Celem publikacji jest podjęcie próby przeanalizowania polityki, jaką Turcja prowadzi wobec obcokrajowców poszukujących schronienia na jej terytorium. O ważkości zagadnienia zadecydowała w ostatnich latach przede wszystkim tocząca się w Syrii wojna domowa, w wyniku której na terytorium Turcji znalazło się ponad 700 tysięcy Syryjczyków. Szczególne w tym kontekście kontrowersje budzi fakt stosowania przez Turcję podwójnych standardów w przedmiocie nadawania imigrantom konwencyjnego statusu uchodźcy. Państwo to, jako jedno z czterech na świecie, w momencie przystępowania do Konwencji dotyczącej statusu uchodźców i Protokołu nowojorskiego zastrzegło sobie prawo do stosowania w tej materii tzw. kryterium geograficznego. W efekcie, o ile status uchodźcy nadany być może osobom przybywającym zza zachodnich granic Turcji, o tyle uciekinierzy z państw takich, jak Syria, Iran, czy Irak z formalnego punktu widzenia są „poszukującymi schronienia” (tur. sığınmacı). To zaś oznacza brak ich konwencyjnej ochrony. Celem artykułu jest jednak nie tylko przeanalizowanie prawnego i rzeczywistego położenia, w jakim znajdują się ofiary syryjskiej wojny domowej, przybywające na terytorium Turcji, a także próba przewidzenia scenariusza rozwoju tejże sytuacji. Celem uczynienia analizy możliwie najbardziej rzetelną, odwołano się zarówno do anglo, jak i tureckojęzycznych materiałów źródłowych.

This dissertation analyzes the theological and ethical convictions that led the people of the Plateau Vivarais-Lignon to shelter thousands of refugees between 1939 and 1945. It does so by examining the themes of narrative identity, hospitality, character formation, nonviolence, and the contextual witness of church tradition. Though a number of studies have been published about the rescue activity in this region of France during World War II, none have thoroughly analyzed the theological nature of this activity. Using the Plateau Vivarais-Lignon as a case study in theological ethics, the dissertation draws on historical sources as well as the work of contemporary theologians and ethicists to understand, interpret, and analyze the witness of this community. After situating its rescue and resistance work within the Huguenot narrative of persecution and exile, I examine the theological convictions of the Reformed pastor of Le Chambon-sur-Lignon, André Trocmé, who played a key role in making the Plateau a place of refuge during the Holocaust. The study highlights the importance of narrative in the actions of this community and discusses the relationship between narrative, character, and ethics. It then examines the nonviolent commitments of key leaders of the rescue effort, using this analysis as a springboard to engage in broader theological reflection about the ethics of nonviolence. After examining the radical hospitality practiced on the Plateau in light of biblical narratives and Reformed history, I investigate the counter-cultural nature of Christian hospitality. The study concludes by analyzing the nature and witness of the church in light of the legacy of the Plateau Vivarais-Lignon. The dissertation suggests that increased academic and ecclesial attention be given to the relationship between narrative and character, the counter-cultural shape of Christian hospitality, and the active nature of nonviolence. It presents an in-depth analysis of the theological and ethical convictions of the people of the Plateau Vivarais-Lignon, arguing that their witness has ongoing significance for communities of faith as they grapple with how to form disciples, relate to the wider society, welcome strangers, and communicate God's shalom in a world of violence.

Recent measurement based studies reveal that most of the Internet connections are short in terms of the amount of traffic they carry (mice), while a small fraction of the connections are carrying a large portion of the traffic (elephants). A careful study of the TCP protocol shows that without help from an Active Queue Management (AQM) policy, short connections tend to lose to long connections in their competition for bandwidth. This is because short connections do not gain detailed knowledge of the network state, and therefore they are doomed to be less competitive due to the conservative nature of the TCP congestion control algorithm. Inspired by the Differentiated Services (Diffserv) architecture, we propose to give preferential treatment to short connections inside the bottleneck queue, so that short connections experience less packet drop rate than long connections. This is done by employing the RIO (RED with In and Out) queue management policy which uses different drop functions for different classes of traffic. Our simulation results show that: (1) in a highly loaded network, preferential treatment is necessary to provide short TCP connections with better response time and fairness without hurting the performance of long TCP connections; (2) the proposed scheme still delivers packets in FIFO manner at each link, thus it maintains statistical multiplexing gain and does not misorder packets; (3) choosing a smaller default initial timeout value for TCP can help enhance the performance of short TCP flows, however not as effectively as our scheme and at the risk of congestion collapse; (4) in the worst case, our proposal works as well as a regular RED scheme, in terms of response time and goodput.
