This paper reports on some research from an ARC project conducted by the authors into the ways in which Australian universities establish colaborations with partners in Hong Kong and Papua New Guinea to offer courses in those countries. One feature of such collaborations in Hong Kong is the way in which, since 1997, the local Special Administrative region government regulates the provision on 'non-local courses' by mean of an ordinance. The paper describes and analyses the impact of the ordinance on both local and overseas stakeholders. This impact represents a particular enactment of matters of globalisation and localisation in education. The paper reports on the issues, which have emerged which, are leading to current moves to modify the ordinance's provisions.

The 'rescuing' of Indigenous children (from their communities) through education, and the notions of assimilation associated with that, is an aspect of colonialism that has persisted into the so-called 'post-colonial' era. Recent national policy statements (eg. MCEETYA, 2000; NBEET, 1995) argue the importance of education/research that keeps the locus of control within the Aboriginal community as a means to further the goal of self determination and improve educational outcomes. In this paper, we report on the initial stage of a small empirical research project, Engaging Aboriginal Students In Education Through Community Empowerment.

'Research as dialogue' was a guiding principal and a primary aim was to listen actively to all key stake holders in the remote community setting, particularly to Indigenous parents, teachers and service providers, in order to identify current

strengths and concerns regarding the provision of culturally inclusive schooling; and then, to develop, on the basis of these consultations and in collaboration, community-based education projects that engage non-attending Aboriginal students.

In this paper, we critically analyse the difficulties as well as potential strengths of trying to form collaborative partnerships as researchers, across cultural differences and with diverse community groups. For example, what does 'acknowledging' very different cultural perspectives actually mean to/in this kind of research process? The ways in which relations of power amongst all parties are played out in/through such an approach is also opened up for scrutiny and further discussion.

Originally, the term 'social literacies' was used to suggest the skills, knowledge and processes for addressing multicultural teaching and learning (Kalantzis and Cope, 1983). The meaning of the phrase has since evolved to encompass widely different concepts, including for example, social 'competencies', and/or citizenship education (eg., Arthur & Davison, 2000). Clearly the discourse around 'social literacies' is shifting in response to changing educational policies, both nationally and internationally.

In this paper, we examine how constructs of 'social literacies' have been and might be deployed. Building from a review of the policy, program and theoretical literature, we pose questions concerning how 'social literacies' might be used to interrogate and rework relations, especially those of gender and culture. Questions to be considered include: will the concept of 'social literacies' enable us to better understand the processes of identity and community formations in this era of uncertainty? Which knowledges and skills are identified in the literature and positioned as critical in establishing 'productive' social relations/literacies? Additionally, we begin to theorise the degree to which such constructions of 'social literacies' might enhance and/or limit quality learning at the tertiary levels of teacher education.

Is the idea of the liberal university dead, has the post modern university any chance of being emancipatory, has the theory practice divide merely collapsed in an era of 'new knowledge work', or has the university just become one aspect of market state and global capitalism. Knowledge based economies simultaneously locate universities as central to the commodification and management of knowledge while the legitimacy of the university and the academic as knowledge producers is challenged by post modernist, feminist, postcolonial and indigenous claims within a wider trend towards the 'democratisation of knowledge' and a new educational instrumentalism and opportunism. What becomes of the educational researcher, and indeed for their professional organizations, in this changing socio political and economic scenario? Is our role one of policy service or policy critique, technical expert or public intellectual? In particular what place is there for feminist public intellectuals in a socalled era of post feminism and public-/private convergence? The paper draws on recent debates around the nature of knowledge based societies, trends in relations between policy and educational research, and draws upon feminist and critical perspectives to mount a case for the importance of the postmodern university and the public intellectual.

This paper reports on some research from an ARC funded project conducted by the authors into the ways in which Australian universities establish collaborations with partners in Hong Kong and Papua New Guinea to offer courses in those countries. The research used principally qualitative methods (interviews, observations, document collection and analysis) to develop case-studies of a range of partnerships in Hong Kong. The project commenced in 1999 and is in its final stages. The paper discusses the experiences of staff who developed, administered and taught courses offered in Hong Kong by Australian institutions in partnership with a local provider. It presents and discusses findings on their reasons for working 'off-shore' in Hong Kong, their engagement with local staff and students, and their experience of Hong Kong students' coping with Australian curricula, pedagogies and assessment.

This paper reports on the 2002 pilot phase (in a provincial city) of a continuing study of pregnant and parenting young people and their movements in and out of school (and other educational) settings. It presents an overview of methodological approaches employed and dilemmas encountered, data collected and readings of that data, and an indication of how issues identified from the pilot study have informed the directions and emphases of an expanded investigation for 2003 and beyond. The paper draws on specific cases to identify how young people negotiate their way in and out of school during this phase of their lives. It offers an insight into how young people see themselves ''becoming somebody'' in and around other identity work they engage in while pregnant and parenting at school. The research provides knowledge about the intersection between the institutional and individual complexities of leaving and staying-on at school, including an account of the academic and social reasons for leaving or returning to school and school responses to student pregnancy and parenting.

This paper reports on a research project that explored how student teachers understand ethnic and classed difference as it relates to themselves and their students. Discourses of schooling can shape students ethnic and classed identities, frequently positioning non-mainstream students as 'other' and marginalizing them. Significant numbers of our teacher education students have limited experience of diverse educational settings, having mainly attended white middle-class schools as students and as student teachers. Working with diverse student populations productively depends on teachers recognising and valuing difference. The ways in which they engage with students whose ethnic and classed identities are different from their own is important in creating learning environments that build on and engage with diversity.

In a preliminary stage of the research we asked eight third-year teacher education students to explore their own ethnic and classed identities. The complexities of identity are foregrounded in both the assumptions we made in selecting particular students for the project and in the ways they did (not) think about themselves as having ethnic or classed identities.

In this paper we draw on these findings to interrogate how categories of identity are fluid, shifting and ongoing processes of negotiation: troubling and complex. We also consider the implications for teacher education.

This paper reports on an aspect of a pilot project in 2003 by the authors comprising a bibliographic analysis of all (51,000+) Australian PhDs. The pilot work provides both data and methodological bases for a larger project that investigates the nature and development of PhDs in Australia as they evolved in the context of economic, social and educational changes. This paper reviews the evidence from the bibliographic data held in library catalogues of PhDs in each Australian university. It provides a review of the numbers and range of PhDs in Australia for each decade from 1950 to 2000.

This is contextualised in terms of the changes to Australian tertiary education over the period and other factors that contribute to the rise of PhDs in Australia.

For many years Communicative Language Teaching (CLT) and an English-Only approach to English teaching have characterised pedagogy at Hope College in Taiwan.

These approaches have had a significant impact on the ways in which students understand their cultural identities and develop competency in both oral and written English. Sometimes, in the EFL context in Taiwan, an English-Only policy can impact on students' learning in two ways. Firstly, it may cause students to doubt the validity of their own culture in comparison to English speaking culture. Secondly it may lead to students' resisting English culture because of enhanced feelings of nationalism. Furthermore, sometimes, students may feel disturbed when learning English in an English-Only class because the lack of cognitive understanding usually makes them misunderstand the content expressed in the target language (English) and misuse the target language.

In this paper I consider the need to reintroduce elements of the Grammar-Translation method to an EFL context and suggest an integrative pedagogy in which native English-speaking teachers, applying English only in the classes, focus on teaching listening and speaking to directly foster students' English linguistic competence, while local English teachers, applying both English and Chinese in the classes, focus on teaching reading and writing to foster students' in-depth cognitive ability of English culture and suitable written expression. The purpose of such integrative pedagogy is to keep students' cultural identity as well as advance students' understanding and correct use in English.
