The short article attempts to make some very brief reflections on the effects a lack of public policies positively discriminatory in terms of public employment retirement. In particular, the observation of the absurd contradiction between the average age of retirement at the time of death (for men and women) and the average pension time for men and women in public employment in Portugal.

ABSTRACT OBJECTIVE To identify factors associated with exclusive breastfeeding in the first six months of life in Brazil. METHODS Systematic review of epidemiological studies conducted in Brazil with exclusive breastfeeding as outcome. Medline and LILACS databases were used. After the selection of articles, a hierarchical theoretical model was proposed according to the proximity of the variable to the outcome. RESULTS Of the 67 articles identified, we selected 20 cross-sectional studies and seven cohort studies, conducted between 1998 and 2010, comprising 77,866 children. We identified 36 factors associated with exclusive breastfeeding, being more often associated the distal factors: place of residence, maternal age and education, and the proximal factors: maternal labor, age of the child, use of a pacifier, and financing of primary health care. CONCLUSIONS The theoretical model developed may contribute to future research, and factors associated with exclusive breastfeeding may subsidize public policies on health and nutrition.

Acreditando numa educação social que se quer muito mais do que uma socialização correta e numa educação de adultos que se quer muito mais do que um ajustamento funcional dos indivíduos ao mercado de trabalho, este trabalho desenvolveu-se num Centro Novas Oportunidades (CNO), sedeado numa escola pública do concelho de Penafiel, entre outubro de 2011 e julho de 2012. Através de uma metodologia de investigação-ação participativa, procurou potenciar os campos de interseção entre a educação social e a educação de adultos, inspirando-se no poder libertador e transformador da educação. Num momento em que os adultos vivenciaram o encerramento repentino da Iniciativa Novas Oportunidades, em que estão integrados ou que foram integrantes, e o consequente sentimento de descredibilização social dos processos que frequentavam, este projeto procurou promover nos adultos com quem foi construído, a capacidade de reflexão sobre o seu passado, apropriação crítica do seu presente, a fim de tomarem decisões sobre o seu futuro, e que respondesse aos seus interesses e desejos, numa lógica de solidariedade, justiça e desenvolvimento. As conclusões deste trabalho apontam para a sua capacidade de, numa atitude emancipatória e democrática, analisar criticamente as circunstâncias que enquadram mais um período de transição das políticas públicas no campo da educação de adultos, a partir de uma essencial avaliação isenta e independente do trabalho desenvolvido, pelos seus principais intervenientes: os adultos.

Este estudo tem como objetivo principal analisar a oferta formativa a nível dos cursos profissionais e a sua adequação ao mercado de trabalho. Nesse sentido, analisou-se a evolução do ensino profissional em Portugal, nomeadamente em escolas públicas. A abertura das escolas secundárias da rede pública à educação e formação profissional tornou-se um facto incontornável, com a última revisão curricular do ensino secundário a permitir um arrojado salto no desenvolvimento, ao qual não é alheia a sua crescente valorização e consolidação no contexto da ação educativa. As sucessivas reformas do Ensino Secundário, também foram objeto de exploração deste trabalho. Ao longo das décadas, repercutiram-se várias reformas das políticas educativas que, entretanto, culminando na Reforma do Ensino Secundário, em 2004, assumiram a importância do ensino profissionalmente qualificante, com uma expressão no sistema educativo mais intensa que nunca. Neste estudo participaram alunos de um curso profissional, a Coordenadora do Agrupamento de Escolas e a Coordenadora da Associação Empresarial inquiridos sobre as representações que fazem sobre a oferta formativa disponibilizada e a da sua adequação ao mercado empresarial. O presente estudo permitiu perceber que a Escola não possui uma relação objetiva com o mercado empresarial, mas que os alunos têm vontade de se integrar numa empresa da sua região. O resultado do estudo aponta para a existência de uma oferta formativa que não parece estar adequada às necessidades do mercado de trabalho local.

Many authors have proposed incorporating measures of well-being into evaluations of public policy. Yet few evaluations use experimental design or examine multiple aspects of well-being, thus the causal impact of public policies on well-being is largely unknown. In this paper we examine the effect of an intensive early intervention program on maternal well-being in a targeted disadvantaged community. Using a randomized controlled trial design we estimate and compare treatment effects on global well-being using measures of life satisfaction, experienced well-being using both the Day Reconstruction Method (DRM) and a measure of mood yesterday, and also a standardized measure of parenting stress. The intervention has no significant impact on negative measures of well-being, such as experienced negative affect as measured by the DRM and global measures of well-being such as life satisfaction or a global measure of parenting stress. Significant treatment effects are observed on experienced measures of positive affect using the DRM, and a measure of mood yesterday. The DRM treatment effects are primarily concentrated during times spent without the target child which may reflect the increased effort and burden associated with additional parental investment. Our findings suggest that a maternal-focused intervention may produce meaningful improvements in experienced well-being. Incorporating measures of experienced affect may thus alter cost-benefit calculations for public policies.

Our project aims at analyzing the relevance of economic factors (mainly income and other socioeconomic characteristics of Spanish households and market prices) on the prevalence of obesity in Spain and to what extent market intervention prices are effective to reduce obesity and improve the quality of the diet, and under what circumstances. In relation to the existing literature worldwide, this project is the first attempt in Spain trying to get an overall picture on the effectiveness of public policies on both food consumption and the quality of diet, on one hand, and on the prevalence of obesity on the other. The project consists of four main parts. The first part represents a critical review of the literature on the economic approach of dealing with the obesity prevalence problems, diet quality and public intervention policies. Although another important body of obesity literature is dealing with physical exercise but in this paper we will limit our attention to those studies related to food consumption respecting the scope of our study and as there are many published literature review dealing with the literature related to the physical exercise and its effect on obesity prevalence. The second part consists of a Parametric and Non-Parametric Analysis of the Role of Economic Factors on Obesity Prevalence in Spain. The third part is trying to overcome the shortcomings of many diet quality indices that have been developed during last decades, such as the Healthy Eating Index, the Diet Quality Index, the Healthy Diet Indicator, and the Mediterranean Diet Score, through the development of a new obesity specific diet quality index. While the last part of our project concentrates on the assessment of the effectiveness of market intervention policies to improve the healthiness of the Spanish Diet Using the new Exact Affine Stone Index (EASI) Demand System.

This paper focuses on the transformation of French public policy on doping and its effects on the life of cycling professionals. We first focus on the emergence and the evolution of French public policies against doping in cycling. Then the article attempts to qualitatively observe the effects of policies on cyclists. The objective is to understand how the cycling culture is evolving. This article is based on 39 interviews with new and seasoned professionals, as well as ethnographic observations over a dozen years .

RESUMECette recherche empirique porte sur les emplois temporaires subventionnés (ETS) instaurés dans le cadre du chômage et de l'aide sociale en Suisse depuis une dizaine d'années. La mise en place de politiques d'activation dans le cadre de la protection sociale met l'accent sur les liens explicites, souvent réglementaires, qu'entretiennent actuellement la protection sociale, les politiques de l'emploi et le marché du travail dans les pays industrialisés. Ces transformations ont largement contribué au développement d'activités exercées en marge du marché de l'emploi. Dans le cadre du chômage, comme dans celui de l'aide sociale, une mise au travail peut être exigée en contrepartie du versement des indemnités ; en Suisse, on nomme ce procédé l'assignation au travail. L'assignation est le processus par lequel un-e conseiller?ère en placement peut contraindre, sous peine de sanction (suppression des indemnités pour un temps déterminé) une personne au chômage (inscrit-e auprès d'un office régional de placement) à souscrire à une mesure du marché du travail (MMT), particulièrement les ETS.Cette recherche propose une analyse de l'assignation à un programme d'emploi temporaire sous l'éclairage de la sociologie du travail. Elle adopte une perspective compréhensive attentive aux tensions que vivent les individus pris dans une situation de travail hybride et inédite qui les place aux frontières des différentes catégories administratives de chômage, d'inactivité et de population occupée. Partant d'une étude empirique auprès de personnes assignées, cette recherche mène une analyse qualitative des conditions et de l'organisation du travail en ETS, des modalités contractuelles et statutaires des personnes assignées à une activité de travail contrainte et matériellement non reconnue, puisque non salariée. Elle s'attache également à cerner le vécu de l'assignation au travail, ainsi que le sens que les personnes lui attribuent dans leur trajectoire biographique et professionnelle.SUMMARYThis research investigates a specific and new form of labor, namely «temporary subsidized jobs» {emplois temporaires subventionnés, ETS) that have been developed since the late 1990s in Switzerland in the context of unemployment and social assistance benefits. Although ETS are specific to Switzerland, they echo similar «workfare» measures imposed on unemployed and welfare recipients introduced in recent years in almost all industrialized countries. Indeed, the evolution of public policies and the generalization of «active labour-market policies» {politiques d'activation) have become central to social protection in the majority of Western countries and have emerged in parallel to the expansion of work activities situated at the margins of traditional wage- labor.My analysis of the ETS phenomenon is informed by labor sociology and discusses the pertinence of a classical approach in grasping this hybrid and new work situation, which sets individual persons at the border between various administrative categories such as «unemployed», «inactive» and «at work». I investigate in particular the issue of contractual and statutory modalities imposed on persons who have been assigned to a form of activity that is both constraining as well as materially non-recognized (as it remains outside of traditional wage-labor forms). In order to understand ETS conditions and labor organization, my fieldwork consist of interviews of persons who have been assigned to it and observations. I investigate their personal experience, as well as the meaning that these individuals attribute to the ETS experience in the context of their biographical and professional trajectory.

Active labor-market policies (ALMPs) have developed significantly over the past two decades across Organization for Economic Cooperation and Development (OECD) countries, with substantial cross-national differences in terms of both extent and overall orientation. The objective of this article is to account for cross-national variation in this policy field. It starts by reviewing existing scholarship concerning political, institutional, and ideational determinants of ALMPs. It then argues that ALMP is too broad a category to be used without further specification, and it develops a typology of four different types of ALMPs: incentive reinforcement, employment assistance, occupation, and human capital investment. These are discussed and examined through ALMP expenditure profiles in selected countries. The article uses this typology to analyze ALMP trajectories in six Western European countries and shows that the role of this instrument changes dramatically over time. It concludes that there is little regularity in the political determinants of ALMPs. In contrast, it finds strong institutional and ideational effects, nested in the interaction between the changing economic context and existing labor-market policies.

Violence against women (VAW) has become an issue for public action and a subject of controversy and debate in the public arena. The occurrences of VAW are - at least in part - reported by public authorities and public policies are designed to combat it, by means of prevention campaigns, setting up of shelters or counselling services. All these measures bring together a range of institutional and non-institutional actors. VAW is furthermore the focus of specific laws, but we know little about the emergence of the regulation of VAW in Switzerland. In this article, we will present preliminary results of the developpment of policies adressing domestic violence in the canton of Geneva, focusing on the political arena and analysing the definitional work done by two associations. These case studies show that the concept of gender violence has been marginalized and replaced by a new understanding of the phenomenon of gender violence, which is presented most often in a symmetrical, psychological and racialized way. Les violences faites aux femmes font l'objet de débats et de controverses et sont désormais un problème public qui réunit une pluralité d'acteurs institutionnels et non institutionnels. Outre diverses législations en la matière, de multiples actions et politiques publiques ont été élaborées dans des contextes variés, sous forme de campagnes de prévention, de création de refuges et de centres de conseils. Dans ce contexte, on ne sait que peu de choses de l'émergence de la régulation de ces violences en Suisse et des diverses formes qu'elle a prises. Cet article présente des résultats provisoires concernant la prise en charge des violences domestiques dans le canton de Genève, en se centrant sur la scène politique et en analysant le travail définitionnel effectué par deux associations hégémoniques dans le domaine. Ces études de cas permettent d'affirmer que le concept de violence de genre a été marginalisé et remplacé par une nouvelle compréhension du phénomène, présentée le plus souvent de façon symétrique, psychologique et racialisée.

The aim of this MA thesis is to demonstrate how corporate concentration within the global music industry specifically affects the Canadian music industry's ability to compete for its own national audience as well as audiences worldwide. Federal public policies, regulatory regimes and subsidies are considered within the context of the structure of the global marketplace which is, in effect, an oligopoly controlled by four major corporations. Through an extensive literature review of political economy theory, Canadian public policies and music studies, as well as personal interviews conducted with Canadian musicians, entrepreneurs and public servants, I will situate my research within the body of political economy theory; present a detailed report of the structure of the global music industry; address the key players within the industry; describe the relationship between the major corporations and the independent companies operating in the industry; discuss how new technologies affect said relationships; consider the effectiveness of Canadian public policies in safeguarding the national music industry; and recommend steps that can be taken to remedy the shortcomings of Federal policies and regulatory regimes.
