アジア通貨危機後、韓国はIMFの構造調整を受け入れた。不況とマクロ緊縮政策があいまって、失業率が急激に上昇した。その対策として、政府はソーシャル・セーフティネットの整備に力を入れた。雇用保険の適用者拡大などの政策は、IMFのコンディショナリティに従ったものである。しかし、実際に実施された政策はIMFの勧告を超え、広く社会保障の整備につながるものであった。

Clay-mineral distributions in the Arctic Ocean and the adjacent Eurasian shelf areas are discussed to identify source areas and transport pathways of terrigenous material in the Arctic Ocean. The main clay minerals in Eurasian Arctic Ocean sediments are illite and chlorite. Smectite and kaolinite occur in minor amounts in these sediments, but show strong variations in the shelf areas. These two minerals are therefore reliable in reconstructions of source areas of sediments from the Eurasian Arctic. The Kara Sea and the western part of the Laptev Sea are enriched in smectite, with highest values of up to 70% in the deltas of the Ob and Yenisey rivers. Illite is the dominant clay mineral in all the investigated sediments except for parts of the Kara Sea. The highest concentrations with more than 70% illite occur in the East Siberian Sea and around Svalbard. Chlorite represents the clay mineral with lowest concentration changes in the Eastern Arctic, ranging between 10 and 25%. The main source areas for kaolinite in the Eurasian Arctic are Mesozoic sedimentary rocks on Franz-Josef Land islands. Based on clay-mineral data, transport of the clay fraction via sea ice is of minor importance for the modern sedimentary budget in the Arctic basins.

The grain size distribution and clay mineral composition of lithogenic particles of ice-rafted material, sinking matter, surface sediments, as well as from deep-sea cores are analysed. The samples were collected in the Fram Strait, the Arctic Ocean, and the Norwegian Sea during several expeditions with the research vessels "Polarstern", "Meteor" and "Poseidon", and Norwegian rearch vessels. Sinking matter was caught with sediment traps, fitted with timer-controlled sample changers, which had been deployde in the sea for usually one year.

Siliceous mesoporous molecular sieves (SBA-15) have been functionalised with propylsulfonic acid groups by both co-condensing 3-mercaptopropyltrimethoxysilane with the solid at the synthesis (sol-gel) stage and by grafting the same compound to pre-prepared SBA-15, followed, in both cases, by oxidation to sulfonic acid. The acidic and catalytic properties of the supported sulfonic acids prepared in the two ways have been compared, using ammonia adsorption calorimetry and the benzylation reaction between benzyl alcohol and toluene. Using a combination of X-ray photoelectron spectroscopy and other analytical techniques, the level of functionalisation and the extent of subsequent oxidation of tethered thiol to sulfonic acid, both in the bulk and close to the surface of SBA-15 particles, have been assessed. The research shows that the co-condensing route leads to higher levels of functionalisation than the grafting route. The extent of oxidation of added thiol to acid groups is similar using the two routes, about 70% near the surface and only 50% in the bulk. Comparison is made with polymer supported sulfonic acid catalysts, Amberlysts 15 and 35, and Nafion. Nafion shows the highest acid strength and the highest specific catalytic activity of all materials studied. Amongst the other materials, average acid strengths are broadly similar but there appears to be a relationship between the concentration of acid sites on the catalysts and their specific activity in the benzylation reaction. A model is proposed to explain this, in which clustering of sulfonic acid groups, even to a small extent, leads to disproportionately enhanced catalytic activity. © 2009 Elsevier B.V. A fejlett ipari országokra a hetvenes évektől mind inkább jellemző tartós költségvetési hiányt sem a keynesi, sem pedig a neoklasszikus elmélet nem tudta kielégítően magyarázni. Az új politikai gazdaságtan azonban, úgy tűnik, sikerrel tárta fel nemcsak a tartós hiány és a növekvő eladósodottság okait, hanem a fiskális politikai teljesítményben országok között és időben mutatkozó jelentős eltérések forrásait is. A siker elsősorban annak köszönhető, hogy az új politikai gazdaságtan a költségvetési politika alakításának politikai és intézményi korlátai felé fordult, azzal a nem titkolt szándékkal, hogy kiterjessze a főáramú közgazdaságtan határait, és beépítse modelljeibe a gazdaságpolitikai döntéshozatal folyamatát. Tanulmányunkban négy átfogó magyarázatot tekintünk át - ezek: 1. az adósságállomány stratégiai használata, 2. a stabilizáció elodázása, 3. a politikai és választási rendszerek különbözősége és 4. a gyenge vagy széttöredezett végrehajtói hatalom -, azzal az egyértelmű igénnyel, hogy a szokásos pozitív elemzést normatív vizsgálódással egészítsük ki. / === / Neither Keynesian nor Neoclassical theory managed to explain adequately the increasingly typical state of chronic budgetary deficit found in developed industrial countries since the 1970s. But the new political economy seems to have revealed the causes of the chronic deficit and mounting indebtedness and of the reasons for the marked differences in fiscal-policy performance between countries and periods. The success can be ascribed primarily to the fact that the new political economy turned to the political and institutional constraints on the formation of budgetary policy, with the unconcealed aim of broadening the bounds of mainstream economics and building the policy-making process into it. The study examines four comprehensive explanations: 1. strategic use of debt stock, 2. postponement of stabilization, 3. differences of political and electoral systems, and 4. weak or fragmented executive power, with the clear intention of complementing the customary positive analysis with a normative examination.

Approaches to quantify the organic carbon accumulation on a global scale generally do not consider the small-scale variability of sedimentary and oceanographic boundary conditions along continental margins. In this study, we present a new approach to regionalize the total organic carbon (TOC) content in surface sediments (<5 cm sediment depth). It is based on a compilation of more than 5500 single measurements from various sources. Global TOC distribution was determined by the application of a combined qualitative and quantitative-geostatistical method. Overall, 33 benthic TOC-based provinces were defined and used to process the global distribution pattern of the TOC content in surface sediments in a 1°x1° grid resolution. Regional dependencies of data points within each single province are expressed by modeled semi-variograms. Measured and estimated TOC values show good correlation, emphasizing the reasonable applicability of the method. The accumulation of organic carbon in marine surface sediments is a key parameter in the control of mineralization processes and the material exchange between the sediment and the ocean water. Our approach will help to improve global budgets of nutrient and carbon cycles.

Oxygen and carbon isotope measurements were carried out on tests of planktic foraminifers N. pachyderma (sin.) from eight sediment cores taken from the eastern Arctic Ocean, the Fram Strait, and the lceland Sea, in order to reconstruct Arctic Ocean and Norwegian-Greenland Sea circulation patterns and ice covers during the last 130,000 years. In addition, the influence of ice, temperature and salinity effects on the isotopic signal was quantified. Isotope measurements on foraminifers from sediment surface samples were used to elucidate the ecology of N. pachyderma (sin.). Changes in the oxygen and carbon isotope composition of N. pachyderma (sin.) from sediment surface samples document the horizontal and vertical changes of water mass boundaries controlled by water temperature and salinity, because N. pachyderma (sin.) shows drastic changes in depth habitats, depending on the water mass properties. It was able to be shown that in the investigated areas a regional and spatial apparent increase of the ice effect occurred. This happened especially during the termination I by direct advection of meltwaters from nearby continents or during the termination and in interglacials by supply of isotopically light water from rivers. A northwardly proceeding overprint of the 'global' ice effect, increasing from the Norwegian-Greenland Sea to the Arctic Ocean, was not able to be demonstrated. By means of a model the influence of temperature and salinity on the global ice volume signal during the last 130,000 years was recorded. In combination with the results of this study, the model was the basis for a reconstruction of the paleoceanographic development of the Arctic Ocean and the Norwegian-Greenland Sea during this time interval. The conception of a relatively thick and permanent sea ice cover in the Nordic Seas during glacial times should be replaced by the model of a seasonally and regionally highly variable ice cover. Only during isotope stage 5e may there have been a local deep water formation in the Fram Strait.

A “Bacia do Algarve” corresponde, segundo a literatura científica tradicional, aos terrenos mesocenozóicos que orlam o Sul de Portugal, desde o Cabo de São Vicente ao rio Guadiana (~140km), penetrando irregularmente para o interior entre 3 km a 25 km, sobre terrenos de idade carbónica da Zona Sul Portuguesa. O hiato, de aproximadamente 70 milhões de anos, materializado pela discordância angular entre as rochas sedimentares de tipo flysch do Carbónico, metamorfizadas e deformadas durante a orogenia varisca, e as rochas sedimentares continentais do Triásico inferior provável, separa dois ciclos de Wilson. Os sedimentos carbónicos metamorfizados resultam do empilhamento orogénico de um possível prisma de acrecção associado à orogenia varisca e ao fecho de um oceano paleozóico e formação da Pangeia, enquanto que os sedimentos continentais triásicos resultam do fim do colapso e do arrasamento do orógeno varisco e início do estiramento continental que viriam a culminar com a separação das placas litosféricas África, Eurásia e América.Os sedimentos mais recentes do Mesozóico e os mais antigos bem datados do Cenozóico encontram-se separados por um outro hiato que ultrapassa ligeiramente os 70 milhões de anos na área emersa. Este hiato resulta duma alteração tectónica radical no contexto onde nessa época geológica se inseria a Bacia do Algarve. Esta mudança, que ocorreu no fim do Cenomaniano, resultou da rotação do vector de deslocamento da trajectória de África em relação à Eurásia, de aproximadamente NW-SE para SW-NE (segundo as coordenadas actuais, e.g. Dewey et al, 1989), poria termo ao regime distensivo e de bacia de tipo rifte na Bacia do Algarve, com o fim do regime transtensivo entre a região noroeste da placa África e sudoeste da placa Eurásia e início da colisão.
