain HRM practices will have the same effect irrespective of context and, second, the best fit approach suggests that the choice of HRM practices should be designed in accordance with an organisations’ specific context. While there is little consensus on what constitutes strategic HRM, the most common feature agreed in this field is the notion of the strategic integration; aligning HRM practices with organisations’ overall strategic objectives (vertical fit) and with each other (horizontal fit). Utilising the best fit approach as its theoretical framework, this study examines how vertical and horizontal fit is practised in the Indonesian civil service and what factors likely influence the prevalence of vertical and horizontal fit in the Indonesian civil service context. This study is significant for two important reasons. Firstly, the literature suggests that there are limited studies examining the best fit concept in the civil sector despite its implementation in the private sector positively contributing to organisational performance improvement. Secondly, the study provides enlightenment on how the best fit approach could contribute to performance improvement in the Indonesian civil service. This is in line with the fact that negative images of the Indonesian civil service are continuously highlighted although various HRM reform initiatives have been put in place. To achieve the objectives of the study, the qualitative case study approach accompanied by semi-structured interviews was employed involving 53 senior officials and one focus group discussion from eight Indonesian government agencies, consisting of three central agencies mandated to manage human resources, the National Bureaucratic Reform Team and four line agencies from both central and local governments. Thematic analysis was employed for data analyses and NVIVO software was used to manage the data. The study suggests three main findings. First, various HRM initiatives in relation to the HRM reform have been introduced in the Indonesian civil service differentiating them from the old HRM practices. However, the findings indicate that some HRM policies are still contradicting and hinder vertical and horizontal fit. Second, despite the contradictory policies, vertical and horizontal fit can be seen in the line agencies which have been acknowledged as ‘reformed agencies’. This demonstrates that the line agencies play an important role in aligning HRM practices with the line agencies’ goals and objectives and with one another although they are bounded by HRM policies that are unlikely to support the vertical and horizontal fit concept. Third, factors influencing the prevalence of vertical and horizontal fit include knowledge of contemporary HRM in both central agencies and line agencies, commitment from the line agencies’ leaders, devolvement of HRM to the line agencies and the socio-political and economic environments of the Indonesian civil service. The findings of the study raise policy, practical and theoretical implications. In terms of policy implications, the study highlights the importance of fit in HRM policies to support the achievement of the line agencies’ goals. Therefore, when formulating an HRM policy, the central agencies need to ensure that the HRM policy is linked to line agencies’ goals and to other HRM policies. This is to ensure synchronisation among the policies and thus maximising the achievement of the line agencies’ goals. From the practical perspectives, the study highlights important points which can be learned by the central agencies in carrying out their strategic role with regard to the formulation of HRM policies; by the line agencies in maximising the contribution of HRM to the achievement of the goals and objectives of the agencies through the implementation of the best fit concept, and by the leaders of the agencies in providing continuous support to each of the involved parties in the line agencies and involving the HRM department in all agency’s strategic decision-making. In relation to the theoretical implication, it is clear that the best fit approach is not thoroughly applied due to factors discussed previously. However, this does not mean that the best fit concept cannot be implemented. As argued by McCourt & Ramgutty-Wong (2003), instead of adopting the whole concept of best fit, a modulated approach reflecting the best fit concept, such as selecting individual HRM practices and experimenting with devolution, is possible for civil service organisations which still embrace centralised HRM systems. As demonstrated in the findings, some of the line agencies being studied seem to be ready to adopt the best fit approach given that they have knowledge of the best fit concept, strong support from the top leader, less political intervention and less corruption, collusion, and nepotism practices in their HRM practices.

In a principal-agent model we analyze the firm’s decision to adopt an informal or a standardized Environmental Management System (EMS). Our results are consistent with empirical evidence in several respects. A standardized EMS increases the internal control at the cost of introducing some degree of rigidity that entails an endogenous setup cost. Standardized systems are more prone to be adopted by big and well established firms and under tougher environmental policies. Firms with standardized EMS tend to devote more effort to abatement although this effort results in lower pollution only if public incentives are strong enough, suggesting a complementarity relationship between standardized EMS and public policies. Emission charges have both a marginal effect on abatement and a qualitative effect on the adoption decision that may induce a conflict between private and public interests. As a result of the combination of these two effects it can be optimal for the government to distort the tax in a specific way in order to push the firm to choose the socially optimal EMS. The introduction of standardized systems can result in win-win situations where firms, society and the environment get better off.

A presente dissertação tem como objetivo geral apresentar uma proposta de um modelo de observatório municipal do desporto na administração local, nomeadamente no concelho de Setúbal. Podem ser verificados alguns estudos sobre a temática dos observatórios no sector do desporto (Leite, 2013; Gaspar 2014). Em plena sociedade de informação, as organizações têm de gerir grandes fluxos de dados. Têm de ter capacidade de adaptação à realidade, mas acima de tudo, uma atitude pró-ativa no sentido de anteciparem novos cenários. Segundo Albornoz e Herschmann (2006), os observatórios costumam recolher, registar, acompanhar, interpretar dados, produzir indicadores estatísticos, criar metodologias para codificar, classificar e categorizar informações, estabelecendo conexões entre pessoas que trabalham em áreas similares, bem como monitorizar e analisar tendências. É exigido à administração local, serviços de qualidade e de transparência na adoção das suas politicas desportivas e a existência de um instrumento de recolha de informação, estruturado com base num modelo de análise que permita conhecer, analisar e compreender o estado de um dado contexto desportivo em tempo real, irá permitir a criação de uma base de dados contendo informação atualizada e confiável. Neste contexto, os sistemas de informação, quando desenvolvidos e aplicados, vão permitir a recolha de informação fundamental sobre o comportamento interno da organização (Claudino, 2005). A presente pesquisa representa uma investigação descritiva, tratando-se de um estudo de caso a aplicar na Câmara Municipal de Setúbal. Em termos da recolha de dados, foram utilizadas fontes primárias, com base numa análise documental. Os resultados deste estudo, permitem apresentar uma primeira abordagem de estrutura e processos de funcionamento de um modelo de observatório municipal do desporto com aplicação prática, tendo sido estabelecidos sete categorias de análise fundamentais: i) Atividades Desportivas; ii) Instalações Desportivas, iii) Associativismo; iv) Recursos Humanos; v) Sector Privado; vi) Consumo Desportivo; vii) Divisão Desporto. As estratégias das políticas públicas desportivas adotadas, o planeamento desportivo ou o acesso ao apoio financeiro, exigem que estejam disponíveis um conjunto de informações rigorosas e fidedignas sobre o desempenho, a evolução e as tendências do sector a nível local pelo que a estrutura de um observatório do desporto, irá permitir de uma forma eficiente, eficaz e participativa que se desenvolvam e projetem as políticas desportivas locais que melhor se ajustem à sua realidade. Acreditamos que a existência de um observatório municipal do desporto acrescenta benefícios para os municípios. As mudanças e os desafios económicos colocados hoje, obrigam a novas dinâmicas competitivas.

Introdução e Objectivos: As organizações necessitam de dados para tomar decisões, necessitam de elementos que sirvam de base à resolução de problemas ou à formulação de um juízo. Necessitam de um índice, de uma informação objectiva, disponível para qualquer indivíduo a manipular de acordo com o tipo de análise que pretende efectuar. Temos cada vez mais de nos preocupar em estar devidamente informados e estabelecer as relações mais vantajosas para a nossa organização e para o mercado onde actuamos. Irá implicar a utilização de distintos modelos de análise e instrumentos de recolha de dados, de forma a criar uma base de informação útil aos vários organismos (municipais e nacionais), que projectam as políticas desportivas a desenvolver a nível local e nacional. Com a presente investigação, pretendemos propor um Modelo de Observatório do Desporto e das Actividades Complementares associado a um Sistema de Informação Desportivo, que permita ao poder local (Autarquias), proceder ao levantamento, sempre que necessário, das evoluções concelhias do mercado desportivo, para que de uma forma sustentada, criem e desenvolvam políticas desportivas locais que melhor se ajustem à sua realidade e que sirvam de base à criação da Conta Satélite do Desporto. Material e Métodos: O modelo será testado no concelho de Odivelas, inserido na estrutura da CM Odivelas, sendo necessário a inquirição dos clubes do concelho (apenas os clubes com actividade desportiva activa), numa 1ª fase, e numa 2ª fase, as empresas que lhe dão suporte. Os presidentes e directores de ambas as organizações serão os alvos da aplicação do questionário informático e/ou questionário em suporte papel, de acordo com as realidades e características de cada clube e empresa. Os dados recolhidos serão tratados tratados através do software da aplicação informática que foi criada especificamente para o efeito e que permitirá a exportação de dados para outros suportes informáticos. A própria aplicação irá permitir a construção e apresentação de relatórios de acordo com os requisitos solicitados. Resultados: O objectivo geral do estudo foi alcansado com a construção de um Modelo de Observatório Municipal do Desporto, baseado numa proposta de Sector do Desporto e de Conta Satélite do Desporto, tendo por base o estudo de caso na Câmara Municipal de Odivelas. Os objectivos específicos prenderam-se com a construção de instrumentos de recolha de dados para: - identificar os serviços desportivos e de complemento desportivo prestados no concelho de Odivelas; - identificar as organizações que prestam serviços desportivos e de Proposta Metodológica de Criação de um Observatório Municipal de Desporto, na Administração Pública Local complemento ao desporto; Os dados recolhidos terão de ser cruzados com a informação já existente, mas que se encontra dispersa pelas várias estruturas da CMO, de forma a permitir realizar o “levantamento” dos valores económicos gerados pelas actividades desportivas dos clubes, colectividades e empresas prestadoras de serviços e identificar as lacunas de serviços necessários aos clubes e colectividades não existentes no concelho.

The current Amazon landscape consists of heterogeneous mosaics formed by interactions between the original forest and productive activities. Recognizing and quantifying the characteristics of these landscapes is essential for understanding agricultural production chains, assessing the impact of policies, and in planning future actions. Our main objective was to construct the regionalization of agricultural production for Rondônia State (Brazilian Amazon) at the municipal level. We adopted a decision tree approach, using land use maps derived from remote sensing data (PRODES and TerraClass) combined with socioeconomic data. The decision trees allowed us to allocate municipalities to one of five agricultural production systems: (i) coexistence of livestock production and intensive agriculture; (ii) semi-intensive beef and milk production; (iii) semi-intensive beef production; (iv) intensive beef and milk production, and; (v) intensive beef production. These production systems are, respectively, linked to mechanized agriculture (i), traditional cattle farming with low management, with (ii) or without (iii) a significant presence of dairy farming, and to more intensive livestock farming with (iv) or without (v) a significant presence of dairy farming. The municipalities and associated production systems were then characterized using a wide variety of quantitative metrics grouped into four dimensions: (i) agricultural production; (ii) economics; (iii) territorial configuration, and; (iv) social characteristics. We found that production systems linked to mechanized agriculture predominate in the south of the state, while intensive farming is mainly found in the center of the state. Semi-intensive livestock farming is mainly located close to the southwest frontier and in the north of the state, where human occupation of the territory is not fully consolidated. This distributional pattern reflects the origins of the agricultural production system of Rondônia. Moreover, the characterization of the production systems provides insights into the pattern of occupation of the Amazon and the socioeconomic consequences of continuing agricultural expansion.

Les connaissances scientifiques sur le changement climatique (CC) évoluent rapidement. Toutefois, des incertitudes persistent sur l’étendue de ses conséquences, particulièrement dans les milieux urbains, qui subiront des impacts différents de ceux vécus par les milieux ruraux. Les autorités publiques ont récemment commencé à élaborer des politiques publiques d’adaptation au changement climatique (ACC) qui visent à en limiter les conséquences indésirables. En milieu urbain, la littérature suggère qu’un des outils que devraient privilégier ces politiques est le verdissement. Des auteurs signalent que les actions visant l’ACC peuvent se greffer dans des politiques existantes. L’ACC, comme enjeu public, peut donc être réalisée par l’entremise de sa prise en compte dans les politiques publiques de verdissement. Cette prise en compte devrait affecter le contenu (quoi?) et le pilotage (comment?) des différentes étapes des politiques. Le cas de la politique publique de verdissement de la Ville de Montréal, au Québec, nous a permis d’étudier cette prise en compte. En utilisant un cadre d’analyse des politiques publiques développé par Knoepfel et al. (2015), qui porte entre autres sur la mobilisation des ressources par différents acteurs concernés par ces politiques, nous montrons que cette dernière s’est opérée de quelques façons. Premièrement, il y a eu un changement dans l’argumentaire pour le verdissement, outil qui vise à lutter contre les îlots de chaleur urbains et assurer une meilleure gestion des eaux pluviales. Ensuite, le choix de l’échelle d’agglomération pour la prise en compte de l’ACC a entraîné un changement d’échelle dans la gestion du verdissement. La publication d’un plan d’action majeur de verdissement urbain pour l’agglomération, et dont le leitmotiv est l’ACC, le démontre. Quelques modifications réglementaires et l’inclusion de nouveaux acteurs dans la politique témoignent aussi que la prise en compte a eu lieu. Finalement, le plan d’action fournit un cadre pour la mise en œuvre du verdissement dans les zones les plus vulnérables au CC en plus d’une structure de partage des coûts. Cependant, la mise en oeuvre du verdissement dans une visée d’ACC n'a pas été évaluée dans la présente étude. Nous avons aussi noté que la biodiversité est un enjeu d’importance qui va de pair avec l’ACC dans la politique de verdissement. Il y a donc une prise en compte, partielle, de l’ACC dans la politique publique de verdissement à Montréal (avec certains écueils). Nous arguons que l’enjeu de l’ACC sert peut-être d’argument supplémentaire pour verdir la ville plutôt que d’être un véritable moteur de transformation de la politique de verdissement.

Early water resources modeling efforts were aimed mostly at representing hydrologic processes, but the need for interdisciplinary studies has led to increasing complexity and integration of environmental, social, and economic functions. The gradual shift from merely employing engineering-based simulation models to applying more holistic frameworks is an indicator of promising changes in the traditional paradigm for the application of water resources models, supporting more sustainable management decisions. This dissertation contributes to application of a quantitative-qualitative framework for sustainable water resources management using system dynamics simulation, as well as environmental systems analysis techniques to provide insights for water quality management in the Great Lakes basin. The traditional linear thinking paradigm lacks the mental and organizational framework for sustainable development trajectories, and may lead to quick-fix solutions that fail to address key drivers of water resources problems. To facilitate holistic analysis of water resources systems, systems thinking seeks to understand interactions among the subsystems. System dynamics provides a suitable framework for operationalizing systems thinking and its application to water resources problems by offering useful qualitative tools such as causal loop diagrams (CLD), stock-and-flow diagrams (SFD), and system archetypes. The approach provides a high-level quantitative-qualitative modeling framework for "big-picture" understanding of water resources systems, stakeholder participation, policy analysis, and strategic decision making. While quantitative modeling using extensive computer simulations and optimization is still very important and needed for policy screening, qualitative system dynamics models can improve understanding of general trends and the root causes of problems, and thus promote sustainable water resources decision making. Within the system dynamics framework, a growth and underinvestment (G&U) system archetype governing Lake Allegan's eutrophication problem was hypothesized to explain the system's problematic behavior and identify policy leverage points for mitigation. A system dynamics simulation model was developed to characterize the lake's recovery from its hypereutrophic state and assess a number of proposed total maximum daily load (TMDL) reduction policies, including phosphorus load reductions from point sources (PS) and non-point sources (NPS). It was shown that, for a TMDL plan to be effective, it should be considered a component of a continuous sustainability process, which considers the functionality of dynamic feedback relationships between socio-economic growth, land use change, and environmental conditions. Furthermore, a high-level simulation-optimization framework was developed to guide watershed scale BMP implementation in the Kalamazoo watershed. Agricultural BMPs should be given priority in the watershed in order to facilitate cost-efficient attainment of the Lake Allegan's TP concentration target. However, without adequate support policies, agricultural BMP implementation may adversely affect the agricultural producers. Results from a case study of the Maumee River basin show that coordinated BMP implementation across upstream and downstream watersheds can significantly improve cost efficiency of TP load abatement.

Urban inequality has emerged as one of the dominant themes of modern life and globalization. More than three million people experienced homelessness in the United States last year; in Miami-Dade, more than 15,000 individuals were homeless. Surviving extreme poverty, and exiting or avoiding homelessness, involves negotiating a complex mix of public and private assistance. However, a range of factors influence what types of help are available and how they can be accessed. Frequently, larger social structures determine which resource are available, leaving many choices entirely out of the individual’s control. For single men, who are ineligible for many benefits, homelessness can be difficult to avoid and even harder to exit. My study seeks to better understand how adult, minority men living in extreme poverty in Miami-Dade negotiate their daily survival. Specific research questions address: Do black and Hispanic men who are homeless or at risk of homelessness have different personal characteristics and different experiences in avoiding or exiting homelessness? How does Miami’s response to extreme poverty/homelessness, including availability of public benefits and public and private service organizations, either maximize or constrain the choices available to this population? And, what is the actual experience of single, adult men who are homeless or at risk of homelessness, in negotiating their daily survival? A mixed methods approach combines quantitative survey data from 7,605 homeless men, with qualitative data from 54 semi-structured interviews incorporating the visual ethnography techniques of Photo Elicitation Interviewing. Results show the differences experienced by black and Hispanic men who are poor and homeless in Miami. Findings also highlight how the community’s official and unofficial responses to homelessness intersect with the actual experiences of the persons targeted by the policies and programs, challenging preconceived notions regarding the lives of persons living in extreme poverty. It adds to the existing body of literature by focusing on the urban Miami context, emphasizing disparities amongst racial and ethnic groups. Findings are intended to provide an empirically grounded thesis that humanizes the subjects and illuminates their personal experiences, helping to inform public policy around the needs of extremely poor populations.

Nous avons aussi noté que la biodiversité est un enjeu d’importance qui va de pair avec l’ACC dans la politique de verdissement. Il y a donc une prise en compte, partielle, de l’ACC dans la politique publique de verdissement à Montréal (avec certains écueils). Nous arguons que l’enjeu de l’ACC sert peut-être d’argument supplémentaire pour verdir la ville plutôt que d’être un véritable moteur de transformation de la politique de verdissement.
