Tony Fitzgerald’s visionary leap was to see beyond localised, individual wrongdoing. He suggested remedies that were systemic, institutionalised, and directed at underlying structural problems that led to corruption. His report said ‘the problems with which this Inquiry is concerned are not merely associated with individuals, but are institutionalized and related to attitudes which have become entrenched’ (Fitzgerald Report 1989, 13). His response was to suggest an enmeshed system of measures to not only respond reactively to future corruption, but also to prevent its recurrence through improved integrity systems. In the two decades since that report the primary focus of corruption studies and anti-corruption activism has remained on corruption at the local level or within sovereign states. International activism was largely directed at co-ordinating national campaigns and to use international instruments to make these campaigns more effective domestically. This reflects the broader fact that, since the rise of the nation state, states have comprised the majority of the largest institutional actors and have been the most significant institution in the lives of most individuals. This made states the ‘main game in town’ for the ‘governance disciplines’ of ethics, law, political science and economics.

This second edition of Leadership continues to offer a balanced approach to the study of leadership, drawing on Australasian practices and international theory. It looks at the characteristics of leaders in a wide variety of Australasian settings - organisations in the private, public, and not-for-profit sectors, as well as in politics and in our community. Traditional content such as charismatic, transformational, contingency, and situational theories of leadership are covered in detail, along with the power, influence, motivation, coaching, communication, and team building aspects of leadership. The text also introduces contemporary issues, such as entrepreneurship, knowledge management, leadership in international contexts, and the importance of ethics and social responsibility.

Next generation screens of diverse dimensions such as the Pebble e-paper watch, Google’s Project Glass, Microsoft’s Kinect and IllumiRoom, and large-scale multi-touch screen surface areas, increasingly saturate and diversify the urban mediascape. This paper seeks to contribute to media architecture and interaction design theory by starting to critically examine how these different screen formats are creating a ubiquitous screen mediascape across the city. We introduce next generation personal, domestic, and public screens. The paper critically challenges conventional dichotomies such as local / global, online / offline, private / public, large / small, mobile / static, that have been created in the past to describe some of the qualities and characteristics of interfaces and their usage. More and more scholars recognise that the black and white nature of these dichotomies does not adequately represent the fluid and agile capabilities of many new screen interfaces. With this paper, we hope to illustrate the more nuanced ‘trans-scalar’ qualities of these new urban interactions, that is, ways in which they provide a range functionality, without being locked into either end of a scale.

How can we reach out to institutions, artists and audiences with sometimes radically different agendas to encourage them to see, participate in and support the development of new practices and programs in the performing arts? In this paper, based on a plenary panel at PSi#18 Performance Culture Industry at the University of Leeds, Clarissa Ruiz (Columbia), AnuradhaKapur (India) and Sheena Wrigley (England) together with interloctorBree Hadley (Australia) speak about their work in as policy-makers, managers and producers in the performing arts in Europe, Asia and America over the past several decades. Acknowledged trailblazers in their fields, Ruiz, Kapur and Wrigley all have a commitment to creating a vital, viable and sustainable performing arts ecologies. Each has extensive experience in performance, politics, and the challenging process of managing histories, visions, stakeholders, and sometimes scarce resources to generate lasting benefits for the various communities have worked for, with and within. Their work, cultivating new initiatives, programs or policy has made them expert at brokering relationships in and in between private, public and political spheres to elevate the status of and support for performing arts as a socially and economically beneficial activity everyone can participate in. Each gives examples from their own practice to provide insight into how to negotiate the interests of artistic, government, corporate, community and education partners, and the interests of audiences, to create aesthetic, cultural and / or economic value. Together, their views offer a compelling set of perspectives on the changing meanings of the ‘value of the arts’ and the effects this has had for the artists that make and arts organisations that produce and present work in a range of different regional, national and cross-national contexts.

One set of public institutions that has seen growing discussion about the transformative impact of new media technologies has been universities. The higher education sector, historically one of the more venerable and stable areas of public life, is now the subject of almost continuous speculation about whether it can continue in its current form during the 21st century. Digital media technologies are often seen as being at the forefront of such changes. It has been widely noted that moves towards a knowledge economy generates ‘skills-biased technological change’, that places a premium upon higher education qualifications, and that this earnings gap remains despite the continuing increase in the number of university graduates. As the demand for higher education continues to grow worldwide, there are new discussions about whether technologically-mediated education through new forms such as Massively Open Online Courses (MOOCs) are broadening access to quality learning, or severing the vital connection between teacher and student seen as integral to the learning process. This paper critically appraises such debates in the context of early 21st century higher education. It will discuss ten drivers of change in higher education, many of which are related to themes discussed elsewhere in this book, such as the impact of social media, globalization, and a knowledge economy. It will also consider the issues raised in navigating such developments from the perspective of the ‘Five P’s’: practical issues; personal issues; pedagogical issues; policy issues; and philosophical issues. It also includes a critical evaluation of MOOCs from the point of view of their educational qualities. It will conclude with the observation that while universities will continue to play a significant – and perhaps growing – role in the economy, society and culture, the issues raised about what Clayton Christensen and Henry Eyring term the ‘disruptive university’ (Christensen and Eyring 2011) are nonetheless pressing ones, and that cost and policy pressures in particular are likely to generate significant institutional transformations in higher education worldwide.

Uanda house is of historical importance to Queensland both in terms of its architectural design and its social history. Uanda is a low set, single story house built in 1928, located in the inner city Brisbane suburb of Wilston. Architecturally, the house has a number of features that distinguish it from the surrounding bungalow influenced inter-war houses. The house has been described as a Queensland style house with neo-Georgian influences. Historically, it is associated with the entry of women into the profession of architecture in Queensland. Uanda is the only remaining intact work of architect/draftswoman Nellie McCredie and one of a very few examples of works by pioneering women architects in Queensland. The house was entered into the Queensland Heritage Register, in 2000, after an appeal against Brisbane City Council’s refusal of an application to demolish the house was disputed in the Queensland Planning and Environment court in 1998/1999. In the court’s report, Judge Robin QC, DCJ, stated that, “The importance of preserving women's history and heritage, often previously marginalised or lost, is now accepted at government level, recognising that role models are vital for bringing new generations of women into the professions and public life.” While acknowledging women’s contribution to the profession of architecture is an important endeavour, it also has the potential to isolate women architects as separate to a mainstream history of architecture. As Julie Willis writes, it can imply an atypical, feminine style of architecture. What is the impact or potential implications of recognising heritage buildings designed by women architects? The Judge also highlights the absence of a recorded history of unique Brisbane houses and questions the authority of the heritage register. This research looks at these points of difference through a case study of the Uanda house. The paper will investigate the processes of adding the house to the heritage register, the court case and existing research on Nellie McCredie and Uanda House.

The aim of this research was to study how European churches contributed to the shaping of the Constitutional Treaty during the work of the Convention on the future of Europe through the public discussion forum, established by the Convention for this specific purpose in the years 2002 2003. In particular, this study sought to uncover the areas of interest brought up by the churches in their contributions, the objectives they pursued, and the approaches and arguments they employed to reach those objectives. The data for this study comprised all official submissions by European churches and church alliances to the Forum, totalling 21 contributions. A central criterion for inclusion of the data was that the organization can reasonably be assumed to represent the official position of one or more Christian churches within the European Union before the 2004 expansion. The contributing churches and organizations represent the vast majority of Christians in Europe. The data was analyzed using primarily qualitative content analysis. The research approach was a combination of abductive and inductive inference. Based on the analysis a two-fold theoretical framework was adopted, focusing on theories of public religion, secularization and deprivatization of religion, and of legitimation and collective identity. The main areas of interest found in the contributions of the churches were the value foundation of the European Union, which is demanded to coherently permeate all policies and actions of the EU, and the social dimension of Europe, which must be given equal status to the political and economic dimensions. In both areas the churches claim significant experience and expertise, which they want to see recognized in the Constituional Treaty through a formally guaranteed status for churches and religious communities in the EU. In their contributions the churches show a strong determination to secure a significant role for both religion and religious communities in the public life of Europe. As for the role of religion, they point out to its potential as a motivating and cohesive force in society and as a building block for a collective European identity, which is still missing. Churches also pursue a substantial public role for themselves beyond the spiritual dimension, permeating the secular areas of the social, political and economic dimensions. The arguments in suppport of such role are embedded in their interest and expertise in spiritual and other fundamental values and their broad involvement in providing social services. In this context churches use expressions inclusive of all religions and convictions, albeit clearly advocating the primacy of Europe's Christian heritage. Based on their historical role, their social involvement and their spiritual mission they use the public debate on the Constitutional Treaty to gain formal legitimacy for the public status of religion and religious communities, both nationally and on a European level, through appropriate provisions in the constitutional text. In return they offer the European Union ways of improving its own legitimacy by reducing the democratic and ideological deficit of the EU and advancing the development a collective European identity.

Resumen: En las últimas décadas, mientras en el pensamiento mo - ral asistimos al panorama sobre las últimas consecuencias del relativismo, en el derecho se ha ido conformando un nuevo paradigma: el “Estado de derecho constitucional” cuyo fundamento se halla en la defensa de los derechos humanos y en el principio democrático en la organización social. Para poder comprender tal nuevo modelo sobre el derecho se hace necesario analizar previamente los fundamentos filosóficos en que se sustenta, caracterizados por la dialéctica modernidad- posmodernidad. La modernidad asentada en el desencantamiento del mundo, la descontextualización del saber y el subjetivismo; y la posmodernidad que le ha agregado la instrumentalización de la razón, el aumento del nominalismo lingüístico y un mero pragmatismo han generado el nacimiento de una “nueva ética” totalmente individualista y un neo-constitucionalismo que ha colocado a la Constitución, fundada en los derechos individuales y en la democratización de la vida pública, en el núcleo del pensamiento jurídico actual. Frente a tal panorama, se indican a modo de contribución académica, las ventajas y desventajas o peligros que tal modelo jurídico- político lleva implícito.

Este trabalho teve como objetivos identificar e analisar fatores associados ao aleitamento materno exclusivo, com significância estatística, em crianças menores de quatro meses residentes em Juiz de Fora, Minas Gerais. Fornece informações básicas para planejamento de política de amamentação neste município, estudando fatores influentes no desmame e criando Banco de Dados em Aleitamento Materno no Centro de Computação do Núcleo de Assessoria Técnica aos Estudos em Saúde da Universidade Federal de Juiz de Fora, disponível pára uso público. Compara os resultado desta pesquisa aos de outras cidades brasileiras com estudo de metodologia semelhante. Para atingir os objetivos propostos foi realizada pela autora desta tese uma pesquisa no período de 10 de agosto a 13 de setembro de 2002, época da campanha de vacinação na cidade, em uma amostra por conglomerado, tendo sido entrevistadas 1859 pessoas, sendo 625 mães e acompanhantes de crianças menores de 4 meses, em 24 postos de vacinação. A terminologia empregada deu-se de acordo com a recomendação da OMS (1991). Aplicou-se um questionário por intermédio de 268 entrevistadores voluntários, previamente treinados, incluindo estudantes da área de saúde. A pesquisa fez parte de um estudo multicêntrico em conjunto com o Núcleo de Pesquisas Epidemiológicas em Nutrição e Saúde da Universidade de São Paulo e do Núcleo de Investigação em Saúde da Mulher e da Criança, Instituto de Saúde, Secretaria Estadual de Saúde de São Paulo denominado Avaliação das práticas alimentares no primeiro ano de vida em dias nacionais de vacinação. A análise dos dados foi processada utilizando-se o programa Statiscal Package for The Social Sciences (SPSS) e os resultados foram descritos utilizando-se o teste do qui-quadrado para verificar a significância estatística da associação dos fatores independentes com o fator de desfecho aleitamento materno exclusivo. Para estudar possíveis fatores de confusão foi aplicada a técnica de análise de regressão logística. A pesquisa evidenciou que a prevalência de Aleitamento Materno Exclusivo aos 4 meses é baixa, sendo que esta é menor que as taxas da maioria das capitais brasileiras, com exceção de Cuiabá. Os hábitos de usar chupetas e mamadeiras são muito freqüentes no município. Os fatores de risco para interrupção do aleitamento materno exclusivo até os quatro meses encontrados foram: primiparidade, nascimento em hospital público ou público-privado, não disponibilidade para amamentar, uso de chupetas ou mamadeiras. A maioria das crianças inicia a amamentação no primeiro dia de vida em casa mas não de forma exclusiva. À medida que a idade aumenta, o índice de amamentação vai diminuindo progressivamente, indicando a necessidade urgente de programas de apoio e incentivo ao aleitamento materno, em especial de sua forma exclusiva, bem como de promoção do mesmo no município. Deve ser dada ênfase nesta atenção às mulheres primíparas e àquelas mulheres cujos partos ocorreram em hospitais públicos ou públicos-privados, que não tenham disponibilidade para amamentar e que utilizam mamadeiras ou chupetas para seus filhos.

As escritas íntimas passaram por diversas mudanças no decorrer da história das sociedades e também da literatura. Acompanhando as mudanças sofridas pelo sujeito e a forma como o mesmo se relaciona com o mundo, as escritas íntimas se integraram e se modificaram, associando-se, mais recentemente, às novas modalidades de comunicação e à atuação das variadas mídias, que colaboram com o delinear da conjunção entre os elementos públicos e os privados. Na literatura, essas alterações foram percebidas e aproveitadas como forma de produção. A crônica aparece como foco de análise deste trabalho, pois ganha destaque no cenário atual por ser um formato capaz de atender ao dinamismo contemporâneo e se estruturar associando a fala pessoal ao coletivo, integrando os espaços íntimos aos públicos e construindo a relação de proximidade entre autor e leitor, comum na atualidade. Como visualização dessas características, surge aqui a análise de crônicas da autora contemporânea Martha Medeiros
