La hipótesis de esta tesis es: "La optimización de la ventana considerando simultáneamente aspectos energéticos y aspectos relativos a la calidad ambiental interior (confort higrotérmico, lumínico y acústico) es compatible, siempre que se conozcan y consideren las sinergias existentes entre ellos desde las primeras fases de diseño". En la actualidad se desconocen las implicaciones de muchas de las decisiones tomadas en torno a la ventana; para que su eficiencia en relación a todos los aspectos mencionados pueda hacerse efectiva es necesaria una herramienta que aporte más información de la actualmente disponible en el proceso de diseño, permitiendo así la optimización integral, en función de las circunstancias específicas de cada proyecto. En la fase inicial de esta investigación se realiza un primer acercamiento al tema, a través del estado del arte de la ventana; analizando la normativa existente, los componentes, las prestaciones, los elementos experimentales y la investigación. Se observa que, en ocasiones, altos requisitos de eficiencia energética pueden suponer una disminución de las prestaciones del sistema en relación con la calidad ambiental interior, por lo que surge el interés por integrar al análisis energético aspectos relativos a la calidad ambiental interior, como son las prestaciones lumínicas y acústicas y la renovación de aire. En este punto se detecta la necesidad de realizar un estudio integral que incorpore los distintos aspectos y evaluar las sinergias que se dan entre las distintas prestaciones que cumple la ventana. Además, del análisis de las soluciones innovadoras y experimentales se observa la dificultad de determinar en qué medida dichas soluciones son eficientes, ya que son soluciones complejas, no caracterizadas y que no están incorporadas en las metodologías de cálculo o en las bases de datos de los programas de simulación. Por lo tanto, se plantea una segunda necesidad, generar una metodología experimental para llevar a cabo la caracterización y el análisis de la eficiencia de sistemas innovadores. Para abordar esta doble necesidad se plantea la optimización mediante una evaluación del elemento acristalado que integre la eficiencia energética y la calidad ambiental interior, combinando la investigación teórica y la investigación experimental. En el ámbito teórico, se realizan simulaciones, cálculos y recopilación de información de distintas tipologías de hueco, en relación con cada prestación de forma independiente (acústica, iluminación, ventilación). A pesar de haber partido con un enfoque integrador, resulta difícil esa integración detectándose una carencia de herramientas disponible. En el ámbito experimental se desarrolla una metodología para la evaluación del rendimiento y de aspectos ambientales de aplicación a elementos innovadores de difícil valoración mediante la metodología teórica. Esta evaluación consiste en el análisis comparativo experimental entre el elemento innovador y un elemento estándar; para llevar a cabo este análisis se han diseñado dos espacios iguales, que denominamos módulos de experimentación, en los que se han incorporado los dos sistemas; estos espacios se han monitorizado, obteniéndose datos de consumo, temperatura, iluminancia y humedad relativa. Se ha realizado una medición durante un periodo de nueve meses y se han analizado y comparado los resultados, obteniendo así el comportamiento real del sistema. Tras el análisis teórico y el experimental, y como consecuencia de esa necesidad de integrar el conocimiento existente se propone una herramienta de evaluación integral del elemento acristalado. El desarrollo de esta herramienta se realiza en base al procedimiento de diagnóstico de calidad ambiental interior (CAI) de acuerdo con la norma UNE 171330 “Calidad ambiental en interiores”, incorporando el factor de eficiencia energética. De la primera parte del proceso, la parte teórica y el estado del arte, se obtendrán los parámetros que son determinantes y los valores de referencia de dichos parámetros. En base a los parámetros relevantes obtenidos se da forma a la herramienta, que consiste en un indicador de producto para ventanas que integra todos los factores analizados y que se desarrolla según la Norma UNE 21929 “Sostenibilidad en construcción de edificios. Indicadores de sostenibilidad”. ABSTRACT The hypothesis of this thesis is: "The optimization of windows considering energy and indoor environmental quality issues simultaneously (hydrothermal comfort, lighting comfort, and acoustic comfort) is compatible, provided that the synergies between these issues are known and considered from the early stages of design ". The implications of many of the decisions made on this item are currently unclear. So that savings can be made, an effective tool is needed to provide more information during the design process than the currently available, thus enabling optimization of the system according to the specific circumstances of each project. The initial phase deals with the study from an energy efficiency point of view, performing a qualitative and quantitative analysis of commercial, innovative and experimental windows. It is observed that sometimes, high-energy efficiency requirements may mean a reduction in the system's performance in relation to user comfort and health, that's why there is an interest in performing an integrated analysis of indoor environment aspects and energy efficiency. At this point a need for a comprehensive study incorporating the different aspects is detected, to evaluate the synergies that exist between the various benefits that meet the window. Moreover, from the analysis of experimental and innovative windows, a difficulty in establishing to what extent these solutions are efficient is observed; therefore, there is a need to generate a methodology for performing the analysis of the efficiency of the systems. Therefore, a second need arises, to generate an experimental methodology to perform characterization and analysis of the efficiency of innovative systems. To address this dual need, the optimization of windows by an integrated evaluation arises, considering energy efficiency and indoor environmental quality, combining theoretical and experimental research. In the theoretical field, simulations and calculations are performed; also information about the different aspects of indoor environment (acoustics, lighting, ventilation) is gathered independently. Despite having started with an integrative approach, this integration is difficult detecting lack available tools. In the experimental field, a methodology for evaluating energy efficiency and indoor environment quality is developed, to be implemented in innovative elements which are difficult to evaluate using a theoretical methodology This evaluation is an experimental comparative analysis between an innovative element and a standard element. To carry out this analysis, two equal spaces, called experimental cells, have been designed. These cells have been monitored, obtaining consumption, temperature, luminance and relative humidity data. Measurement has been performed during nine months and results have been analyzed and compared, obtaining results of actual system behavior. To advance this optimization, windows have been studied from the point of view of energy performance and performance in relation to user comfort and health: thermal comfort, acoustic comfort, lighting comfort and air quality; proposing the development of a methodology for an integrated analysis including energy efficiency and indoor environment quality. After theoretical and experimental analysis and as a result of the need to integrate existing knowledge, a comprehensive evaluation procedure for windows is proposed. This evaluation procedure is developed according to the UNE 171330 "Indoor Environmental Quality", also incorporating energy efficiency and cost as factors to evaluate. From the first part of the research process, outstanding parameters are chosen and reference values of these parameters are set. Finally, based on the parameters obtained, an indicator is proposed as windows product indicator. The indicator integrates all factors analyzed and is developed according to ISO 21929-1:2011"Sustainability in building construction. Sustainability indicators. Part 1: Framework for the development of indicators and a core set of indicators for buildings".

En la última década ha aumentado en gran medida el interés por las redes móviles Ad Hoc. La naturaleza dinámica y sin infraestructura de estas redes, exige un nuevo conjunto de algoritmos y estrategias para proporcionar un servicio de comunicación fiable extremo a extremo. En el contexto de las redes móviles Ad Hoc, el encaminamiento surge como una de las áreas más interesantes para transmitir información desde una fuente hasta un destino, con la calidad de servicio de extremo a extremo. Debido a las restricciones inherentes a las redes móviles, los modelos de encaminamiento tradicionales sobre los que se fundamentan las redes fijas, no son aplicables a las redes móviles Ad Hoc. Como resultado, el encaminamiento en redes móviles Ad Hoc ha gozado de una gran atención durante los últimos años. Esto ha llevado al acrecentamiento de numerosos protocolos de encaminamiento, tratando de cubrir con cada uno de ellos las necesidades de los diferentes tipos de escenarios. En consecuencia, se hace imprescindible estudiar el comportamiento de estos protocolos bajo configuraciones de red variadas, con el fin de ofrecer un mejor encaminamiento respecto a los existentes. El presente trabajo de investigación muestra precisamente una solución de encaminamiento en las redes móviles Ad Hoc. Dicha solución se basa en el mejoramiento de un algoritmo de agrupamiento y la creación de un modelo de encaminamiento; es decir, un modelo que involucra la optimización de un protocolo de enrutamiento apoyado de un mecanismo de agrupación. El algoritmo mejorado, denominado GMWCA (Group Management Weighted Clustering Algorithm) y basado en el WCA (Weighted Clustering Algorithm), permite calcular el mejor número y tamaño de grupos en la red. Con esta mejora se evitan constantes reagrupaciones y que los jefes de clústeres tengan más tiempo de vida intra-clúster y por ende una estabilidad en la comunicación inter-clúster. En la tesis se detallan las ventajas de nuestro algoritmo en relación a otras propuestas bajo WCA. El protocolo de enrutamiento Ad Hoc propuesto, denominado QoS Group Cluster Based Routing Protocol (QoSG-CBRP), utiliza como estrategia el empleo de clúster y jerarquías apoyada en el algoritmo de agrupamiento. Cada clúster tiene un jefe de clúster (JC), quien administra la información de enrutamiento y la envía al destino cuando esta fuera de su área de cobertura. Para evitar que haya constantes reagrupamientos y llamados al algoritmo de agrupamiento se consideró agregarle un jefe de cluster de soporte (JCS), el que asume las funciones del JC, siempre y cuando este haya roto el enlace con los otros nodos comunes del clúster por razones de alejamiento o por desgaste de batería. Matemáticamente y a nivel de algoritmo se han demostrado las mejoras del modelo propuesto, el cual ha involucrado el mejoramiento a nivel de algoritmo de clustering y del protocolo de enrutamiento. El protocolo QoSG-CBRP, se ha implementado en la herramienta de simulación Network Simulator 2 (NS2), con la finalidad de ser comparado con el protocolo de enrutamiento jerárquico Cluster Based Routing Protocol (CBRP) y con un protocolo de enrutamiento Ad Hoc reactivo denominado Ad Hoc On Demand Distance Vector Routing (AODV). Estos protocolos fueron elegidos por ser los que mejor comportamiento presentaron dentro de sus categorías. Además de ofrecer un panorama general de los actuales protocolos de encaminamiento en redes Ad Hoc, este proyecto presenta un procedimiento integral para el análisis de capacidades de la propuesta del nuevo protocolo con respecto a otros, sobre redes que tienen un alto número de nodos. Estas prestaciones se miden en base al concepto de eficiencia de encaminamiento bajo parámetros de calidad de servicio (QoS), permitiendo establecer el camino más corto posible entre un nodo origen y un nodo destino. Con ese fin se han realizado simulaciones con diversos escenarios para responder a los objetivos de la tesis. La conclusiones derivadas del análisis de los resultados permiten evaluar cualitativamente las capacidades que presenta el protocolo dentro del modelo propuesto, al mismo tiempo que avizora un atractivo panorama en líneas futuras de investigación. ABSTRACT In the past decade, the interest in mobile Ad Hoc networks has greatly increased. The dynamic nature of these networks without infrastructure requires a new set of algorithms and strategies to provide a reliable end-to-end communication service. In the context of mobile Ad Hoc networks, routing emerges as one of the most interesting areas for transmitting information from a source to a destination, with the quality of service from end-to-end. Due to the constraints of mobile networks, traditional routing models that are based on fixed networks are not applicable to Ad Hoc mobile networks. As a result, the routing in mobile Ad Hoc networks has experienced great attention in recent years. This has led to the enhancement of many routing protocols, trying to cover with each one of them, the needs of different types of scenarios. Consequently, it is essential to study the behavior of these protocols under various network configurations, in order to provide a better routing scheme. Precisely, the present research shows a routing solution in mobile Ad Hoc networks. This solution is based on the improvement of a clustering algorithm, and the creation of a routing model, ie a model that involves optimizing a routing protocol with the support of a grouping mechanism. The improved algorithm called GMWCA (Group Management Weighted Clustering Algorithm) and based on the WCA (Weighted Clustering Algorithm), allows to calculate the best number and size of groups in the network. With this enhancement, constant regroupings are prevented and cluster heads are living longer intra-cluster lives and therefore stability in inter-cluster communication. The thesis details the advantages of our algorithm in relation to other proposals under WCA. The Ad Hoc routing protocol proposed, called QoS Group Cluster Based Routing Protocol (QoSG-CBRP), uses a cluster-employment strategy and hierarchies supported by the clustering algorithm. Each cluster has a cluster head (JC), who manages the routing information and sends it to the destination when is out of your coverage area. To avoid constant rearrangements and clustering algorithm calls, adding a support cluster head (JCS) was considered. The JCS assumes the role of the JC as long as JC has broken the link with the other nodes in the cluster for common restraining reasons or battery wear. Mathematically and at an algorithm level, the improvements of the proposed model have been showed, this has involved the improvement level clustering algorithm and the routing protocol. QoSG-CBRP protocol has been implemented in the simulation tool Network Simulator 2 (NS2), in order to be compared with the hierarchical routing protocol Cluster Based Routing Protocol (CBRP) and with the reactive routing protocol Ad Hoc On Demand Distance Vector Routing (AODV). These protocols were chosen because they showed the best individual performance in their categories. In addition to providing an overview of existing routing protocols in Ad Hoc networks, this project presents a comprehensive procedure for capacity analysis of the proposed new protocol with respect to others on networks that have a high number of nodes. These benefits are measured based on the concept of routing efficiency under the quality of service (QoS) parameters, thus allowing for the shortest possible path between a source node and a destination node. To meet the objectives of the thesis, simulations have been performed with different scenarios. The conclusions derived from the analysis of the results to assess qualitatively the protocol capabilities presented in the proposed model, while an attractive scenario for future research appears.

This work introduces a web-based learning environment to facilitate learning in Project Management. The proposed web-based support system integrates methodological procedures and information systems, allowing to promote learning among geographically-dispersed students. Thus, students who are enrolled in different universities at different locations and attend their own project management courses, share a virtual experience in executing and managing projects. Specific support systems were used or developed to automatically collect information about student activities, making it possible to monitor the progress made on learning and assess learning performance as established in the defined rubric.

The objective of this paper is to present a framework that can facilitate the university level learning process in the Project Management of different students who are enrolled in different universities in different locations and attending their own Project Management courses, but running a virtual experience in executing and managing projects. The framework includes both information systems and methodological procedures that are integrated in the information system, making it possible to assess learning performance.

The recent continuous development of Cooperative ITS has resulted in several initiatives which focus on different parts of the Cooperative environment landscape. The FOTsis project focuses on the infrastructure side of the Cooperative environment and will deploy and test 7 services designed to maximise the benefits of the integration of the road operator and infrastructure-based information providers into the ITS environment. This integration can take place in any of the stages of data collection, processing and actuations of the services, but also support and trigger external tasks such as operations of the emergency response entities, etc. This paper describes the current status of the project and focuses on the specification of the supporting architecture to the services tested: references, a brief outline of the requirements’ definition, and the FOTsis architecture proposal, with some conclusions about the architecture tests conducted. The outlook on the project’s next steps is given in the last section of the paper.

El WCTR es un congreso de reconocido prestigio internacional en el ámbito de la investigación del transporte, y aunque las actas publicadas están en formato digital y sin ISSN ni ISBN, lo consideramos lo suficientemente importante como para que se considere en los indicadores. This paper develops a model based on agency theory to analyze road management systems (under the different contract forms available today) that employ a mechanism of performance indicators to establish the payment of the agent. The base assumption is that of asymmetric information between the principal (Public Authorities) and the agent (contractor) and the risk aversion of this latter. It is assumed that the principal may only measure the agent?s performance indirectly and by means of certain performance indicators that may be verified by the authorities. In this model there is presumed to be a relation between the efforts made by the agent and the performance level measured by the corresponding indicators, though it is also considered that there may be dispersion between both variables that gives rise to a certain degree of randomness in the contract. An analysis of the optimal contract has been made on the basis of this model and in accordance with a series of parameters that characterize the economic environment and the particular conditions of road infrastructure. As a result of the analysis made, it is considered that an optimal contract should generally combine a fixed component and a payment in accordance with the performance level obtained. The higher the risk aversion of the agent and the greater the marginal cost of public funds, the lower the impact of this performance-based payment. By way of conclusion, the system of performance indicators should be as broad as possible but should not overweight those indicators that encompass greater randomness in their results.

In this paper the main challenges associated with the migration process towards LTE, will be assessed. These challenges comprise, among others, the next key topics: Reliability, Availability Maintainability and Safety (RAMS) requirements, end to end Quality of Service (QoS) requirements, system performance in high speed scenarios, communication system deployment strategy, and system backward compatibility as well as the future system features for delivering railway services. The practical evaluation of the LTE system capabilities and performance in High Speed Railway (HSR) scenarios, require the development of an LTE demonstrator and an LTE system level simulator. Under this scope, the authors have developed an RF LTE demonstrator, as well as an LTE system level simulator, that will provide valuable information for the assessing of LTE performance and suitability in real HSR scenarios. This work is being developed under the framework of a research project to evaluate the feasibility of LTE to become the new railway communication system. The companies and universities involved in this project are: Technical University of Madrid (UPM), Alcatel Lucent Spain, ADIF (Spanish Railway Infrastructure Manager), Metro de Madrid, AT4 Wireless, the University of A Coruña (UDC) and University of Málaga (UMA).

La razón de este proyecto, es la de desarrollar el módulo de cursos de la plataforma de Massive Online Open Courses (MOOCs), CloudRoom. Dicho módulo está englobado en una arquitectura orientada a servicios (SOA) y en una infraestructura de Cloud Computing utilizando Amazon Web Services (AWS). Nuestro objetivo es el de diseñar un Software as a Service (SaaS) robusto con las cualidades que a un producto de este tipo se le estiman: alta disponibilidad, alto rendimiento, gran experiencia de usuario y gran extensibilidad del sistema. Para lograrlo, se llevará a cabo la integración de las últimas tendencias tecnológicas dentro del desarrollo de sistemas distribuidos como Neo4j, Node.JS, Servicios RESTful, CoffeeScript. Todo esto siguiendo un estrategia de desarrollo PLAN-DO-CHECK utilizando Scrum y prácticas de metodologías ágiles. ---ABSTRACT---The reason of this Project is to develop the courses‟ module of CloudRoom, a Massive Online Open Courses platform. This module is encapsulated in a service-oriented architecture (SOA) based on a Cloud Computing infrastructure built on Amazon Web Services (AWS). Our goal is to design a robust Software as a Service (SaaS) with the qualities that are estimated in a product of this type: high availability, high performance, great user experience and great extensibility of the system. In order to address this, we carry out the integration of the latest technology trends in the development of distributed systems: Neo4j, Node.JS, RESTful Services and CoffeeScript. All of this, following a development strategy PLAN-DO-CHECK, using Scrum and practices of agile methodologies.

The city of Madrid keeps not meeting the GHG and air pollutant limits set by the European legislation. A broad range of strategies have being taken into account to reduce both types of emissions; however traffic management meas ures are usually consigned to the sidelines. In 2004, Madrid City Council launched a plan to re-design its inner ring-road supported by a socioeconomic study that evaluated the environmental and operational benefits of the project. For safety reasons the planned speed limit for the tunnel section was finally reduced from 90km/h to 70km/h. Using a Macroscopic Traffic Model and the European Air Pollutant and Emissions Inventory Guidebook (EMEP/EEA), this paper examines the environmental and traffic performance consequences of this decision. Results support the thesis that reduced speed limits leads to GHG and air pollution reductions in the area affected by the measure without substantially altering traffic performance. The implementation of the new speed limit policy brings about a 15% and 16% reduction in both CO2 and NOx emissions respectively. Emissions’ reduction during off-peak hours is larger than during peak hours.

Between 2003 and 2007 an urban network or road tunnels with a total constructed tubes length of 45 km was built in the city of Madrid. This amazing engineering work, known as "Calle 30 Project" counted with different kinds of tunnel typologies and ventilation systems. Due to the length of the tunnels and the impact of the work itself, the tunnels were endowed with a great variety of installations to provide the maximum levels of safety both for users and the infrastructure includieng, in some parts of the tunnel, fixed fire fighting system based on water mist. Whithin this framework a large-scale programme of fire tests was planned to study different aspects related to fire safety in the tunnels including the phenomena of the interaction between ventilation and extinguishing system. In addition, these large scale fire tests allowed fire brigades of the city of Madrid an opportunity to define operational procedures for specific fire fighting in tunnels and evaluate the possibilities of fixed fire fighting systems. The tests were carried out in the Center of Experimentation "San pedro of Anes" which includes a 600 m tunnel with a removable false ceiling for reproducing different ceiling heights and ventilation conditions (transverse and longitudinal ones). Interesting conclusions on the interaction of ventilation and water mist systems were obtained but also on other aspects including performance of water mist system in terms of reduction of gas temperatures or visibility conditions. This paper presents a description of the test's programme carried out and some previous results obtained.

According to the PMBOK (Project Management Body of Knowledge), project management is “the application of knowledge, skills, tools, and techniques to project activities to meet the project requirements” [1]. Project Management has proven to be one of the most important disciplines at the moment of determining the success of any project [2][3][4]. Given that many of the activities covered by this discipline can be said that are “horizontal” for any kind of domain, the importance of acknowledge the concepts and practices becomes even more obvious. The specific case of the projects that fall in the domain of Software Engineering are not the exception about the great influence of Project Management for their success. The critical role that this discipline plays in the industry has come to numbers. A report by McKinsey & Co [4] shows that the establishment of programs for the teaching of critical skills of project management can improve the performance of the project in time and costs. As an example of the above, the reports exposes: “One defense organization used these programs to train several waves of project managers and leaders who together administered a portfolio of more than 1,000 capital projects ranging in Project management size from $100,000 to $500 million. Managers who successfully completed the training were able to cut costs on most projects by between 20 and 35 percent. Over time, the organization expects savings of about 15 percent of its entire baseline spending”. In a white paper by the PMI (Project Management Institute) about the value of project management [5], it is stated that: “Leading organizations across sectors and geographic borders have been steadily embracing project management as a way to control spending and improve project results”. According to the research made by the PMI for the paper, after the economical crisis “Executives discovered that adhering to project management methods and strategies reduced risks, cut costs and improved success rates—all vital to surviving the economic crisis”. In every elite company, a proper execution of the project management discipline has become a must. Several members of the software industry have putted effort into achieving ways of assuring high quality results from projects; many standards, best practices, methodologies and other resources have been produced by experts from different fields of expertise. In the industry and the academic community, there is a continuous research on how to teach better software engineering together with project management [4][6]. For the general practices of Project Management the PMI produced a guide of the required knowledge that any project manager should have in their toolbox to lead any kind of project, this guide is called the PMBOK. On the side of best practices 10 and required knowledge for the Software Engineering discipline, the IEEE (Institute of Electrical and Electronics Engineers) developed the SWEBOK (Software Engineering Body of Knowledge) in collaboration with software industry experts and academic researchers, introducing into the guide many of the needed knowledge for a 5-year expertise software engineer [7]. The SWEBOK also covers management from the perspective of a software project. This thesis is developed to provide guidance to practitioners and members of the academic community about project management applied to software engineering. The way used in this thesis to get useful information for practitioners is to take an industry-approved guide for software engineering professionals such as the SWEBOK, and compare the content to what is found in the PMBOK. After comparing the contents of the SWEBOK and the PMBOK, what is found missing in the SWEBOK is used to give recommendations on how to enrich project management skills for a software engineering professional. Recommendations for members of the academic community on the other hand, are given taking into account the GSwE2009 (Graduated Software Engineering 2009) standard [8]. GSwE2009 is often used as a main reference for software engineering master programs [9]. The standard is mostly based on the content of the SWEBOK, plus some contents that are considered to reinforce the education of software engineering. Given the similarities between the SWEBOK and the GSwE2009, the results of comparing SWEBOK and PMBOK are also considered valid to enrich what the GSwE2009 proposes. So in the end the recommendations for practitioners end up being also useful for the academic community and their strategies to teach project management in the context of software engineering.

The Bologna Declaration and the implementation of the European Higher Education Area are promoting the use of active learning methodologies such as cooperative learning and project based learning. This study was motivated by the comparison of the results obtained after applying Cooperative Learning (CL) and Project Based Learning (PBL) to a subject of Computer Engineering. The fundamental hypothesis tested was whether the academic success achieved by the students of the first years was higher when CL was applied than in those cases to which PBL was applied. A practical case, by means of which the effectiveness of CL and PBL are compared, is presented in this work. This study has been carried out at the Universidad Politécnica de Madrid, where these mechanisms have been applied to the Operating Systems I subject from the Technical Engineering in Computer Systems degree (OSIS) and to the same subject from the Technical Engineering in Computer Management degree (OSIM). Both subjects have the same syllabus, are taught in the same year and semester and share also formative objectives. From this study we can conclude that students¿ academic performance (regarding the grades given) is greater with PBL than with CL. To be more specific, the difference is between 0.5 and 1 point for the individual tests. For the group tests, this difference is between 2.5 and 3 points. Therefore, this study refutes the fundamental hypothesis formulated at the beginning. Some of the possible interpretations of these results are referred to in this study.

This paper presents a framework for project management competence assessment based on participant’s performance and contribution in a simulated environment. The proposed framework considers competence assessment through evidences and the participation of different roles. The system enforces the assessment of individual competences by means of a set of performance indicators. A specific case study is presented and the relationship between exhibited transversal competences and project quality is analysed.

The Spanish Ministry of Economy and Competitiveness is funding the SHERIF Research Project, which falls under the INNPACTO pr ogram. This project aims to increase the rate of the existing building refurbishment fro m the energy efficiency point of view by designing a facade system that must be an economica l, flexible and integrated solution 1 . Under this project has been performing several task s regarding the constructive characterization and energy evaluation of the therm al behaviour of facades on existing buildings . In order to perform the latter task, in which this article will focus, has been developing a survey of various buildings in the nei ghbourhood Ciudad de los Angeles, which has as main objective the comparison between the ac tual energy and light behaviour of different buildings, prior and posterior to any ref urbishment works have been undertaken. The evaluation of the actual performance of buildin gs before and after being refurbished is aimed to determine the impact of the work developed as well as learn from the work performed for future interventions.
