The thesis traces the interaction of the Goroka Valley people with European and coastal New Guinean intruders during the pacification stage of contact and change. In this 15 year period the people moved from a traditional subsistence culture to the threshold of a modern, European-influenced technological society. The contact experiences of the inhabitants of the Valley and the outsiders who influenced them are examined, using both oral and documentary sources. A central theme of this study is the attempts by Europeans and their coastal New Guinean collaborators to achieve the pacification of a people for whom warfare has been described as 'the dominant orientation'. The newcomers saw pacification as being inextricably linked with social, economic and religious transformation, and consequently it was pursued by patrol officers, missionaries and soldiers alike. Following an introductory chapter outlining the pre-contact and early-contact history of the Goroka Valley people, there is a discussion of the causes of tribal fighting in Highlands communities and two case studies of violent events which, although occurring beyond the Goroka Valley, had important consequences for those who lived within its bounds. The focus then shifts to the first permanent settlement of the agents of change -initially these were coastal New Guinean evangelists and policemen - and their impact on the local people. A period of consolidation is then described, as both government and missions established a permanent 'European presence in the Valley'. This period was characterised by vigorous pacification coupled with the introduction of innovations in health and education, agriculture, technology, law and religion. The gradual transformation of Goroka Valley society as a result of the people's interaction with the newcomers was abruptly accelerated in 1943, when many hundreds of Allied soldiers occupied the Valley in anticipation of a threatened Japanese invasion. Village life was disrupted as men were conscripted as carriers and labourers and whole communities were obliged to grow food to assist the Allied war effort. Those living close to military airfields-and camps were subject to Japanese aerial attacks and the entire population was exposed to an epidemic of bacillary dysentery introduced by the combatants. However the War also brought some positive effects, including paradoxically, the almost total cessation of tribal fighting, the construction of an ail-weather airstrip at Goroka which ensured its future as a town and administrative and commercial centre, and the compulsory growing of vegetables, coffee, etc, which laid the foundations for a cash economy and material prosperity. The final chapter examines the aftermath of military occupation, the return of civil administration and the implementation of social and economic policies which brought the Goroka Valley people into the rapid-development phase of contact. By 1949 Gorokans were ready to channel their aggressive energies into commercial competitiveness and adopt a cash-crop economy, to accept the European rule of law, to take advantage of Western innovations in medicine, education, transport and communications, to seek employment opportunities at home and in other parts of the country and to modify their primal world view with European religious and secular values. A Stone Age people was in process of being transformed into a modern society.

Analyses the methodologies and accounting treatments used for the transfer of assets, liabilities, revenues and expenses resulting from municipal restructuring in Victoria during the early 1990s. It was found that most municipalities adopted simple or pragmatic methods, whereby fixed assets and associated liabilities were allocated physically avoiding the need for financial valuations.

This article provides an overview of the emerging plant variety protection (PVP) systems in Southeast Asia. The case studies are from countries that form part of the regional Association of Southeast Asian Nations (ASEAN), mainly Indonesia, Malaysia, Philippines and Thailand. The focus will be on the intersection between intellectual property rights (IPRs) and popular demands for the protection of the traditional knowledge (TK) of local communities. Factors that fuelled the emergence and shaped the content of the PVP laws were the obligation to comply with art 27(3)(b) of the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS Agreement), aspirations for the development of the biotechnology industry, avoidance of possible sanction under the US ‘Special 301’ procedure, Free Trade Agreements (FTAs), the role played by the International Union for the Protection of New Plant Varieties (UPOV), technical assistance from UPOV member countries, membership of international biodiversity treaties and demands from civil society organisations for protection of TK. The PVP laws that resulted present an uneasy amalgam of conventional property rights with some aspects of protection of TK. It is very likely that the local communities claiming TK rights will face legal hurdles, in as much as government agencies implementing the law will face administrative and technical complications.

Purpose – The purpose of the paper is to report on the perception of students in regard to critical antecedents, dimensions and consequences of service quality with an aim to develop a theoretical model in the context of a university in Australia.

Design/methodology/approach –
This research used focus group discussions with 19 students who had been studying in undergraduate and postgraduate level programs at an Australian university.

Findings – The findings show that the critical antecedents to perceived service quality are information and past experience. There are three aspects of perceived service quality, namely, academic, administrative and facilities. Student satisfaction and student trust are found to have direct and positive relationships with perceived service quality as consequences; and brand performance and behavioural intention are found to have indirect relationships with perceived service quality mediated through satisfaction and trust.

Originality/value –
This paper found three separate themes and their relationships with service quality in the context of a university. These themes are: information, past experience and brand performance. Perceived service quality was found playing an important role in this theoretical model. The model provides a good explanation of university brand performance and students' behavioural intentions.

 This article draws on fourth generation strategic culture debates to show the gap between the rhetoric of Australian defence and the more modest reality. Our analysis shows that these limits derive from tensions between national strategic culture and organizational strategic subcultures. There are serious debates in the nation regarding the preferred course of the Australian military and security policy. This article frames these debates by examining the ‘keepers’ of Australia's national strategic culture, the existence of several competing strategic subcultures, and the importance of norm entrepreneurs in changing defence and national security thinking. Strategic subcultures foster compartmentalization, constraints, and bureaucratic silos that narrow national conceptions of security threats and opportunities, and impinge on the formation of coherent foreign and defence policy in relation to the Asia-Pacific region. This analysis shows that a distinct national strategic culture and organizational strategic subcultures endure beyond individual governments, placing potential limits on Australia's interface with other Asia-Pacific strategic cultures in the future.

Thousands of blood samples taken from Australia’s indigenous people lie in institutional freezers of the global North, the legacy of a half-century of scientific research. Since those collections were assembled, standards of ethical research practice have changed dramatically, leaving some samples in a state of dormancy. While some European and American collections are still actively used for genetic research, this practice is viewed as unethical by most Australian genetic researchers, who have closer relationships with indigenous Australians and postcolonial politics. For collections to be used ethically, they require a ‘guardian’ who has an ongoing and documented relationship with the donors, so that consent to further studies on samples can be negotiated. This affective and bureaucratic network generates ‘ethical biovalue’ such that a research project can satisfy Australian ethical review. I propose in this article that without ethical biovalue, collections become ‘orphan’ DNA, divorced from a guardian and often difficult to trace to their sources. Such samples are both orphaned and functionally sterile, unable to produce data, scientific articles, knowledge or prestige. This article draws on an ethnographic study of genetic researchers who are working in indigenous communities across Australia. I present tales of researchers’ efforts to generate ethical biovalue and their fears for succession; fears that extend to threats to destroy samples rather than see them orphaned, or worse, fall into the wrong hands. Within these material and affective  networks, indigenous DNA morphs from biological sample to sacred object to political time bomb.

This article analyses the administrative and research capture of child support data as a case study of how institutional data collection processes are performative in perpetuating gendered inequalities. We compare interviews with 19 low-income single mothers and their longitudinal survey responses from the same research to reveal how low-income women strategically or inadvertently ‘smoothed’ their experiences when responding to data collection processes. This directly resulted in material and symbolic costs in the form of reduced welfare benefits and limited evidence with which to lobby for policy reform. These processes in turn provided benefits to fathers and the state in the form of reduced child support liabilities and enforcement action, and welfare outlays, respectively. We conclude that current administrative and research data collection practices provide a limited and gendered evidence base for administrative justice and policy reform.

Esta monografia analisa os obstáculos políticos e institucionais para a criação e sobrevivência de uma organização de planejamento e administração na região metropolitana de Belo Horizonte, desde as primeiras idéias sobre a necessidade de um plano para a região até o surgimento de uma autarquia: Superintendência de Desenvolvimento metropolitano - PLAMBEL -,ressaltando-se os mecanismos de sobrevivência e adaptação em ambiente, não raro, adverso. Como se trata de uma entidade cujo campo de açao e uma região metropolitana, achou-se oportuno, antes de iniciar a análise de seus antecedentes e realizações, buscar alguns conceitos mais correntes sobre regiões metropolitanas, inclusive para identificar os parâmetros, variáveis"e características adotadas no Brasil para a delimitação das regiões metropolitanas. Assim, toda a primeira parte do trabalho é dedicada ao quadro de referência teórico e institucional, incluindo uma digressão sobre formas encontradas em outros países onde o fenômeno metropolitano tem merecido maior atenção do poder público, na tentativa de eliminar ou minimizar os efeitos perversos da me tropolização. Depois de analisar a organização e seus principais trabalhos mesmo antes de oficialmente criada, o autor conclui que, tendo em vista a situação de irreversibilidade em que atualmente se encontram as entidades metropolitanas de planejamento e ad ministração, pode-se prever que o PLA~IDEL, se conseguir manter uma liderança institucional que defenda seus programas e objetivos, se imporá como uma organização indispensável como instrumento de planejamento e coordenação das ações governamentais na região metropolitana de Belo Horizonte. Ressalta também a necessidade de uma aliança confiável entre a entidade e os Municípios, a fim de que os interesses metropolitanos, tais como definidos no texto da monografia, possam efetivamente se sobrepor aos interesses meramente locais ou apenas setoriais de órgãos de outros níveis de governo, que eventualmente possam tentar agir sem observância dos planos globais da região.

A autonomia pessoal do servidor público, em seu agir na Administração Pública, é um dos pressupostos para a eficaz implementação de ações de gestão do conhecimento. Ela também é um anseio do trabalhador, sempre defendido em manifestações das mais diversas associações de classe. Contudo, ela esbarra em restrições políticas, legais, administrativas e culturais. Este trabalho, debruçado sobre fontes secundárias e teóricas, identificou a natureza da autonomia pessoal, suas modalidades, suas fontes, suas restrições, bem como sua possibilidade de desenvolvimento. O trabalho, de natureza teórica, foi desenvolvido por meio de interpretação transdisciplinar das fontes, em sua maior parte oriundas da literatura sociológica, administrativa, do direito e da filosofia. O conceito de autonomia é trabalhado inicialmente, seguido por sua primeira subdivisão em duas dimensões. Em seguida, a disciplina que a doutrina de Direito Administrativo brasileiro impõe à autonomia do servidor público é explorada e problematizada. Em seguida, é abordada a questão sob a visão sociológica, a partir do modelo burocrático ideal de Max Weber e das constatações de Michel Crozier. A relação entre a autonomia e as burocracias profissionais também é passada em revista. Por fim, a personalidade humana é apresentada como a fonte da autonomia, bem como sua justificação diante de doutrinas que a negam e atacam. Foram identificadas três dimensões da autonomia: substantiva, técnica e objetiva; bem como propostos caminhos para que, nas organizações públicas, essas dimensões possam florescer, dentro dos legítimos limitantes políticos, legais e administrativos identificados.

The international entry mode choices have a relevant importance for the impact they have on successful internationalization strategies. Many theories have been developed to describe which entry mode may be better than another according to the particular situation. The CAGE Distances Framework developed by Ghemawat to identify which dimensions companies should look when develop an internationalization strategy, may be useful to identify also how those dimensions impact on the international entry mode decision. The aim of this thesis is to study which kind of relationship exists between Cultural, Administrative, Geographic and Economic Distances and international entry mode choice. It analyzes a sample of companies that have been entered in Brazil through a logistic regression. According to this analysis, a negative and significant relation between Cultural Distance and need of control exists, a positive one exists between Administrative and Geographic, while no significant relationship has been found with the Economic dimension. Those findings are conceivably explainable through the theories found by scholars, but a deeper analysis that may take into account the specificity of every country is highly recommended, like the one developed with Brazil in this thesis.

Customer participation has been studied for decades; however, it gained a postmodern perspective around the year 2000. Customers have become co-creators of personalized experiences, moving from the audience to the stage. In the educational context, students must take responsibility for their learning process and participate in the production of the service. This changing is providing opportunities and challenges for higher education institutions (HEIs) to redefine their relationship with stakeholders, especially with students. This study is based on the service dominant logic (SDL) perspective because students are assumed to take the role of co-creators of knowledge in the educational setting. The research uses adapted frameworks and concepts applied in organizational, knowledge-intensive business services (KIBS) and also medical studies to advance the understanding of value co-creation in the HEI context. The current study addresses a lack of research in the higher education context focusing on defining students’ participation and students’ empowerment in higher education context. An empirical investigation was developed with traditional schools in Brazil. This investigation allowed the description of the constructs in the specific context. The description of student participation in HEIs context reflects the relevance of three dimensions – information sharing, personal interaction and responsible behavior. In the Brazilian context, responsible behavior is the weakest dimension in the construct, because the responsibilities are unbalanced between students and professors. The main reasons identified for this unbalanced relation were cultural issues and local regulation. Student empowerment was described as composed by four dimensions – meaningfulness, competence, impact and choice; however, one of them – choice – was identified as the weakest dimension, facing cultural and bureaucratic barriers for implementation in the Brazilian educational context. Moreover, interviewees spontaneously cited the idea of trust in the faculty as an important antecedent of student participation that must be considered when analyzing student participation and empowerment mechanisms. An additional contribution was the proposal of a theory-based framework for understanding the service dominant logic perspective in the HEI context, in which student participation and student empowerment were explored as mechanisms leading to positive student behavior toward institution.

Caribbean census microdata are not easily accessible to researchers. Although there are well-established and commonly used procedures technical, administrative and legal which are used to disseminate anonymized census microdata to researchers, they have not been widely used in the Caribbean. The small size of Caribbean countries makes anonymization relatively more difficult and standard methods are not always directly applicable. This study reviews commonly used methods of disseminating census microdata and considers their applicability to the Caribbean. It demonstrates the application of statistical disclosure control methods using the census datasets of Grenada and Trinidad and Tobago and considers various possible designs of microdata release file in terms of disclosure risk and utility to researchers. It then considers how various forms of microdata dissemination: public use files, licensed use files, remote data access and secure data laboratories could be used to disseminate census microdata. It concludes that there is scope for a substantial expansion of access to Caribbean census microdata and that through collaboration with international organisations and data archives, this can be achieved with relatively little burden on statistical offices.
