Attitudes toward risk influence the decision to diversify among uncertain options. Yet, because in most situations the options are ambiguous, attitudes toward ambiguity may also play an important role. I conduct a laboratory experiment to investigate the effect of ambiguity on the decision to diversify. I find that diversification is more prevalent and more persistent under ambiguity than under risk. Moreover, excess diversification under ambiguity is driven by participants who stick with a status quo gamble when diversification among gambles is not feasible. This behavioral pattern cannot be accommodated by major theories of choice under ambiguity.

En entornos donde los recursos son precederos y la asignación de recursos se repite en el tiempo con el mismo conjunto o un conjunto muy similar de agentes, las subastas recurrentes pueden ser utilizadas. Una subasta recurrente es una secuencia de subastas donde el resultado de una subasta puede influenciar en las siguientes. De todas formas, este tipo de subastas tienen problemas particulares cuando la riqueza de los agentes esta desequilibrada y los recursos son precederos. En esta tesis se proponen algunos mecanismos justos o equitativos para minimizar los efectos de estos problemas. En una subasta recurrente una solución justa significa que todos los participantes consiguen a largo plazo sus objetivos en el mismo grado o en el grado más parecido posible, independientemente de su riqueza. Hemos demostrado experimentalmente que la inclusión de justicia incentiva a los bidders en permanecer en la subasta minimizando los problemas de las subastas recurrentes.

Innovació, emprenedoria i subcontractació són els pilars temàtics de la present tesi doctoral. L'ús del coneixement per part de les empreses representa l'element comú d'aquestes temàtiques. Les evidències empíriques provenen principalment del món empresarial, però es complementen amb les del món acadèmic com a principal proveïdor de coneixement a la societat actual, la finalitat de la qual és crear riquesa i benestar socioeconòmic. L'objectiu principal d'aquesta tesi doctoral és contribuir a les diferents àrees de recerca. La primera, gestió de la innovació, més concretament innovació organitzativa, reflexionant sobre la seva importància i monitorització a través d'enquestes. Tot seguit, un exemple d'innovació organitzativa -treball en equip- s'analitza en profunditat, així com també els seus determinants. La segona, analitza el procés de transició d'una universitat tradicional cap a una universitat emprenedora, començant per la fase de disseny fins a l'actualitat contemplant la seva funcionalitat i eficiència en el marc de les institucions públiques de recerca d'Europa. I la tercera, descriu les barreres que les empreses han de fer front a l'hora de cooperar, en general, i amb universitats, en particular. La mateixa mostra d'empreses gasela també serveix per analitzar la decisió de fer-o-comprar. El resum d'aquests resultats, les conclusions, així com les futures línies de recerca finalitzen el treball.

El desplaçament forçós de les persones no combatents ha estat un tret intrínsec al llarg dels conflictes que han sacsejat la història de la humanitat. La forma més comuna en què s'ha manifestat ha estat la de les deportacions i la de les evacuacions de les zones de guerra. Les primeres ja les podem constatar en nombrosos episodis bíblics o durant la construcció del vell imperi romà. Tanmateix, ha estat a la nostra època quan les deportacions han tingut un abast més dissortat. D'una banda l'anomenada "neteja ètnica" ha implicat, com a primer pas abans de l'extermini d'una comunitat, el seu trasllat a guetos i el posterior desplaçament als camps de concentració. Tals foren els casos de les minories jueva i gitana sota el terror nazi. D'altra banda, hem pogut veure la deportació de col·lectius socials com a càstig per mantenir una determinada actitud davant el poder; el paradigma més tràgic ha estat la dels kulaks de l'antiga Unió Soviètica durant la dictadura estalinista. Finalment, en aquests moments, estem assistint als Balcans a l'enquistament d'un conflicte una de les causes del qual fou la pretensió de crear espais ètnics "purs", per a la qual cosa s'ha obligat la comunitat minoritària a fugir a un altre territori amb la pressió de les armes. La guerra civil de 1936-1939 és el primer conflicte europeu en què apareix la necessitat de traslladar un gran nombre de persones davant del perill que representen els combats. El fet de produir-se en una guerra civil en ple segle XX li dóna una dimensió pròpia, i també que els governs hagin de dissenyar i aplicar unes polítiques d'assistència, de les quals, tal com ja s'ha dit, no existien precedents.

The maritime piracy included a wide variety of associated criminal activities including attack and confiscation of vessels and merchandise, imprisonment or torturing of merchants and rulers in sea-space in return for ransom money, attack and raiding of coastal trading centers and villages, creation of fear and terror in chief channels of navigation and attacking commercial competitors as a strategy to weaken the trading ability and the wealth-mobilizing ability of their rivals. All this applied to coastal south west India during the period under study. The merchant chiefs of Cannanore like Mamale Marakkar and later under Poca Amame (Pokar Ahamad) and Pocarallee (Pokar Ali) were some of the better known protagonists that the Portuguese had to deal with. But the Malabar corsairs had their corresponding English and Sicilian corsairs in the Mediterranean.

In the present text we intend to analyse 5 basic documents that translate the Museological Thinking in our century and that, chiefly, have led professionals of the area to apply this “science” in a less hermetic way and to understand its practice. The option to study and analyse the documents results from the fact that they influence present day museological practice and thinking. It is impossible to speak of museology nowadays without referring to one of these documents, not to mention a few nations that have even modified and/or created specific laws for the management of their preservationist cultural policy. Anyway, we are aware that this text intends only to carry out a preliminary approach to the documents, in the sense that the wealth of its content would allow us to slowx over an infinity of issues that they raise. I specifically refer to the documents produced at UNESCO Regional Seminar on the Role of Museums in Education, which took place in Rio de Janeiro in 1958; at the Santiago Round Table in 1972, in Chile; at the 1rst New Museology International Workshop, in Quebec, Canada, 1984; at the Oaxtepec Meeting, in Mexico 1984; and at the Caracas Meeting in 1992. These are documents elaborated within the ICOM –International Council of Museums. These documents are the result of a joint reflection by professionals who seek the evolution of ideas within their areas of action, recognising that in order to do so it is necessary to leave the cocoon of the museological institutions and try to discuss their conceptual advances with professionals of related areas. It is important to be capacitated to reuse these advances in their areas of action. This is the recognition of the importance of interdisciplinarity for the museological context.

Museu da Abolição [Abolition Museum] was inaugurated in 1983 in the city of Recife, one of the largest cities of north-eastern Brazil, located in the state of Pernambuco. This state has a special place in the history of the country: it dates back to the colonization efforts, to the first interactions between Europeans and native peoples and the exploration of sugar cane production. Today, the region embodies not only Brazilian cultural wealth and diversity, but also the great social challenges of contemporary Brazil. The name of the museum is a reference to the Abolition of black slavery in Brazil at the end of the 19th century. A museum addressing abolition means more than addressing a historic fact. It means dealing with ideas on slavery, freedom, resistance, injustice. There are no museums isolated from society, whatever their social function. For a museum such as this one, which was created with the responsibility for a theme that echoes so strongly in the lives of men and women, the challenge of finding its place in the world has always been present.

Partiendo de lo que ha sido el manejo de los recursos petroleros en el Ecuador durante los últimos 30 años, el autor presenta una serie de elementos críticos acerca de la política petrolera nacional y señala algunos de los principales elementos que, a nivel de administración, han posibilitado que la mayoría de los beneficios obtenidos del petróleo se queden en manos de las empresas transnacionales en detrimento del Estado. El fortalecimiento de la empresa petrolera estatal, la renegociación de contra tos petroleros y la exigencia a las empresas petroleras para que paguen sus obligaciones, tributarias entre otras, son algunas de las decisiones que, a juicio del autor, las autoridades deben tomar de manera inmediata en aras de proteger el patrimonio petrolero del país.

Este ensayo presenta una discusión conceptual sobre la línea de codicia, definida como el nivel máximo de consumo personal éticamente aceptable en la economía global contemporánea, caracterizada simultáneamente por la privación de las necesidades humana de una proporción importante de la población mundial, una elevada inequidad, un crecimiento no sustentable y un elevado consumo suntuario. El análisis parte de una visión empírica sobre pobreza, inequidad social y sustentabilidad a escala mundial, en América Latina, y en particular en el Ecuador, tomado como estudio de caso. Sobre esta base, se discute distintas visiones teóricas sobre la relación entre consumo, bienestar y sustentabilidad, con énfasis en la visión neoclásica dominante y sus críticas. Por último, se presentan algunos elementos conceptuales para la definición de una línea de codicia, en función la pobreza, inequidad y sustentabilidad.

La devolución del IVA consiste en un régimen tributario especial que se aplica en función de consideraciones específicas y en atención a la calidad que ostentan los sujetos pasivos que se benefician del mismo. Para que esta devolución proceda –en el caso de empresas públicas–, es indispensable que estas se encuentren constituidas de conformidad con las disposiciones de la Ley orgánica de Empresas Públicas o, en su defecto, hayan cumplido con las disposiciones específicas del régimen de transición contemplado para que las empresas públicas o estatales existen tes, las sociedades anónimas en las que el Estado es accionista, las empresas subsidiarias y las empresas de las Fuerzas armadas y de la Policía Nacional se conviertan en nuevas empresas públicas. En este contexto, el presente trabajo pretende analizar, de conformidad con el contenido de la Ley Orgánica de Empresas Públicas, el momento a partir del cual se genera el derecho a la devolución del Impuesto al valor agregado, para las empresas públicas, así como cuestionar ciertas inconsistencias que se desprenden de esta Ley.

The present essay’s central argument or hypothesis is, consequently, that the mechanisms accelerating a wealth concentrating and exclusionary economy centred on the benefit and overprotection of big business—with a corresponding plundering of resources that are vital for life—generated forms of loss and regression in the right to healthcare and the dismantling of institutional protections. These are all expressed in indicators from 1990-2005, which point not only to the deterioration of healthcare programs and services but also to the undermining of the general conditions of life (social reproduction) and, in contrast to the reports and predictions of the era’s governments, a stagnation or deterioration in health indicators, especially for those most sensitive to the crisis. The present study’s argument is linked together across distinct chapters. First, we undertake the necessary clarification of the categories central to the understanding of a complex issue; clarifying the concept of health itself and its determinants, emphasizing the necessity of taking on an integral understanding as a fundamental prerequisite to unravelling what documents and reports from this era either leave unsaid or distort. Based on that analysis, we will explain the harmful effects of global economic acceleration, the monopolization and pillaging of strategic healthcare goods; not only those which directly place obstacles on the access to health services, but also those like the destructuration of small economies, linked to the impoverishment and worsening of living modes. Thinking epidemiologically, we intend to show signs of the deterioration of broad collectivities’ ways of life as a result of the mechanisms of acceleration and pillage. We will then collect disparate evidence of the deterioration of human health and ecosystems to, finally, establish the most urgent conclusions about this unfortunate period of our social and medical history.

The point of departure for these reflections is life, since its protection is the central purpose encouraging the defense of human rights and of public health. Life in the Andes has an exceptional diversity. Particularly in Ecuador, my country, this diversity constitutes a characteristic sign that is expressed in two main forms: natural megadiversity and multiculturalism. Indeed, Ecuador’s small territory synthesizes practically all types of lifezones that exist on Earth, having received the gift of high average rates of solar energy and abundant nutritional sources, which have facilitated the natural reproduction of countless species that show their beautiful vitality in the variety of ecosystems that compose the Andean mountain range, the tropical plains, the Amazon humid forests, and the Galapagos Islands. But besides being a highly biodiverse country, it is also a plurinational and multi-cultural society, in which the activity of human beings, organized into social conglomerates of different historical and cultural backgrounds, have formed more than a dozen nations and peoples. Regrettably this natural and human wealth has not been able to bear its best fruits due to the violent operation of a deep social inequity – unfortunately also one of the highest in the Americas—which conspires against life and is reproduced in national and international inequitable relations. This structural inequity has changed its form throughout the centuries and currently has reached its highest and most perverse level of development.

We have integrated information on topography, geology and geomorphology with the results of targeted fieldwork in order to develop a chronology for the development of Lake Megafazzan, a giant lake that has periodically existed in the Fazzan Basin since the late Miocene. The development of the basin can be best understood by considering the main geological and geomorphological events that occurred thought Libya during this period and thus an overview of the palaeohydrology of all Libya is also presented. The origin of the Fazzan Basin appears to lie in the Late Miocene. At this time Libya was dominated by two large rivers systems that flowed into the Mediterranean Sea, the Sahabi River draining central and eastern Libya and the Wadi Nashu River draining much of western Libya. As the Miocene progressed the region become increasingly affected by volcanic activity on its northern and eastern margin that appears to have blocked the River Nashu in Late Miocene or early Messinian times forming a sizeable closed basin in the Fazzan within which proto-Lake Megafazzan would have developed during humid periods. The fall in base level associated with the Messinian desiccation of the Mediterranean Sea promoted down-cutting and extension of river systems throughout much of Libya. To the south of the proto Fazzan Basin the Sahabi River tributary know as Wadi Barjuj appears to have expanded its headwaters westwards. The channel now terminates at Al Haruj al Aswad. We interpret this as a suggestion that Wadi Barjuj was blocked by the progressive development of Al Haruj al Aswad. K/Ar dating of lava flows suggests that this occurred between 4 and 2 Ma. This event would have increased the size of the closed basin in the Fazzan by about half, producing a catchment close to its current size (-350,000 km(2)). The Fazzan Basin contains a wealth of Pleistocene to recent palaeolake sediment outcrops and shorelines. Dating of these features demonstrates evidence of lacustrine conditions during numerous interglacials spanning a period greater than 420 ka. The middle to late Pleistocene interglacials were humid enough to produce a giant lake of about 135,000 km(2) that we have called Lake Megafazzan. Later lake phases were smaller, the interglacials less humid, developing lakes of a few thousand square kilometres. In parallel with these palaeohydrological developments in the Fazzan Basin, change was occurring in other parts of Libya. The Lower Pliocene sea level rise caused sediments to infill much of the Messinian channel system. As this was occurring, subsidence in the Al Kufrah Basin caused expansion of the Al Kufrah River system at the expense of the River Sahabi. By the Pleistocene, the Al Kufrah River dominated the palaeohydrology of eastern Libya and had developed a very large inland delta in its northern reaches that exhibited a complex distributary channel network which at times fed substantial lakes in the Sirt Basin. This paper deconstructs the relationship between the Environmental Sustainability Index (ESI) and national income. The ESI attempts to provide a single figure which encapsulates environmental sustainability' for each country included in the analysis, and this allied with a 'league table' format so as to name and shame bad performers, has resulted in widespread reporting within the popular presses of a number of countries. In essence, the higher the value of the ESI then the more 'environmentally sustainable' a country is deemed to be. A logical progression beyond the use of the ESI to publicise environmental sustainability is its use within a more analytical context. Thus an index designed to simplify in order to have an impact on policy is used to try and understand causes of good and bad performance in environmental sustainability. For example the creators of the ESI claim that ESI is related to GDP/capita (adjusted for Purchasing Power Parity) such that the ESI increases linearly with wealth. While this may in a sense be a comforting picture, do the variables within the ESI allow for alternatives to the story, and if they do then what are the repercussions for those producing such indices for broad consumption amongst the policy makers, mangers, the press, etc.? The latter point is especially important given the appetite for such indices amongst non-specialists, and for all their weaknesses the ESI and other such aggregated indices will not go away. More data will be produced in the next five years than in the entire history of human kind, a digital deluge that marks the beginning of the Century of Information. Through a year-long consultation with UK researchers, a coherent strategy has been developed, which will nurture Century-of-Information Research (CIR); it crystallises the ideas developed by the e-Science Directors' Forum Strategy Working Group. This paper is an abridged version of their latest report which can be found at: http://wikis.nesc.ac.uk/escienvoy/Century_of_Information_Research_Strategy which also records the consultation process and the affiliations of the authors. This document is derived from a paper presented at the Oxford e-Research Conference 2008 and takes into account suggestions made in the ensuing panel discussion. The goals of the CIR Strategy are to facilitate the growth of UK research and innovation that is data and computationally intensive and to develop a new culture of 'digital-systems judgement' that will equip research communities, businesses, government and society as a whole, with the skills essential to compete and prosper in the Century of Information. The CIR Strategy identifies a national requirement for a balanced programme of coordination, research, infrastructure, translational investment and education to empower UK researchers, industry, government and society. The Strategy is designed to deliver an environment which meets the needs of UK researchers so that they can respond agilely to challenges, can create knowledge and skills, and can lead new kinds of research. It is a call to action for those engaged in research, those providing data and computational facilities, those governing research and those shaping education policies. The ultimate aim is to help researchers strengthen the international competitiveness of the UK research base and increase its contribution to the economy. The objectives of the Strategy are to better enable UK researchers across all disciplines to contribute world-leading fundamental research; to accelerate the translation of research into practice; and to develop improved capabilities, facilities and context for research and innovation. It envisages a culture that is better able to grasp the opportunities provided by the growing wealth of digital information. Computing has, of course, already become a fundamental tool in all research disciplines. The UK e-Science programme (2001-06)—since emulated internationally—pioneered the invention and use of new research methods, and a new wave of innovations in digital-information technologies which have enabled them. The Strategy argues that the UK must now harness and leverage its own, plus the now global, investment in digital-information technology in order to spread the benefits as widely as possible in research, education, industry and government. Implementing the Strategy would deliver the computational infrastructure and its benefits as envisaged in the Science & Innovation Investment Framework 2004-2014 (July 2004), and in the reports developing those proposals. To achieve this, the Strategy proposes the following actions: support the continuous innovation of digital-information research methods; provide easily used, pervasive and sustained e-Infrastructure for all research; enlarge the productive research community which exploits the new methods efficiently; generate capacity, propagate knowledge and develop skills via new curricula; and develop coordination mechanisms to improve the opportunities for interdisciplinary research and to make digital-infrastructure provision more cost effective. To gain the best value for money strategic coordination is required across a broad spectrum of stakeholders. A coherent strategy is essential in order to establish and sustain the UK as an international leader of well-curated national data assets and computational infrastructure, which is expertly used to shape policy, support decisions, empower researchers and to roll out the results to the wider benefit of society. The value of data as a foundation for wellbeing and a sustainable society must be appreciated; national resources must be more wisely directed to the collection, curation, discovery, widening access, analysis and exploitation of these data. Every researcher must be able to draw on skills, tools and computational resources to develop insights, test hypotheses and translate inventions into productive use, or to extract knowledge in support of governmental decision making. This foundation plus the skills developed will launch significant advances in research, in business, in professional practice and in government with many consequent benefits for UK citizens. The Strategy presented here addresses these complex and interlocking requirements.
