The publication of the Law 10,267 of 08/28/2001 changed the paradigm of rural registration in Brazil, because this law known as the Law of Georeferencing has created the National Registration of Rural Property, that unifies in a common basis different registrations present in several government agencies, such as the National Institute for Colonization and Agrarian Reform (INCRA), the Secretariat of Federal Revenue, the Brazilian Institute of Environment and Natural Resources, and the National Indian Foundation. Also, this new registration system has a graphical component which has not existed until such date, where the boundaries of rural property are georeferenced to the Brazilian Geodetic System. This new paradigm has resulted in a standardization of the survey and its representation of rural properties according to the Technical Standard for Georeferencing of Rural Properties, published by INCRA in compliance with the new legislation. Due to the georeferencing, the creation of a public GIS of free access on the Internet was possible. Among the difficulties found it may be observed the great Brazilian territory, the need for specialized professionals, and especially the certification process that INCRA has to perform for each georeferenced property. It is hoped that this last difficulty is solved with the implementation of the Land Management System that will allow automated and online certification, making the process more transparent, agile and fast.

The struggle for land is not a recent theme in Brazilian history. Since colonization, people have fought and resisted against oppression and injustice in the countryside, as can be evidenced by the highwaymen, peasant leagues and the war of Canudos. More recently, the struggle for land and agrarian reform can be evidenced by the struggles of the MST, CONTAG, CPT and other movements. For these movements, denominated as socioterritorial movements, land/territory is an essential condition for their existence and for the maintenance of their territoriality. The present paper examines the geography of socioterritorial moviments: the construction of the concept of socioterritorial movements and their forms of action and scales of actuation in the period 2000 to 2012, focusing on the movements that have been most active. These movements are studied through as analysis of data of the Land Struggle Data Base (Banco de Dados da Luta pela Terra –DATALUTA), print and digital media reports and a bibliographic survey of the literature. The action of socioterritorial movements can be studied through the forms of land occupations and demonstrations in the countryside which are the principal means of the struggle against large landholders, agribusiness and the State. These actions question the model of development which privileges agribusiness and, as such, are viewed by some as a hindrance to the development of the country. Over the years, the number of socioterritorial moviments, and their actions have oscillated due to a series of factors, such as repression (criminalization of members and violence against them), policies adopted by Brazilian governments and the contradictions inherent in very process of the spacialization of the struggle for land. Understanding the territorial transformations is important to the geographic knowledge, especially when it is related to structural questions as agrarian one. In this way, the land acquisition to agrarian reform enables us to understand some of these transformations, represented by territorialization of landless workers in rural settlements, that are concrete results of the struggle for land that boost the policies of agrarian reform in our country. The renewal of the agrarian structure is fundamental to the concept of land reform and also provides that advances social, political, cultural, economic, etc. Classified as a country with rates of the highest land concentration in the world, Brazilian government attempts to base his actions to take in the expropriation of land the main character of the land reform. However, new policies have been gradually used to obtaining the rural settlements, in a process that Fernandes (2010) called the reconceptualization of land reform. Starting in 1985, Brazil has 63% of the beneficiaries of land reform policies settled on expropriated land, the rest is a result of incorporation policies such as land regularization, of land reform and land purchase. Such policies generate changes in agrarian structure, that is the goal of land reform, but don´t concentrate to the land ownership. This attitude of the state in coping with the agrarian question is his response to the pressures of capitalist agriculture represented by landowners and agribusiness, coping catching an intense and uneven territorial dispute with peasant agriculture, in an attempt to impose its model of development for the field. The aimed of this present study is to understand better the land reform acquisition and its implications in the Brazilian territory, in order to understand it in their multiplicity.

This project aims to study the influence of information technology in the construction of new forms of citizenship. A large space as possible by the Internet allows the emergence of alternative news sources, as opposed to the means of mass communication. The research will take from the study of the news portal Choike.org. Maintained by civil society representatives, the website has a proposal to address topics that are infrequent in the media hegemony. To facilitate the study, we established a cut. Let's look at five bulletins Choike.org portal between the years 2005 and 2010 that address the issue of agrarian reform in Latin America, especially in Brazil. The issue is discussed by the media in general, however has more emphasis between the means of alternative journalism. For Choike.org portal, agrarian reform this intrinsically linked to social development. Therefore, this analysis seeks to highlight the role of new technologies as an important tool to aid discussion of the issue in the media as having specific focus to the issue of land reform

This paper appears in order to promote a discussion on the use and ways of working with the land. For this, we present a scenario of conflict initiated in Pontal do Parananema, São Paulo, Brazil, between the peasantry and the agrohidronegócio. The Pontal is a territory marked by agrarian and land conflicts, originated by the illegal occupation of land by the squatters, the decimation / expropriation of indigenous, and deforestation and environmental devastation. This conflict is represented today by the sugarcane agro-industrial capital companies on one side, and the other peasants. The expansion occurs agrohidronegócio strongly from 2005, due mainly to the change in the energy matrix of the country and state incentives with strong momentum in the production of flex-fuel vehicles. Rural agrarian reform settlements, made possible by the state under pressure from social movements, are spatialized in 16 municipalities with a total of 112 settlements, occupying an area of 139. 682 hectares, seating 5. 892 families. These families have seen their possibilities of social reproduction increasingly suppressed by the advance of sugarcane agrohidronegócio in the region, which suffocates the living spaces and work of these peasants. Front of it, agroecology is an alternative for these workers to ensure their reproductive possibilities. Agroecology also arises as a means of confronting agribusiness model, adding elements to the environment, such as the eradication of the use of pesticides and considering the dynamics of nature to promote agriculture, and social order, contributing food sovereignty and the production of healthy food and diversity to the population...

This study aimed to analyze the process of developing and implementing a politicalpedagogical project for rural schools in the city of Araraquara, focusing on one of the schools served. This is an ethnographic qualitative study. The instruments of data collection were participant observation, semi-structured interviews and documentary analysis. It was observed are a change in the community organization throughout the process, with regard to a more active attitude on the part of its members, who have pursued other means to claim the fulfillment of their demands by the Government and relevant institutions, which points to the pedagogical character of participation in the movement to fight for the education they desire. It was also noticed a process of re-signification by the subjects, of their own community identity while seated in an agrarian reform project, as well as a more effective participation of those in everyday life and school organization. It was also observed changes in indicators of school, with an increase in the achievement of students as well as reducing the dropout rate to zero, and the reduction of absenteeism of teachers.

This paper provides an overview of the key findings of a survey that sought to examine the relationship between local government agencies and agrarian reform communities in the State of São Paulo, particularly with regard to the types of support that have been provided by these agencies to the economic activities of settlements. The research was part of the project "The agencies and services involved in the implementation of public policies for equity and growth", which was supported by the Instituto de Colonização e Reforma Agraria (INCRA/SP), whose activities were carried out throughout 2011. In methodological terms, the research was divided into two stages. In the first stage, it sought to identify the main economic activities, vocations and potential of the influencing areas of the Quilombola communities and settlements in their respective regions and micro-regions. Therefore, a survey was conducted based on secondary data. In the second stage, a qualitative, exploratory, empirical, and multiple case study research was conducted. Local public officials, in charge of the institutional relations with the agrarian reform settlements (and quilombolas communities, in this case, one of the municipalities investigated) were the primary source of data for this analysis that sought to evaluate the strength, types and quality of support (plausible or effective) provided by the municipalities to the economic activities of settlements. The results indicated a set of reasonably heterogeneous components, and frequently, distinct, of particular circumstances. Based on the results some proposals for action plans were indicated, which probably would constitute a standard reference for the formulation and implementation of public policies and actions to improve the economic activities of the settlements.

This paper reports a master research that aimed to analyze the patterns of institutional relationships between local officials and communities of agrarian reform settlements in four counties of the State of São Paulo – Apiaí, Iaras, Promissão and Mirante do Paranapanema – particularly with regard to the types of support offered by the first to the economic activities in the settlements. In terms of methodology, we conducted a qualitative, exploratory and descriptive research, outlined in the format of multiple case study. Having like data sources the local officials responsible for institutional relations with the agrarian reform settlements, technicians agents of agencys linkeds to the land question, as INCRA and ITESP, and settled in leadership positions in rural settlements, we sought to evaluate the intensity, the types and quality of the (possible or actual) support offered by municipalities to economic activities inside the settlements. We sought to evaluate the results from theoretical lens formed around the notions of local development and the significance assumed by settlements in different locations. The results showed a fairly heterogeneous and, often, disparate in particular circumstances. It was evident, from the information collected, that a positive action of the municipal government in supporting the economic activities of the settlements is essential for the release of social energy based in settlements, enabling the realization of the "amalgam of possibilities" constructed from the implementation of rural settlements.
