Synthesis and characterization of poly(vinyl acetate peroxide)

Poly(vinyl acetate peroxide) (PVACP) was prepared from vinyl acetate by free-radical-initiated oxidative polymerization. The polyperoxide was isolated and characterized by different spectroscopic methods. The extreme instability of PVACP was demonstrated by FTIR spectroscopy. The H-1- and C-13-NMR studies show the irregularities in the polyperoxide chain due to the cleavage reactions of the propagating peroxide radical. Thermal degradation studies using differential scanning calorimetry revealed that PVACP degrades at a lower temperature and the heat of degradation is in the same range as reported for other vinyl polyperoxides. Stochastic fluctuations of the solar dynamo

Attempts in the past to model the irregularities of the solar cycle (such as the Maunder minimum) were based on studies of the nonlinear feedback of magnetic fields on the dynamo source terms. Since the alpha-coefficient is obtained by averaging over the turbulence, it is expected to have stochastic fluctuations, and we show that these fluctuations can explain the irregularities of the solar cycle in a more satisfactory way. We solve the dynamo equations in a slab with a single mode, taking the alpha-coefficient to be constant in space but fluctuating stochastically in time with some given amplitude and given correlation time. The same level of percentile fluctuations (about 10 %) produces no effect on an alpha-omega dynamo, but makes an alpha-2 dynamo completely chaotic. The level of irregularities in an alpha-2-omega dynamo qualitatively agrees with the solar behavior, reinforcing the conclusion of Choudhuri (1990a) that the solar dynamo is of the alpha-2-omega-type. The irregularities are found to increase on increasing either the amplitude or the correlation time of the stochastic fluctuations. The alpha-quenching mechanism tends to make the system stable against the irregularities and hence it is inferred that the alpha-quenching should not be too strong so that the irregularities are not completely suppressed. We also present a simple-minded analysis to understand why the stochastic fluctuations in the alpha-omega, alpha-2-omega and alpha-2 regimes have such different outcomes.

Determination of the reactivity ratios for the oxidative copolymerizations of indene with methyl, ethyl and butyl acrylates

Full Paper: The copolyperoxides of various compositions of indene with methyl acrylate, ethyl acrylate and butyl acrylate have been synthesized by the free-radical-initiated oxidative copolymerization. The compositions of copolyperoxide obtained from H-1 and C-13 NMR spectra have been used to determine the reactivity ratios of the monomers. The copolyperoxides contain a greater proportion of the indene units in random placement. The NMR studies have shown irregularities in the copolyperoxide chain due to the cleavage reactions of the propagating peroxide radical. The thermal analysis by differential scanning calorimetry suggests alternating peroxide units in the copolyperoxide chain. From the activation energy for the thermal degradation, it was inferred that degradation occurs via the dissociation of the peroxide (O-O) bonds of the copolyperoxide chain. The flexibility of the polyperoxides in terms of glass transition temperature (T-g) has also been examined.

Dynamo models of grand minima

Since a universally accepted dynamo model of grand minima does not exist at the present time, we concentrate on the physical processes which may be behind the grand minima. After summarizing the relevant observational data, we make the point that, while the usual sources of irregularities of solar cycles may be sufficient to cause a grand minimum, the solar dynamo has to operate somewhat differently from the normal to bring the Sun out of the grand minimum. We then consider three possible sources of irregularities in the solar dynamo: (i) nonlinear effects; (ii) fluctuations in the poloidal field generation process; (iii) fluctuations in the meridional circulation. We conclude that (i) is unlikely to be the cause behind grand minima, but a combination of (ii) and (iii) may cause them. If fluctuations make the poloidal field fall much below the average or make the meridional circulation significantly weaker, then the Sun may be pushed into a grand minimum.

Origin of grand minima in Sunspot cycles

One of the most striking aspects of the 11-year sunspot cycle is that there have been times in the past when some cycles went missing, a most well-known example of this being the Maunder minimum during 1645-1715. Analyses of cosmogenic isotopes (C-14 and Be-10) indicated that there were about 27 grand minima in the last 11 000 yrs, implying that about 2.7% of the solar cycles had conditions appropriate for forcing the Sun into grand minima. We address the question of how grand minima are produced and specifically calculate the frequency of occurrence of grand minima from a theoretical dynamo model. We assume that fluctuations in the poloidal field generation mechanism and in the meridional circulation produce irregularities of sunspot cycles. Taking these fluctuations to be Gaussian and estimating the values of important parameters from the data of the last 28 solar cycles, we show from our flux transport dynamo model that about 1-4% of the sunspot cycles may have conditions suitable for inducing grand minima.

Measurement and simulation of surface roughness noise using phased microphone arrays

A turbulent boundary-layer flow over a rough wall generates a dipole sound field as the near-field hydrodynamic disturbances in the turbulent boundary-layer scatter into radiated sound at small surface irregularities. In this paper, phased microphone arrays are applied to the measurement and simulation of surface roughness noise. The radiated sound from two rough plates and one smooth plate in an open jet is measured at three streamwise locations, and the beamforming source maps demonstrate the dipole directivity. Higher source strengths can be observed on the rough plates which also enhance the trailing-edge noise. A prediction scheme in previous theoretical work is used to describe the strength of a distribution of incoherent dipoles and to simulate the sound detected by the microphone array. Source maps of measurement and simulation exhibit satisfactory similarities in both source pattern and source strength, which confirms the dipole nature and the predicted magnitude of roughness noise. However, the simulations underestimate the streamwise gradient of the source strengths and overestimate the source strengths at the highest frequency. © 2008 Elsevier Ltd. All rights reserved.

La normativa y el procedimiento de las irregularidades e impedimentos para la recepción y el ejercicio del Orden Sagrado

Resumen: Así como existen requisitos que afectan a la validez de la sagrada ordenación, hay otros que afectan a la licitud de la misma. Ellos hacen expresa referencia a la edad canónica y a las irregularidades y a los impedimentos. Las páginas que siguen se refieren únicamente a estos últimos, dejando de lado lo relativo a la validez y al tema de la edad del ordenando, así como de otros que la norma establece.

Comissão parlamentar de inquérito, representação proporcional e minoria parlamentar : estudo de caso

Verifica, por meio de estudo de caso, se o direito da Minoria de propor a criação de Comissões Parlamentares de Inquérito - CPIs - é usurpado pela composição das Comissões pelo sistema de representação proporcional, que dá à Maioria superioridade de votos nas decisões das CPIs. Analisa dados numéricos e de conteúdo das notas taquigráficas da chamada CPI da Crise do Tráfego Aéreo, para verificar o uso da palavra pelos membros de cada partido representado na Comissão, a votação das propostas oferecidas à CPI e o relatório final. Nos resultados apurados verifica-se que, apesar do contundente uso da palavra pela Minoria e dos requerimentos apresentados, visando responsabilizar órgãos do Governo Federal pela insuficiência na formação dos controladores de vôo e de equipamentos de controle, de irregularidades nos processos licitatórios para construção e manutenção de aeroportos, o resultado da votação é favorável ao Governo Federal pelo voto da Maioria governista.

Orçamento público semi-impositivo para transferências voluntárias : diagnóstico, perspectivas e proposta de mudanças

Diagnóstico do modelo legal de transferências voluntárias realizadas pelo Governo Federal para os entes subnacionais, em face das recorrentes irregularidades relatadas pelos órgãos de controle. Questiona os motivos pelos quais o modelo vem sendo mantido há décadas diante da notória ineficiência. O fim da descentralização tutelada é a solução recomendada pela pesquisa.

A lenta evolução da gestão de obras públicas no Brasil

O artigo aborda a problemática da gestão de obras públicas no Brasil, alvo de recorrentes irregularidades apontadas pelos órgãos de controle e pela imprensa nacional. A pesquisa parte do diagnóstico constante do Relatório "O Retrato do Desperdício no Brasil", apresentado em novembro de 1995 pela Comissão Temporária do Senado Federal destinada a inventariar as obras inacabadas custeadas com recursos federais, e busca cotejar os problemas apontados naquele Relatório com as medidas adotadas pelo Governo Federal e pelo Congresso Nacional para aperfeiçoar a gestão de obras públicas. O autor argumenta que as medidas adotadas, conquanto corretas, receberam prioridade, intensidade e abrangência incompatíveis com a magnitude do problema.

Causalidade psíquica em Freud

O objetivo da dissertação é abordar a teoria causal do mental de Freud e seu uso na explicação do conflito psíquico. É destacada a dupla dimensão da causalidade psíquica freudiana que oscila de uma causalidade mecanicista a uma causalidade intencional. Considera-se que a forma mais coerente de defender a tese da causalidade psíquica é descrevê-la como intencional, usando o vocabulário psicológico. Para dar suporte a essa idéia, a concepção estrita da causalidade sustentada por Wittgenstein é dispensada, e a idéia de causa mental em Davidson é endossada como aquela que pode ser mais facilmente articulável às hipóteses freudianas. A questão é analisada em três momentos da obra freudiana. Na primeira tópica, Freud usa um vocabulário híbrido, descrevendo o psiquismo tanto em termos de causa racionais quanto em termos de causas intencionais. Na segunda tópica, o psiquismo assume, cada vez mais, uma descrição intencional, e a causa a-racional da energia pulsional, inicialmente apresentada como um motor do psiquismo, dá um lugar a angústia como um afeto intencional que obriga o eu a encontrar uma solução para os conflitos psíquicos.

A efetividade dos intrumentos jurídicos para a proteção ambiental: O caso do licenciamento

Este trabalho visa à análise crítica dos instrumentos jurídicos utilizados para a defesa do meio ambiente, em especial o licenciamento ambiental. Traçando os fundamentos teóricos do direito ambiental e passando, em seguida, ao exame dos instrumentos propriamente ditos, esta tese de doutoramento apresenta estudo de caso da implantação do Complexo Petroquímico do Estado do Rio de Janeiro COMPERJ, trazendo as irregularidades jurídicas e técnicas que marcaram seu processo de licenciamento. Por fim, o trabalho aponta deficiências ligadas à atuação do Ministério Público, à ingerência política num procedimento que se suporia técnico e à pouca efetividade dos dispositivos que garantem a efetiva participação popular, trazendo algumas sugestões para a minimização destes problemas.

A study of flow conditions near the substratum in an experimental channel [Translation from: Verhandlungen der Internationalen Vereinigung fur Theoretische und Angewandte Limnologie 18, 718-725, 1972]

In a slow flow, on a smooth uniform substratum, a limited bed allows the existence of currents slow enough for benthic invertebrates. These conditions rarely occur naturally. The investigations carried out in this work aimed, on an intermediary scale, to define the influence of irregularities in the substratum on flow near the bottom. The substrata used were made of glass marbles. The investigations were carried out in a transparent channel of 70 cm in length and a rectangular section 10 x 5 cm. The data was analysed to study the general evolution of flow in terms of average speeds and the appearance of the turbulence near the bottom.

Mean-speed measurements in two-dimensional, incompressible, fully-developed turbulent channel flow

Mean velocity profiles were measured in the 5” x 60” wind channel of the turbulence laboratory at the GALCIT, by the use of a hot-wire anemometer. The repeatability of results was established, and the accuracy of the instrumentation estimated. Scatter of experimental results is a little, if any, beyond this limit, although some effects might be expected to arise from variations in atmospheric humidity, no account of this factor having been taken in the present work. Also, slight unsteadiness in flow conditions will be responsible for some scatter.

Irregularities of a hot-wire in close proximity to a solid boundary at low speeds were observed, as have already been found by others.

That Kármán’s logarithmic law holds reasonably well over the main part of a fully developed turbulent flow was checked, the equation u/u_t = 6.0 + 6.25 log₁₀ y^ut/v being obtained, and, as has been previously the case, the experimental points do not quite form one straight line in the region where viscosity effects are small. The values of the constants for this law for the best over-all agreement were determined and compared with those obtained by others.

The range of Reynolds numbers used (based on half-width of channel) was from 20,000 to 60,000.

Propaganda de medicamentos. É possível regular ?

A regulação da propaganda de medicamentos no Brasil incorpora quatro fragilidades: 1. A monitoração, fiscalização e punição de irregularidades são realizadas a posteriori do acometimento da infração (quando a população já foi submetida a risco sanitário); 2. As multas cobradas pela Anvisa têm valor irrisório frente aos investimentos do marketing farmacêutico; 3. Não há mecanismo que impeça que mesmo os valores irrisórios das multas sejam repassados aos preços dos produtos, onerando o consumidor; 4. A frase tida como de alerta - A PERSISTIREM OS SINTOMAS O MÉDICO DEVERÁ SER CONSULTADO - ao invés de conscientizar a população a respeito dos riscos da automedicação, estimula o uso de medicamentos sem receita, aconselhando a busca de um médico apenas no caso da persistência dos sintomas. Segundo dados da Anvisa e de estudos acadêmicos, 90% da publicidade exibida contém irregularidades. Assim, a RDC 102/2000 da Anvisa, que regulamenta o setor, se constitui em um aparente sistema de regulação, que beneficia o infrator e mantém a população sob risco. Este trabalho analisa o conceito e o uso dos mecanismos de marketing na busca de se elevar a comercialização de produtos farmacêuticos (no que se denomina produção de doenças), examina os conceitos de propaganda, medicamento, regulação e manipulação; percorre alguns estatutos internacionais referentes ao setor da publicidade de medicamentos (com foco nas diretivas da União Européia) e expõe a avaliação de organismos europeus de defesa do consumidor sobre o desempenho destas normas. Ao final, este estudo expõe as posições do setor regulado brasileiro (indústria, agências de publicidade e meios de comunicação) frente às posições de órgãos de defesa dos consumidores, da academia e da sociedade organizada no âmbito do SUS, para propor como alternativa um modelo regulador que supere as fragilidades do atual.
