Bogusław Śliwa was born in Lvov on 6 October 1944. He graduated in law studies at Adam Mickiewicz University in Poznań in 1969. Following the completion of his prosecutor’s apprenticeship he worked, among others, in Wolsztyn, Świebodzin and – from 1975 – in Kalisz. On 22 August 1978 Śliwa was fired from the public prosecutor’s office because he had attempted to detect a person who murdered during the robbery committed by a Civic Militia officer. That time he established and maintained close contacts with activists of the Workers’ Defence Committee (KOR), among others: Jacek Kuroń, Mirosław Chojecki, Adam Michnik, Bronisław Geremek, Jan Lityński, Zofia Romaszewska and Zbigniew Romaszewski. In 1978 he began to cooperate with the Kalisz group of the Movement for the Defence of Human and Civil Rights (ROPCiO). In the early 1979 this group started to publish “Wolne Słowo” in which Śliwa was a co-editor. On 28 June 1979 in Poznań he was involved in founding the Social Self-Defence Club of the Wielkopolska and Kujawy Region. In September 1980, during strikes at the FWR “Runotex” and KZKS “Winiary” in Kalisz Śliwa was an expert representing the workers. On 29 September of that year, he arranged in Kalisz a meeting of representatives and delegates of enterprises in Kalisz aimed at appointing the Board of the Inter-Enterprise Founding Committee of the Independent Self-Governing Trade Union. He became the secretary. Bogusław Śliwa also engaged in setting up and developing an information team. He was informally responsible for developing an information and printing base. Bogusław Śliwa set up “NSZZ Solidarność” magazine where he published his own articles. He also founded the “Solidarność” Workers’ Community Centre in Kalisz. it is noteworthy that it was the only community centre in Poland established by „Solidarność”. In December the Nationwide Liaison Commission of „Solidarność” appointed him to the Committee for the Defence of Prisoners of Conscience established on 10 December of that year. He participated in the information meeting of the Independent Self-Governing Trade Union of Independent Farmers “Solidarność Wiejska” held in Staw, in Szczytniki commune. During that meeting “Solidarność Wiejska” led by Mieczysław Walczykiewicz requested the authorities to liquidate the “Świt” Agricultural Production Cooperative in Cieszyków, in Szczytniki commune. Bogusław Śliwa was involved in this successful event. It was the first liquidation of cooperative in Poland. On 11 January 1981 Śliwa co-organized the 1st Regional Convention of „Solidarność” Wiejska in Kalisz. Following the so-called Bydgoszcz events of 19 March 1981 he advocated the general strike. Due to his attitude, Śliwa was listed as one of 146 „Solidarność” activists executed by the 3rd “A” Department of the Ministry of Internal Affairs. According to the authorities those activists presented radical views. On 30 June 1981 at the 1st General Delegates Convention of the Kaliskie province, Śliwa, as a delegate of the Kaliskie province, was appointed to the Regional Board of „Solidarność” – Southern Wielkopolska. In July Śliwa set up in Kalisz the underground branch of the Polish Democratic Party. In 1981 Śliwa was a delegate to the 1st National Delegates Convention of „Solidarność” and co-edited with Jan Lityński the document entitled: “Message to the Working People of Eastern Europe” originated by Henryk Siciński and adopted by the 1st National Delegates Convention. On 22 November he participated in the Warsaw-held meeting founding the Self-Governing Republic Clubs “Liberty – Equality– Independence” and signed the founding declaration. On 28 of that month he co-organized with Antoni Pietkiewicz a founding meeting of the Club in Kalisz. When martial law was declared he began to hide in Kalisz. Śliwa was arrested on 25 February 1982 and interned in Ostrów Wielkopolski and then in Gębarzew and Kwidzyn. After being released on 25 November 1982, he was immediately involved in the activity of the underground movement of „Solidarność”. He edited the first two issues of “Nasza Solidarność” magazine published in Kalisz. Śliwa co-invented and co-organized the 1st May march that was independent from the authorities’ one held in Kalisz in 1983. Consequently, he was temporarily arrested and detained in Ostrów Wielkopolski. On 7 June 1983 he was released from custody. The amnesty declared on 21 July 1983 caused that the investigation against him was discontinued. In July of the same year he co-founded the Inter-Regional Coordination Commission of the Independent Self-Governing Trade Union “Solidarność” Kalisz-Konin-Sieradz. As he could not find any work and he and his family were exposed to psychological harassment, he emigrated to Sweden on 30 December 1983. He worked, among other positions, as bookbinder. He was the board secretary of the Congress of Poles in Sweden. In 1984 he commented the death of priest Jerzy Popiełuszko in “Dagens Nyheter” daily. He was also interviewed by Radio Liberty. Śliwa commenced cooperating with representatives of the „Solidarność” Coordination Office in Paris, Brussels and Stockholm. On 18 April 1985 the Military Garrison Prosecutor’s Office in Wrocław initiated investigations against Śliwa, charging him with activities detrimental to political interests of the People’s Republic of Poland. Subsequently, on 10 July 1985 this public prosecutor’s office decided to issue an arrest warrant for him. On the same day the public prosecutor suspended criminal proceedings against him. In December 1985, after the courageous escape of two brothers, Adam and Krzysztof Zieliński, from Poland to Sweden, he helped them prevent their deportation and stay in their new homeland. He expressed his opinion on this issue on Swedish television and in “ Dagens Nyheter” daily. His intervention helped them legally stay in Sweden. In 1989 he arrived in Poland. During this short visit he met and talked with his colleagues from the so-called first „Solidarność”. Bogusław Śliwa died in Stockholm on 23 November 1989. He was buried there on 7 December 1989. On 18 October 2006 he was posthumously honoured by Lech Kaczynski, President of Poland, with the Order of Polonis Restitution. On 15 June 2007 Bogusław Śliwa was posthumously granted the title of an Honorary Citizen of Kalisz by the Town Council of Kalisz.

Diskurse und Auseinandersetzungen mit den Fragen von Demokratie und Bildung und den Inhalten demokratischer Bildung sind in Österreich - so es sie überhaupt gibt - häufig verkürzt. Der Fokus liegt meist auf "Mitbestimmung". Fragen der Gestaltung der demokratischen Grundstrukturen und des demokratischen Grundverständnisses werden vernachlässigt. Das ist wohl u.a. auf die wenig aufgearbeitete autoritäre und faschistische Tradition in den meisten institutionellen Kontexten zurückzuführen. Die vorliegende Ausgabe des Magazin erwachsenenbildung.at fragt, was Demokratie kennzeichnet, wie viel und welche Art von Demokratie wir uns vorstellen können und wie viel Demokratie eine Gesellschaft braucht. Die Themenbeiträge entwickeln verschiedene, kritische, oft feministische Zugänge zum Demokratielernen und werden einerseits thematisch (critical science literacy, economic literacy), andererseits methodisch (Psychodrama, Legislatives Theater) mit direkten praktischen Bezügen ausgeführt. Die praxisorientierten Beiträge beschäftigen sich mit spezifischen Ansätzen (Anti-Bias-Ansatz, kritische Radioberichterstattung) und alten neuen Themen des Demokratielernens (politischer Extremismus, Geschlechterstereotype). Resümierend appellieren die Herausgeber, die institutionelle Einbindung zivilgesellschaftlicher Organisationsformen in die Erwachsenenbildungslandschaft und auch die verkürzten Diskurse um demokratische Bildung in Österreich genauer zu untersuchen. W glosowanym orzeczeniu Naczelny Sąd Administracyjny stwierdził, że od postanowień wojewódzkich sądów administracyjnych odrzucających skargi z przyczyn formalnych w sprawach wszczętych przed dniem wejścia w życie nowelizacji Prawa o postępowaniu przed sądami administracyjnymi (co miało miejsce 15 sierpnia 2015 r.) przysługuje zażalenie, a nie skarga kasacyjna. Przedmiotowe zagadnienie prawne sprowadza się do właściwej wykładni źle sformułowanych przepisów intertemporalnych. W glosie zaprezentowano istotę środków odwoławczych w postępowaniu sądowoadministracyjnym i scharakteryzowano krótko ostatnią nowelizację Prawa o postępowaniu przed sądami administracyjnymi. Autor prezentuje stanowisko krytyczne w stosunku do tezy postanowienia Naczelnego Sądu Administracyjnego, wskazując, że sąd powinien rozstrzygnąć sprawę co do jej istoty. Pogląd ten został poparty odpowiednią argumentacją z uwzględnieniem konkurencyjnego orzecznictwa Naczelnego Sądu Administracyjnego.

El presente artículo se refiere a la evolución que experimentó la villa de Chillón en los decenios centrales del siglo XIV. Chillón, perteneciente al término de Córdoba, fue señorío de relevantes personajes de la época. Entre 1344 y 1350, perteneció a Bernardo de Cabrera, privado de Pedro IV de Aragón. Posteriormente, pasó a poder de Juan Alfonso de Alburquerque, que desempeñó la misma función en la Corte del rey Pedro de Castilla. Reintegrada posteriormente a la jurisdicción de Córdoba, fue entregada por Enrique II a su hermano don Sancho, que no logró vencer la oposición de la ciudad y no llegó realmente a posesionarse de la villa, la cual terminó por vender a Diego Fernández de Córdoba, alguacil mayor de Córdoba, en 1370.

The environmental impacts, caused by the solid residues generation, are an often quoted concern nowadays. Some of these residues, which are originated from different human activities, can be fully reused, reducing the effects of the poor waste management on the environment. During the salt production process, the first formed crystals are discarded as industrial waste. This is mainly made of gypsum that is a calcium sulfate dihydrate (CaSO4.2H2O). The gypsum in question may go through a calcination process due to the plaster (CaSO4.0,5H2O) production and then the application on the cement industry. Considering the necessity of development and application for these industrial wastes, this paper aims to analyze the plaster, called Salgesso, from the gypsum that was generated during the salt production, and its use viability on the civil construction industry in order to create environmental and economical benefits. For characterization, the following experiments were performed: X-ray Fluorescence (XRF), X-ray Diffraction (XRD), thermal analysis (TG/DTG) and Scanning Electron Microscopy (SEM) with EDS. The following tests were also performed to obtain the mechanical characteristics: Thinness Modulus, Unit Mass, Setting Time and Compressive Resistance. Three commercial plasters used on civil construction were taken as references. All of these tests were performed according to the current standards. It was noticed that although there were some conflicting findings between the salt and commercial plasters in all of the studied properties, the Salgesso has its values within the standard limits. However, there is the possibility to improve them by doing a more effective calcination process. Three commercial plasters, used in construction, were used as reference material. Neste Trabalho de Investigação Científico iremos analisar o impacto que um Centro de Excelência Aeroterrestre traria a Portugal. São analisadas várias variáveis que têm impacto direto, na vantagem que Portugal possui face a outros países para a elaboração de um Centro de Excelência Aeroterrestre. Iremos investigar, também o impacto que este Centro teria tanto nas Forças Armadas como também na utilização destas em apoio às populações civis. Tendo em vista a obtenção de resultados nesta investigação, faremos uma comparação de determinadas características de Portugal face a outros países, passando quer por detalhes técnicos mais específicos da vertente aeroterrestres, também pelos detalhes ambientais. Neste trabalho abordaremos também o papel do Centro de Excelência junto da a Proteção Civil Portuguesa, nomeadamente nas suas capacidades de apoio às populações em caso de catástrofe natural.

The main objective of this investigation is the retrieval of the study of possible Surrealism in Federico García Lorcás poetic work, a poet who enjoyed in his time prestige and international fame for decades, and still does. Numerous articles in magazines and newspapers of his time speak of his writings, literary activities and stand as a testimony of how well-regarded he was during his lifetime and even after his tragic murder death at the hands of fascists right after the outbreak of the Spanish civil war back in July 1936. Nevertheless, and for diverse reasons, literary ,social, as well as the extent of the studies, researches and abundant biographies about him, the study of Surrealism in all his works, such as in his playwrights for instance, has not been sufficiently expanded, and has been overlooked by the extensive bibliographies written about him. We have limited the investigation to his poetic works only. The extensive bibliographies written about him, is a fact that hindered and held back our efforts, as we had to resort to resources from different libraries, such as the Faculty of Philology of the UCM General Library, the Faculty of Information Science, the Student Residence, as well as the National Library. In addition to the analysis and commentary of his works, not to mention that current publications on him, various literary magazines and articles from the poet’s time have been consulted as well...

Alfonso de Cartagena (1385-1456), possibly the most representative figure of the courtly, political and cultural dimension built around Juan II, was the third son of the famous convert Pablo de Santa Maria, Burgos’ rabbi and, later on, bishop of that same town. He started his career as governor of Cartagena’s cathedral, afterwards he was named dean of Santiago and Segovia, canon of Burgos and, after his father’s death, bishop of Burgos. Alternatively, he played a vital role in Castile’s national and international politics, as an ambassador in Portugal’s court, at Basel’s council and before Poland’s and Germany’s kings. His work, written both in Latin and Romance, either as an historian, treatise writer, theologist or translator, is quite broad; his literary connections were strong either with Italian humanists or with those who were fond of the language arts from Spain. The first part of this Thesis seeks to provide a wide enough perspective of the author, for which we place the emphasis on the most distinctive aspects of his life. Therefore, we divided the introduction in three sections: a biographical overview, his work and, last, a study on the Memoriale uirtutum itself. Thus, regarding the first aspect, we focus on the course of his life (§1.1), where we can highlight his university education, which isn’t restricted to his training as a jurist, but we also observe that his mental vitality takes him to develop certain inquisitiveness for Moral Philosophy or Latin, which leads him to study Grammar and Rhetoric; this would allow the influence of studia humanitatis to emerge, although he never got to learn the Greek language, as we can deduce from the epistolary confrontation between him and Leonardo Bruni. We also focus on the significance of his Jewish past, upon the defence of the converts during the massacre experienced in the XVth century (§1.2), and on his presence at Basel’s council (§1.3). Despite the fact that his work as a diplomat begins during the missions in Portugal as an emissary of king Juan II, he will get recognition owing to his legation in Basel, not only among the European ecclesiastics, but also among the scholars from Italy; the importance of Basel’s council in Cartagena’s life goes beyond his official work there, either as defending the Castilian interests, or as an active member of the purely conciliar functions, since it also had a huge impact in his intellectual growth. During this time period, Cartagena establishes a friendship with Pizzolpaso, Bishop of Milan, writer, humanist, and friend of Leonardo Bruni. As a result of this type of relationship with men of such high cultural standard, he re-awakens the study of the Classical antiquity among his contemporaries, developing a huge interest in the Greco-Roman masterpieces, which will bring him closely to the highly-regarded Spanish humanists of the XVIth century...

El VI Congreso del Partido Comunista de Cuba introdujo una nueva agenda económica que el Gobierno llama la actualización del modelo socialista. Muchos piensan que en esencia se trata de una serie de reformas y reducen su importancia a su dimensión económica. Esta monografía busca explicar la actualización aplicando el análisis de sistemas-mundo de Immanuel Wallerstein, aportando una interpretación no convencional del fenómeno. Se puntualizará en las variables de poder y en los actores políticos que han determinado la nueva política económica: el Partido Comunista de Cuba (PCC) y las Fuerzas Armadas Revolucionarias (FAR). Ambos conforman lo que Wallerstein denomina un movimiento antisitémico. El argumento principal es que el movimiento ha puesto en marcha las reformas buscando fortalecer el Estado y así garantizar su supervivencia al consolidar su posición como el competidor único del poder estatal. Como se verá, estas metas han llevado al movimiento a sacrificar parte de su naturaleza antisistémica.

El objetivo general de esta monografía es explicar cómo se ha desarrollado la participación política de las Fuerzas Militares en la democracia colombiana; lo cual permitirá tener una visión clara del problema, y entender el cómo y el porqué de esta participación. La pregunta de investigación, guía de esta monografía, es la siguiente: ¿cómo se ha desarrollado la participación política de las Fuerzas Militares en la democracia colombiana?. A partir de esta pregunta se planteó la siguiente hipótesis: las Fuerzas Militares han participado dentro de la política colombiana, ya sea por medio de la formulación de la política de seguridad y defensa nacional o por las opiniones y actuaciones de los altos mandos militares, lo cual ha convertido a la institución en uno de los actores más importantes dentro de la democracia nacional. A su vez, se estableció cómo se llevan a cabo las relaciones entre las Fuerzas Militares y el Estado, en qué situaciones las Fuerzas Militares han recibido funciones constitucionales que no les corresponden y, qué tipo de actores y factores han motivado a las Fuerzas Militares a participar en política.

El conflicto armado en Guatemala se originó por el abuso de poder, la desigualdad, la exclusión y la profunda discriminación, sobre todo hacia la población indígena, a la que se le han desconocido históricamente sus derechos y que fue la más afligida durante el conflicto. Lo que desembocó en el nacimiento de grupos al margen de la ley, cuyo propósito fue reivindicar los derechos de la población, así como la equidad y justicia social. El conflicto se caracterizó por la formación de grupos paramilitares, la violación al Derecho Internacional Humanitario, el elevado número de víctimas del conflicto, mayoritariamente indígenas y porque más del 85% de las violaciones a los derechos humanos fueron perpetradas por el Estado. Gracias a la voluntad política, al respaldo de la comunidad internacional, especialmente de la Organización de Naciones Unidas -ONU, y a los buenos oficios de la Comisión Nacional de Reconciliación – CNR, se lograron firmar los Acuerdos de Paz y dar fin a este cruento conflicto de más de 36 años. Las partes firmantes vieron la necesidad de que un ente autónomo e imparcial de Naciones Unidas, verificara el cumplimiento de La Misión de Naciones Unidas en Guatemala - MINUGUA contribuyó a la promoción, defensa y garantía de los derechos de la población indígena guatemalteca. Específicamente, incidió en el cumplimiento de los compromisos contenidos en el Acuerdo sobre Identidad y Derechos de los Pueblos Indígenas guatemaltecos –AIDPI, que fue suscrito el 31 de marzo de 1995, asimismo, contribuyó a la garantía del derecho a la justicia de la población indígena, lo que se evidenció en las acciones y el papel que desempeñó en los componentes de verdad, justicia y reparación.

The damaging of buildings and monuments by biological contamination is a cause of serious concern. Biocides based on chemical toxic compounds have been used to mitigate this problem. However, in the past decade many of the most effective biocides have been banned due to their environmental and health hazards. Therefore, proper remediation actions for microbiologically contaminated historic materials based on environmentally safe solution is of vital importance. Bacillus species are emerging as a promising alternative for built heritage treatment. They produce a great diversity of secondary metabolites with biological activity, well known to possess antagonistic activities against many fungal pathogens. In order to evaluate the antifungal activity of the novel biocides produced in our laboratory by cultures of selected bacterial strains, liquid interaction assays using four biodeteriogenic fungi were achieved, revealing a nearly 100% of inhibitory capacity to fungal proliferation. To confirm their effective safe toxicological properties, in vivo tests using two different biological models were performed. The lyophilized supernatant of the Bacillus culture broth showed no lethality against brine shrimp and also no toxicological effects in Swiss mice through administration of acute dose of 5000 mg/kg by oral gavage. In fact, the bioactive compounds were no lethal at the tested dose unlike Preventol® (commercial biocide) that induced acute toxicity with 10 times minor concentration dose administrated in the same conditions. Therefore, the new bioactive compounds that suppress growth of biodeteriogenic fungi on historical artworks, presenting at the same time no toxicity against other living organisms, constituting an efficient and green safe solution for biodegradation/biodeterioration treatment of Cultural Heritage.

La crisis de gobcrnabilidad de los recursos hídricos es clara y evidente en Costa Rica. Estos recursos están en proceso de deterioro y peligrosamente amenazados. En tan solo cinco décadas se pasó de la riqueza y abundancia de agua, a la vulnerabilidad y escasez de ésta. Un conjunto de realidades ha originado la mencionada crisis: la ausencia de políticas hídricas integrales, claras y estables, un marco legal desactualizado. estático y de mínimo cumplimiento, que ha permitido el uso ineficiente y la contaminación de los cuerpos de agua y desde luego la cultura dominante de poca o ninguna valoración del agua como recurso vital para el desarrollo presente y futuro de todas las especies que poblamos el país.La Agenda Ambiental del Agua en Costa Rica ha sido elaborada mediante un proceso parlicipativo. donde diversos actores sociales en diferentes regiones —Limón, Liberia y la Gran Area Metropolitana (GAM)— priorizaron los 10 principales problemas y sus potenciales soluciones:1) La educación formal e informal es muy débil respecto a como alcanzar el uso eficiente e inteligente de los recursos hrdricos. Igualmente, es débil para revertir el patrón de manejo de vertidos sin responsabilidad social.2) La excesiva centralización de las decisiones. Muy poca participación ciudadana tanto en la estructura organizativa como en la toma de decisiones.3) La inoperancia del marco institucional y legal —desconocimiento por parte de la sociedad civil de los procesos de denuncia y otros; la tramitología de denuncia es demasiado lenta e ineficiente, razón por la cual los denunciantes se cansan y desaniman—.4) La deficiente y casi nula valoración económica del agua, que tome en cuenta el manejo integral de las cuencas y la búsqueda de la permanencia del recurso en el futuro.5) La ausencia de planes hídricos de cuencas donde el plan regulador sea un componente básico.6) La desigual calidad del agua para los costarricenses según operador del servicio y región geográfica.7) La contaminación de aguas superficiales y subterráneas.8) La ausencia de conocimiento, socialización, sistematización y movilización en relación con el manejo del agua. Es necesario el aumento de las capacidades tanto técnicas y científicas como de cambio de cultura y conocimiento popular.9) Falta de información básica y mecanismos claros para poder utilizarla.10) La información existente en la actualidad se encuentra dispersa en diferentes orgarnza ciones y en algunos investigadores, lo que impide su uso efectivo.La Agenda Ambiental del Agua en Costa Rica aproxima los costos para la solución de los problemas apuntados anteriormente.
