A partir de la aprobación del Acuerdo Nuclear con fines civiles entre Estados Unidos e India en 2008, se evidencia un viraje contundente de la política exterior norteamericana hacia ésta nación asiática. Este hecho sin precedentes, que implicó para Estados Unidos dejar atrás más de 3 décadas de políticas de no proliferación nuclear y un cambio en su legislación, hace cuestionar cuál es el interés estratégico de Estados Unidos en India. En ese orden de ideas, el objetivo de la presente investigación, ha sido demostrar que dicho interés estratégico busca una alianza con India como un actor de peso en el tablero asiático, para contener el avance del poderío de la República Popular de China en la región, mediante la aplicación de tres dinámicas a través de India: 1) El fortalecimiento de los vínculos en seguridad con India dada su proyección y relevancia geopolítica, 2) El estrechamiento de los lazos comerciales impulsados por Estados Unidos para mejorar las condiciones económicas de India, para así contrarrestar el poder económico de China y su influencia política en la región, y 3), encontrando en India un ancla de la democracia en Asia, en contraste del modelo político socialista de China.

Los niveles de armamento nuclear existentes en el mundo, aun siguen siendo una grave amenaza para la paz y la seguridad mundial. Después de más de dos décadas de terminada la Guerra Fría los procesos de desarme nucleares no han sido satisfactorios, lo cual representa una peligro latente. Es así como la proliferación nuclear es una de las más grandes preocupaciones de los Estados en tanto que compromete la seguridad y la estabilidad internacional. Actualmente, las dinámicas nucleares han puesto en tela de juicio el mantenimiento de la paz y la seguridad. En particular, la compleja situación de Oriente Medio con el fortalecimiento del programa nuclear iraní que aparentemente busca el desarrollo de un programa de energía nuclear bélico, ha encendido las alarmas de todos los Estados. Analizar la situación de Oriente Medio enfocándose en la “no proliferación”, permite visibilizar la importancia de concentrar esfuerzos para evitar el renacimiento de los programas nucleares con fines militares en el mundo.

El propósito principal de esta monografía es ofrecer una perspectiva crítica sobre el conflicto latente en la Península Coreana, haciendo un acercamiento al mismo desde un marco teórico asentado en el realismo estructural de Kenneth Waltz. De este modo, se busca responder a cuestiones sobre los intereses estatales como fundamento básico de las estrategias de mantenimiento de la Estructura en regiones geopolíticamente sensibles. Al final, se llega a la conclusión afirmando que la Estructura ejerce una serie de funciones para garantizar su preservación mediante una acción de convergencia en la conducta de los Estados. Esta realidad ha mantenido a la Península Coreana sin un conflicto bélico en los últimos 50 años, muy a pesar de estar al borde del mismo en varias ocasiones, ya que de llegarse a presentar se rompería la estabilidad de la región, y por ende el Equilibrio de Poderes estaría en grave riesgo.

This article investigates the determinants of union inclusiveness towards agency workers in Western Europe, using an index which combines unionization rates with dimensions of collective agreements covering agency workers. Using fuzzy-set Qualitative Comparative Analysis, we identify two combinations of conditions leading to inclusiveness: the ‘Northern path’ includes high union density, high bargaining coverage and high union authority, and is consistent with the power resources approach. The ‘Southern path’ combines high union authority, high bargaining coverage, statutory regulations of agency work and working-class orientation, showing that ideology rather than institutional incentives shapes union strategies towards the marginal workforce.

This chapter brings a human security lens to bear on the energy-mix question in post-Fukushima Japan. In particular, two of the four elements of human security identified in the 1994 Human Development Report (HDR), prevention and people-centeredness, are mobilized. We trace developments in Japan’s post-Fukushima nuclear politics through the demise of DPJ rule to the advent of the LDP government, and evaluate the current nuclear energy strategy of the Abe administration. Using a human security framework, we consider the economic security dimension of the arguments for and against the use of nuclear power, and weigh the result of this consideration against a concern with the six other elements of human security identified in the 1994 HDR. We conclude that the risks and threats to human security engendered by the use of nuclear energy outweigh any benefits that could reasonably be argued to accrue from its use. The notion of prevention, so central to the concept of human security, performs a further ‘trumping’ function, in leading us to put a premium on the downside risk of the use of nuclear energy.

This paper describes a new mechanical samples positioning system that allows the safe placement and removal of biological samples for prolonged irradiation, in a nuclear reactor during full-power continuous operation. Also presented herein the materials of construction and operating principles. Additionally, this sample positioning system is compared with an existing pneumatic and automated transfer system, already available at the research reactors. The system consists of a mechanical arm with a claw, which can deliver the samples for irradiations without reactor shutdown. It was installed in the lEA-R1 research reactor at Instituto de Pesquisas Energeticas e Nucleares (IPEN), Sao Paulo, Brazil, and for the past 5 years, the system has successfully operated and allowed the conducting of important experiments. As a result of its introduction, the facility has been in a position to positively respond to the increased demand in studies of biology, medicine, physics, engineering, detector/dosimeter calibrations, etc. It is one example of the appropriated technologies that save energy and resources. The literature widely recognizes that shift workers have more health complaints than the general population. The objective of this study was to describe the prevalence of sleep complaints and verify the polysomnographic (PSG) variables of shift workers in two Brazilian nuclear power plants. We carried out a subjective evaluation with a sleep questionnaire. Based on these results, the interviewees that reported sleep-related complaints were referred for polysomnographic evaluation. of the 327 volunteers initially evaluated by the sleep questionnaire, 113 (35%) reported sleep complaints; they were significantly older, had higher body mass index (BMI), and worked more years on shifts than those without sleep complaints. of these 113, 90 met criteria for various sleep disorders: 30 (9%) showed obstructive sleep apnea (OSA), 18 (5.5%) showed limb movement, and 42 (13%) evidenced both sleep problems and had a significantly higher proportion of sleep stage 1 and arousals compared with the 23 shift workers that had no indices of sleep problems. The present study found that 90 (27.5%) of the evaluated participants met the PSG criteria of some type of clinical sleep disorder. This high proportion should be investigated for associations with other aspects of work, such as working hours, working schedule, years performing shift work, and access to health services. Due to the strong association between sleep disorders and the incidence of fatigue and sleepiness, the evaluation of the sleep patterns and complaints of shift workers is essential and should be considered to be one of the basic strategies of industry to prevent accidents.
