Increased competition in the market of urban transport, characteristic of the Brazilian cities from years 90, has required actions of the managing agencies to ensure the universality of service, enhancing efficiency and consumer welfare. It grows in the Brazilian municipalities, the need to adopt a systematic performance evaluation in terms of management system of indicators and targets appropriate to the regulatory context, which has the purpose of evaluating the accomplishment and compliance by dealers, of the services granted during the contract period, marked by increasingly long periods. The introduction of an index operational performance in permission contracts/concession in urban buses is intended to establish a regulatory performance, giving the contract a pro-competitive feature and to allow the managing agency the systematic and continuous monitoring of the performance of the delegated service to avoid major deviations from desired performance. A performance assessment model of public transportation companies by bus, and applicable to the case of Natal is proposed. Sought to add the particularities found in the transport system in order to assess the performance of enterprises, contribute to improving the service quality to the population and enable decision-makers a detailed knowledge of the behavior of the licensees

This work shows the importance of taking a good organization of space for the improvement of urban public transport. The model of urban transport is used improperly aggravating factor that generates diseconomies to society. The reduction of the use of public transport, degradation of environmental conditions, chronic congestion, poor accessibility and high rates of traffic accidents are common in many cities. The case study will be done in Jundiaí - SP, where actions were taken to try to reverse this situation of crisis in urban transport, as the change in transport network system. Will analyze the proposals adopted for the implementation of the new network model, steps taken, questionnaires and results from these studies. Desde la inauguración del Portal Suba de TransMilenio, han sido evidentes los cambios físico-espaciales en el sector donde fue implementado, materializándose en nuevos proyectos residenciales de alta densidad, centros comerciales, supermercados de grandes superficies, espacios públicos, y vías locales y principales, en un sector que antes de la aparición del portal se caracterizaba principalmente por ser una zona agro-industrial dedicada al cultivo de flores. No obstante, tales intervenciones parecen estar desarticuladas entre si. Por ejemplo, el centro comercial y el supermercado siguen un patrón de construcción cerrada, sin interacción abierta con el espacio público exterior y sin establecer otro tipo de dinámicas urbanas. Por otra parte, puede decirse que gracias a la implementación del portal, la estructura ecológica principal ha sufrido un deterioro importante siendo observable en la disminución significativa de zonas verdes así como en el descuido de los humedales localizados en esta localidad. Por lo tanto, es importante hacer hincapié en la relación sistemas de transporte – desarrollo urbano en tanto que son agentes transformadores del entorno, generadores de desarrollo y bienestar social, y catalizadores de espacios públicos mejor diseñados y más amables, de ser bien planificados y ejecutados, ya que, caso contrario, podrían acarrear efectos contraproducentes en cuanto a la articulación física de la ciudad, accesibilidad, segregación social y el impacto negativo sobre el medio ambiente.

La década de los noventa marcó el inicio de la modernización del transporte urbano en las principales ciudades de Venezuela, entre ellas en la ciudad de Maracaibo, segunda ciudad en importancia en el país, proceso que tuvo lugar formalmente desde la Alcaldía de Maracaibo, pero en el cual participaron numerosos actores nacionales e internacionales que dan cuenta de un proceso que se inserta en un modelo de transporte urbano de origen foráneo, vinculado a la necesidad de poner esta actividad a tono con los requerimientos de una economía de mercado. El propósito de este trabajo es identificar la política que en definitiva se formó, los distintos actores involucrados y el rol de cada uno. Se parte de la hipótesis que es escasa la participación local en este proceso, el cual se origina en los organismos multilaterales. Los resultados revelan: 1) Los principales actores involucrados en la formación de la política fueron: Banco Mundial, Consorcio Systra-Sofrrtu, Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo (IMTCUMA), Fondo Nacional de Transporte Urbano (FONTUR), Ministerio de Infraestructura (MINFRA), antiguo Ministerio de Transporte y Comunicaciones (MTC), La Universidad del Zulia, Comisión Presidencial del transporte para la ciudad de Maracaibo, Consejo Venezolano de transporte, Alcaldía de Maracaibo y Metro de Maracaibo; 2) La participación de estos organismos fue muy variada, correspondiéndole el rol de orientador al Banco Mundial y el resto en distintos niveles y en el rol de asesores y ejecutores; 3) La política estuvo dirigida a: reducir los tiempos de viaje de los trabajadores; incorporar empresas privadas en el sector transporte y dar prioridad en la prestación del servicio en los sectores comerciales e industriales. Se concluye que la política de transporte de la ciudad de Maracaibo ha tenido lugar con la participación de los organismos multilaterales y la escasa participación del gobierno local y los usuarios.-----The 1990s marked the start of the urban transport modernization in the main cities of Venezuela, including Maracaibo, the second city. It was formally managed from the Mayor’s Office of Maracaibo, but involved a number of national and international actors in a process that became embedded into an urban transport model of foreign origin, linked to the need of aligning this activity with the market economy requirements. The purpose of this paper is to identify the policy that resulted in the end, the different actors involved, and the role played by each of them. The basis assumption is the scarce local participation in this process, which arose from multilateral organizations. The results reveal that: 1) The main actors involved in the policy structuring were: World Bank, Systra-Sofrrtu Consortium, Maracaibo Urban Mass Transport Institute (Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo –IMTCUMA–), National Urban Transport Fund (Fondo Nacional de Transporte Urbano –FONTUR–), Ministry of Infrastructure (MINFRA), former Ministry of Transport and Communications (MTC), La Universidad del Zulia, President’s Transport Commission for the city of Maracaibo, Venezuelan Transport Board, Mayor’s Office of Maracaibo, and Metro of Maracaibo; 2) The participation of these organizations was very varying, the World Bank playing the directing role, and the others in different levels as advisors and implementers; 3) The policy was addressed to: reducing workers commuting times; incorporating private companies into the transport sector; and giving priority to the service provision in commercial and industrial sectors. The conclusion is that the transport policy in the city of Maracaibo occurred with the participation of multilateral organizations and very little participation of the local government and users.

A importância para a vida das cidades e os reflexos da implantação e operação de sistemas de transporte urbano sobre a sociedade justificam a necessidade de avaliar adequadamente o desempenho das organizações que prestam este serviço público. No entanto, os sistemas de avaliação utilizados apresentam limitações no que se refere a confiabilidade, coerência e estruturação dos indicadores o que, geralmente, restringe a medição do desempenho a apenas alguns atributos dos serviços prestados, num horizonte de curto prazo. Este trabalho apresenta uma abordagem para avaliação de desempenho no transporte urbano através de sistemas metroferroviários, buscando soluções que incluam não somente indicadores referentes aos aspectos financeiros e aos atributos do serviço, mas também medidas relacionadas a outras interferências da organização e suas atividades sobre o meio externo, bem como a sua capacidade de manutenção e melhoria deste desempenho ao longo prazo. O trabalho inicia pela apresentação das características institucionais e operacionais dos sistemas metroferroviários. Na seqüência, são analisados os modelos de avaliação de desempenho propostos por autores que estudaram o assunto, com destaque para o Balanced Scorecard, desenvolvido por Kaplan e Norton. Na busca de outras alternativas, o autor analisa instrumentos empregados por órgãos oficiais regulamentadores e fiscalizadores de serviços públicos e operadores de sistemas metroferroviários no Brasil. Após concluir que, entre os sistemas de avaliação analisados, o Balanced Scorecard é o que apresenta as características mais adequadas para estas empresas, o autor propõe a adoção de um modelo desenvolvido a partir da estrutura sugerida por Kaplan e Norton para organizações governamentais em e sem fins lucrativos. Finalizando, o modelo proposto é configurado e aplicado na TRENSURB, empresa que opera o sistema de trens urbanos da Região Metropolitana de Porto Alegre.

A questão da mobilidade urbana reúne desafios centrais para a sociedade brasileira nos próximos anos, tais como a qualidade do serviço público, a relação entre Estado e sociedade civil, mobilização social, participação política e as condições de vida nas grandes metrópoles. Nesse sentido, adquire importância compreender as percepções e sentimentos daquele que é mais afetado pela precariedade do transporte: o usuário, sobretudo aquele que dele depende para deslocar-se ao trabalho e à escola/faculdade.

Descriptive study aimed to analyze the quality of life (QOL) of patients with venous ulcers (UV) outpatient clinic of a university hospital in Natal / RN. The aim of the study population was composed of 50 patients with UV treated at the cardiology clinic of a university teaching hospital at the tertiary level. The study was approved by the Ethics Committee of the Federal University of Rio Grande do Norte (Protocol 279/09). Data collection was performed over a period of two months by the very a masters degree and an academic nursing through the application of a form concerning the socio-demographic, clinical, and health care, and the instruments WHOQOL and WHOQOL - old. The data were analyzed with SPSS 15.0, using descriptive and inferential statistics presented in the form of tables, charts and graphs. Of the surveyed, female predominance, age range 59 years, Catholic, low education, married, with up to 03 children, not working, retired, or with occupations requiring long periods in one position, wage income of up to 02 minimum wages, inadequate sleep, patients with chronic venous insufficiency and other chronic diseases such as diabetes and hypertension, were taking medications for treatment, being a minority to IVC. In patients with predominant only one injury, time of injury up to five years, inadequate rest, pain, edema and lesions colonized. The assistance the UV patients began treatment of the injury until four months after the onset of the ulcer, and services primary health care most wanted, access to angiologist by reference form, commuted by public transportation, received support regarding the treatment of injuries. The topical product most used in the lesion was healing, and few were using compression therapy. respondents suffer discrimination in society, showed changes in quality of life after the occurrence of ulcer in relation to leisure, pain, restriction of social / school / transportation; barring employment / financial / social ladder; Physical appearance / discrimination and restriction of domestic activity. These changes were related to the time of injury and found that the more chronic injury is the most negative changes occur in their QV (ρ = 0.000). Analyzing the characteristics of QV measured by the WHOQOL-bref, we found for the two general questions they are dissatisfied with their health (ρ = 0.023) and all areas have significant difference compared with the worst QV have the injury of more than 5 years (ρ = 0.000). The QV measured by the WHOQOL-old, we found that these patients had no changes from the time of injury. We conclude that the QV of patients with UV was considered unsatisfactory when compared to the time of injury on more than 5 years which shows that the quality of life worsens with time the chronic UV.

The objective of this research is the verification of the competition in the intecity market, after the entrance of new competitors (vans and microbus) regulated and clandestine. For verification of this new view was effected one research of documentary character for the knowledge of the regulation and exploratory character of the system Natal - territory of the Seridó, for thus in making will know this problematic, well as its characteristics, attractivenesses and development of the territory of the Seridó, and its link with the Capital (Natal). Later, through a descriptive exploratory research of the type survey with the passengers to know as these are being taken care and its satisfaction in relation to the regulated companies. With the drivers if focus effected one group, and with the staff of the of sale ticket a research survey, aiming at to know the strategies used for the only company of bus that takes care of the territory of the Seridó, the implantation of these and the consequence of the user. In accordance with the generic tipologia of Porter and its strategies, were perceived that the bus company adopted the strategy of price leadership being competitive, using to advantage its bigger space in the market, already vans and the microbuses with its limited participation bet in a strategy of "differentiation" in its service, effecting faster trips and in the strategy of "approach" we find the not regulated services earn the service to the taste of the user

The Center squares of the middle cities many times don’t have adapted forms to the uses, which change time-to-time, then they turn abased. Through the study case of the Squares Monsenhor Sarrion and Nove de Julho, public squares on Presidente Prudente downtown, where many types of uses occur in the same space with function of organization and reception of several fluxes generated because the centrality caused from downtown. In this context, is necessary re-project the squares, with new purpose of an urban and landscape project, which generates harmonic spaces of passage and permanence, which values the public edifications in the around areas and re-qualified the form of the squares, adapting to the new uses: To organize the public transportation traffic, the urban terminal; to organize the vehicles traffic, the lowering of the Avenue Coronel Marcondes and, mainly, to organize the traffic of pedestrian, the continuity and the physic integration of the squares, through new forms, urban furniture and design to the downtown public spaces

For decades the Companhia Tróleibus de Araraquara was a national reference in public transportion, but in recent years it is in a process of bankruptcy and scrapping, characteristics of privatizing processes that has been occurring worldwide since the rise of neoliberal ideas. This monography is centered on the finance analysis of CTA to investigate what reasons led the public company to come in the current financial scenario, what are the interests that exist to privatize a public company and which consequences the sale of the of public companies have for a country of subordinate capitalism like Brazil. Most Brazilian cities are in an urban collapse due to the lack of public policies for public transportation and bulky incentives for private transportation. Furthermore, this monography aims to contribute for the study of urban mobility and point out if privatization is a way to improve life in the cities

O Sistema Integrado de Transporte Coletivo do município de Macaé – RJ tem sido alvo de diversas críticas atualmente e reflete a dificuldade dos gestores urbanos em acompanhar as rápidas transformações da “capital nacional do petróleo", levantando a necessidade de métodos de diagnósticos eficientes em sistemas de transporte de passageiros. Desta forma, o objetivo do trabalho é diagnosticar o sistema de transporte público de Macaé - RJ e analisar o uso de Sistema de Informação Geográfica, tendo em vista a eficiência do diagnóstico. A metodologia se baseia em dados operacionais do sistema de transporte, confecção de mapas e análises espaciais com uso do software Transcad 4.5 Full. Os resultados apontam dificuldades estruturais no sistema como, por exemplo, a localização indevida de 2 Terminais, a sobrecarga de linhas alimentadoras com necessidade demasiada de transbordo, a falta de atendimento direto de importantes linhas de desejo, a desestabilidade na operação, etc. A utilização do SIG demonstrou expressivo ganho de tempo na gestão e análise de informações de forma integrada, devendo-se ponderar, em alguns casos, o método de mapeamento e a relação tempo de trabalho x ganho de conhecimento, assim como a necessidade de integração com informações operacionais do sistema de transporte.

The urban mobility has in the bicycle its symbol of the most environmentally sustainable modal of transportation of the planet, title conferred by the United Nations Organization (ONU). Nevertheless, the cities suffer with the traffic jam caused by the automobile fleet growth, what implies in a larger displacement time, injuries to the environment, to financials and to the quality of life. In order to build in a sustainable way the urban mobility, public policies are necessary to encourage the preferential usage, by the society, of the mass transit or the non-motorized type of transportation. Objecting cooperate with the public power and the civil society, this study intents to, through an analysis about the UFPR Extension Program - CICLOVIDA, propose a sustainable urban mobility public policy development, with emphasis in the bicycle´s usage. eferentially, it is discussed concepts such as Society, State and Government as well as public policies, which go in cycles to the State´s and Government´s responsibilities; and are presented the Sustainable Urban Mobility Public Policies (PPMUS) in Brazil. Also, it is debated about the transport by bicycle as an option to the sustainable mobility. Methodologically, the study is of an empiric-social nature, with the application of both qualitative and observational methods, what characterizes as an exploratory level of research, with the researcher´s involvement in the participant form, due to her acting on the Program. Regarding the research lineation, it was used the bibliographic and documental form as well as case study, by means of the nonparametric sampling by accessibility or convenience. Related to the data collection technique, it was used structured interviews with self-applied questionnaires and natural participant observation. Aligned with the research´s objective and matter, the outcome confirmed that the Extension Program CICLOVIDA of the Federal University of Paraná (UFPR) may effectively contribute in the development of a PPMUS proposal with emphasis in the bicycle usage. Thus, it was built a political proposal with a free form writing, objecting subsidize policies both institutional as public MUS through the bicycle usage and therefore, support the mobility, also contributing to the sustainability and to the public development planning.
