In Washington State, the Department of Natural Resources (WA DNR) is responsible for managing state-owned aquatic lands. Aquatic reserves are one of many Marine Protected Area (MPA) designations in WA State that aim to protect sensitive aquatic and ecological habitat. We analyzed the designation and early planning processes of WA State aquatic reserves, identified gaps in the processes, and recommend action to improve the WA State aquatic reserve early planning approach. Population structure of pink salmon (Oncorhynchus gorbuscha) from British Columbia and Washington was examined with a survey of microsatellite variation to describe the distribution of genetic variation. Variation at 16 microsatellite loci was surveyed for approximately 46,500 pink salmon sampled from 146 locations in the odd-year broodline and from 116 locations in the even-year broodline. An index of genetic differentiation, FST, over all populations and loci in the odd-year broodline was 0.005, with individual locus values ranging from 0.002 to 0.025. Population differentiation was less in the even-year broodline, with a FST value of 0.002 over all loci, and with individual locus values ranging from 0.001 to 0.005. Greater genetic diversity was observed in the odd-year broodline. Differentiation in pink salmon allele frequencies between broodlines was approximately 5.5 times greater than regional differentiation within broodlines. A regional structuring of populations was the general pattern observed, and a greater regional structure in the odd-year broodline than in the even-year broodline. The geographic distribution of microsatellite variation in populations of pink salmon likely ref lects a distribution of broodlines from separate refuges after the last glaciation period.

Fjord estuaries are common along the northeast Pacific coastline, but little information is available on fish assemblage structure and its spatiotemporal variability. Here, we examined changes in diversity metrics, species biomasses, and biomass spectra (the distribution of biomass across body size classes) over three seasons (fall, winter, summer) and at multiple depths (20 to 160 m) in Puget Sound, Washington, a deep and highly urbanized fjord estuary on the U.S. west coast. Our results indicate that this fish assemblage is dominated by cartilaginous species (spotted ratfish [Hydrolagus colliei] and spiny dogfish [Squalus acanthias]) and therefore differs fundamentally from fish assemblages found in shallower estuaries in the northeast Pacific. Diversity was greatest in shallow waters (<40 m), where the assemblage was composed primarily of flatfishes and sculpins, and lowest in deep waters (>80 m) that are more common in Puget Sound and that are dominated by spotted ratf ish and seasonally (fall and summer) by spiny dogfish. Strong depth-dependent variation in the demersal fish assemblage may be a general feature of deep fjord estuaries and indicates pronounced spatial variability in the food web. Future comparisons with less impacted fjords may offer insight into whether cartilaginous species naturally dominate these systems or only do so under conditions related to human-caused ecosystem degradation. Information on species distributions is critical for marine spatial planning and for modeling energy flows in coastal food webs. The data presented here will aid these endeavors and highlight areas for future research in this important yet understudied system.

Esta tese é composta por três artigos que permitiram avaliar o efeito da exposição ao tabagismo durante a gestação e no início da infância sobre o crescimento linear e ganho de peso do nascimento à adolescência, além de verificar o efeito do nível socioeconômico no início da infância e da mobilidade social sobre a adiposidade até a adolescência. Foram utilizados para este fim os dados de uma coorte de crianças nascidas entre 1994 e 1999 na cidade de Cuiabá-MT. Essas crianças fizeram parte de um estudo de base populacional realizado na cidade de Cuiabá, entre 1999 e 2000, com 2405 crianças (0 a 5 anos) e foram selecionadas aleatoriamente em unidades básicas de saúde quando da vacinação. As mães foram entrevistadas após a vacinação, quando foram obtidos dados relativos à exposição ao tabagismo gestacional, tabagismo passivo, nível socioeconômico das famílias e dados antropométricos. Entre 2009 e 2011, após aproximadamente 11 anos, essas crianças foram localizadas por meio do Censo Escolar e então 1716 adolescentes entre 10 e 17 anos de idade (71,4% da população) foram reavaliados nas escolas da rede pública e privada de Cuiabá, de 18 municípios do estado e outras 5 capitais do país. A análise por modelos lineares de efeitos mistos permitiu verificar a mudança de estatura e Índice de Massa Corporal (IMC) entre o nascimento e a adolescência. O primeiro e o segundo artigo desta tese avaliaram o efeito da exposição ao tabagismo materno durante a gestação e no início da infância sobre o crescimento linear e o IMC entre o nascimento e a adolescência. Crianças expostas ao tabagismo materno durante a gestação e no início da infância apresentaram menor estatura desde o nascimento até a adolescência quando comparadas às crianças não expostas. Quanto à adiposidade, entre o nascimento e a infância a mudança do IMC foi similar entre as crianças expostas e não expostas ao tabagismo materno, porém, entre a infância e a adolescência, aquelas expostas apenas durante a gestação mostraram maior ganho de IMC. Em conjunto, os dados corroboram o efeito deletério do tabagismo sobre o crescimento, efeito já bastante estudado, mas também indicam que avaliar e comparar exposição gestacional com pós-gestacional é importante, dado que seus efeitos parecem ser diferentes. O terceiro artigo avaliou o efeito do nível socioeconômico no início da infância e da mobilidade social entre a infância e a adolescência sobre o IMC do nascimento à adolescência. Para avaliar o nível socioeconômico, as famílias foram classificadas em nível econômico alto, médio e baixo, a partir do Critério de Classificação Econômica Brasil. Foi observada expressiva mobilidade social na população, principalmente entre os de menor nível econômico. Houve maior aumento do IMC entre o nascimento e a adolescência entre aqueles de maior nível econômico na infância e aqueles que permaneceram nas classes mais elevadas, indicando que a posição inicial foi o maior determinante das mudanças observadas no IMC.

In this study we present new information on seasonal variation in absolute growth rate in length of coho salmon (Oncorhynchus kisutch) in the ocean off Oregon and Washington, and relate these changes in growth rate to concurrent changes in the spacing of scale circuli. Average spacing of scale circuli and average rate of circulus formation were significantly and positively correlated with average growth rate among groups of juvenile and maturing coho salmon and thus could provide estimates of growth between age groups and seasons. Regression analyses indicated that the spacing of circuli was proportional to the scale growth rate raised to the 0.4−0.6 power. Seasonal changes in the spacing of scale circuli reflected seasonal changes in apparent growth rates of fish. Spacing of circuli at the scale margin was greatest during the spring and early summer, decreased during the summer, and was lowest in winter or early spring. Changes over time in length of fish caught during research cruises indicated that the average growth rate of juvenile coho salmon between June and September was about 1.3 mm/d and then decreased during the fall and winter to about 0.6 mm/d. Average growth rate of maturing fish was about 2 mm/d between May and June, then decreased to about 1 mm/d between June and September. Average apparent growth rates of groups of maturing coded-wire−tagged coho salmon caught in the ocean hook-and-line fisheries also decreased between June and September. Our results indicate that seasonal change in the spacing of scale circuli is a useful indicator of seasonal change in growth rate of coho salmon in the ocean.

John Nathan Cobb (1868–1930) became the founding Director of the College of Fisheries, University of Washington, Seattle, in 1919 without the benefit of a college education. An inquisitive and ambitious man, he began his career in the newspaper business and was introduced to commercial fisheries when he joined the U.S. Fish Commission (USFC) in 1895 as a clerk, and he was soon promoted to a “Field Agent” in the Division of Statistics, Washington, D.C. During the next 17 years, Cobb surveyed commercial fisheries from Maine to Florida, Hawaii, the Pacific Northwest, and Alaska for the USFC and its successor, the U.S. Bureau of Fisheries. In 1913, he became editor of the prominent west coast trade magazine, Pacific Fisherman, of Seattle, Wash., where he became known as a leading expert on the fisheries of the Pacific Northwest. He soon joined the campaign, led by his employer, to establish the nation’s first fisheries school at the University of Washington. After a brief interlude (1917–1918) with the Alaska Packers Association in San Francisco, Calif., he was chosen as the School’s founding director in 1919. Reflecting his experience and mindset, as well as the University’s apparent initial desire, Cobb established the College of Fisheries primarily as a training ground for those interested in applied aspects of the commercial fishing industry. Cobb attracted sufficient students, was a vigorous spokesman for the College, and had ambitions plans for expansion of the school’s faculty and facilities. He became aware that the College was not held in high esteem by his faculty colleagues or by the University administration because of the school’s failure to emphasize scholastic achievement, and he attempted to correct this deficiency. Cobb became ill with heart problems in 1929 and died on 13 January 1930. The University soon thereafter dissolved the College and dismissed all but one of its faculty. A Department of Fisheries, in the College of Science, was then established in 1930 and was led by William Francis Thompson (1888–1965), who emphasized basic science and fishery biology. The latter format continues to the present in the Department’s successor, The School of Aquatic Fisheries and Science.

Esta tese compreende a investigação da política curricular de ciclos na rede municipal de ensino de Rondonópolis (MT). Ao ter como foco discursos curriculares, a discussão é marcada pelo registro pós-estrutural e sustenta a compreensão de que a disputa de sentidos para o que seja educar, entre diferentes discursos, compõe uma configuração política específica. A Teoria do Discurso de Laclau e Mouffe e aspectos da desconstrução derridiana (e, em menor densidade, da psicanálise lacaniana) aqui esteiam leituras privilegiadas, ao lado da tradução destas para o campo do currículo na educação por Lopes e Macedo. A releitura da linguagem informa a concepção de realidade como produção discursiva e do social como textualização, marca a noção de política curricular como produção cultural e sustém a compreensão do currículo como um texto. Neste movimento teórico, a tese assinala o status discursivo na liberdade fundante dos jogos de linguagem: eles fazem falir as pretensões de coordenação racional nas políticas curriculares e as suposições de fixação de um centro; permitem pensar a educação e o currículo à margem de um teleologismo; inscrevem a textualização da política em um texto geral e não superável que a desborda como um querer-dizer. O argumento central é de que a política curricular de Ciclos é hegemonizada na operação discursiva de rebaixamento do Outro como representação instada por leituras sedimentadas no social. O trabalho teórico-estratégico busca des-sedimentar algumas significações cristalizadas na defesa deste universalismo, tentando demonstrar a contingência no lugar da razão, da realização conceitual. Enfatizando a tradução como condição da política, a investigação focaliza documentos assinados pela Secretaria de Estado de Educação de Mato Grosso e pela Secretaria Municipal de Educação de Rondonópolis (MT). A discussão teórico-empírica realça que uma relação (marcada pela falta) com o significante conhecimento produz um corte no social e, com ele, a tradução de antagonismos. Nesta relação, exclusões diversas, processadas na decisão política, compõem um contexto interpretativo que sustenta a precarização da escola convencional como objetividade social e projeta sintomaticamente a organização curricular em áreas de conhecimento como solução (remédio) à instabilidade educacional. A contingência credencia a articulação equivalencial de demandas curriculares diferenciais (marxismos, construtivismo, pragmatismo, de forma destacada), metonimicamente, enquanto os antagonismos produzem a ilusão de positividade. A reiteração significante (do termo conhecimento, sobretudo) abre (à alteridade e leva) à flutuação de sentidos compondo cadeias de significação que se substituem. A hegemonia do nome (não um conceito) Ciclos dissolve identificações anteriores de grupos curriculares locais ao subjetivar tais diferenças como pró-ciclos, ao mesmo tempo em que subjetiva diferenças antagônicas outras como anti-ciclos. Defendendo a democracia como devir, a tese conclui que a estabilidade de um sentido para a educação é apenas uma suposição sempre perturbada pela différance e defende manter o lugar do universal/fundamento/vazio como aberto à pluralidade

The harbor seal (Phoca vitulina) is a large-bodied and abundant predator in the Salish Sea ecosystem, and its population has recovered since the 1970s after passage of the Marine Mammal Protection Act and the cessation of bounties. Little is known about how this large predator population may affect the recovery of fish stocks in the Salish Sea, where candidate marine protected areas are being proposed. We used a bioenergetics model to calculate baseline consumption rates in the San Juan Islands, Washington. Salmonids (Oncorhynchus spp.) and herring (Clupeidae) were the 2 most energetically important prey groups for biomass consumed by harbor seals. Estimated consumption of salmonids was 783 (±380 standard deviation [SD]) metric tons (t) in the breeding season and 675 (±388 SD t in the nonbreeding season. Estimated consumption of herring was 646 (±303 SD) t in the breeding season and 2151 (±706 SD) t in the nonbreeding season. Rockfish, a depressed fish stock currently in need of population recovery, composed one of the minor prey groups consumed by harbor seals (84 [±26 SD] t in the nonbreeding season). The variables of seal body mass and proportion of prey in seal diet explained >80% of the total variation in model outputs. Prey groups, such as rockfish, that are targeted for recovery may still be affected by even low levels of predation. This study highlights the importance of salmonids and herring for the seal population and provides a framework for refining consumption estimates and their confidence intervals with future data.

Puget Sound is one of the largest and most ecologically significant estuaries in the United States, but the status and trends of many of its biological components are not well known. We analyzed a 21-year time series of data from standardized bottom trawl sampling at a single study area to provide the first assessment of population trends of Puget Sound groundfishes after the closure of bottom trawl fisheries. The expected increase in abundance was observed for only 3 of 14 species after this closure, and catch rates of most (10) of the abundant species declined through time. Many of these changes were stepwise (abrupt) rather than gradual, and many stocks exhibited changes in catch rate during the 3-year period from 1997 through 2000. No detectable change was recorded for either temperature or surface salinity over the entire sampling period. The abrupt density reductions that were observed likely do not reflect changes in demographic rates but may instead represent distributional shifts within Puget Sound.
