In dem Bildungsbericht [von Dessau-Roßlau] wurden thematische Schwerpunkte festgelegt, die sich weitestgehend auf das formale Lernen in Institutionen beziehen. Thematisch hat der Bildungsbericht die folgenden Schwerpunkte: Elementare Bildung, Allgemeinbildende Schulen, Berufsbildungssystem – Berufsbildende Schulen, Hochschulbildung, Erwachsenenbildung, Weiterbildung und informelles Lernen. Da insbesondere die Übergänge zwischen den Institutionen wichtige Punkte in der Bildungsbiographie sind, werden sie in den jeweiligen Kapiteln kurz anhand ihrer Besonderheiten und Auffälligkeiten beschrieben. Neben der allgemeinen Darstellung der Teilbereiche werden alle Bereiche in Bezug auf drei Einflussfaktoren untersucht: Demographischer Wandel, Soziale Ungleichheit, Geschlechtsspezifische Ungleichheit. Diese drei Themenkomplexe sind als Querschnittsthemen allen Schwerpunkten vorangestellt und beschreiben, welchen Einfluss die jeweiligen Faktoren haben bzw. wie groß ihr Einfluss auf die Teilbereiche ist. Mit dem vorliegenden kommunalen Bildungsbericht 2013 legt die Stadt Dessau-Roßlau nach 2011 zum zweiten Mal eine Bestandsaufnahme der Bildungslandschaft Dessau-Roßlau vor. Damit ist die Bildungsberichterstattung im Programm „Lernen vor Ort“ zu einem wichtigen Baustein und Planungsinstrument geworden. Der Bildungsbericht ist gleichzeitig eine Einladung an alle Interessierten durch die konstruktive Auseinandersetzung mit den Ergebnissen die nächsten Schritte in eine zukunftsfähige Bildungslandschaft mitzugestalten. This paper argues that contemporary literacy programmes are a mismatch for the expectations of both the government and employers as well as the goals of learners. It submits that the dominant discourses in literacy provision have led to the emergence of a learning culture which not only fails the learners but is also incapable of meeting the aspirations of both the government and employers. To support this argument, the paper reports a small scale research project that analyses the perceptions of learners, teachers and employers who were involved in a work placement scheme for young literacy learners in a college of further education. Data for the study were collected through focus group and face to face interviews and analysed using the framework of discourse analysis provided by Gill (2000) with findings codified and analysed thematically. The study found that teachers were aware that their learners were not adequately prepared for the world of work because of the demands of the dominant discourses of quality and performance measurement which were most obviously manifested in their assessment, teaching methods and the attitudes of learners. It found that employers perceive young learners as inadequate in terms of the workplace expectations. Learners in the study revealed that their workplace culture and expectations were totally different from the culture to which they had been socialised in their studies. The study concludes that unless the dominance of these discourses is ameliorated, young literacy learners will continue to be socialised into a discourse of failure.

Analog zum ersten Bildungsbericht ist der zweite Bildungsbericht in sechs Kapitel unterteilt, deren Reihenfolge sich - mit Ausnahme des ersten und letzten Kapitels - am Lebenslauf orientiert: (..) Kapitel A beschäftigt sich mit gesellschaftlichen und wirtschaftlichen Rahmenbedingungen von Bildung und geht in diesem Zusammenhang auf die Bevölkerungsentwicklung, die Arbeitsmarktsituation sowie die soziale Lage im Rems-Murr-Kreis ein. Anschließend wird in Kapitel B die frühkindliche Bildung in den Blick genommen. Der Fokus liegt hier auf der Betreuungssituation der Kinder unter sechs Jahren im Rems-Murr- Kreis, dem Thema Elternbildung sowie auf dem Übergang von der Kindertageseinrichtung in die Grundschule. Kapitel C widmet sich den allgemeinbildenden Schulen im Landkreis. Neben der Schüler- und Angebotsstruktur und dem Erwerb allgemeinbildender Schulabschlüsse wird auf aktuelle schulpolitische Entwicklungen und Maßnahmen zur Berufsorientierung eingegangen. Es folgt Kapitel D zur beruflichen Bildung im Rems- Murr-Kreis, in dem Schülerzahlen und Angebote der Beruflichen Schulen dargestellt werden. Außerdem werden die Themen berufsvorbereitende Bildungsgänge und duale Ausbildung behandelt. In Kapitel E wird die Bildungssituation der beruflichen Weiterbildung und der Erwachsenenbildung dargestellt. Abschließend befasst sich das Kapitel F mit non-formaler Bildung und informellem Lernen, wobei der Fokus auf den Jugendlichen im Rems-Murr-Kreis liegt. Es werden die non-formalen Bildungsorte Musik- und Kunstschulen, Bibliotheken und Einrichtungen der Jugendarbeit in den Blick genommen. A nomadic collaborative partnership model for a community of practice (CoP) in Design for Learning (D4L) can facilitate successful innovation and continuing appraisals of effective professional practice, stimulated by a 'critical friend' assigned to the project. This paper reports on e-learning case studies collected by the JISC-funded UK eLIDA CAMEL Design for Learning Project. The project implemented and evaluated learning design (LD) tools in higher and further education within the JISC Design for Learning pedagogic programme (2006-07). Project partners trialled professional user evaluations of innovative e-learning tools with learning design function, collecting D4L case studies and LD sequences in post-16/HE contexts using LAMS and Moodle. The project brought together learning activity sequences within a collaborative e-learning community of practice based on the CAMEL (Collaborative Approaches to the Management of e-Learning) model, contributing to international D4L developments. This paper provides an overview of project outputs in e-learning innovations, including evaluations from teachers and students. The paper explores intentionality in the development of a CoP in design for learning, reporting on trials of LD and social software that bridged tensions between formalised intra-institutional e-learning relationships and inter-institutional professional project team dynamic D4L practitioner interactions. Following a brief report of D4L case studies and feedback, the catalytic role of the 'critical friend' is highlighted and recommended as a key ingredient in the successful development of a nomadic model of communities of practice for managing professional e-learning projects. eLIDA CAMEL Partners included the Association of Learning Technology (ALT), JISC infoNet, three universities and five FE/Sixth Form Colleges. Results reported to JISC demonstrated D4L e-learning innovations by practitioners, illuminated by the role of the 'critical friend'. The project also benefited from formal case study evaluations and the leading work of ALT and JISC infoNet in the development of the CAMEL model.

Der Bericht "Erziehung und Bildung in Offenbach. Bericht 2015" (EBO), herausgegeben von Stadt Offenbach am Main, wird zum 9. Mal veröffentlicht. Erstmals wurden Daten der integrierten Ausbildungsberichterstattung für Hessen (iABE) einbezogen. Sie ermöglichen eine wohnortspezifische Analyse der Übergänge von der Sekundarstufe I in unterschiedliche Zielbereiche, wie z.B. Berufsabschluss oder Hochschulreife. Der EBO 2015 bietet vermehrt Zeitreihen, um langfristige Entwicklungen im Bildungsbereich darzustellen. Der Standortbestimmung dienen darüber hinaus interkommunale Vergleiche. Der EBO beinhaltet seit dem Bericht 2009 den von der Jugendhilfeplanung entwickelten „Index bildungsrelevanter sozialer Belastung“. Mit diesem können besondere pädagogischen Bedarfe in den 14 Grundschulbezirken ermittelt und faire, d.h. die unterschiedlichen Anteile bildungsbenachteiligter Schüler/-innen berücksichtigende, Schulleistungsvergleiche ermöglicht werden. Im Rahmen dieser Analyse rücken erstmals die Mädchen mit Migrationshintergrund in den Fokus: So fällt auf, dass im Übergang Grundschule/Gymnasium die Übergangsquote bei Mädchen mit Migrationshintergrund um 15 Prozentpunkte niedriger liegt als die der Mädchen ohne Migrationshintergrund. Sie liegt sogar knapp unter der Übergangsquote der Jungen mit Migrationshintergrund. Eine Erklärung dafür, dass die Mädchen mit Migrationshintergrund beim Übergang zum Gymnasium nicht zu den Bildungsgewinnern zählen, steht aber aus. Der Bericht verdeutlicht auch, dass der Bereich der Sprachförderung in allen Bildungsbereichen – „lebenslang“ – in der Kommune eine herausragende Rolle spielt. Der Bericht greift Linien des "Orientierungsrahmen für Bildungsentwicklung“ der Stadt Offenbach" auf. Der Prozess und die Erarbeitung wurden erstmals von der Fachstelle Bildungskoordinierung und Beratung federführend koordiniert. (DIPF/Autor)

The Preparation for Practice module at the University of Ulster is delivered to 170 first year students via a collaborative arrangement between higher and further education institutions. In each of the five sites, students receive large group and small group teaching facilitated by social work training agency workers and academic tutor dyads. An evaluation of the module sought the perceptions of the agency and academic facilitators regarding the overall collaborative arrangement and the model of co-teaching involving social work academics and agency partners. Respondents were asked to complete a semi-structured questionnaire, which generated data from a Likert scale and also invited qualitative commentary. The Likert scale data were analysed via SPSS and the qualitative information was scrutinised using a manual thematic analysis technique. Findings indicated that continuous communication, consistency in programme content and the acknowledgement of the differences in organisation resources were key to a successful collaborative arrangement. It was also noted that a co-teaching model should be viewed as a positive vehicle for achieving module objectives in a safe learning environment.

1) Executive Summary
Legislation (Autism Act NI, 2011), a cross-departmental strategy (Autism Strategy 2013-2020) and a first action plan (2013-2016) have been developed in Northern Ireland in order to support individuals and families affected by Autism Spectrum Disorder (ASD) without a prior thorough baseline assessment of need. At the same time, there are large existing data sets about the population in NI that had never been subjected to a secondary data analysis with regards to data on ASD. This report covers the first comprehensive secondary data analysis and thereby aims to inform future policy and practice.
Following a search of all existing, large-scale, regional or national data sets that were relevant to the lives of individuals and families affected by Autism Spectrum Disorder (ASD) in Northern Ireland, extensive secondary data analyses were carried out. The focus of these secondary data analyses was to distill any ASD related data from larger generic data sets. The findings are reported for each data set and follow a lifespan perspective, i.e., data related to children is reported first before data related to adults.
Key findings:
Autism Prevalence:
Of children born in 2000 in the UK,
• 0.9% (1:109) were reported to have ASD, when they were 5-year old in 2005;
• 1.8% (1:55) were reported to have ASD, when they were 7-years old in 2007;
• 3.5% (1:29) were reported to have ASD, when they were 11-year old in 2011.
In mainstream schools in Northern Ireland
• 1.2% of the children were reported to have ASD in 2006/07;
• 1.8% of the children were reported to have ASD in 2012/13.

Economic Deprivation:
• Families of children with autism (CWA) were 9%-18% worse off per week than families of children not on the autism spectrum (COA).
• Between 2006-2013 deprivation of CWA compared to COA nearly doubled as measured by eligibility for free school meals (from near 20 % to 37%)
• In 2006, CWA and COA experienced similar levels of deprivation (approx. 20%), by 2013, a considerable deprivation gap had developed, with CWA experienced 6% more deprivation than COA.
• Nearly 1/3 of primary school CWA lived in the most deprived areas in Northern Ireland.
• Nearly ½ of children with Asperger’s Syndrome who attended special school lived in the most deprived areas.

Unemployment:
• Mothers of CWA were 6% less likely to be employed than mothers of COA.
• Mothers of CWA earned 35%-56% less than mothers of COA.
• CWA were 9% less likely to live in two income families than COA.

Health:
• Pre-diagnosis, CWA were more likely than COA to have physical health problems, including walking on level ground, speech and language, hearing, eyesight, and asthma.
• Aged 3 years of age CWA experienced poorer emotional and social health than COA, this difference increased significantly by the time they were 7 years of age.
• Mothers of young CWA had lower levels of life satisfaction and poorer mental health than mothers of young COA.
Education:
• In mainstream education, children with ASD aged 11-16 years reported less satisfaction with their social relationships than COA.
• Younger children with ASD (aged 5 and 7 years) were less likely to enjoy school, were bullied more, and were more reluctant to attend school than COA.
• CWA attended school 2-3 weeks less than COA .
• Children with Asperger’s Syndrome in special schools missed the equivalent of 8-13 school days more than children with Asperger’s Syndrome in mainstream schools.
• Children with ASD attending mainstream schooling were less likely to gain 5+ GCSEs A*-C or subsequently attend university.



Further and Higher Education:
• Enrolment rates for students with ASD have risen in Further Education (FE), from 0% to 0.7%.
• Enrolment rates for students with ASD have risen in Higher Education (HE), from 0.28% to 0.45%.
• Students with ASD chose to study different subjects than students without ASD, although other factors, e.g., gender, age etc. may have played a part in subject selection.
• Students with ASD from NI were more likely than students without ASD to choose Northern Irish HE Institutions rather than study outside NI.

Participation in adult life and employment:
• A small number of adults with ASD (n=99) have benefitted from DES employment provision over the past 12 years.
• It is unknown how many adults with ASD have received employment support elsewhere (e.g. Steps to Work).

Awareness and Attitudes in the General Population:
• In both the 2003 and 2012 NI Life and Times Survey (NILTS), NI public reported positive attitudes towards the inclusion of children with ASD in mainstream education (see also BASE Project Vol. 2).

Gap Analysis Recommendations:
This was the first comprehensive secondary analysis with regards to ASD of existing large-scale data sets in Northern Ireland. Data gaps were identified and further replications would benefit from the following data inclusion:
• ASD should be recorded routinely in the following datasets:
o Census;
o Northern Ireland Survey of Activity Limitation (NISALD);
o Training for Success/Steps to work; Steps to Success;
o Travel survey;
o Hate crime; and
o Labour Force Survey.
• Data should be collected on the destinations/qualifications of special school leavers.
• NILT Survey autism module should be repeated in 5 years time (2017) (see full report of 1st NILT Survey autism module 2012 in BASE Project Report Volume 2).
• General public attitudes and awareness should be assessed for children and young people, using the Young Life and Times Survey (YLT) and the Kids Life and Times Survey (KLT); (this work is underway, Dillenburger, McKerr, Schubolz, & Lloyd, 2014-2015).

Background
The incidence of chronic illnesses is increasing globally. Non-adherence to medications and other medication-related problems are common among patients receiving long-term medications. Medication use review (MUR) is a service provision with an accredited pharmacist undertaking structured, adherence-centered reviews with patients receiving multiple medications. MUR services are not yet available in community pharmacies in Qatar.

Objective
The current study aims to evaluate community pharmacists' knowledge, attitudes, and perception towards establishing MUR as an extended role in patient care.

Setting
Private community pharmacies in Qatar including chains and independent pharmacies.

Methodology
A cross-sectional survey using a self-administered questionnaire was conducted among licensed community pharmacists from December 2012 to January 2013. Data analysis was conducted using descriptive and inferential statistics.

Main outcome measures
Knowledge, attitudes, and practices related to MUR concept and services.

Results A total of 123 participants responded to the survey (response rate 56 %). The mean total knowledge score was 71.4 ± 14.7 %. An overwhelming proportion of the participants (97 %) were able to identify the scope of MUR in relation to chronic illnesses and at enhancing the quality of pharmaceutical care. Furthermore, 80 % of the respondents were able to identify patients of priority for inclusion in an MUR program. However, only 43 % of the participants knew that acute medical conditions were not the principal focus of an MUR service, while at least 97 % acknowledged that the provision of MUR services is a great opportunity for an extended role of community pharmacists and that MUR makes excellent use of the pharmacist's professional skills in the community. The participants generally reported concerns about time, dedicated consultation area, and support staff as significant barriers towards MUR implementation.

Conclusion
This study suggests that community pharmacists in Qatar had sufficient knowledge about the concept of MUR and its scope, but there were still important deficiencies that warrant further education. The findings have important implications on policy and practice pertaining to the implementation of MUR as an extended role of pharmacists and as part of Qatar's National Health Strategy to move primary health care forward.

Objective:Postsecondary educational attainment is the key for successful transition to adulthood, economic self-sufficiency, and good mental and physical health.Method:Secondary analyses of school leavers’ data were carried out to establish postsecondary educational trajectories of students on the autism spectrum in the United Kingdom.Results:Findings show that students with autism who had attended mainstream secondary schools enter Further Education (post-16 vocational training) and Higher Education (University) institutions at a similar rate to other students to study the full range ofsubjects on offer. However, they are more likely to be younger, study at a lower academic level, and remain living at home.Conclusion:While course completion data were not yet available, attainment data showed that prospects were improving, although more needs to be done to enable these young adults to a achieving their post secondary educational potential.

Private school enrolment may lead to worse subsequent performance in further education or in the labour market. If students differ in their ability not only to pay but to take advantage of educational opportunities (“talent” for short), private schools attract a worse pool of students when publicly funded schools are better suited to foster progress by more talented students. In the data we analyze, the impact of observable talent proxies on educational and labour market outcomes is indeed more positive for students who (endogenously) choose to attend public schools than for those who choose to pay for private education.
