The Republic of Kiribati is a vast South Pacific island group with one of the largest exclusive economic zones (EEZs) in the world. Kiribati waters support a wealth of marine fisheries activities. These activities occur in oceanic, coastal and inshore environments and range from large, foreign, industrial-scale oceanic fishing operations to small-scale, domestic, inshore subsistence fisheries, aquaculture and recreational fisheries. Kiribati has developed a framework of domestic and international governance arrangements that are designed to sustainably manage its wealth of marine resources. The report provides background information for fisheries projects in Kiribati that aim to build food security, improve artisanal livelihoods and strengthen community engagement in fisheries governance. It provides information on the current status of Kiribati fishery resources (oceanic and coastal), their current governance and future challenges. Fish and fisher alike pay little heed to maritime boundaries and bureaucratic distinctions. This report covers both sides of the oceanic/coastal boundary because of the I-Kiribati communities’ interest in oceanic fisheries such as tuna and their heavy dependence on its fisheries resources for food security and economic development. The report focuses on two potential pilot sites for community-based fisheries management projects: North Tarawa and Butaritari.

Solomon Islands has a population of just over half a million people, most of whom are rural-based subsistence farmers and fishers who rely heavily on fish as their main animal-source food and for income. The nation is one of the Pacific Island Counties and Territories; future shortfalls in fish production are projected to be serious, and government policy identifies inland aquaculture development as one of the options to meet future demand for fish. In Solomon Islands, inland aquaculture has also been identified as a way to improve ood and nutrition security for people with poor access to marine fish. This report undertaken by a Worldfish study under the CGIAR Research Program on Aquatic Agricultural Systems explores the e potential role of land-based aquaculture of Mozambique tilapia in Solomon Islands as it relates to household food and nutrition security. This nutrition survey aimed to benchmark the foods and diets of households newly involved in small homestead tilapia ponds and their neighboring households in the central region of Malaita, the most populous island of all the provinces in Solomon Islands. Focus group discussions and semistructured interviews were employed in 10 communities (five inland and five coastal), four clinics, and five schools.

El objetivo de este trabajo consiste en estudiar la evolución de los destinos turísticos litorales consolidados a partir del análisis comparado entre Balneario Camboriú y Benidorm. Se trata de dos destinos localizados en contextos territoriales y turísticos diferentes, en los que se contrastan de manera empírica los indicadores de evolución de los destinos y se vinculan las dinámicas evolutivas con el modelo territorial-turístico resultante en cada destino. El análisis realizado permite contrastar los postulados de los modelos evolutivos clásicos (Butler, 1980) e incorporar los nuevos planteamientos de la geografía económica evolutiva. La investigación delimita cronológicamente los periodos de desarrollo de ambos destinos para identificar los factores con mayor incidencia en la evolución de los mismos. Una evolución marcada, fundamentalmente, por la ubicación geográfica, la planificación y gestión urbanoturística a diferentes escalas, la dependencia de determinados mercados emisores y la influencia de factores macroeconómicos. Un conjunto de factores interrelacionados que dibujan trayectorias dispares para los destinos analizados.

Globalisation has had a major impact on the engineering industry as pacific Rim countries undercut manufacturing costs and provide a more cost-effective location for many businesses. Engineering in Nortehrn Ireland has mostly declined owing to increased competition from these countries. Engineering companies are now forced to streamline their production processes and employ cost-reducing practices in order to meet customer demands at reduced prices. This article aims to analyse the effects of one such streamlining endeavour which was first introduced after World War II in Japan- 'lean manufacturing' . 'Lean manufacturing' aims to reduce all wasteful activities within the production process in order to improve productivity, while reducing manufacturing costs. The work-based project under consideration was concerned with the impact 'lean manufacturing' may have on health and safety performance and education within an engineering company. The focus of the project was to determine through work-based research, and quantitative analysis, the employee perception on health and safety: has it changed (either positively or negatively), as a consequence of implementing 'lean manufacturing'.

L’état actuel des travaux ne rend pas compte de l’ampleur des questions philosophiques et des enjeux moraux suscités par l’apparition sur la scène internationale des réfugiés climatiques. Il est pourtant urgent de leur accorder une protection à travers des accords internationaux. Les philosophes qui se sont penchés sur le sujet ont été induits en erreur tant par la multiplicité des termes employés que leur absence de définitions. Ce travail critique la tendance actuelle des militants écologistes à vouloir englober des populations aux problèmes divers sous le terme de réfugié. Banaliser l’emploi du terme de réfugié n’est pas seulement fallacieux mais également dangereux. A terme, les militants se tourneront vers la Convention de Genève pour revendiquer que les populations déplacées soient considérées comme des réfugiés. Or la Convention de Genève n’est pas un outil adéquat pour remédier au sort de ces populations. De plus, on ne peut élargir le statut de réfugié pour inclure ces populations sans risquer de perdre sa crédibilité et son efficience. Suivre la pente qu’emprunte les militants nous mènerait à accorder le même traitement aux réfugiés climatiques et aux réfugiés politiques, ce qui est une erreur. Notre hypothèse est que les habitants des petits pays insulaires à l’inverse des autres populations ont besoin d’un élargissement de la Convention de Genève. Nous arguerons que nous avons des devoirs et des responsabilités envers eux que nous n’avons pas envers les réfugiés politiques. Pour défendre ce point de vue, il faut définir clairement ce qu’est un réfugié climatique et justifier cette appellation. Nous devrons donc confronter la notion de réfugié climatique à d’autres notions concurrentes. Une fois les termes définis, nous envisagerons les enjeux éthiques à travers le prisme des questions de justice globale. Nous verrons que pour déterminer qui devrait remédier au sort des réfugiés climatique, il ne suffit pas de se référer à la responsabilité causale. Cela nous mènera à arguer que bien que séduisant, le principe pollueur-payeur n’est pas un outil adéquat pour guider la réflexion. Nous serons également amenés à nous interroger sur la pertinence d’une institution environnementale globale.

El propósito de la presente investigación es evaluar la incidencia regional de las iniciativas chinas a favor de la gestión del agua del Río Mekong como elementos que contribuyen en la construcción de la percepción favorable para el gigante asiático. Producto del conjunto de reformas aplicadas desde 1978, China fue objeto de un crecimiento económico exponencial que algunos académicos denominan milagroso; sin embargo, dicho proceso involucró un impacto negativo sobre el medio ambiente y en particular sobre el agua del Estado. El deterioro ambiental chino implicó, por un lado, el desarrollo de medidas internas que pretenden reversar los efectos descritos en el marco de las diferentes cumbres mundiales sobre medio ambiente y por otro, la participación en iniciativas de carácter subregional que denotan cierto grado de pro-actividad del gigante asiático en materia ambiental.

Scenarios are used to explore the consequences of different adaptation and mitigation strategies under uncertainty. In this paper, two scenarios are used to explore developments with (1) no mitigation leading to an increase of global mean temperature of 4 °C by 2100 and (2) an ambitious mitigation strategy leading to 2 °C increase by 2100. For the second scenario, uncertainties in the climate system imply that a global mean temperature increase of 3 °C or more cannot be ruled out. Our analysis shows that, in many cases, adaptation and mitigation are not trade-offs but supplements. For example, the number of people exposed to increased water resource stress due to climate change can be substantially reduced in the mitigation scenario, but adaptation will still be required for the remaining large numbers of people exposed to increased stress. Another example is sea level rise, for which, from a global and purely monetary perspective, adaptation (up to 2100) seems more effective than mitigation. From the perspective of poorer and small island countries, however, stringent mitigation is necessary to keep risks at manageable levels. For agriculture, only a scenario based on a combination of adaptation and mitigation is able to avoid serious climate change impacts.

The Planning Meeting of Partners was organized jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean, the Observatory for the Information Society in Latin America and the Caribbean (OSILAC - an ECLAC project supported by the International Development Research Centre (IDRC), the University of West Indies (UWI), St. Augustine Campus and the Telecommunications Policy and Management Programme, Mona School of Business at UWI, Jamaica. The Caribbean Information Societies Measurement Initiative (CISMI) is a component of the research proposal entitled “Networks for Development: The Caribbean ICT Research Programme”, recently submitted to IDRC for funding approval. The main objective of this programme is to “promote multi-stakeholder knowledge exchange and dialogue about the potential contribution of Information and Communications Technology for economic development and poverty alleviation in the Caribbean” The proposed budget for the CISMI component within the aforementioned proposal is US$ 150,000. The main objectives of the CISMI component are twofold: (a) to conduct a comprehensive Information and Communications Technology (ICT) survey in the Caribbean subregion to cover baseline information needs for studies and analysis from different partners involved in the construction of the Caribbean Information Societies; and (b) to analyze the household-level data, including the status of broadband and mobile usage in selected Caribbean countries in order to promote evidence-based policy planning and implementation with respect to ICT development and its impact on social and economic development in the subregion. The Planning Meeting of Partners was convened to: (a) discuss the CISMI component partnership arrangements, (b) discuss the design and implementation mechanisms of the survey instrument (questionnaire); (c) inform and engage potential key stakeholders; and (d) obtain information from potential service providers (survey companies). The Planning Meeting of Partners took place on 28 and 29 September 2009 in Port of Spain, Trinidad and Tobago.
