Sectoral policies make explicit and implicit assumptions about the behaviour and capabilities of the agents (such as dynamic responses to market signals, demand-led assistance, collaborative efforts, participation in financing); which we consider to be rather unrealistic. Because of this lack of realism, policies that aim to be neutral often turn out to be highly exclusive. They fail to give sufficient importance to the special features of the sector -with its high climatic, biological and commercial risks and its slow adaptation- or to the fact that those who take decisions in agriculture are now mostly in an inferior position because of their incomes below the poverty line, their inadequate training, their traditions based on centuries of living in precarious conditions, and their geographical location in marginal areas, far from infrastructure and with only a minimum of services and sources of information. These people have only scanty and imperfect access to the markets which, according to the prevailing model, should govern decisions and the (re);distribution of the factors of production. In our opinion, this explains the patchy and lower-than-expected growth registered by the sector after the reforms to promote the liberalization of markets and external openness in the region. In view of the results of the application of the new model, it may be wondered whether Latin America can afford a form of development which excludes over half of its agricultural producers; what the alternatives are; and what costs and benefits each of them offers in terms of production and monetary, social, spatial and other aspects. The article outlines the changes in policies and their results at the aggregate level, summarizes the arguments usually put forward to explain agricultural performance in the region, and proposes a second set of explanations based on a description of the agents and the responses that may be expected from them, contrasting the latter with the supposedly neutral nature of the policies.

Esta dissertação tem por objetivo investigar o ensino de produção oral de língua inglesa nos cursos de graduação em Letras de Belém-PA sob a perspectiva dos gêneros do discurso (Bakhtin, 1992; Bazerman, 2005). Para esse fim, foram realizadas observações de aula em turmas de duas instituições de ensino superior de Belém-Pará e foram coletados os livros didáticos utilizados nestas. Eles foram analisados focalizando-se as atividades de produção oral, verificando se elas incorporam, explícita ou implicitamente, a noção de gênero do discurso em sua formulação e o tratamento dado a linguagem oral presente nos mesmos a fim de comparar as propostas metodológicas desses manuais e o que efetivamente é realizado em sala de aula. Também foram aplicados questionários a professores e alunos das turmas observadas. A análise dos dados revela que a presença de uma concepção de língua como gênero ainda é incipiente na elaboração de atividades de oral e que há carência de uma variedade de gêneros orais como objeto de estudo durante a graduação, já que praticamente o único estudado é o diálogo didático.

The developed research aims to analyze clippings of Petrobras' commemorative 60th anniversary campaign, entitled Gente, é o que inspira a gente., launched in 2013, using concepts of institutional advertising from the perspective of semiotics. The company was chose due to its traditionalism and strength within and outside the country, being one of the 20 largest in the world. During the study, it will be covered topics such as organizational communication and institutional advertising. From analyzing three parts of the Campaign, which aims to influence public opinion about the organization, associating her concepts or images that benefit the way Petrobras is seen. To analyze the effectiveness and efficiency of the campaign, it was chosen as methodological method, the semiotic studies of Charles Peirce, with his concepts of firstness, secondness and thirdness. This approaching intention of its audience is clear in this campaign not only with the participation of employees and signs that compose it, but also with the dissemination of information about the company, such as history, data, policies, methods and services provided, transmitting effectively its essence as a company, through its mission, vision and explicit and implicit values in messages
